May 2003 Disaster in Sri Lanka and Cyclone 01-B in the Bay of Bengal   总被引:1,自引:0,他引:1

Heavy rainfall deluged South-Western Sri Lanka between the 11th and19th of May 2003 and led to its worst disaster in 50 years. Floods andlandslides claimed 260 lives. The World Meteorological Organizationcited it as evidence for the increase of anomalous climatic extremes inrecent years. Here, a meteorological analysis is presented of this disasteras part of a sustained effort to undertake meteorological applications fordisaster management. There were intense low-level westerlies over SriLanka related to cyclone 01-B that made its way across the Bay of Bengalat least 700 km away. The southeastwardly traverse of the cyclone wasstalled for a few days by anomalous north-westerly geostrophic windsver South Asia. Here, it is argued that orographic rainfall induced bythis stalled cyclone and seasonal inter-tropical convergence zone cloudbands over Sri Lanka led to the deluge. The trajectory of the cyclone wasremote from Sri Lanka and this led to no cyclone hazard warnings beingissued. No cyclones have made landfall in Sri Lanka in May in the last100 years. This study shows that one must exercise vigilance not only inthe path of the cyclone but also remotely due to the modulation of thecyclone by other atmospheric phenomenon and topographic features.This flood may have been predicted with contemporary local area weatherprediction models and this example points to the need for the developmentof local area weather prediction models as part of disaster warning systems.This study also demonstrates the use of meteorological diagnostics forpost-event analysis of hydrometeorology of disaster events.  相似文献

The Indian Ocean Tsunami on Boxing Day 2004 generated a wave of private donations from Western countries - a paradigmatic case of generosity. However, more than a year after, a number of evaluation studies conclude that post-tsunami aid has achieved ambivalent results and that recipients of aid felt excluded from the reconstruction process, reduced to passive observers. This paper argues that there is a link between the abundance of generosity and the practices of aid: the practices of gift giving after the tsunami have developed a humiliating force for those who were at the recipient end of the gift chain, because the marketing of Western generosity by media and aid agencies reinforced those affected by the tsunami as “pure” victims, as “bare life” - passive recipients devoid of their status as fellow citizens on this planet. In a second step, the paper discusses the meta-ethics of these practices of generosity, thinking about the ambivalences inherent in bridging distance in encountering the “distant” other in our aid practices. Various forms of virtue ethics reflect this emphasis on the generous person, while neglecting the perspective of the person in need, and therefore implicitly reproduce those asymmetries of gift giving. In contrast to these conceptions, I want to argue that we need to ground our duty to help distant sufferers in their moral entitlement to be aided. This requires a meta-ethical approach that seeks a combination of a theory of justice with virtue ethics.  相似文献

The December 26, 2004 Sumatra-Andaman earthquake that registered a moment magnitude (Mw) of 9.1 was one of the largest earthquakes in the world since 1900. The devastating tsunami that resulted from this earthquake caused more casualties than any previously reported tsunami. The number of fatalities and missing persons in the most seriously affected countries were Indonesia - 167,736, Sri Lanka - 35,322, India - 18,045 and Thailand - 8,212. This paper describes two field visits to assess tsunami effects in Sri Lanka by a combined team of Japanese and Sri Lankan researchers. The first field visit from December 30, 2004 – January 04, 2005 covered the western and southern coasts of Sri Lanka including the cities of Moratuwa, Beruwala, Bentota, Pereliya, Hikkaduwa, Galle, Talpe, Matara, Tangalla and Hambantota. The objectives of the first field visit were to investigate the damage caused by the tsunami and to obtain eyewitness information about wave arrival times. The second field visit from March 10–18, 2005 covered the eastern and southern coasts of Sri Lanka and included Trincomalee, Batticaloa, Arugam Bay, Yala National Park and Kirinda. The objectives of the second visit were mainly to obtain eyewitness information about wave arrival times and inundation data, and to take relevant measurements using GPS instruments.  相似文献

Abstract Garnet granulites from Sri Lanka preserve textural and chemical evidence for prograde equilibration at temperatures of at least 700–750°C and pressures in the vicinity of 6–8 kbar. Associated strain patterns suggest prograde metamorphism occurred during and immediately following an episode of crustal thickening, with the prograde P–T conditions probably reflecting a combination of the conductive and advective transport of heat at the mid-levels of tectonically thickened crust. The occurrence of prograde wollastonite provides evidence for internally buffered fluid compositions, or fluid absent conditions, during peak metamorphism and precludes pervasive advection of a CO2-rich fluid. The advective heat component is therefore likely to have been provided by the transport of silicate melt. Intricate symplectitic textures record partial re-equilibration of the garnet granulites to lower pressures (˜ 4–6 kbar) at high temperatures (600–750°C), and testify either to the erosional denudation of the overthick crust prior to significant cooling (i.e. quasi-isothermal decompression) or to a subsequent static heating possibly of early Palaeozoic age (Pan-African). The metamorphic history of the Sri Lankan granulites is compared with high grade terrains in the neighbouring fragments of Gondwana, with the emphasis on similarities with Proterozoic granulites of the East Antarctic craton.  相似文献

Thermal zoning of the Highland Complex, Sri Lanka has been delineated using the Fe2+–Mg distribution coefficient between garnet and biotite from garnet–biotite gneiss samples collected with wide geographical distribution. In order to minimize the potential for retrograde Fe–Mg exchange and maximize the potential for retaining peak equilibrium KD (garnet–biotite) and temperature, garnet and biotite included within feldspar and quartz without other mineral inclusions have been selected. The calculated results indicate four distinct temperature contours with KD values varying from 1.84 to 6.38 and temperature varying from 996 to 591 °C. From the present results, it is possible to divide the Highland Complex into two major metamorphic zones: a high‐temperature area in the central region and a low‐temperature area in the south‐western and north‐eastern region. In conjunction with the metamorphic pressure variations estimated from the granulites of the Highland Complex in previous studies, it is shown that the high‐ and low‐temperature areas are complemented by a high‐pressure region towards the eastern side and a low‐pressure region towards the western side of this complex. This thermal dome is interpreted to be an artifact of the different crustal levels exhumed following Pan‐African metamorphism.  相似文献

As part of an effort to demonstrate the use of climate predictions for water resources management, the El Niño/Southern Oscillation (ENSO) influences on stream flow in the Kelani River in Sri Lanka were investigated using correlation analysis, composite analysis and contingency tables. El Niño (warm phase of ENSO) was associated with decreased annual stream flow and La Niña (cold phase of ENSO) with increased annual flows. The annual stream flow had a negative correlation with the simultaneous ENSO index of NINO3·4 that was significant at the 95% level. This negative correlation is enhanced to a 99% level if the aggregate January to September or the April to September stream flow alone were considered. Although, there is little correlation between ENSO indices and stream flow during the October to December period, there is a high correlation between rainfall and NINO3·4 (r = 0·51, significant at the 99% level). Therefore ENSO based rainfall predictions can be used along with a hydrological model to predict the October to December stream flow. This study demonstrates the viability of using ENSO based predictors for January to September or April to September stream flow predictions in the Kelani River. The October to December stream flow may be predicted by exploiting the strong relationship between ENSO and rainfall during that period. Copyright © 2003 John Wiley & Sons, Ltd.  相似文献

斯里兰卡岛以东海域在西南季风期间常会出现一对低频涡旋偶极子(即斯里兰卡穹顶气旋涡和反气旋涡),对当地的海洋生态系统及气候有着重要影响。基于(1/12)°分辨率的混合坐标海洋模式(Hybrid Coordinate Oceanic Model,HYCOM)再分析资料以及多尺度子空间变换(MWT)和基于MWT的正则传输理论等方法,分析了它们的生成发展机制。结果发现这2个涡旋发展所需能量最终都来源于海表风应力做功,但具体可取3条完全不同的路径:①风应力直接驱动涡旋;②风应力驱动背景场的西南季风流,其后西南季风流发生正压不稳定以提供涡旋所需的涡动能;③西南季风流通过风应力做功获得的动能转换为有效位能,其后通过斜压不稳定给涡旋提供位能。涡旋最终衰亡的主要原因包括风应力对涡旋做功的减少、西南季风流正压不稳定的减弱、涡旋的能量频散以及低频涡向更高频扰动的正向能量级串。  相似文献

We carried out SHRIMP zircon U-Pb dating on A-type granitic intrusions from the Namaqua-Natal Province,South Africa,Sverdrupfjella,western Dronning Maud Land,Antarctica and the Nampula Province of northern Mozambique.Zircon grains in these granitic rocks are typically elongated and oscillatory zoned,suggesting magmatic origins.Zircons from the granitoid intrusions analyzed in this study suggest~1025-1100 Ma ages,which confirm widespread Mesoproterozoic A-type granitic magmatism in the Namaqua-Natal(South Africa),Maud(Antarctica) and Mozambique metamorphic terrains.No older inherited(e.g.,~2500 Ma Achean basement or~1200 Ma island are magmatism in northern Natal)zircon grains were seen.Four plutons from the Natal Belt(Mvoti Pluton,Glendale Pluton,Kwalembe Pluton,Ntimbankulu Pluton) display 1050-1040 Ma ages,whereas the Nthlimbitwa Pluton in northern Natal indicates older 1090-1080 Ma ages.A sample from Sverdrupfjella,Antarctica has~1091 Ma old zircons along with~530 Ma metamorphic rims.Similarly,four samples analysed from the Nampula Province of Mozambique suggest crystallization ages of~1060-1090 Ma but also show significant discordance with two samples showing younger~550 Ma overgrowths.None of the Natal samples show any younger overgrowths.A single sample from southwestern Namaqualand yielded an age of~1033 Ma.Currently available chronological data suggest magmatism took place in the Namaqua-Natal-MaudMozambique(NNMM) belt between~1025 Ma and~1100 Ma with two broad phases between~1060-1020 Ma and 1100-1070 Ma respectively,with peaks at between~1030-1040 Ma and~1070-1090 Ma.The age data from the granitic intrusions from Namaqualand.combined with those from Natal,Antarctica and Mozambique suggest a crude spatial-age relationship with the older1070 Ma ages being largely restricted close to the eastern and western margins of the Kalahari Craton in northern Natal,Mozambique.Namaqualand and WDML Antarctica whereas the younger 1060 Ma ages dominate in southern Natal and western Namaqualand and are largely restricted to the southern and possibly the western margins of the Kalahari Craton.The older ages of magmatism partially overlap with or are marginally younger than the intracratonic Mkondo Large lgneous Provinee intruded into or extruded onto the Kalahari Craton,suggesting a tectonic relationship with the Maud Belt.Similar ages from granitic augen gneisses in Sri Lanka suggest a continuous belt stretching from Namaqualand to Sri Lanka in a reconstituted Gondwana,formed during the terminal stages of amalgamation of Rodinia and predating the East African Orogen.This contiguity contributes to defining the extent of Rodinia-age crustal blocks,subsequently fragmented by the dispersal of Rodinia and Gondwana.  相似文献

The aim of this paper is to understand the extent to which the start-up motives can influence social-ecological resilience in community-based entrepreneurship setting. The case study approach was used to study five coastal communities in northwestern Sri Lanka. Shrimp farmers’ start-up motives include both the desire to capitalize on opportunities to utilize their resources and skills (opportunity-driven) and the need to establish satisfactory sources of income (necessity-driven). They have come up with diverse entrepreneurial responses to face various stressors and shocks by using their existing capital types and their willingness for collaboration. Farmers’ coping capacity is demonstrated through their individual responses whereas adaptive and transformative capacities are demonstrated mostly through their community cooperative work. Findings also reveal that the start-up motives of small-scale shrimp farmers are less influential on their social-ecological resilience in the community setting. Instead, the key to social-ecological resilience lies with the understanding of the nature of stressors and their commitment for collective action.  相似文献
