作为受《蒙特利尔议定书》控制的氟氯化碳(CFCs)和氟氯烃(HCFCs)的替代品,氢氟碳化物(HFCs)由于具有较高的全球增温潜势(GWP)值而在近年受到国际社会的广泛关注。目前部分发达国家已制定并实施相关政策法规控制HFCs的生产、消费和排放,如欧盟的新F-Gas法规以配额管理的方式对HFCs进行总量控制,美国通过新制冷剂替代计划(SNAP)计划筛选替代品及实施禁用年限逐步替代HFCs等。通过分析比较发达国家政策法规的区别和共性,建议中国在未来应将HFCs控制纳入法律法规的管制范畴,并遵循总量控制原则,利用全生命周期管理的手段逐步实现HFCs的排放管控。  相似文献

Continuous monitoring of soil CO2 dynamic concentration (which is proportional to the CO2 flux through the soil) was carried out at a peripheral site of Mt. Etna during the period November 1997–September 2000 using an automated station. The acquired data were compared with SO2 flux from the summit craters measured two to three times a week during the same period. The high frequency of data acquisition with both methods allowed us to analyze in detail the time variations of both parameters. Anomalous high values of soil CO2 dynamic concentration always preceded periods of increased flux of plume SO2, and these in turn were followed by periods of summit eruptions. The variations were modeled in terms of gas efflux increase due to magma ascent to shallow depth and its consequent depressurization and degassing. This model is supported by data from other geophysical and volcanological parameters. The rates of increase both of soil CO2 dynamic concentration and of plume SO2 flux are interpreted to be positively correlated both to the velocity of magma ascent within the volcano and to lava effusion rate once magma is erupted at the surface. Low rates of the increase were recorded before the nine-month-long 1999 subterminal eruption. Higher rates of increase were observed before the violent summit eruption of September-November 1999, and the highest rates were observed during shorter and very frequent spike-like anomalies that preceded the sequence of short-lived but very violent summit eruptions that started in late January 2000 and continued until late June of the same year. Furthermore, the time interval between the peaks of CO2 and SO2 in a single sequence of gas anomalies is likely to be controlled by magma ascent velocity.Editorial responsibility: H. High ozone concentrations are observed more and more frequently in the lower troposphere. The development of such polluted episodes is linked to a complex set of chemical, physical and dynamical parameters that interact with each other. To improve air quality, it is necessary to understand and quantify the role of all these processes on the intensity of ozone formation. The ESCOMPTE program, especially dedicated to the numerical simulation of photochemical episodes, offers an ideal frame to investigate details of the roles of many of these processes through 3D modeling. This paper presents the analysis, with a 3D eulerian model, of a severe and local episode of ozone pollution that occurred on the 21st of March 2001 in the ESCOMPTE region. This episode is particularly interesting due to the intensity of the observed ozone peaks (450 μg/m3 during 15 mn) but also because it did not occur in summer but at the beginning of spring. As part of the premodeling work of the ESCOMPTE program, this study focuses on the sensitivity of the simulated ozone peaks to various chemical and physical phenomena (long-range transport, industrial emissions, local dynamic phenomena…) to determine their influence on the rise of high local photooxidant concentrations and to better picture the photochemistry of the ESCOMPTE region. Through sensitivity tests to dynamical calculation resolution and emissions, this paper shows how the combination of sea and pond breezes with emissions of reactive VOCs can generate local intense ozone peaks.  相似文献

Deforestation, the second largest source of anthropogenic greenhouse gas emissions, is largely driven by expanding forestry and agriculture. However, despite agricultural expansion being increasingly driven by foreign demand, the links between deforestation and foreign demand for agricultural commodities have only been partially mapped. Here we present a pan-tropical quantification of carbon emissions from deforestation associated with the expansion of agriculture and forest plantations, and trace embodied emissions through global supply chains to consumers. We find that in the period 2010–2014, expansion of agriculture and tree plantations into forests across the tropics was associated with net emissions of approximately 2.6 gigatonnes carbon dioxide per year. Cattle and oilseed products account for over half of these emissions. Europe and China are major importers, and for many developed countries, deforestation emissions embodied in imports rival or exceed emissions from domestic agriculture. Depending on the trade model used, 29–39% of deforestation-related emissions were driven by international trade. This is substantially higher than the share of fossil carbon emissions embodied in trade, indicating that efforts to reduce greenhouse gas emissions from land-use change need to consider the role of international demand in driving deforestation. Additionally, we find that deforestation emissions are similar to, or larger than, other emissions in the carbon footprint of key forest-risk commodities. Similarly, deforestation emissions constitute a substantial share (˜15%) of the total carbon footprint of food consumption in EU countries. This highlights the need for consumption-based accounts to include emissions from deforestation, and for the implementation of policy measures that cross these international supply-chains if deforestation emissions are to be effectively reduced.  相似文献

化石能源(FF)CO2排放是全球人为温室气体排放的主体,作为衔接国家排放清单和大气反演验证途径的关键环节,2019年联合国政府间气候变化专门委员会(IPCC)对《国家温室气体清单指南》进行修订,势必将推动高分辨率FFCO2排放清单的进一步规范发展。本文结合修订版指南中对于高分辨率排放清单的具体要求,从全球尺度、国家及以下尺度两个层面对高时空分辨率FFCO2排放清单的构建方法进行梳理和归纳,并对其研究趋势进行展望。① IPCC方法学的进一步修订与完善,将有助于进一步提高FFCO2排放清单的时空分辨率和精度;而构建包含间接排放的高分辨率FFCO2排放清单正在兴起。② 作为大气反演模型的先验数据,采用自下而上的部门方法,直接获取排放统计数据,是编制高分辨率FFCO2排放清单的首要途径;而通过替代变量及建模途径进行排放总量的时空分配,也是编制高分辨率FFCO2排放清单的必要手段。③ 清单的不确定性分析中,需要考虑时空分配所带来的不确定性信息;基于大气观测的反演验证途径将作为独立于排放清单的一种客观核算手段,将在清单的质量保证/质量控制与验证中发挥重要作用。  相似文献

In this paper, the quadratic polynomial and cubic polynomial functions were applied to analyze the environmental Kuznets curve (EKC) of carbon emissions in Hebei Province. The improved STIRPAT model was also applied to assess the driving factors and reduction paths for carbon emissions in Hebei Province. The results lead to three main conclusions. Firstly, carbon emissions and economic growth in Hebei Province are in a positive cor-relation stage which has not formed the EKC curve, and the “decoupling” stage between carbon emissions and economic growth has not arrived yet. Secondly, the industrial structure, per capita GDP, fixed assets investment, population size and urbanization rate account for the highest proportion of carbon emissions. Carbon emissions can be reduced greatly by changing the energy structure, in which the proportion of coal is decreased year by year. Environmental regulation also has an obvious effect on the reduction of carbon emissions. Thirdly, it is suggested that the reduction of carbon emissions in Hebei Province should focus on four tasks: controlling the development of heavy industry, avoiding overcapacity, optimizing the industrial structure and accelerating the development of clean energy.  相似文献

Carbon sequestration occurs when cultivated soils are re-vegetated. In the hilly area of the Loess Plateau, China, black locust(Robinia pseudoacacia) plantation forest and grassland were the two main vegetation types used to mitigate soil and water loss after cultivation abandonment. The purpose of this study was to compare the soil carbon stock and flux of these two types of vegetation which restored for 25 years. The experiment was conducted in Yangjuangou catchment in Yan′an City, Shaanxi Province, China. Two adjacent slopes were chosen for this study. Six sample sites were spaced every 35–45 m from summit to toe slope along the hill slope, and each sample site contained three sampling plots. Soil organic carbon and related physicochemical properties in the surface soil layer(0–10 cm and 10–20 cm) were measured based on soil sampling and laboratory analysis, and the soil carbon dioxide(CO2) emissions and environmental factors were measured in the same sample sites simultaneously. Results indicated that in general, a higher soil carbon stock was found in the black locust plantation forest than that in grassland throughout the hill slope. Meanwhile, significant differences in the soil carbon stock were observed between these two vegetation types in the upper slope at soil depth 0–10 cm and lower slope at soil depth 10–20 cm. The average daily values of the soil CO2 emissions were 1.27 μmol/(m2·s) and 1.39 μmol/(m2·s) for forest and grassland, respectively. The soil carbon flux in forest covered areas was higher in spring and less variation was detected between different seasons, while the highest carbon flux was found in grassland in summer, which was about three times higher than that in autumn and spring. From the carbon sequestration point of view, black locust plantation forest on hill slopes might be better than grassland because of a higher soil carbon stock and lower carbon flux.  相似文献

Local governments are responding to top-down policy initiatives from both federal and State governments to reduce emissions, and adapt to any potential impacts of climate change. Although climate change is clearly a global problem, many of the solutions will be implemented at the local level. To explore this issue, the aim of this research was to examine regional variation in climate change response across New South Wales (NSW). To this end, between September 2010 and September 2011, we reviewed publicly available council and regional documentations for all NSW councils. The indicators of response examined were based on the NSW Greenhouse Plan (2005). These were awareness-raising, emissions reduction and adaptation planning. It was found that councils were undertaking many practical projects to fulfil the goals of this plan. As a result, they are abating significant quantities of emissions. Adaptation is progressing through the development of risk-based climate change adaptation plans. Councils are addressing particular areas of management, such as water management, assisted by guidelines which incorporate consideration for climate change as part of best practice. While overall responses to this threat are progressing, a distinct urban bias in action has been observed, due to biases in policy and funding arrangements.  相似文献

What happens to policy innovations after they have been adopted? What factors account for subsequent changes to these policies? These are the research questions guiding this study on the spread of and subsequent changes to limit values for nitrogen oxide emissions from large combustion plants. By comparing the processes of diffusion and follow-up policy changes, we assess whether and how policy innovations translate into policy making. In so doing, we build on the literature on the determinants of policy diffusion and transfer. We employ original data on instances of policy adoption and policy change in 24 Organisation for Economic Co-operation and Development (OECD) countries over a period of thirty years (1976–2005). The data are analysed using semi-parametric event-history models. Our empirical findings show that both international and domestic factors account for the observed variation in our data regarding both first-time adoptions and post-adoption modifications. The results reveal that the subsequent tightening of emission standards faces greater obstacles than their mere diffusion (i.e., policy adoption). While international factors and supranational integration appear to impede the subsequent tightening of existing policies, international peer pressure is a strong predictor of an on-going regulatory commitment. Overall, adoption and accommodation processes seem to follow distinctive patterns, suggesting that a promising strategy in policy innovation research would involve differentiation between the first-time adoption and subsequent modification of policies.  相似文献

在工业生产过程中,CO2的大量排放被认为是导致气候变暖的重要因素之一,因此控制和减少CO2排放已成为人类社会面临的紧迫任务。水泥工业是人为排放CO2的重要来源之一,这就意味着水泥工业会在一种不断增加的管理压力下减少CO2的排放量,以应对全球变暖的现状。水泥生产过程中CO2的直接排放和间接排放两大排放途径,直接排放主要包括碳酸盐分解,烧成燃料/非烧成燃料的燃烧。间接排放主要是指电力消耗所产生的CO2。针对碳的排放环节,有效可行的CO2减排措施,例如原料、燃料的替代,熟料化学成分的改变,能源效率的提高等,对我国水泥工业的碳减排提出一些建议和看法。  相似文献
