中国国家地质公园空间分布及其演化研究 总被引:1,自引:0,他引:1
2001年4月至2013年12月,国土资源部正式批准授牌了七批共240处国家地质公园。随着国家地质公园数量的增长,其在空间上呈现出一定的分布结构和演化规律。通过GIS空间分析发现:中国国家地质公园在空间上呈现显著凝聚分布;空间分布不均,具有空间集群分布的特征;分布的高密度地区为1个带状区域和4个块状区域。通过对不同阶段国家地质公园空间分布的分析,发现中国国家地质公园分布重心向北迁移、与区域中心城市的关系日趋紧密。地质构造条件、地质公园的旅游化以及拟建地政府部门认知水平是影响国家地质公园空间分布演化的重要因素。 相似文献

For nearly a decade, governments have been discussing the need to improve efforts to conserve and sustainably use marine biodiversity in areas beyond national jurisdiction (ABNJ). Support for a new international agreement under the United Nations Convention on the Law of the Sea (UNCLOS) – an Implementing Agreement – on the conservation and sustainable use of marine biodiversity in ABNJ has been growing. In June 2012, at the United Nations Conference on Sustainable Development held in Rio de Janeiro, Brazil, States agreed to take a decision on the development of an international instrument under UNCLOS before the end of the 69th session of the United Nations General Assembly (UNGA), which runs from September 2014 to August 2015. In follow-up to this commitment, it was agreed to consider the “scope, parameters and feasibility” of this instrument. To inform these international discussions, this article highlights some potential options for the content of a new UNCLOS Implementing Agreement. It first reviews the history of UN discussions, and then elaborates on options to address key elements identified as priorities for States in 2011: marine genetic resources, including the sharing of benefits, area-based management tools, including marine protected areas, environmental impact assessments, capacity-building and the transfer of marine technology. It addresses cross-cutting issues such as the governing principles, institutional structure as well as on other critical points such as High Seas fishing and flag State responsibilities. United Nations discussions on the governance of marine areas beyond national jurisdiction have questioned, but not yet reached a decision, on whether existing institutional agreements and structures are sufficient to meet global commitments to protect marine biodiversity, or if additional mechanisms may be required. This paper considers two very different efforts to protect marine biodiversity in these areas: (1) in the North-East Atlantic through the efforts of OSPAR Convention for the Protection of the Marine Environment of the North-East Atlantic; and (2) in the central Atlantic, through the efforts of the Sargasso Sea Alliance led by the Bermuda government. In each case, action has been strongly supported by non-governmental organisations and subsequent progress has hinged upon on-going dedicated efforts of “champion” governments to bring other States on board. This paper outlines the difficulties that they have faced, and consequently why they have been time-consuming, and are not yet completed. The paper then considers 10 common recommendations that can be drawn from the experiences of these two distinct initiatives, and their relevance to on-going UN deliberations. 相似文献

Remotely and accurately quantifying the canopy nitrogen status in crops is essential for regional studies of N budgets and N balances. In this study, we optimised three-band spectral algorithms to estimate the N status of winter wheat. This study extends previous work to optimise the band combinations further and identifies the optimised central bands and suitable bandwidths of the three-band nitrogen planar domain index (NPDI) for estimating the aerial N uptake, N concentration and aboveground biomass. Analysis of the influence of bandwidth change on the accuracy of estimating the canopy N status and aboveground biomass indicated that the suitable bandwidths for optimised central bands were 37 nm at 846 nm, 13 nm at 738 nm and 57 nm at 560 nm for assessing the aerial N uptake and were 37 nm at 958 nm, 21 nm at 696 nm and 73 nm at 578 nm for the assessment of the aerial N concentration and were 49 nm at 806 nm, 17 nm at 738 nm and 57 nm at 560 nm for the estimation of aboveground biomass. The optimised three-band NPDI could consistently and stably estimate the aerial N uptake and aboveground biomass of winter wheat in the vegetative stage and the aerial N concentration in the reproductive stage compared to the fixed band combinations. With suitable bandwidths, the broadband NPDI demonstrated excellent performance in estimating the aerial N concentration, N uptake and biomass. We conclude that the band-optimised algorithm represents a promising tool to measure the improved performance of the NPDI in estimating the aerial N uptake and biomass in the vegetative stage and the aerial N concentration in the reproductive stage, which will be useful for designing improved nitrogen diagnosis systems and for enhancing the applications of ground- and satellite-based sensors. 相似文献

基于注意力政治学的领导人注意力分析框架,对自2012年以来建设海洋强国这一国家级海洋战略的启动和实施进行分析,探讨建设海洋强国的作用机制。文章提出:1)领导人与政府有限的注意力是国际体系结构变化与国家行为产生之间的中介变量。2)国际局势变化、地方政府竞争、突发事件刺激和以往的从政经历是建设海洋强国的触发因素,驱使领导人和政府的注意力发生转移。3)领导人通过讲话、批示、视察等活动推动政策实施,这是测量领导人及政府对于建设海洋强国的注意力依据。注意力对建设海洋强国的作用机制体现在:1)国家海洋战略重置后,领导人与政府的注意力继续作用于新海洋战略的实施过程;2)领导人通过自身一系列的活动,如视察、批示,加快海洋战略的运行;3)通过设立高级别机构,高位推动建设海洋强国;4)通过国家媒体对海洋事务的持续议程设置,固定公众和社会注意力。上述作用机制有效地引导并锁定了中国对海洋事务的关注方向与重点,改变了传统中国“重陆轻海”的战略文化与社会认知。 相似文献

草地荒漠化是河西走廊面临的主要生态问题。探究河西走廊草地荒漠化的现状与变化,是维持地区生态安全、确保经济社会健康稳定发展的关键。本研究以2009、2014、2019年全国荒漠化监测数据为基础,结合同时期的气象和年鉴数据,利用趋势分析、灰色关联及结构方程模型等方法,分析了河西走廊草地荒漠化的动态变化规律,在此基础上,量化了驱动草地荒漠化的因素。结果表明:(1)河西走廊草地荒漠化威胁持续存在,2019年,荒漠化草地面积为371.93万hm2,占河西走廊草地总面积的43.7%,荒漠化程度以中度为主,占比为65.58%。(2)2009—2019年,荒漠化草地面积减少134.68万hm2,草地荒漠化得到有效遏制。根据草地荒漠化程度综合性评价指数,除金昌市外,酒泉市、嘉峪关市、张掖市和武威市草地荒漠化呈逆转趋势。(3)驱动草地荒漠化动态变化的各类因素中,年降水量增加有助于荒漠化逆转,年均气温、农作物播种面积、大牲畜存栏数、常住人口数与草地荒漠化呈正相关,其中常住人口数通过影响农作物播种面积间接导致草地荒漠化加剧。 相似文献
