Climate change presents a threat to the sustainability of cities and their societies, and must be adequately addressed. Urban environments (cities) are responsible for the creation of a significant amount of greenhouse gas emissions which are the source of climate change. Cities have been increasingly the focus of action to address climate change, yet emissions are not significantly reducing. Additionally, there a lack of integration between adaptation and mitigation. This prevents responses adequate to limit global warming to 1.5OC, and to be well adapted to anticipated changes. This paper critically analyses existing definitions and typologies of climate change actions. A definition of ‘climate change transformation’ is proposed which includes the integration of adaptation and mitigation goals to enable a new regime in which global warming is limited to 1.5OC. A new three-part typology: ‘coping, malaction and transformation,’ is presented for categorising climate change actions by the extent to which they integrate adaptation and mitigation, and define a new regime. The typology is accompanied by illustrations to demonstrate the relationship between adaptation and mitigation. The definition, typology and illustration serve to guide effective climate change decision making, and provides principles to guide application in urban environments.  相似文献

Preparedness to adapt to the impacts of climate change was assessed for three important sectors of activity within the Irish coastal and marine environment, namely tourism, fisheries, and conservation of biodiversity. Information on the current status of each sector is a valuable point of reference in terms of accessing contribution to the implementation of future national adaptation efforts. A modified version of the National Adaptive Capacity (NAC) framework developed by the World Resources Institute was used to assess the three sectors of activity. This framework is structured around five functions: assessment, prioritisation, coordination, information management, and climate risk reduction; results of the assessment suggest that all three sectors are at the nascent stages of the climate change adaptation process. Currently there is no dedicated national policy guidance or legal support mechanism on adaptation in Ireland; hence there is no national financial commitment to support implementation of adaptation actions for any of the sectors assessed. Subjecting these three selected sectors of activity to such an assessment enables identification of existing actions that can potentially support current adaptation, as well as where issues such as knowledge gaps and lack of policy support hinder progress.  相似文献

In the Netherlands the current dike design policy is to design flood defence structures corresponding to an agreed flooding probability with an extra safety board of at least 0.5 m. For river dikes a return period of 1,250 years is used to determine the design water levels. A problem with this strategy is that it builds on assumptions with regard to the intrinsically uncertain probability distributions for the peak discharges. The uncertainty is considerable and due to (1) the measuring records that are limited to about 100 years and (2) the changing natural variability as a result of climate change. Although the probability distributions are regularly updated based on new discharge data the nature of the statistics is such that a change in the natural variability of the peak discharge affects the probability distribution only long after the actual change has happened. Here we compare the performance of the probabilistic dike design strategy with the older strategy, referred to as the ‘self-learning dike’. The basic principle of the latter strategy is that the dike height is kept at a level equal to the highest recorded water level plus a certain safety margin. The two flood prevention strategies are compared on the basis of the flooding safety over a 100-year period. The Rhine gauge station at Lobith serves as case study. The results indicate that the self-learning dike performs better than the probabilistic design in terms of safety and costs, both under current and climate change conditions.  相似文献

This paper presents the overview of the Shared Socioeconomic Pathways (SSPs) and their energy, land use, and emissions implications. The SSPs are part of a new scenario framework, established by the climate change research community in order to facilitate the integrated analysis of future climate impacts, vulnerabilities, adaptation, and mitigation. The pathways were developed over the last years as a joint community effort and describe plausible major global developments that together would lead in the future to different challenges for mitigation and adaptation to climate change. The SSPs are based on five narratives describing alternative socio-economic developments, including sustainable development, regional rivalry, inequality, fossil-fueled development, and middle-of-the-road development. The long-term demographic and economic projections of the SSPs depict a wide uncertainty range consistent with the scenario literature. A multi-model approach was used for the elaboration of the energy, land-use and the emissions trajectories of SSP-based scenarios. The baseline scenarios lead to global energy consumption of 400–1200 EJ in 2100, and feature vastly different land-use dynamics, ranging from a possible reduction in cropland area up to a massive expansion by more than 700 million hectares by 2100. The associated annual CO2 emissions of the baseline scenarios range from about 25 GtCO2 to more than 120 GtCO2 per year by 2100. With respect to mitigation, we find that associated costs strongly depend on three factors: (1) the policy assumptions, (2) the socio-economic narrative, and (3) the stringency of the target. The carbon price for reaching the target of 2.6 W/m2 that is consistent with a temperature change limit of 2 °C, differs in our analysis thus by about a factor of three across the SSP marker scenarios. Moreover, many models could not reach this target from the SSPs with high mitigation challenges. While the SSPs were designed to represent different mitigation and adaptation challenges, the resulting narratives and quantifications span a wide range of different futures broadly representative of the current literature. This allows their subsequent use and development in new assessments and research projects. Critical next steps for the community scenario process will, among others, involve regional and sectoral extensions, further elaboration of the adaptation and impacts dimension, as well as employing the SSP scenarios with the new generation of earth system models as part of the 6th climate model intercomparison project (CMIP6).  相似文献

An underlying understanding among adaptation and community-based natural resource management (CBNRM) scholars is the existence of important feedbacks between local resource management institutions and individual adaptive capacity. The relationship between CBNRM and individual adaptive capacity is of global concern given the ubiquity of CBNRM worldwide, the patent impacts of global changes at local levels, and the recent calls for the integration of climate and rural development policies. So far, however, there have not been formal, large-n studies of that relationship. This study aims to fill that gap by testing whether the performance of community-based water management institutions and communal land regimes have an impact on the effectiveness of farmers’ adaptation responses to climatic and global market disturbances. For this purpose, the study relies on a unique dataset of individual and collective features obtained from water user associations (WUAs) and ejidos in Mexico. According to the regression results, well-functioning community-based water management institutions have a positive and significant impact on individual farmers’ self-reported response effectiveness. The impact of communal land property is also significant but negative. These effects, which hold only in the context of climate disturbances but not market disturbances, can be explained by looking at the support given by the associations to farmers, and issues of communal land marginalization, respectively. Policies that strengthen the autonomy and capacity for cooperation of WUAs and ameliorate structural deficits in communal land regimes shall not only guarantee a long-advocated path for rural development but also help farmers deal with some of the climatic uncertainties that increasingly threaten agriculture.  相似文献

Current, spatially explicit, and high-resolution assessments of population vulnerability to climate change and variability in developing countries can be difficult to create due to lack of data or financial and technical capacity constraints. We propose a comparative, multiple-approach framework to assess the spatial variation of population vulnerability to climatic changes using several high-resolution variables related to climate, topography, and socioeconomic conditions with an objective to detect the spatial variability of climate vulnerability in Nepal. Nepal is one of the most vulnerable countries to the effects of climate change due to frequent climatic hazards and poor socio-economic capacity. We used a climate vulnerability index (CVI) approach to derive climate vulnerability maps at the one-kilometer resolution and test an additive and a principal components-based composite method of data aggregation. In this work, we attempt to answer three questions. 1) How do different methods of assessment inform the spatial variation of the climate vulnerability in Nepal? 2) How do different variables interact to shape climate vulnerability in Nepal? 3) What proportions of the population in Nepal are vulnerable to climatic disasters and why? Our analysis uncovered significant spatial variations in population vulnerability to climate change across Nepal, with the highest vulnerability being experienced by the High Mountain region followed by the regions in the lower elevations. We find that although the lack of adaptive capacity is the biggest cause of population vulnerability to climate change in Nepal, a resilient community is shaped by both biophysical and socioeconomic characteristics. By performing an iterative sensitivity analysis of our thirteen variables both at the aggregate level (nationally) as well as at the more disaggregated (physiographic region) level, we contribute to identifying important, multi-scalar driving factors for vulnerability that can be employed as leverage points for lowering vulnerability at different scales. After performing analyses at multiple regions, we conclude that region-specific variable selection is needed for more detailed assessments and in order to prioritize adaptation strategies at scales that go beyond the hierarchy of administrative divisions.  相似文献

Climate change public opinion research has identified conservative political ideology as the primary predictor of skepticism about climate change’s anthropogenic causes. Most farmers in Idaho are politically conservative, but they are also a unique group for whom observing their environment is part of daily life and work. We use data from in-depth interviews with 30 Idaho farmers to examine the relationship between observations of specific environmental changes and climate concern. We find that while most farmers report noticing changes in precipitation patterns, growing season length, and winter temperatures, few farmers connect these with long-term global climate change. These findings have two important implications: 1) direct experience, even in the form of disruption to an individual’s economic security, is not enough to overcome the influence of political ideology on climate change beliefs, and 2) acknowledging climate variation is not sufficient to convince individuals that the changes are produced by human activities.  相似文献

Using coarse-scale approaches, existing national assessments of vulnerability and adaptation highlight physical land instability as a major threat to atoll island nationhood. However, such evaluations are bereft of detailed, ground-truthed analyses of the physical impacts of climatic change on reef islands, treating islands as homogenous in both biophysical and social characteristics. The distinct geomorphic context of two proximate reef islands (Jeh and Jabat) in the Marshall Islands was examined through conventional land survey techniques. A template documenting the nuances in island topography was used to evaluate simple inundation scenarios, reflecting current and future sea-level changes under storm surge conditions. The variations in local scale community exposure to inundation were discernible. The study highlights the importance of treating coarse-scale assessments with caution and underscores the need for continued commitment to resolving variations in community experiences to environmental change. Notions of risk and exposure are complex and embedded in both the biophysical and social contexts of each island community. Despite a number of targeted urban vulnerability studies in the Pacific there remains a need for efforts to document localised differences in experience to better inform contemporary adaptation efforts.  相似文献

This paper examines how gender relations within rural communities in north-central Mexico affect women’s perceptions of and responses to environmental and social risks. Several studies currently exist which suggest various reasons as to how people especially vulnerable to the effects of climate change perceive their risks, and how this influences their responses. In this paper, I take a feminist approach to questions of social–environmental risks and adaptation to argue that risk perception is tightly linked to knowledge production, and knowledge production is a power-laden process involving the constant negotiation of resources, responsibilities and knowledge. I base this argument on the results of fieldwork conducted from September 2009 to May 2010 with women residents of two ejidos in northern Guanajuato, Mexico. In drawing from feminist political ecology studies, I intend to show how gender, environmental knowledge, risk perception and thus, adaptation are constituted by and embedded in social relations of power.  相似文献
