As a legacy of the centrally planned economy, the economies in transition of Central and Eastern Europe (CEE) have a unique potential to reduce their greenhouse gas emissions through the improvement in their high energy intensities. Since much of this `low-hanging fruit' in energy-efficiency improvements can be highly cost-effective, many developed countries facing difficulties in meeting their greenhouse gas (GHG) emission targets domestically are eager to find such opportunities in the CEE region. Therefore, studies analysing the potentials and costs of carbon dioxide reduction through technology improvement in the region have come into the limelight. While there are a few excellent studies in the region aimed at analysing climate change abatement potentials, they all embark on different assumptions, methodologies and boundary conditions. It is hence difficult, if not impossible, to compare and analyse the results of these studies across different authors, countries or time horizons. Consequently, the purpose of this paper is to place four leading studies on GHG mitigation through technology improvement from the CEE region into an internationally comparable framework. Four studies were selected from three countries, Poland, Hungary and Estonia, which are all the results of major national and international efforts to assess costs and potentials of GHG reduction. The paper places their assumptions, methods and final results into a framework which enables policy-makers and project designers to compare these across geographical and technological boundaries. Since other studies from around the globe have been analysed in this framework in the literature, this paper provides a vehicle for the findings of these four studies to be compared to others worldwide. In addition, the paper highlights a few areas where similar studies to be completed in the future in the region may be enhanced by incorporating features used in GHG mitigation research in other parts of the world. Understanding the nature and impacts of tsunamis within the Aegean Sea region ofGreece is of importance to both the academic community and those organisationsconcerned with tsunami disaster management. In order to determine hazard and riskand consequently pre-plan mitigative strategies, it is necessary to analyse historical(documentary) and geological records of former tsunami events. Therefore, firstlythis paper provides a summary of the written sources of information on Aegeantsunamis paying particular attention to published catalogues. From the availabledata, it is noted that a large number of events have been reported during the last3500 years. Secondly, the paper provides a review of the published on-shore(terrestrial) geological records of tsunamis within the region. From this analysisit is seen that little geological evidence has been identified for the large numberof tsunamis reported in the catalogues. Thirdly, the paper considers the reliabilityof the written and geological records and how problems of accuracy, coverage,extent and reliability, may have potential implications for the estimation of hazardand risk. The paper concludes by making recommendations for disaster managers,geologists and historians to work closely together.  相似文献

New paleomagnetic investigations on the Ethiopian trap series have been undertaken at the Abbay and Kessem gorges in an attempt to better constrain the 30 Ma paleomagnetic pole of Africa. We sampled six thick massive basaltic lava flows, totaling 230 m, from Abbay Gorge and 10 lava flows, 180 m in thickness, from Kessem Gorge. Detailed paleomagnetic analyses disclosed that the carriers of the characteristic remanent magnetization (ChRM) are different in different lava flows. These are mostly titanomagnetites, titanomaghemites, and magnetite minerals with a broad range of coercive force and blocking temperatures. The heating and cooling susceptibility vs. temperature curves, many of which are irreversible, may indicate chemical remagnetization, notably low temperature maghemitization. Only one flow (KS04) with a clear 580°C Curie temperature was apparently unaffected by chemical remagnetization. The ChRM direction of this flow is identical to that in other flows, which suggests that if and when remagnetization occurred, this was shortly after emplacement of the lava flows. All of the flows sampled have normal polarity. However, a reversed component of low to medium coercive force and low to medium unblocking temperature occurs in flow KS01 at Kessem Gorge. The ChRM directions for the 16 sites are D=3.1°, I=5.8° (α95=12.7°). The paleomagnetic pole obtained from these is at λ=83.0°N, φ=193.3°E (A95=9.0°). Comparison with three previous studies of the traps shows remarkable consistency and a number of means are derived and discussed. Two final preferred poles for the traps are at λ=79.0°N, φ=196.9°E (A95=2.8°) when all 112 published flows are used, and λ=78.7°N, φ=209.4°E (A95=3.4°) when only the 76 flows from the four more recently analyzed sections are included. Both are compatible with the recent reference synthetic pole for Africa of Courtillot and Besse [J. Geophys. Res. (2002) in press]. In that sense, the Ethiopian trap pole is not anomalous and does not require more of a non-dipolar contribution than indicated by analyses of the global paleomagnetic data base covering the last few million years.  相似文献

论述了在城市地震灾害中如何考虑诸方面因素来评价城市的灾害轻重分布情况。中建立坑危害小区分析模型,设想将城市划分等面积网格,给每个单元网格赋予灾害指数,以确定城市中受灾较为严重的区域,为求灾指挥提供决策信息。同时,将高危害小区的模型研究结果转化为计算机技术可以实现的GIS模型。该研究结果已应用于泰安市防震减灾示范研究项目中。  相似文献

According to statistic analysis on sea surface temperature(SST)anomaly features in theNorth Pacific in winters and springs prior to the summer flood/drought in the middle and lowerreaches of the Yangtze River(hereafter referred to as MLRY),a strong signal SST key area thataffects local flood/drought is put forward,that is the equatorial eastern Pacific.The response ofgeneral circulation in the Northern Hemisphere to SST anomaly in the key area is furtherinvestigated. The low frequency wave train structure of correlation between the eastern PacificSST and the height at 500 hPa in the Northern Hemisphere is also studied,which reflects thedynamic features of teleresponse of local flood/drought at extratropics to tropical SST anomaly.Through introducing SST anomaly in the strong signal area in numerical experiments,the flood inYangtze River Valley is successfully simulated and the similar wave train pattern in the flow field isobtained too.Altogether,the physical picture and dynamic mode of the flood in the Yangtze RiverValley are described in this work.  相似文献

洪水演进仿真系统的研制,是实施“数字流域”工程的重要组成部分;结合洪水演进可视化目标的分析,基于Visual C 系统开发平台,融GIS技术和Opengl开发技术,采用三角形逼近、光滑处理和加入法向量以控制光照的方式,实现了流域地形及河床的三维可视化仿真;应用广度优先搜索算法确定了运动水体与流域河床形态的自适应与自相依的关系,使流域洪水演进模拟具有真实自然的可视化效果。所研制的系统雏形,可有效的模拟流域洪水的三维演进过程;  相似文献
