Place‐based action (PBA) features prominently in labour geographies, particularly in restructuring politics, and is consistently employed as an enduring union tactic, yet it remains relatively undervalued in steel restructuring accounts, with common approaches emphasising the class instability and limitations of such action. In contrast, and to redress the apparent imbalance, this paper argues the merit of recognising PBA as a distinct movement‐based politic with specific forms of representation and empowerment. Such an approach should lead to greater recognition and appreciation of the impact that PBA has had historically. To illustrate this, a case study is presented of how local groups used place‐based action in Wollongong to shape steel restructuring politics and industry policy during the 1980s. Although powerful, the influence of PBA diminished at the policy writing stage. Rather than devaluing all benefits from PBA due to such limitations, it is suggested that the constraints on PBA at this point suggests the need for other forms of intervention. It is concluded that the approach suggested here highlights when other tactics are required, strengthening real‐world tactical analysis.  相似文献

This paper identifies contrasting environmental discourses on bushfire from the public debate that followed the Victorian fires of 2002–03. Submissions to the inquiry into the 2002–03 Victorian bushfires provide a particularly rich source of documentation. It is argued that environmental events such as bushfire only become political issues, or problems, when they are constituted as such through environmental discourse. Through the analysis, three contrasting discourses on bushfire are identified—here labelled the ‘conservationist’, ‘ruralist’ and ‘wise use’ discourses. In examining how different ‘constructions’ of bushfire have led to conflict, each discourse is shown to consist of a range of actors who draw on shared storylines. Having established a better understanding of the different attitudes, beliefs, interests and values that underpin debates about bushfire, the paper concludes with a brief discussion of the prospects for compromise among the discourses and the potential for improved land and fire management outcomes.  相似文献

The 'discursive turn' has been blamed for a lack of engagement between geographers and policymakers. This paper argues that such a view is fundamentally flawed. It ignores the positive contribution that discourse analysis has made to policy studies and the particular role that geographers have played in developing such analyses. It is based on a misconceived view of the policy process and how knowledge can contribute to policy outcomes. A closer attention to policy discourses reveals exactly how knowledge is constructed within the policy process and can help identify how policy may be improved through discursive means.  相似文献

The Co-operative Awards in Science and Engineering (CASE) studentship programme of the UK Research Councils provide one example of wider efforts internationally to encourage so-called 'knowledge transfer' and thereby harness publicly supported university research more closely to the goals of national competitiveness, regional economic development and local regeneration. In this paper we describe the implications of how the various UK research councils have interpreted the objectives and beneficiaries of 'knowledge transfer', both for the relative opportunities available to human and physical geographers for collaboration through CASE and for the sorts of values that their research must serve. Then, we draw on unpublished data from the Economic and Social Research Council (ESRC) to explore the geographies of CASE studentship allocation and participation. The broad regional and institutional patterns of participation we describe have important implications for ongoing debates in the UK about research selectivity and the role of the university as an engine of local development, while the striking disciplinary patterns of CASE participation, and in particular the overwhelming success of geographers in this competitive programme, provide an opportunity to reassess claims about whether and for whom geographical research is relevant.  相似文献

Abstract: Expressions of dissatisfaction about the post‐compulsory Geography curriculum in the early 1970s were unusually concerted, leading to the creation of a National Geography Curriculum Committee. This essay reviews this history and the resulting Syllabus for Schools: Geography Forms 5–7 as a prelude to a discussion of contemporary curriculum development. The essay argues that curriculum development from 1975 and the ‘education reforms’ of the late 1980s failed to produce conditions in which satisfactory outcomes for a Geography curriculum can be assured in 2005, and that a new and concerted period of participation in curriculum discussion is required. Some goals for this process are outlined in the final section of the paper.  相似文献

Public-private partnerships in environmental policy should not simply be viewed in instrumental terms as means of providing environmental infrastructure and services, but also as sites where norms of environmental concern and political accountability are formulated and replicated. Deliberative public-private partnerships--or partnerships that allow greater public participation in the formulation of these norms--may therefore become an important new form of local environmental governance and help make partnerships more relevant to local environmental needs. This paper examines case studies of public-private partnerships in waste-to-energy projects in the Philippines and India to identify how principles of institutional design may enhance the deliberative nature of public-private partnerships in environmental policy. The paper argues that current approaches to deliberative, or cooperative environmental governance concerning public-private partnerships need to acknowledge insights from network theory concerning the communication of environmental and political norms before they can be successfully transferred to developing countries.  相似文献

In this intervention article I contribute to discussions of moral economy by arguing that scholars should reconsider the nature of value. Neoliberalism considers only exchange value. As a consequence neoliberal policies try to manage problems such as climate change with economic systems and instruments that are mis-calibrated to the material realities they are meant to represent. Value has spatial and temporal characteristics. Recognizing the spatial and temporal dynamics of value leads to new means of resource valuation, such as extending the time-frame of instruments and changing the nature of privatization. In conclusion, I argue for the need for new theories of use value.  相似文献

Secure property rights are widely understood as critical for socio-economic development and sustainable land management in forested areas. Policies and programs, ranging from devolution of specific resource rights to formal land titling, have therefore been implemented to strengthen forest tenure and property rights in countries around the world. Despite the prevalence and importance of these efforts, however, systematic understanding of their effects on poverty remains lacking. We address this gap by systematically reviewing evidence on the impact of forest property rights interventions on poverty worldwide. We drew from a systematic map of evidence on forest-poverty links (Cheng et al., 2019) and used a population-intervention-comparator-outcome (PICO) framework to identify relevant studies. Our final dataset included 61 articles published from 2002 to 2016 comprising 91 case studies across 24 countries. Of these, only 11 articles (22 cases) used quasi-experimental methods to control for confounders. We find that almost all studied interventions (n = 88; 97%) focused on rights to access a forest area or withdraw resources from it. Relatively few studied interventions supported the more extensive property rights of exclusion (32%) and alienation (10%). Overall, reported impacts on both income/consumption and capital/assets dimensions of poverty were generally positive or mixed. Results from more robust quasi-experimental assessments showed greater variation, with case studies as likely to report negative as positive impacts on both poverty dimensions. We find tentative support for the economic theory that more secure property rights yield positive welfare effects. However, the paucity of evidence from more robust impact assessments constrains our ability to draw generalizable conclusions about the poverty impacts of different kinds of forest property rights interventions.  相似文献

We develop the outlines of a new approach to study the role of nonhumans in constituting ‘implementation’ and calculative–discursive practices in development projects and programs. Developing a framework around the concept of friction (material resistance or recalcitrance encountered in processes of transformation), we analyze an Energy Self-sufficient Village program in Indonesia. Focusing on specific projects and episodes within this program, we identify multiple distinctive instances of friction. These were driven by nonhumans’ (and humans’) resistance, as remolding of development beneficiaries’ practices was attempted by project administrators, government officials, entrepreneurs and by the (scientific) calculations embedded in their policies, strategies and models. In concluding, we distill four ways in which nonhumans relationally shape development practices: (a) by resisting representations and calculations produced by human actors, (b) by re-directing planned/expected courses of action, (c) through biophysical change to their weight or textures as they move in space and time, and (d) by mediating competition for resources. Overall, nonhumans play a central role in making and unmaking asymmetric relations of power in practice and by constituting practices that diverge from prior expectations, problematize linear understandings of ‘policy implementation’. Their material and discursive agency is multiple, manifesting differently in different relational settings, which highlights the importance of broadening the range of spokespersons who speak on behalf of nonhumans and whose voices can be considered reliable and true. Our study thus provides support to calls for pluralizing and democratizing development ‘expertise’ beyond the usual suspects in science, government and civil society.  相似文献

Over the past decade, major landscape wildfires (or ‘bushfires’ in Australia) in fire-prone countries have illustrated the seriousness of this global environmental problem. This natural hazard presents a complex mesh of dynamic factors for those seeking to reduce or manage its costs, as ignitions, hazard behaviour, and the reactions of different human and ecological communities during and after hazard events are all extremely uncertain. But while those at risk of wildfire have been subject to significant research, the social dimensions of its management, including the role of science, have received little attention. This paper reports on a case study of the Barwon-Otway area of Victoria in Australia, a high wildfire risk area that has recently been a pilot site for a new risk mitigation strategy utilising the wildfire simulation model PHOENIX RapidFire. Against simple equations between ‘more science’ and ‘less uncertainty,’ this paper presents results from interviews and a workshop with practitioners to investigate how scientific research interacts with and informs both wildfire policy and practice. We suggest that attending to cultural and social specificities of the application of any technical innovation—such as next generation modelling—raises questions for future research about the roles of narrative, performance, and other knowledges in the sedimentation of science.  相似文献
