Reindeer husbandry's strong connection to the land, together with the ongoing climate-change debate, has generated growing interest in its socio-ecological resilience and vulnerability. The ability of indigenous societies and their activities to respond to change is widely recognized to be dependent on several factors, such as socioeconomic forces and aspects of governance, all of which have long historical backgrounds. However, although historians constantly address questions about human societies, there have been very few historical studies on their resilience, vulnerability and adaptation strategies. Here, using historical sources, we analyze the vulnerability of reindeer husbandry (and the Sami societies that depended on it) in Sweden during the 19th century. We demonstrate that although reindeer management was a much more diverse enterprise at that time than it is now, the major adaptation strategy and constraining forces were similar to those of today. The foremost adaptation strategy was, and still is, the flexible use of pasture area, and the clearest constraints during the 19th century were the loss of authority over the land and the imposed regulation of reindeer management-both of which were strongly connected to the process of colonization.

Terminology

Throughout this paper we use the terms reindeer management and reindeer pastoralism interchangeably. Sami reindeer pastoralism has been described as a complex system with two different aspects of management: herding and husbandry. Husbandry has been defined as the accumulations of profit whereas herding has been defined as the control of the animals in the terrain (Paine, 1970, p. 53). In a Swedish context husbandry questions concerning slaughter and castration of reindeer were discussed within the household and herding matters were resolved jointly within the traditional working community Siida. The Siida consisted of households working together on traditional pasturelands and these constellations were grouped together into administrative reindeer pasture districts (Sami villages) ( [Ingold, 1978], [Fellman, 1910] and [Beach, 1981]).  相似文献

Climate change is already affecting rural communities along the high Andean plateau, but it is just one of many stresses that Andean people experience on a regular basis. This paper examines the experiences of quinoa farmers in Southwestern Bolivia as they faced the overlapping crises of protracted drought and market disruption in 2017. Drawing on political ecologies of resilience, this paper argues that the ability of rural people to cope with this double exposure was already compromised by ecological and social vulnerabilities produced through the development trajectories of the previous two decades. These development strategies generated three overlapping processes: 1) neoliberal entanglements involving specialization in quinoa production, marketization, and individualization of livelihoods in ways that undermined collective action; 2) new relationships of debt that tied households to monetized response paths and undermined flexibility; and 3) the degradation of soils through extensification, overproduction, and industrialization of quinoa production. This paper argues that while climate and market disruptions are not to be dismissed, we must historicize the double exposure to also ask how resilience and vulnerability to such challenges are generated in the first place.  相似文献

Co-production between scientific and Indigenous knowledge has been identified as useful to generating adaptation pathways with Indigenous peoples, who are attached to their traditional lands and thus highly exposed to the impacts of climate change. However, ignoring the complex and contested histories of nation-state colonisation can result in naïve adaptation plans that increase vulnerability. Here, through a case study in central Australia, we investigate the conditions under which co-production between scientific and Indigenous knowledge can support climate change adaptation pathways among place-attached Indigenous communities. A research team including scientists, Ltyentye Apurte Rangers and other staff from the Central Land Council first undertook activities to co-produce climate change presentations in the local Arrernte language; enable community members to identify potential adaptation actions; and implement one action, erosion control. Second, we reflected on the outcomes of these activities in order to unpack deeper influences. Applying the theory of articulation complexes, we show how ideologies, institutions and economies have linked Indigenous societies and the establishing Australian nation-state since colonisation. The sequence of complexes characterised as frontier, mission, pastoral, land-rights, community-development and re-centralisation, which is current, have both enabled and constrained adaptation options. We found knowledge co-production generates adaptation pathways when: (1) effective methods for knowledge co-production are used, based on deeply respectful partnerships, cultural governance and working together through five co-production tasks—prepare, communicate, discuss, bring together and apply; (2) Indigenous people have ongoing connection to their traditional territories to maintain their Indigenous knowledge; (3) the relationship between the Indigenous people and the nation-state empowers local decision-making and learning, which requires and creates consent, trust, accountability, reciprocity, and resurgence of Indigenous culture, knowledge and practices. These conditions foster the emergence of articulation complexes that enable the necessary transformative change from the colonial legacies. Both these conditions and our approach are likely to be relevant for place-attached Indigenous peoples across the globe in generating climate adaptation pathways.  相似文献

Climatic variability affects many underlying determinants of child malnutrition, including food availability, access, and utilization. Evidence of the effects of changing temperatures and precipitation on children’s nutritional status nonetheless remains limited. Research addressing this knowledge gap is merited given the short- and long-run consequences of malnutrition. We address this issue by estimating the effects of temperature and precipitation anomalies on the weight and wasting status of children ages 0–59 months across 18 countries in sub-Saharan Africa. Linear regression models show that high temperatures and low precipitation are associated with reductions in child weight, and that high temperatures also lead to increased risk of wasting. We find little evidence of substantively meaningful differences in these effects across sub-populations of interest. Our results underscore the vulnerability of young children to climatic variability and its second-order economic and epidemiological effects. The study also highlights the corresponding need to design and assess interventions to effectively mitigate these impacts.  相似文献

Australia's vulnerability to climate variability and change has been highlighted by the recent drought (i.e. the Big Dry or Millennium Drought), and also recent flooding across much of eastern Australia during 2011 and 2012. There is also the possibility that the frequency, intensity and duration of droughts may increase due to anthropogenic climate change, stressing the need for robust drought adaptation strategies. This study investigates the socio-economic impacts of drought, past and present drought adaptation measures, and the future adaptation strategies required to deal with projected impacts of climate change. The qualitative analysis presented records the actual experiences of drought and other climatic extremes and helps advance knowledge of how best to respond and adapt to such conditions, and how this might vary between different locations, sectors and communities. It was found that more effort is needed to address the changing environment and climate, by shifting from notions of ‘drought-as-crisis’ towards acknowledging the variable availability of water and that multi-year droughts should not be unexpected, and may even become more frequent. Action should also be taken to revalue the farming enterprise as critical to our environmental, economic and cultural well-being and there was also strong consensus that the value of water should be recognised in a more meaningful way (i.e. not just in economic terms). Finally, across the diverse stakeholders involved in the research, one point was consistently reiterated: that ‘it's not just drought’. Exacerbating the issues of climate impacts on water security and supply is the complexity of the agriculture industry, global economics (in particular global markets and the recent/ongoing global financial crisis), and demographic changes (decreasing and ageing populations) which are currently occurring across most rural communities. The social and economic issues facing rural communities are not just a product of drought or climate change – to understand them as such would underestimate the extent of the problems and inhibit the ability to coordinate the holistic, cross-agency approach needed for successful climate change adaptation in rural communities.  相似文献

“意象”是近年来多学科研究追踪的热点命题之一。本文在重点文献回顾基础上,就城市意象和旅游目的地意象的研究发展脉络及方法进行了较为全面的回顾与分析,研究结果显示:二者的产生、发展与国际、国家的整体发展水平与人类的社会性需求存在密切联系,而这种社会性需求也决定了其研究的基本发展方向。就城市意象和旅游目的地意象研究本身来看,二者在研究的核心聚焦内容、研究的基本指向、研究方法与研究发展的外生动力上都基本趋于一致;在研究涉及群体与研究学科视角上存在明显的差别。同时,为了推进城市意象与旅游目的地意象研究的深化,提出了应关注“意象”的地方感研究与提升研究技术的具体建议。  相似文献

基于多时相影像的耕地提取和变化分析是有效管理和保护耕地资源的重要手段。然而就多时相耕地的分类提取而言,现有方法对于多时相影像中地物的时空特征表达和时空上下文关系建模存在着局限性,导致耕地的提取精度不佳;其次,对于耕地的变化分析,现有方法往往只关注基于行政单元的耕地面积统计变化,而对耕地变化在空间上的相关性分布特点考虑较少。因此,本文首先提出了一种时空上下文分类方法,综合表达和利用多时相影像中地物的光谱、纹理和空间等特征,建模时空维度上地物间在特征和语义上的上下文关系,来提高耕地覆盖分类的精度;其次,基于耕地覆盖的提取结果,在规则格网和行政区划单元上,采用GIS空间统计方法分析耕地变化的空间相关性特点;最后,以北京市顺义区为例,以2015—2019年的多时相Sentinel-2影像为数据源对本文方法进行验证。结果表明,与常见的2种多时相影像分类方法相比,本文方法在多时相耕地分类上精度最高,平均用户精度和制图精度分别达到91.21%和90.53%,所有类别的总体精度为90.79%。这表明本文方法能精确提取多时相耕地覆盖信息。通过对耕地变化的空间分布特点进行分析,发现2015—2019年顺义区耕地变化存在区域聚集现象,主要呈现为集中减少特点,其中赵全营镇、高丽营镇、木林镇和杨镇地区耕地的聚集性减少较为明显,说明这些地区的耕地侵占和减少问题比较严重。  相似文献

Over the past one billion years, England has experienced a remarkable geological journey. At times it has formed part of ancient volcanic island arcs, mountain ranges and arid deserts; lain beneath deep oceans, shallow tropical seas, extensive coal swamps and vast ice sheets; been inhabited by the earliest complex life forms, dinosaurs, and finally, witnessed the evolution of humans to a level where they now utilise and change the natural environment to meet their societal and economic needs. Evidence of this journey is recorded in the landscape and the rocks and sediments beneath our feet, and this article provides an overview of these events and the themed contributions to this Special Issue of Proceedings of the Geologists’ Association, which focuses on ‘The Geology of England – critical examples of Earth History’. Rather than being a stratigraphic account of English geology, this paper and the Special Issue attempts to place the Geology of England within the broader context of key ‘shifts’ and ‘tipping points’ that have occurred during Earth History.  相似文献

Rip current warning signs complement lifeguards and flags on many beaches globally to alert beach users to the danger of rip currents and to inform beach users about how to identify and avoid rip currents. Although rip current warning signs, such as the sign distributed by the U.S. National Oceanographic and Atmospheric Administration (NOAA), are an important part of any beach safety program, their effectiveness is unknown. Moreover, we do not know how beach users respond to or perceive the rip-current warnings represented graphically and textually. Here we report on a spatially and temporally randomized survey of 392 beach users from three heavily frequented public beaches in Texas (Galveston, Port Aransas, and Corpus Christi) at the height of the summer beach season in 2012. Beach users were asked to respond to the rip current warning sign developed in 2003–2004 by the U.S. Rip Current Task Force. Nearly half of respondents did not notice any warning sign when approaching the beach. When prompted by enumerators with the Task Force sign, 44.5% of beach users found the sign was “helpful” or “very helpful” to their ability to identify a rip current. However, more than half of beach users had difficulty translating the rip current image into a feature observable while standing or sitting on the shore. Many beach users will respond to a warning sign showing the rip current from the perspective of place, rather than the aerial view representing the ocean as space. This realization guides our specific suggestions for improving the current NOAA warning signs.  相似文献
