Most countries in Africa have promoted some form of decentralized fisheries management either as discrete co-management projects or as a component of broader decentralization processes that cut across other sectors. These initiatives were shaped by an international policy narrative that emphasises participation in decision making and development. A review of fisheries decentralization experiences in Cameroon, Niger, Nigeria, and Malawi reveals marked differences in purpose, strategy, and performance. In general, co-management projects are limited by their ability to scale up new practice and to maintain viable and representative management institutions. In other cases, the decentralization process is not well supported politically or locally or does not articulate with fisheries policy. Experiences of decentralization in other sectors provide useful lessons. Acknowledging the informal institutional environment or realpolitikof fisheries and the rural economy could provide opportunities to better manage and review the process of decentralization.  相似文献

SST errors in the tropical Atlantic are large and systematic in current coupled general-circulation models. We analyse the growth of these errors in the region of the south-eastern tropical Atlantic in initialised decadal hindcasts integrations for three of the models participating in the Coupled Model Inter-comparison Project 5. A variety of causes for the initial bias development are identified, but a crucial involvement is found, in all cases considered, of ocean-atmosphere coupling for their maintenance. These involve an oceanic “bridge” between the Equator and the Benguela-Angola coastal seas which communicates sub-surface ocean anomalies and constitutes a coupling between SSTs in the south-eastern tropical Atlantic and the winds over the Equator. The resulting coupling between SSTs, winds and precipitation represents a positive feedback for warm SST errors in the south-eastern tropical Atlantic.  相似文献

A combination of numeric hydrodynamic models, a large-clast inverse sediment-transport model, and extensive field measurements were used to discriminate between a tsunami and a storm striking Anegada, BVI a few centuries ago. In total, 161 cobbles and boulders were measured ranging from 1.5 to 830?kg at distances of up to 1?km from the shoreline and 2?km from the crest of a fringing coral reef. Transported clasts are composed of low porosity limestone and were derived from outcrops in the low lying interior of Anegada. Estimates of the near-bed flow velocities required to transport the observed boulders were calculated using a simple sediment-transport model, which accounts for fluid drag, inertia, buoyancy, and lift forces on boulders and includes both sliding and overturning transport mechanisms. Estimated near-bed flow velocities are converted to depth-averaged velocities using a linear eddy viscosity model and compared with water level and depth-averaged velocity time series from high-resolution coastal inundation models. Coastal inundation models simulate overwash by the storm surge and waves of a category 5 hurricane and tsunamis from a Lisbon earthquake of M 9.0 and two hypothetical earthquakes along the North America Caribbean Plate boundary. A modeled category 5 hurricane and three simulated tsunamis were all capable of inundating the boulder fields and transporting a portion of the observed clasts, but only an earthquake of M 8.0 on a normal fault of the outer rise along the Puerto Rico Trench was found to be capable of transporting the largest clasts at their current locations. Model results show that while both storm waves and tsunamis are capable of generating velocities and temporal acceleration necessary to transport large boulders near the reef crest, attenuation of wave energy due to wave breaking and bottom friction limits the capacity of storm waves to transport large clast at great inland distances. Through sensitivity analysis, we show that even when using coefficients in the sediment-transport model which yield the lowest estimated minimum velocities for boulder transport, storm waves from a category 5 hurricane are not capable of transporting the largest boulders in the interior of Anegada. Because of the uncertainties in the modeling approach, extensive sensitivity analyses are included and limitations are discussed.  相似文献

The retail geography literature has long recognised the importance of spatial and catchment analysis to inform decision-making relating to store development. However, less attention has been directed to store development “in practice” and, more specifically, how location research and geographical knowledge is leveraged across the wider retail business – in particular informing the marketing function. Through the use of a semi-structured interview and focus group methodology involving approximately 40 location planning, property and marketing analysts, we find that while some larger retailers have established close links between store development and marketing functions in the exchange of catchment, customer, competitor and loyalty card data to inform local marketing, product ranging, promotional mailings and post-opening store performance reviews, this tends to be the exception rather than the rule. We suggest there is a need for location planners to develop their intra-organisational legitimacy to engender a culture of knowledge-sharing and challenge the departmentalised, silo cultures that exist within some retailers in order to better leverage geographical insights and assist in the realisation of appropriate customer propositions and marketing strategies.  相似文献

Flow in the East Auckland Current (EAUC) system to the north‐east of North Cape, New Zealand is examined using data from two current meter mooring arrays, with supporting data from conductivity/temperature/depth (CTD) and satellite altimetry. Variable currents up to 45 cm s–1 were observed. The variability was partly attributable to changes in position and strength of the North Cape Eddy whose centre lies some 150 km offshore. The observed flows across the mooring line correlate well with those estimated from satellite altimetry. This gives confidence in the use of the satellite data to estimate the transport variability in the EAUC in the 1992–2001 period. No seasonal cycle was found in the volume transports but rather broadband variability at periods longer than 100 days.  相似文献

Ocean temperature changes between 1991 and 2005 in the eastern Tasman Sea were analysed. This area was chosen because of a combination of data availability, low mesoscale variability and because of its importance in determining the climate of the downwind New Zealand landmass. A large warming extending to the full depth of the water column (c. 800 m) was found to have occurred between 1996 and 2002. This warming was seen in measurements by expendable bathythermographs and also in satellite sea surface temperature and sea surface height products, and has a clear impact on New Zealand's terrestrial temperature. The nature of the warming is discussed, together with likely forcing mechanisms. No local forcing mechanisms are consistent with the observed warming, leading to the conclusion that the signal seen in the Tasman Sea is part of a larger South Pacific‐wide phenomenon.  相似文献

The Diffuse X-rays from the Local galaxy (DXL) mission is an approved sounding rocket project with a first launch scheduled around December 2012. Its goal is to identify and separate the X-ray emission generated by solar wind charge exchange from that of the local hot bubble to improve our understanding of both. With 1,000 cm2 proportional counters and grasp of about 10 cm2 sr both in the 1/4 and 3/4 keV bands, DXL will achieve in a 5-min flight what cannot be achieved by current and future X-ray satellites.  相似文献

We derive a conservative coincidence time window for joint searches of gravitational-wave (GW) transients and high-energy neutrinos (HENs, with energies ?100 GeV), emitted by gamma-ray bursts (GRBs). The last are among the most interesting astrophysical sources for coincident detections with current and near-future detectors. We take into account a broad range of emission mechanisms. We take the upper limit of GRB durations as the 95% quantile of the T90’s of GRBs observed by BATSE, obtaining a GRB duration upper limit of ∼150 s. Using published results on high-energy (>100 MeV) photon light curves for 8 GRBs detected by Fermi LAT, we verify that most high-energy photons are expected to be observed within the first ∼150 s of the GRB. Taking into account the breakout-time of the relativistic jet produced by the central engine, we allow GW and HEN emission to begin up to 100 s before the onset of observable gamma photon production. Using published precursor time differences, we calculate a time upper bound for precursor activity, obtaining that 95% of precursors occur within ∼250 s prior to the onset of the GRB. Taking the above different processes into account, we arrive at a time window of tHEN − tGW ∈ [−500 s, +500 s]. Considering the above processes, an upper bound can also be determined for the expected time window of GW and/or HEN signals coincident with a detected GRB, tGW − tGRB ≈ tHEN − tGRB ∈ [−350 s, +150 s]. These upper bounds can be used to limit the coincidence time window in multimessenger searches, as well as aiding the interpretation of the times of arrival of measured signals.  相似文献

Palaeontology was established as a science in the Victorian era, yet has roots that stretch deeper into the recesses of history. More than 2000 years ago, the Greek philosopher Aristotle deduced that fossil sea shells were once living organisms, and around 500 ad Xenophanes used fossils to argue that many areas of land must have previously been submarine. In 1027, the Persian scholar Avicenna suggested that organisms were fossilized by petrifying fluids; this theory was accepted by most natural philosophers up until the eighteenth century Enlightenment, and even beyond. The late 1700s were notable for the work of Georges Cuvier who established the reality of extinction. This, coupled with advances in the recognition of faunal successions made by the canal engineer William Smith, laid the framework for the discipline that would become known as palaeontology. As the nineteenth century progressed, the scientific community became increasingly well organized. Most fossil workers were gentleman scientists and members of the clergy, who self‐funded their studies in a new and exciting field. Many of the techniques used to study fossils today were developed during this ‘classical’ period. Perhaps the most fundamental of these is to expose a fossil by splitting the rock housing it, and then conduct investigations based upon the exposed surface ( Fig. 1 ). This approach has served the science well in the last two centuries, having been pivotal to innumerable advances in our understanding of the history of life. Nevertheless, there are many cases where splitting a rock in this way results in incomplete data recovery; those where the fossils are not flattened, but are preserved in three‐dimensions. Even the ephemeral soft‐tissues of organisms are occasionally preserved in a three‐dimensional state, for example in the Herefordshire, La Voulte Sûr Rhone and Orsten ‘Fossil Lagerstätten’ (sites of exceptional fossil preservation). These rare and precious deposits provide a wealth of information about the history of life on Earth, and are perhaps our most important resource in the quest to understand the palaeobiology of extinct organisms. With the aid of twenty‐first century technology, we can now make the most of these opportunities through the field of ‘virtual palaeontology’—computer‐aided visualization of fossils.
