中国地质调查局用了近10年时间,在基础地质调查和矿产调查领域基本完成了地质调查全流程数字化过程。在"云"计算与大数据技术等新一代信息技术的兴起大环境下,未来5至10年,地质调查主流程信息化的方向和目标是什么呢?本文基于新一代信息智能技术和智能设备在地质调查数据采集、数据分析处理、数据交换传输、三维建模、信息泛在服务、业务管理全面深度融合的基础上,结合智能空间与普适计算概念给出了智能地质调查定义,提出了基于云计算和Hadoop生态体系为基础的天地空一体化的智能地质调查体系、架构和应用模式,并对其关键技术进行了讨论。  相似文献

Marine protected areas (MPAs) hold great promise as an effective conservation tool, but the potential negative socioeconomic impacts of MPAs remain poorly understood. Indeed, little work has been done to advance the frameworks and methods needed to assess, measure, and communicate the potential negative socioeconomic impact of MPAs and incorporate this information in MPA planning and management efforts. To address this gap, we test a vulnerability assessment termed the Livelihood Vulnerability Index (LVI) that is designed to measure the relative potential impact a proposed MPA network may have upon fisherman livelihoods. To test the LVI, specifically we ask, how does the vulnerability of fishermen to the impact of MPAs differ across place? We explore this question through two core areas of inquiry surrounding the study of vulnerability assessments: 1) Ranking and comparing vulnerability and 2) Explaining attributes of vulnerability. Through this study we demonstrate how the historical and current conditions fishermen experience in a given place shape vulnerability levels in various ways. Variability in the attributes of a particular place such as weather conditions, the size of fishing areas, availability of alternative fisheries, and changes in kelp cover contribute inherently as measures of vulnerability but they also shape fishermen perceptions of what are important measures of vulnerability. Secondly, counter to existing notions, the use of weights in vulnerability assessments may not significantly impact vulnerability scores and ranking. Together these findings emphasize the need to test vulnerability assessments against actual experienced impact or harm across geographies and groups of fishermen towards an informed refinement of vulnerability assessments. We emphasize that the particularities of place are critical to understand, to appropriately assess and thus to effectively mitigate vulnerability in order to promote the future well being of fisherman livelihoods.  相似文献

Abstract

Under the United Nations Framework Convention on Climate Change (UNFCCC), adaptation has recently gained importance, yet adaptation is much less developed than mitigation as a policy response. Adaptation research has been used to help answer to related but distinct questions. (1) To what extent can adaptation reduce impacts of climate change? (2) What adaptation policies are needed, and how can they best be developed, applied and funded? For the first question, the emphasis is on the aggregate value of adaptation so that this may be used to estimate net impacts. An important purpose is to compare net impacts with the costs of mitigation. In the second question, the emphasis is on the design and prioritisation of adaptation policies and measures. While both types of research are conducted in a policy context, they differ in their character, application, and purpose. The impacts/mitigation research is orientated towards the physical and biological science of impacts and adaptation, while research on the ways and means of adaptation is focussed on the social and economic determinants of vulnerability in a development context. The main purpose of this paper is to demonstrate how the national adaptation studies carried under the UNFCCC are broadening the paradigm, from the impacts/mitigation to vulnerability/adaptation. For this to occur, new policy research is needed. While the broad new directions of both research and policy can now be discerned, there remain a number of outstanding issues to be considered.  相似文献

Vulnerability assessment in karstic areas: validation by field experiments   总被引:2,自引:0,他引:2  
Several methods have been developed for vulnerability mapping in karstic areas. These methods need additional validation by field experiments. Several tests have been carried out in the Swiss Jura with natural and artificial tracers. The protective role of some intrinsic properties of the system, such as glacial deposits covering karst, epikarst storage and system dilution effect, have been clearly demonstrated. Use of three tracers in parallel showed the reactivity of the epikarst: all tracers arrived at the same time, but their relative concentration stayed clearly different. A classification of contamination scenarios into four classes is proposed. It is shown that the relevance of some intrinsic properties depends on the considered scenario class. The hydrodynamic state of the aquifer influences greatly flow velocities and can strongly modify contaminant concentrations at the output of the system. The spatial repartition (point vs diffuse) and the quantity of contaminant entering the system will also influence the output response. Hence, results from tracing experiments cannot be used straightforward for obtaining a representative value of flow velocity, dispersion or recovery rate.  相似文献

Globally, many built-up areas are threatened by multiple hazards which pose significant threat to humans, buildings and infrastructure. However, the analysis of the physical vulnerability towards multiple hazards is a field that still receives little attention although vulnerability analysis and assessment can contribute significantly to risk reduction efforts. Indicator-based vulnerability approaches are flexible and can be adjusted to the different hazards as well as to specific user needs. In this paper, an indicator-based vulnerability approach, the PTVA (Papathoma Tsunami Vulnerability Assessment), was further developed to be applicable in a multi-hazard context. The resulting multi-hazard version of the PTVA consists of four steps: the identification of the study area and relevant hazards as well as the acquisition of hazard information, the determination of vulnerability indicators and collection of data, the weighting of factors and vulnerability assessment and finally, the consideration of hazard interactions. After the introduction of the newly developed methodology a pilot application is carried out in the Faucon municipality located in the Barcelonnette basin, Southern French Alps. In this case study the vulnerability of buildings to debris flows, shallow landslides and river flooding for emergency planning and for general risk reduction purposes is assessed. The implementation of the methodology leads to reasonable results indicating the vulnerable buildings and supporting the priority setting of different end-users according to their objectives. The constraints of the presented methodology are: a) the fact that the method is not hazard-intensity specific, thus, vulnerability is measured in a rather qualitative and relative way and b) the high amount of data required for its performance. However, the advantage is that it is a flexible method which can be applied for the vulnerability analysis in a multi-hazard context but also it can be adjusted to the user-specific needs to support decision-making.  相似文献

Satellite images have enormous potential for qualitative land use analysis. This paper presents empirical results that demonstrate how normally invisible dimensions produced by land use can be identified by enriching satellite data with qualitative information from field studies.Land use can be defined as the intentional use of a specific piece of land resulting in patterns of ecological responses that are visible in the land cover and landscape. Responses to land use often result in a heterogeneous combination of reflectance in satellite images. Statistical methods used in the classification of satellite imagery are limited in their capacity to handle categories consisting of heterogeneous combinations of spectral values. To overcome this limitation, a contextual post-classification method has been used to map land cover configurations as related to different agricultural practices in the district of Sodo, Ethiopia.The results show that it is possible to map socio-spatial distribution of different agricultural and socioeconomic practices on a regional level by combining field observations and spatial contextual information. The empirical findings show local agricultural activity variations in cash crop production and subsistence agriculture in the Sodo district of Ethiopia.  相似文献

Greater recognition of the seriousness of global environmental change has led to an increase in research that assesses the vulnerability of households, communities and regions to changing environmental or economic conditions. So far, however, there has been relatively little attention given to how assessments can be conducted in ways that help build capacity for local communities to understand and find their own solutions to their problems. This paper reports on an approach that was designed and used to work with a local grass roots organization in the Solomon Islands to promote inclusivity and participation in decision-making and to build the capacity of the organization to reduce the vulnerability of communities to drivers of change. The process involved working collaboratively with the organization and training its members to conduct vulnerability assessments with communities using participatory and deliberative methods. To make best use of the learning opportunities provided by the research process, specific periods for formal reflection were incorporated for the three key stakeholders involved: the primary researchers; research assistants; and community members. Overall, the approach: (1) promoted learning about the current situation in Kahua and encouraged deeper analysis of problems; (2) built capacity for communities to manage the challenges they were facing; and (3) fostered local ownership and responsibility for problems and set precedents for future participation in decision-making. While the local organization and the communities it serves still face significant challenges, the research approach set the scene for greater local participation and effort to maintain and enhance livelihoods and wellbeing. The outcomes highlight the need for greater emphasis on embedding participatory approaches in vulnerability assessments for communities to benefit fully from the process.  相似文献

Vulnerability of Aboriginal health systems in Canada to climate change   总被引:1,自引:0,他引:1  
Climate change has been identified as potentially the biggest health threat of the 21st century. Canada in general has a well developed public health system and low burden of health which will moderate vulnerability. However, there is significant heterogeneity in health outcomes, and health inequality is particularly pronounced among Aboriginal Canadians. Intervention is needed to prevent, prepare for, and manage climate change effects on Aboriginal health but is constrained by a limited understanding of vulnerability and its determinants. Despite limited research on climate change and Aboriginal health, however, there is a well established literature on Aboriginal health outcomes, determinants, and trends in Canada; characteristics that will determine vulnerability to climate change. In this paper we systematically review this literature, using a vulnerability framework to identify the broad level factors constraining adaptive capacity and increasing sensitivity to climate change. Determinants identified include: poverty, technological capacity constraints, socio-political values and inequality, institutional capacity challenges, and information deficit. The magnitude and nature of these determinants will be distributed unevenly within and between Aboriginal populations necessitating place-based and regional level studies to examine how these broad factors will affect vulnerability at lower levels. The study also supports the need for collaboration across all sectors and levels of government, open and meaningful dialogue between policy makers, scientists, health professionals, and Aboriginal communities, and capacity building at a local level, to plan for climate change. Ultimately, however, efforts to reduce the vulnerability of Aboriginal Canadians to climate change and intervene to prevent, reduce, and manage climate-sensitive health outcomes, will fail unless the broader determinants of socio-economic and health inequality are addressed.  相似文献

Famines are often linked to drought in semi-arid areas of Sub-Saharan Africa where not only pastoralists, but also increasingly agro-pastoralists are affected. This study addresses the interplay between drought and famine in the rural semi-arid areas of Makueni district, Kenya, by examining whether, and how crop production conditions and agro-pastoral strategies predispose smallholder households to drought-triggered food insecurity. If this hypothesis holds, then approaches to deal with drought and famine have to target factors causing household food insecurity during non-drought periods. Data from a longitudinal survey of 127 households, interviews, workshops, and daily rainfall records (1961–2003) were analysed using quantitative and qualitative methods. This integrated approach confirms the above hypothesis and reveals that factors other than rainfall, like asset and labour constraints, inadequate policy enforcement, as well as the poverty-driven inability to adopt risk-averse production systems play a key role. When linking these factors to the high rainfall variability, farmer-relevant definitions and forecasts of drought have to be applied.  相似文献

ABSTRACT

The importance of including a contextual underpinning to the spatial analysis of social data is gaining traction in the spatial science community. The challenge, though, is how to capture these data in a rigorous manner that is translational. One method that has shown promise in achieving this aim is the spatial video geonarrative (SVG), and in this paper we pose questions that advance the science of geonarratives through a case study of criminal ex-offenders. Eleven ex-offenders provided sketch maps and SVGs identifying high-crime areas of their community. Wordmapper software was used to map and classify the SVG content; its spatial filter extension was used for hot spot mapping with statistical significance tested using Monte Carlo simulations. Then, each subject’s sketch map and SVG were compared. Results reveal that SVGs consistently produce finer spatial-scale data and more locations of relevance than the sketch maps. SVGs also provide explanation of spatial-temporal processes and causal mechanisms linked to specific places, which are not evident in the sketch maps. SVG can be a rigorous translational method for collecting data on the geographic context of many phenomena. Therefore, this paper makes an important advance in understanding how environmentally immersive methods contribute to the understanding of geographic context.  相似文献
