Adaptive capacity and its assessment   总被引:4,自引:0,他引:4  
This paper reviews the concept of adaptive capacity and various approaches to assessing it, particularly with respect to climate variability and change. I find that adaptive capacity is a relatively under-researched topic within the sustainability science and global change communities, particularly since it is uniquely positioned to improve linkages between vulnerability and resilience research. I identify opportunities for advancing the measurement and characterization of adaptive capacity by combining insights from both vulnerability and resilience frameworks, and I suggest several assessment approaches for possible future development that draw from both frameworks and focus on analyzing the governance, institutions, and management that have helped foster adaptive capacity in light of recent climatic events.  相似文献

Throughout history settlements have been abandoned due to lack of water. Such a fate is of concern to public officials in settlements facing water scarcity - a condition which is anticipated to increase due to the impacts of climate change, and other factors including increasing per capita water use, and population growth. Key questions surround how to best adapt to these circumstances. A strategy little explored is relocation. This paper presents results from a qualitative study conducted in eight geographically diverse Australian locations. The willingness of individuals to relocate under three hypothetical water scenarios was investigated: (1) if the water in their community ran out, (2) if recycled wastewater was put in their community's drinking water supply, and (3) if desalinated water was put in their community's drinking water supply. Results indicate that most people would not relocate if recycled or desalinated water was used to augment their community's drinking water supply, but they would if their water supply ran out. Our results highlight that while there is initial public opposition to the augmentation of existing potable water supplies with recycled or desalinated water, people would prefer these solutions, over being forced to move location. Respondents were highly aware of the social, economic and public infrastructure costs associated with relocation decisions. Relocation would therefore, for most, only be the very last option if their water demands could not be met. However, it was difficult for most to imagine the situation becoming so dire. Our results highlight the importance of a comprehensive and consultative approach to managing supply in water scarce locations.  相似文献

Successful management of socio-ecological systems not only requires the development and field-testing of robust and measurable indices of vulnerability and resilience but also improved understanding of the contextual factors that influence societal capacity to adapt to change. We present the results of an analysis conducted in three coastal communities in Solomon Islands. An integrated assessment map was used to systematically scan the communities’ multiple dimensions of vulnerability and to identify factors affecting households’ perception about their capacity to cope with shocks (resilience). A multivariate probit approach was used to explore relationships amongst factors. Social processes such as community cohesion, good leadership, and individual support to collective action were critical factors influencing the perception that people had about their community's ability to build resilience and cope with change. The analysis also suggests a growing concern for a combination of local (internal) and more global (external) contingencies and shocks, such as the erosion of social values and fear of climate change.  相似文献

The increasing frequency of heatwaves, particularly in urban contexts, is one of the perceptible consequences of climate change. A city’s vulnerability to these heatwaves must be determined to develop proper adaptation measures. This article addresses the vulnerability of a medium-sized city in Central Europe, Graz, to heatwaves. Based on secondary data and primary data gathered from expert interviews, we identified certain determinants of vulnerability for the city: temperature, proportion of open and green spaces to developed areas, construction period of buildings, distribution of age and poverty risk, adaptation strategies used, and risk perception levels assessed for decision makers in the city administration. Certain city districts can be classified as particularly vulnerable. A high level of risk perception was detected among all decision makers and some adaptation measures have already been enacted. In particular, inter-organizational collaboration in adaptation networks works effectively. A deficit in efficient communication between researchers, policy makers, and members of the public was perceived to be the main barrier. This case study exemplifies the assessment of a city’s vulnerability to heatwaves on the basis of particular determinants and can be applied to many other cities.

Policy relevance

The method applied revealed potential improvements and opportunities on the policy level. Strong networks for climate change adaptation are most effective if regular meetings take place, allowing trust and friendship to grow between decision makers. More target-group-oriented information is needed. Emergency organizations, in particular, need more information, because the perception of heatwave risks has only been based thus far on personal experiences. By establishing a central authority, more information could be provided on heatwaves in cities. The need to raise the perception of members of the population and motivate them to take personal responsibility during disasters was emphasized by interviewed decision makers. This can be supported by providing advice during heatwaves through newspapers, TV, and radio. People in risk groups and their relatives could be trained in workshops. City areas that are at high risk should be marked on maps to make relevant information more tangible for decision makers.  相似文献

The Paris Agreement establishes a global goal on adaptation which will be assessed through the global stocktake, the first attempt by the international climate change regime to measure collective progress on adaptation. This policy analysis identifies four main challenges to designing a meaningful assessment. These are: designing a system that can aggregate results; managing the dual mandate of reviewing collective progress and informing the enhancement of national level actions; methodological challenges in adaptation; and political challenges around measurement. We propose a mixed-methods approach to addressing these challenges, combining short-term needs for reporting with longer-term aims of enhancing national adaptation actions.

Key policy insights

  • Broad domains of adaptation activity could be identified within each of the objectives of the adaptation goal and progress could be measured and aggregated through simple scorecards.

  • The goal should have both process and outcome indicators as well as some narrative linking activities to outcomes over time.

  • Reporting could be a compilation of national data using qualitative and quantitative sources, aligning with the global stocktake’s aim of enhancing national actions over time and reducing immediate reporting burdens.

  • There would be a complementary role at least in the short term for an expert assessment of priority areas.

Adaptation finance is primarily allocated to multilateral entities and national governments, rather than local organizations. This means that the social, political and economic processes that create and sustain inequalities within a country will be the same processes that determine how adaptation finance is used. Using an urban lens, we consider the obstacles currently faced by local governments and local civil society groups in accessing adaptation finance, and show that these are a function of systemic power imbalances between levels of government, and between government and vulnerable communities. We argue that even relatively small amounts of adaptation finance could have a catalytic effect on the capacities and impacts of local organizations, contributing to greater levels of both distributive and procedural justice. We analyse different financial intermediaries and planning systems that could be used to make disbursements from multilateral climate funds fairer and more effective. This could potentially create political opportunities both to respond to direct climate threats and to address underlying drivers of vulnerability, such as marginalization and exclusion. In this way, channelling adaptation finance to the local level could deliver more just processes and outcomes.

Key policy insights

  1. More multilateral climate funds should establish direct access modalities, and introduce ‘fit-for-purpose’ accreditation procedures and approval processes. Those that have already established such enabling frameworks should prioritize providing readiness support to local organizations, and incentivize state and citizen collaboration in adaptation projects.

  2. National governments should consider clearly enshrining the rights and responsibilities of local authorities in National Adaptation Plans, and help them to collect the information, build the capacities and acquire the resources needed to plan and implement adaptation measures. National governments should further encourage local authorities to adopt participatory planning, budgeting, monitoring and evaluation procedures to encourage citizen participation.

  3. Local civil society groups should identify or establish collective entities that can seek accreditation with multilateral funds and then disburse money to their members. Collaboration between groups can facilitate up-scaling through replication (particularly where peer-to-peer learning is embedded in the network) and reduce the transaction costs associated with myriad small projects.

Current, spatially explicit, and high-resolution assessments of population vulnerability to climate change and variability in developing countries can be difficult to create due to lack of data or financial and technical capacity constraints. We propose a comparative, multiple-approach framework to assess the spatial variation of population vulnerability to climatic changes using several high-resolution variables related to climate, topography, and socioeconomic conditions with an objective to detect the spatial variability of climate vulnerability in Nepal. Nepal is one of the most vulnerable countries to the effects of climate change due to frequent climatic hazards and poor socio-economic capacity. We used a climate vulnerability index (CVI) approach to derive climate vulnerability maps at the one-kilometer resolution and test an additive and a principal components-based composite method of data aggregation. In this work, we attempt to answer three questions. 1) How do different methods of assessment inform the spatial variation of the climate vulnerability in Nepal? 2) How do different variables interact to shape climate vulnerability in Nepal? 3) What proportions of the population in Nepal are vulnerable to climatic disasters and why? Our analysis uncovered significant spatial variations in population vulnerability to climate change across Nepal, with the highest vulnerability being experienced by the High Mountain region followed by the regions in the lower elevations. We find that although the lack of adaptive capacity is the biggest cause of population vulnerability to climate change in Nepal, a resilient community is shaped by both biophysical and socioeconomic characteristics. By performing an iterative sensitivity analysis of our thirteen variables both at the aggregate level (nationally) as well as at the more disaggregated (physiographic region) level, we contribute to identifying important, multi-scalar driving factors for vulnerability that can be employed as leverage points for lowering vulnerability at different scales. After performing analyses at multiple regions, we conclude that region-specific variable selection is needed for more detailed assessments and in order to prioritize adaptation strategies at scales that go beyond the hierarchy of administrative divisions.  相似文献

Climate change public opinion research has identified conservative political ideology as the primary predictor of skepticism about climate change’s anthropogenic causes. Most farmers in Idaho are politically conservative, but they are also a unique group for whom observing their environment is part of daily life and work. We use data from in-depth interviews with 30 Idaho farmers to examine the relationship between observations of specific environmental changes and climate concern. We find that while most farmers report noticing changes in precipitation patterns, growing season length, and winter temperatures, few farmers connect these with long-term global climate change. These findings have two important implications: 1) direct experience, even in the form of disruption to an individual’s economic security, is not enough to overcome the influence of political ideology on climate change beliefs, and 2) acknowledging climate variation is not sufficient to convince individuals that the changes are produced by human activities.  相似文献
