The management of fishing capacity—in both inland and marine fisheries—is a major policy concern in most countries in Southeast Asia. Excess capacity leads to a number of negative impacts, such as resource use conflicts, overfishing, environmental degradation, economic wastage, and security threats. This paper presents the results of a regional study that examined various approaches to managing excess fishing capacity in small-scale fisheries in Southeast Asia. More specifically, the paper presents an analysis of perceptions of stakeholders in Cambodia, Philippines and Thailand regarding preferred solutions to addressing excess capacity. The paper concludes with a discussion of policy guidance for addressing excess fishing capacity based on the stakeholder-preferred solutions.  相似文献

Characterizing, understanding and better estimating uncertainties are key concerns for drawing robust conclusions when analyzing changing socio-hydrological systems. Here we suggest developing a perceptual model of uncertainty that is complementary to the perceptual model of the socio-hydrological system and we provide an example application to flood risk change analysis. Such a perceptual model aims to make all relevant uncertainty sources – and different perceptions thereof – explicit in a structured way. It is a first step to assessing uncertainty in system outcomes that can help to prioritize research efforts and to structure dialogue and communication about uncertainty in interdisciplinary work.  相似文献

Long‐term hydrological data are key to understanding catchment behaviour and for decision making within water management and planning. Given the lack of observed data in many regions worldwide, such as Central America, hydrological models are an alternative for reproducing historical streamflow series. Additional types of information—to locally observed discharge—can be used to constrain model parameter uncertainty for ungauged catchments. Given the strong influence that climatic large‐scale processes exert on streamflow variability in the Central American region, we explored the use of climate variability knowledge as process constraints to constrain the simulated discharge uncertainty for a Costa Rican catchment, assumed to be ungauged. To reduce model uncertainty, we first rejected parameter relationships that disagreed with our understanding of the system. Then, based on this reduced parameter space, we applied the climate‐based process constraints at long‐term, inter‐annual, and intra‐annual timescales. In the first step, we reduced the initial number of parameters by 52%, and then, we further reduced the number of parameters by 3% with the climate constraints. Finally, we compared the climate‐based constraints with a constraint based on global maps of low‐flow statistics. This latter constraint proved to be more restrictive than those based on climate variability (further reducing the number of parameters by 66% compared with 3%). Even so, the climate‐based constraints rejected inconsistent model simulations that were not rejected by the low‐flow statistics constraint. When taken all together, the constraints produced constrained simulation uncertainty bands, and the median simulated discharge followed the observed time series to a similar level as an optimized model. All the constraints were found useful in constraining model uncertainty for an—assumed to be—ungauged basin. This shows that our method is promising for modelling long‐term flow data for ungauged catchments on the Pacific side of Central America and that similar methods can be developed for ungauged basins in other regions where climate variability exerts a strong control on streamflow variability.  相似文献

Sulfur hexafluoride (SF6) is an established tracer for use in managed aquifer recharge projects. SF6 exsolves from groundwater when it encounters trapped air according to Henry's law. This results in its retardation relative to groundwater flow, which can help determine porous media saturation and flow dynamics. SF6 and the conservative, nonpartitioning tracer, bromide (Br added as KBr), were introduced to recharge water infiltrated into stacked glacial aquifers in Thurston County, Washington, providing the opportunity to observe SF6 partitioning. Br, which is assumed to travel at the same velocity as the groundwater, precedes SF6 at most monitoring wells (MWs). Average groundwater velocity in the unconfined aquifer in the study area ranges from 3.9 to 40 m/d, except in the southwestern corner where it is slower. SF6 in the shallow aquifer exhibits an average retardation factor of 2.5 ± 3.8, suggesting an air-to-water ratio on the order of 10−3 to 10−2 in the pore space. Notable differences in tracer arrival times at adjacent wells indicate very heterogeneous conductivity. One MW exhibits double peaks in concentrations of both tracers with different degrees of retardation for the first and second peaks. This suggests multiple flowpaths to the well with variable saturation. The confining layer between the upper two aquifers appears to allow intermittent connection between aquifers but serves as an aquitard in most areas. This study demonstrates the utility of SF6 partitioning for evaluating hydrologic conditions at prospective recharge sites.  相似文献

The vertical transport of contaminants from source areas is employed in many risk assessment models and screening tools in order to estimate the contaminant mass discharge (CMD) into underlying aquifers. The key parameters for estimating CMD are the contaminant source area and concentration, and the vertical water flux, the latter of which depends on the vertical hydraulic conductivity and the vertical hydraulic gradient in the subsurface. This study focuses on advancing the use of the combined membrane interface probe hydraulic profiling tool (MiHPT) to investigate the vertical hydraulic gradient across a clay till overlying a sandy aquifer at a contaminated site in Denmark. Only the HPT is necessary for the estimate of vertical hydraulic gradient. The hydraulic head, clay till thickness, and resulting vertical hydraulic gradients found using the MiHPT compared well with observations from nearby nested wells. The parameter with the largest discrepancy was the thickness of the clay till. The advantage of the MiHPT is its relatively quick depth discrete access to information regarding subsurface permeability, vertical hydraulic gradients and contaminant distribution across a site. In this case study, performance of additional dissipationtests during the HPT log to acquire determination of the vertical hydraulic gradient increased the cost by 3% compared to standard HPT logs.  相似文献
