The stakes for alleviating poverty and avoiding unbridled climate change are inextricably linked. Climate change impacts will slow down and may even reverse trends in poverty reduction. The pathways consistent with global warming of no more than 2?°C require strategies for poverty alleviation to make allowance for the constraint of low-carbon development. Existing climate funds have failed to target poverty alleviation as a high-priority strategy for adaptation or as a component of low-carbon development. This article proposes a funding window as part of the Green Climate Fund in order to foster synergies targeting greater satisfaction of basic needs, while making allowance for adaptation and mitigation. This financial mechanism is based on indicators of the satisfaction of basic needs and could respond to the claims of the developing countries, which see alleviating poverty as the first priority in climate negotiations. It defines a country continuum, given that there are poor people everywhere; all developing countries are therefore eligible with a mechanism of this sort.

Policy relevance

The Intergovernmental Panel on Climate Change (IPCC) calls for substantial emissions reductions and adaptation strategies over the next decades to reduce the high risks of severe impacts of climate change over the 21st century. Industrialized countries and developing countries alike recognize the need to mitigate climate change and to adapt to it. But they face many challenges that lead to an ‘emissions gap’ between an emissions level consistent with the 2?°C increase limit and the voluntary pledges that they have made thus far in the climate negotiations (United Nations Environment Programme. (2014). The Emissions Gap Report 2014. A UNEP synthesis report). In this arena, many developing countries underline that their first domestic priority is the satisfaction of basic needs. In the run-up to the next climate negotiations at the 21st Conference of the Parties (COP 21) in Paris, the proposed poverty-adaptation-mitigation funding window could contribute to alleviate the conflict between development and climate goals in developing countries. In this sense, it could spur developing countries to integrate more ambitious emissions limitations pledges into their Intended Nationally Determined Contributions. This could in turn entice industrialized countries to act similarly. In the end, it could pave the way to an ambitious climate agreement in Paris at COP 21.  相似文献

自然资源要素综合观测工程围绕国家重大战略需求和自然资源部“两统一”职责展开,是一项具有战略性、基础性、紧迫性的系统工程,合理分析自然资源要素综合观测体系构建的各项需求,进一步明确建设思路,厘清目前发展动态,有利于自然资源要素综合观测工程下一步工作的开展。通过需求分析,明确了全国自然资源要素综合观测体系建设的各项需求,并进一步提出了建设思路,针对各项需求介绍了当前的发展动态,构建了基于自然资源管理的分类体系,划分了自然资源综合区划,形成了自然资源要素综合观测指标体系和标准体系,并梳理出3个标准规范讨论稿,提出了基于自然资源综合区划的野外观测台站布设方案,并在此基础上构建了空天地一体化观测技术体系,搭建了自然资源要素综合观测一体化平台,为跟踪研究各类自然资源动态变化规律并预测其发展趋势提供了数据支撑,最后,对自然资源要素综合观测体系的构建提出了针对性的建议。研究成果有力推进了我国自然资源要素综合观测体系建设,支撑服务了新形势下自然资源管理需求。  相似文献

Based on relocating the Jiujiang-Ruichang earthquake sequence which occurred on November 26, 2005 in Jiangxi Province with the double-difference (DD) algorithm and master event technique, the paper discusses the focal mechanism of the main shock (MsS.7) and the probable seismo-tectonics. The precise relocation results indicate that the average horizontal error is 0.31kin in a EW direction and 0.40kin in a NS direction, and the average depth error is 0.48kin. The focal depths vary from 8kin to 14kin, with the predominant distribution at 10kin - 12kin. The epicenter of the main shock is relocated to be 29.69^oN, 115.74^oE and the focal depth is about 10.Skin. Combining the predominant distribution of the earthquake sequence, the focal mechanism of the main shock and the tectonic conditions of N-E- and NW-strike faults growth in the seismic region, we infer that the main shock of the earthquake sequence was caused by a NW striking buried fault in the Rnichang basin. The nature of seismic faults needs to be further explored.  相似文献

Actions to manage carbon dioxide (and other greenhouse gas) emissions at regional and local scales take place amid multiple requirements, participants, and agents. To address and solve tensions that emerge from diverse objectives and stakeholder needs, participatory decision processes and information tools are required. This paper explores how regional carbon budget information can contribute to the broader goal of holistic, adaptive regional development. We sketch the characteristics of a novel integrative framework for adaptive carbon management in the context of multiple criteria. An ex-post case study on carbon mitigation from Chiapas, Mexico, demonstrates challenges and trade-offs in a real-world setting.  相似文献

Water problems due to scarcity, inaccessibility, or poor quality are a major barrier to household functioning, livelihood, and health globally. Household-to-household water borrowing has been posited as a strategy to alleviate unmet water needs. However, the prevalence and predictors of this practice have not been systematically examined. Therefore, we tested whether water borrowing occurs across diverse global contexts with varying water problems. Second, we tested if household water borrowing is associated with unmet water needs, perceived socio-economic status (SES), and/or water-related system failures, and if water access moderated (or changed) these relationships. Using survey data from the Household Water Insecurity Experiences (HWISE) study from 21 sites in 19 low- and middle-income countries (n = 5495 households), we found that household-to-household water borrowing was practiced in all 21 sites, with 44.7% (11.4–85.4%) of households borrowing water at least once the previous month. Multilevel mixed-effect logistic regression models demonstrate that high unmet water needs (odds ratio [OR] = 2.86], 95% confidence interval [CI] = 2.09–3.91), low perceived SES (OR = 1.09; 95% CI = 1.05–1.13), and water-related system failures (23–258%) were all significantly associated with higher odds of water borrowing. Significant interactions (all p < 0.01) between water access, unmet water needs, and water-related system failures on water borrowing indicate that water access moderates these relationships. These data are the first to demonstrate that borrowing water is commonly used by households around the world to cope with water insecurity. Due to how prevalent water borrowing is, its implications for social dynamics, resource allocation, and health and well-being are likely vast but severely under-recognized.  相似文献

Meeting human needs at sustainable levels of energy use is fundamental for avoiding catastrophic climate change and securing the well-being of all people. In the current political-economic regime, no country does so. Here, we assess which socio-economic conditions might enable societies to satisfy human needs at low energy use, to reconcile human well-being with climate mitigation.Using a novel analytical framework alongside a novel multivariate regression-based moderation approach and data for 106 countries, we analyse how the relationship between energy use and six dimensions of human need satisfaction varies with a wide range of socio-economic factors relevant to the provisioning of goods and services ('provisioning factors'). We find that factors such as public service quality, income equality, democracy, and electricity access are associated with higher need satisfaction and lower energy requirements (‘beneficial provisioning factors’). Conversely, extractivism and economic growth beyond moderate levels of affluence are associated with lower need satisfaction and greater energy requirements (‘detrimental provisioning factors’). Our results suggest that improving beneficial provisioning factors and abandoning detrimental ones could enable countries to provide sufficient need satisfaction at much lower, ecologically sustainable levels of energy use.However, as key pillars of the required changes in provisioning run contrary to the dominant political-economic regime, a broader transformation of the economic system may be required to prioritise, and organise provisioning for, the satisfaction of human needs at low energy use.  相似文献

Studies on the soil properties of the apparently flat-lying, but salt-affected Banni mudflat region of arid Kachchh in western India revealed the influence of subtle topographic variations on soil texture and nature and distribution of salts. Six master pedons were investigated to an average depth of 150 cm. The pedons on the upper surfaces showed an abundance of fine sand and a gradual impoverishment of silt and clay, as also lesser amounts of salts in the profiles. Pedons on the successively lower surfaces showed more silt and clay contents, as well as higher amounts of salts. The findings helped to identify the areas suitable for pasture development in this vast degraded rangeland, and to suggest some management practices for improvement.  相似文献

回顾了《巴厘行动计划》以来形成的与适应气候变化议题相关的国际决议及谈判进展,分析了这些决议对推动发展中国家适应气候变化进程的可能作用和面临的障碍,综述了发展中国家和发达国家对“2015气候协议”的利益诉求和建议。作者认为:《巴厘行动计划》以来,《联合国气候变化框架公约》下适应气候变化方面的谈判取得了较明显的进展,建立了适应委员会、国家适应计划进程和应对损失与危害的国际机制等;资金、技术研发、推广和使用、政策法规、机构设置与能力、信息等是提高发展中国家适应气候变化的限制因素;资金、技术转让和能力建设仍是“2015气候协议”谈判的重点和难点。针对非洲集团和小岛屿国家联盟全球适应目标和应对气候变化造成的损失与危害的补偿的提议,作者建议加强科学研究,开发评估方法和工具,探讨气候自然变率和人类活动导致的气候变化影响的归因;同时建议中国进一步加强适应气候变化的南南合作。  相似文献

Abstract

During recent years, water managers and water users in the Netherlands experienced water shortages in numerous streams. Besides low rainfall amounts and high temperatures, anthropogenic alterations to the groundwater system are also responsible for the reduced baseflow in streams. These alterations may reduce resilience and increase a risk to streams as more droughts are expected in the Netherlands due to climate change. We propose a methodology to assess the impact of groundwater-related alterations and climate change on baseflow and environmental flow needs (EFN). Application of this methodology for two sandy catchments showed that, under average meteorological conditions, baseflow in the main streams still meets the EFN requirements. During dry years, baseflow is probably insufficient in the upper parts of the catchments. Anthropogenic alterations show a significant impact: drainage caused 25–40% baseflow reduction, groundwater abstractions caused 5–28% and climate change will potentially cause an additional reduction of 33–70% by 2050.
