Slivers of land amidst the world’s third largest barrier reef, the Florida Keys provide unique insights on the emerging challenges associated with adaptation to global climate change. While political will and public awareness are gradually shifting on the imposing risks, analysis of survey responses from experts and decision makers serving the Florida Keys (federal, state and local personnel) reveals insufficient resources, limited direction and leadership, and lack of institutional frameworks to facilitate the adaptation process. Against this backdrop, we investigate experts and decision makers’ interest in an array of adaptation measures including their willingness to support a proposed ‘Community Adaptation Fund’ (CAF) to mobilize resources and lay the foundation for adaptation initiatives in the Florida Keys. We also explore potential funding sources for establishing the proposed CAF, and test the feasibility of a diverse set of financing mechanisms. We discuss implications of our findings in the context of enhancing adaptive capacity in the Florida Keys and beyond.  相似文献

This article reviews the theoretical foundations for the concept of peak minerals; drawing on similarities and differences with peak oil as modelled using Hubbert style curves. Whilst several studies have applied peak modelling to selected minerals, discussion of the appropriateness of using Hubbert style curves in the minerals context remains largely unexplored. Our discussion focuses on a comparison between oil and minerals, on the key variables: rates of discovery, estimates of ultimately recoverable resources and demand and production trends. With respect to minerals, there are several obstacles which complicate the application of Hubbert style curves to the prediction of future mineral production, including the lack of accurate discovery data, the effect of uncertain reserve estimates, and varying ore quality and quantity. Another notable difference is that while oil is often combusted during use, minerals are used to make metals which are inherently recyclable. Notwithstanding, by using a range of estimates of resources and/or reserves, a period of time can be identified which indicates when a peak in minerals production may occur. This information may then be used to plan for a transition from using a potentially constrained resource, to using substitutes if available, or to reducing demand for that mineral in society.  相似文献

We use a dynamical systems approach to study thawing quintessence models, using a multiparameter extension of the exponential potential which can approximate the form of typical thawing potentials. We impose observational constraints using a compilation of current data, and forecast the tightening of constraints expected from future dark energy surveys, as well as discussing the relation of our results to analytical constraints already in the literature.  相似文献

We analyse the observed distribution of Eddington ratios  ( L / L Edd)  as a function of supermassive black hole mass for a large sample of nearby galaxies drawn from the Sloan Digital Sky Survey. We demonstrate that there are two distinct regimes of black hole growth in nearby galaxies. The first is associated with galaxies with significant star formation [   M */star formation rate (SFR) ∼  a Hubble time] in their central kiloparsec regions, and is characterized by a broad lognormal distribution of accretion rates peaked at a few per cent of the Eddington limit. In this regime, the Eddington ratio distribution is independent of the mass of the black hole and shows little dependence on the central stellar population of the galaxy. The second regime is associated with galaxies with old central stellar populations (   M */SFR ≫  a Hubble time), and is characterized by a power-law distribution function of Eddington ratios. In this regime, the time-averaged mass accretion rate on to black holes is proportional to the mass of stars in the galaxy bulge, with a constant of proportionality that depends on the mean stellar age of the stars. This result is once again independent of black hole mass. We show that both the slope of the power law and the decrease in the accretion rate on to black holes in old galaxies are consistent with population synthesis model predictions of the decline in stellar mass loss rates as a function of mean stellar age. Our results lead to a very simple picture of black hole growth in the local Universe. If the supply of cold gas in a galaxy bulge is plentiful, the black hole regulates its own growth at a rate that does not further depend on the properties of the interstellar medium. Once the gas runs out, black hole growth is regulated by the rate at which evolved stars lose their mass.  相似文献

The high-mass X-ray binary RX J0146.9+6121, with optical counterpart LS I+61°235 (V831 Cas), is an intriguing system on the outskirts of the open cluster NGC 663. It contains the slowest Be type X-ray pulsar known with a pulse period of around 1400 s and, primarily from the study of variation in the emission line profile of Hα, it is known to have a Be decretion disc with a one-armed density wave period of approximately 1240 d. Here we present the results of an extensive photometric campaign, supplemented with optical spectroscopy, aimed at measuring short time-scale periodicities. We find three significant periodicities in the photometric data at, in order of statistical significance, 0.34, 0.67 and 0.10 d. We give arguments to support the interpretation that the 0.34 and 0.10 d periods could be due to stellar oscillations of the B-type primary star and that the 0.67 d period is the spin period of the Be star with a spin axis inclination of  23+10−8  degrees. We measured a systemic velocity of  −37.0 ± 4.3 km s−1  confirming that LS I+61°235 has a high probability of membership in the young cluster NGC 663 from which the system's age can be estimated as 20–25 Myr. From archival RXTE All Sky Monitor (ASM) data we further find 'super' X-ray outbursts roughly every 450 d. If these super outbursts are caused by the alignment of the compact star with the one-armed decretion disc enhancement, then the orbital period is approximately 330 d.  相似文献

This paper advances understanding of how unequal risks to environmental hazards are generated. Marginalization is the best known explanation for the production of risk. The concept of marginalization was elaborated through studies of hazards in the global South and connotes how social inequalities constrain livelihood options of less powerful social groups. Thus, marginal groups are pressured to degrade landscapes and occupy hazardous environments while they experience decreased capacities to cope with environmental change. This paper directs analytical attention beyond the material to include the discursive realm and demonstrates that the production of unequal risk is contingent upon how hazards are differentially perceived, represented, and contested in social spaces. Findings from a flood disaster case study in the El Paso (US)–Ciudad Juárez (Mexico) border metropolis highlight how hegemonic discourses reinforce material processes of marginalization in flood-prone social spaces. Findings also reveal how socially-powerful geographical groups of people have harnessed institutional resources in their efforts to externalize risks and capitalize on environmental opportunities in some flood-prone areas. The concept of facilitation is used to explain the material-discursive production of socially-elite, flood-prone spaces. Facilitation clarifies how powerful groups are provided privileged access to institutional resources in their pursuit of environmental rewards, contributing to unjust socioenvironmental outcomes. In conclusion, I outline key aspects of how unequal risks are materially and discursively (re)produced within hazardscapes through relational processes of marginalization/facilitation.  相似文献

The Lower Palaeozoic rocks exposed in the Brabant-Ardenne region (Belgium, France) recorded the Early Palaeozoic history on the southern margin of the perigondwanan microcontinent of Avalonia, north of the Rheic suture. These rocks crop out in the Brabant basement and in the Ardenne basement inliers within the Variscan Ardenne allochthon. The two main unconformities are classically associated with distinct orogenic episodes, the Late Ordovician “Ardennian” event and the Early Devonian “Brabantian” event. A review of the current state-of-knowledge with respect to the reconstruction of Early Palaeozoic geodynamics in the Brabant-Ardenne region is presented. It is demonstrated that an unconformity does not necessarily represent an orogenic event, and that the hiatus related to an unconformity does not necessarily coincide with tectonic activity, especially when tectonism is diachronous in nature. The former applies to the Ardennian unconformity, while the latter applies to the Brabantian unconformity. Finally, the well-constrained Brabantian orogeny, as well as the Ardenne-Eifel basin development, is tentatively framed within the Early Palaeozoic geodynamic context of the northern margin of the Rheic realm. By doing so, it is shown that the Brabant-Ardenne region links, both in space and time, the Rheic and Rhenohercynian ocean.  相似文献

The Archean Bird River greenstone belt (BRGB) is located on the southwestern edge of the Superior Province between the 3.2 Ga old Winnipeg River subprovince to the south and the metasedimentary belt of the English River subprovince (ERSP) to the north. This position between two major subprovinces makes the BRGB a primary target for investigating the geodynamic and kinematic evolution of a major structural boundary. New structural and geochronological data have allowed us to present an evolutionary framework for the southern boundary of the North Caribou superterrane. The BRGB underwent 3 main deformation phases. The D1 event took place ca. 2698 Ma and displays a north-side-up shearing. The D2 event, occurring at ca. 2684 Ma in a transpressive context, presents a complex structural pattern mixing vertical tectonics in the BRGB and strike-slip tectonics along the boundaries of the greenstone belt with other subprovinces. Between the BRGB and the ERSP, the 2832–2858 Ma old Maskwa batholith acted as a rigid passive block during the collision and marks the boundary between pure dextral strike-slip tectonics along his northern boundary with the ERSP and vertical south-side-up motion in the BRGB. The BRGB can be considered as a pop-up structure with anastomosed shear zones displaying different horizontal offset according to the orientation of the shear zones. The southern boundary with the Winnipeg River subprovince is represented by a sinistral south-side-up shear zone. The same pattern is found at the regional scale where major shear zones acted as a conjugate set in the horizontal plane. At ca. 2640 Ma, the D3 event occurred in a general dextral transpressive tectonic regime coeval with the emplacement of rare-elements pegmatitic plutons in a still hot (400–500 °C) country rock. The geodynamical and mechanical significance of the partitioning between pure strike-slip tectonics in the English River subprovince and vertical motion in the BRGB can be explained by the rheological behaviour of a hot and weak lithosphere undergoing transpressive strain. The structural framework of the BRGB is the result of strong interactions between hot and weak domains, coeval with widespread plutonism, and a rigid older domain (Maskwa batholith) during the D2 transpressive event.  相似文献
