重大突发事件的应对处置能力是国家治理体系和治理能力的重要组成部分,也是国家治理能力现代化的重要体现。志愿服务作为新时代社会治理的重要元素,在重大突发事件应对中发挥着独特的作用。然而从近年来重大突发事件应对的现状来看,无论是在质还是量上,志愿服务都难以满足应急工作的需要。通过对近年来重大突发事件的梳理和对灾区的实证调研,提出了重大突发事件中增强志愿服务应急法治能力建设,加强“平战结合”的专业建设能力,提升“互联网+”多方合作的联动协调能力,制定志愿服务应急的精准激励保障能力等方面的思考和建议,对于改善重大突发事件中志愿服务应急能力困境具有一定的价值。 相似文献

This paper distinguishes between two types of emergency management at the local scale—municipal government responsibilities
and community-level initiatives. It argues that these are interdependent, but separate aspects of emergency management. Communities,
whether or not tied to particular places, are posited as being key, but often overlooked resources in both proactive and reactive
phases of emergency management. Of particular importance within communities are the social capital resources (networks of
strong and weak ties) that may work to improve a community’s resilience to risks and hazards. Two cases studies, the 2003
electricity power blackout in the eastern parts of both Canada and the United States and the 2000 water-borne disaster in

As an earthquake-prone country, China has made sustained efforts in the study of earthquakes and disaster mitigation during the past several decades, with China Seismological Bureau (CSB) as the backbone of these efforts. Working towards this purpose, a series of key projects were implemented in the “Ninth Five-Year Plan” (1995-2000) to upgrade earthquake monitoring systems and to improve the supporting infrastructure, significant results in earthquake science were achieved. In the new century, we have worked out a blueprint for earthquake preparedness and disaster mitigation in the “Tenth Five-Year Plan”, which emphases 3 systems (i.e. Seismic Monitoring & Prediction, Seismic Hazards Prevention, Emergency Response), and 10 key projects in earthquake science and technology. 相似文献

Simulation results are presented by using an h-adaptive mass consistent finite element method (FEM) coupled with a Lagrangian particle transport technique (LPT) for dispersion
associated with hazardous atmospheric releases. A three-dimensional wind field is first constructed from the adaptive FEM
model. Lagrangian particles that define the contaminant dispersion are then produced with the LPT scheme, employing a random
walk/stochastic approach. The application of FEM permits flow patterns with irregular geometries to be easily simulated, while
the LPT permits contaminant particle dispersion patterns to be quickly depicted. The hybrid model is fast, runs on PCs, and

This paper gives a brief explanation of the earthquake in Bam. It also reports on the rescue and relief operations, including
the construction of emergency shelters and temporary housing, and on the country’s plan for the reconstruction of the city,
which includes debris removal, the rebuilding of rural and urban residential and commercial units, the reconstruction of state
and public buildings and public facilities such as schools, rural and urban water aqueducts and grids, the construction of
a sewage system, power network and telecommunication system, the provision of water to orchards and farmlands, the renovation
of industries and the revival of the cultural heritage, particularly the historical Bam citadel, among others. We also report
briefly on the effect of the Bam earthquake on the Iran Earthquake Risk Reduction Strategy and actions.
