During the 15th Conference of the Parties(COP 15),Parties agreed that reducing emissions from deforestation and forest degradation and enhancing ’removals of greenhouse gas emission by forests’(REDD+) in developing countries through positive incentives under the United Nations Framework Convention on Climate Change(UNFCCC) was capable of dealing with global emissions.As REDD+ seeks to lower emissions by stopping deforestation and forest degradation with an international payment tier according to baseline scenarios,opportunities for ecosystem benefits such as slowing habitat fragmentation,conservation of forest biodiversity,soil conservation may be also part of this effort.The primary objective of this study is to evaluate ecosystem-based benefits of REDD+,and to identify the relationships with carbon stock changes.To achieve this goal,high resolution satellite images are combined with Normalized Difference Vegetation Index(NDVI) to identify historical deforestation in study area of Central Kalimantan,Indonesia.The carbon emissions for the period of 2000-2005 and 2005-2009 are 2.73 × 10 5 t CO 2 and 1.47 × 10 6 t CO 2 respectively,showing an increasing trend in recent years.Dring 2005-2009,number of patches(NP),patch density(PD),mean shape index distribution(SHAPE_MN) increased 30.8%,30.7% and 7.6%.Meanwhile,largest patch index(LPI),mean area(AREA_MN),area-weighted mean of shape index distribution(SHAPE_AM),neighbor distance(ENN_MN) and interspersion and juxtaposition index(IJI) decreased by 55.3%,29.7%,15.8%,53.4% and 21.5% respectively.The area regarding as positive correlation between carbon emissions and soil erosion was approximately 8.9 × 10 3 ha corresponding to 96.0% of the changing forest.These results support the view that there are strong synergies among carbon loss,forest fragmentation and soil erosion in tropical forests.Such mechanism of REDD+ is likely to present opportunities for multiple benefits that fall outside the scope of carbon stocks.  相似文献

Assemblage approaches are increasingly being used to understand new socio-natural formations arising in relation to the multiple crises of capitalism, climate change and environmental degradation. The valuation of nature is key to these new formations, which the creation of new ‘valued entities’, through calculative practices, that can be accounted for, costed and circulated in monetised and financialised forms in order to ostensibly ‘fix’ certain environmental outcomes in relation to contemporary global crisis. This paper uses an assemblage approach in relation to the global’ transnational project of carbon forestry offsetting and REDD+ in a particular place, Uganda, arguing that it has utility in this respect. While Uganda has been named by Lang and Byakola (2005) as a ‘funny place to store carbon’ due to its contested land politics and history of violence its weak governance context paradoxically re-enforces the imperative for intervention. The paper argues that carbon forestry assemblages are inherently ephemeral and fundamentally contested in three ways: exhibiting a speculative virtuality, faltering materiality and disputed territoriality. Such analysis has the ability to go beyond technical and managerial, or solely pollical economic critiques of carbon forestry, to point at openings for alternatives.  相似文献

Forest tenure reform in the age of climate change: Lessons for REDD+   总被引:1,自引:0,他引:1  
Numerous authors have stressed the importance of guaranteeing and protecting the tenure and human rights of indigenous and other forest-based communities under schemes for reducing emissions from deforestation and forest degradation (REDD, or REDD+); and important international indigenous organizations have spoken out strongly against REDD+. This article examines two specific issues that present risks for local communities: rights to forests and rules for resource use. It draws on the findings of a study conducted by the Center for International Forestry Research (CIFOR) on forest tenure reforms in selected countries in Asia, Africa and Latin America from 2006 to 2008. The study underlines the numerous obstacles faced by communities after rights are won, in moving from statutory rights to their implementation and to access to benefits on the ground. It argues that there is currently little reason to expect better results from national policies under REDD+ without binding agreements to protect local rights.  相似文献

By 2030 Indonesia aims to reduce its CO2 emissions by 29% while maintaining a 7% annual GDP growth rate, thus making “green economy” a reality. Based on a review of literature and secondary data and interviews with key informants, this article examines the gap between these national ambitions and the reality on the ground, with particular attention to the challenges of multi-scalar environmental governance. It first introduces the green economy concept and discusses the main green growth policies and initiatives at the national level. The article then examines green growth ambitions at the provincial level in East Kalimantan province. Our findings suggest that existing plans to further expand oil palm plantations are at odds with provincial efforts to reduce emissions. This highlights a key paradox we identify at the heart of the green economy concept as it is developing in Indonesia: between a development trajectory based on resource extraction and agro-industrial development, and ‘green’ aspirations linked to environmental protection and greenhouse gas emissions reductions. We conclude that the main challenges to address these contradictions are related to the lack of coordination between different governance scales and a political economy that is not conducive to reforms in the land-based sector. There is a need to align investment, planning, and green growth policies, based on a strong political commitment and an awareness of social and environmental trade-offs. On a more general level the article shows that the green economy concept refers to a form of environmental governance in which authorities and interests may overlap and come into conflict at different scales. Hence, differing priorities may lead the material expression of the green economy to diverge significantly from policy as it is initially laid out.  相似文献

Many difficulties have arisen from top-down approaches to the design and implementation of global environmental initiatives. The concept of translation and other analytical features of Actor-Network Theory (ANT) can offer a way of conceptualising these difficulties and their practical effects. By translation, we refer to what happens in-between the formulation of international goals and the results of implementation, and more specifically, relations and negotiations within this broader process. We examine several aspects of translation in the case of Reducing Emissions from Deforestation and Forest Degradation (REDD+), a prominent global environmental initiative. Using an ethnographic approach, we explore local responses in Central Kalimantan province, Indonesia, to REDD+ ideas and goals that originate at international and national levels. Following selection in 2010 as the official REDD+ pilot province, Central Kalimantan became a site for the convergence of actors and projects with varied sources of funding. The study identifies a central tension that emerged between an initial vision of Central Kalimantan as a pioneer, and local concerns about being used as an experimental subject or ‘guinea pig’ for the testing of externally designed schemes. Results show that greater flexibility in the design of programs and initiatives is needed, to provide space for local inputs. Implementation should pay attention to how local actors are included in planning processes that inform decision-making at higher jurisdictional levels. To bring about intended changes in land use, programs like REDD+ need to extend beyond a focus on short-term projects and targets, to instead emphasise long-term investments and forms of collective action that support learning.  相似文献

In a context of neo-liberal environmental governance, imperatives for global climate change mitigation are motivating a new round of policy initiatives and projects aimed at carbon forestry: conserving and enhancing forest carbon stocks, and trading these values in emerging carbon markets. In this context modelling and measurement, always significant in framing and justifying forest policy initiatives, are of renewed importance, with a growing array of protocols focused on counting and accounting for forest carbon as a commodity. This article draws on perspectives from science and technology studies and environmental discourse analysis to explore how these modelling and measurement processes are being co-constructed with forest carbon policies and political economies, and applied in project design in local settings. Document analysis and key informant interviews are used to track and illustrate these processes in a pair of case studies of forest carbon projects in Sierra Leone and Ghana. These are chosen to highlight different project types – focused respectively on forest reserve and farm-forestry – in settings with multi-layered histories of people-forest relations, landscape change and prior project intervention. The analysis shows how longer established framings and assessments of deforestation are being re-invoked and re-worked amidst current carbon concerns. We demonstrate that measurement processes are not just technical but social and political, carrying and thus cementing particular views of landscape and social relations that in turn make likely particular kinds of intervention pathway, with fortress style conservation or plantations becoming the dominant approach. In the process, other possibilities – including alternative pathways that might treat and value carbon as part of complex, lived-in landscapes, or respond more adaptively to less equilibrial people–forest relations, are occluded.  相似文献

Quantification of forest degradation in monitoring and reporting as well as in historic baselines is among the most challenging tasks in national REDD+ strategies. However, a recently introduced option is to base monitoring systems on subnational conditions such as prevalent degradation activities. In Tanzania, charcoal production is considered a major cause of forest degradation, but is challenging to quantify due to sub-canopy biomass loss, remote production sites and illegal trade. We studied two charcoal production sites in dry Miombo woodland representing open woodland conditions near human settlements and remote forest with nearly closed canopies. Supervised classification and adaptive thresholding were applied on a pansharpened QuickBird (QB) image to detect kiln burn marks (KBMs). Supervised classification showed reasonable detection accuracy in the remote forest site only, while adaptive thresholding was found acceptable at both locations. We used supervised classification and manual digitizing for KBM delineation and found acceptable delineation accuracy at both sites with RMSEs of 25–32% compared to ground measurements. Regression of charcoal production on KBM area delineated from QB resulted in R2s of 0.86–0.88 with cross-validation RMSE ranging from 2.22 to 2.29 Mg charcoal per kiln. This study demonstrates, how locally calibrated remote sensing techniques may be used to identify and delineate charcoal production sites for estimation of charcoal production and associated extraction of woody biomass.  相似文献

Swidden (also called shifting cultivation) has long been the dominant farming system in Montane Mainland Southeast Asia (MMSEA). Today the ecological bounty of this region is threatened by the expansion of settled agriculture, including the proliferation of rubber plantations. In the current conception of REDD+, landscapes involving swidden qualify almost automatically for replacement by other land-use systems because swiddens are perceived to be degraded and inefficient with regard to carbon sequestration. However, swiddening in some cases may be carbon-neutral or even carbon positive, compared with some other types of land-use systems. In this paper we describe how agricultural policies and institutions have affected land use in the region over the last several decades and the impact these policies have had on the livelihoods of swiddeners and other smallholders. We also explore whether incentivizing transitions away from swiddening to the cultivation of rubber will directly or reliably produce carbon gains. We argue that because government policies affect how land is used, they also influence carbon emissions, farmer livelihoods, environmental services, and a host of other variables. A deeper and more systematic analysis of the multiple consequences of these policies is consequently necessary for the design of successful REDD+ policies in MMSEA, and other areas of the developing world. REDD+ policies should be structured not so much to ‘hold the forest boundary’ but to influence the types of land-use changes that are occurring so that they support both sustainable livelihoods and environmental services, including (but not limited to) carbon.  相似文献

Following critiques of the global environmental justice paradigm, a ‘critical’ environmental justice scholarship is emerging. This article contributes to this important field of inquiry by interrogating project evaluation through a critical recognition justice lens that draws on political ecology. We use an embedded case study of the official donor evaluation of a REDD+ pilot project in Tanzania; comparing narrated accounts of the project recipients' experiences with the official evaluation documents and asking whose ways of knowing, values, and perspectives on governance and justice are recognized and whose are excluded. We find that the report represents a narrow framing of the project experience, based on standard evaluation criteria, the technical framing of the project, and the ways of knowing, values and perspectives of the (inter)national conservation community. The project framings of many local-level project recipients are not recognized in the official evaluation, despite attempts to include villager perspectives and some consideration of justice-related outcomes in the report. Project evaluation is therefore identified as a vehicle for recognition justices and injustices, discursively reproducing the ways of knowing, values and perspectives of certain actors while excluding others. The role of project evaluation in the proliferation of dominant conservation discourse is identified, and the ability for standardized evaluations to deliver meaningful learning is challenged. We therefore call for a reframing of project evaluation and highlight the potential of incorporating critical environmental justice scholarship and pluralistic methodologies.  相似文献
