Coloradoapos;s 1992 vote on Amendment Two was the first meaningful, broad-based test of attitudes on gay rights within the United States. Analysis of voting results distinguishes places of tolerance from places of rejection. Social differences separating these places reflect typical contrasts between “traditionalists” and “modernizers” found in cultural conflicts at the national level. Places showing support for gay rights are recreational-based mountain communities, urban areas, and university communities. Those showing opposition are rural, agriculturally based communities. Suburban areas produced a more ambivalent vote.  相似文献

The objective of this paper is to examine the main changes in the metropolitan labor markets associated with economic restructuring in Mexico during the late 1980s and beginning of the 1990s. The analysis refers particularly to the four largest metropoles of the country, Mexico City, Guadalajara, Monterrey and Puebla, looking for common characteristics in their emergent employment structures now strongly differentiated in terms of rewards, stability in employment relations and conditions of access to jobs. The analysis reveals that largest metropolitan areas have been the most profoundly affected by the economic restructuring resulting from globalization, through a rapid de-industrialization and the expansion of the tertiary sector. Metropolitan labor markets in Mexico, at the time that show signs of social polarization in the formal sector, put in evidence a general process of precarization – less labor stability, replacement of permanent by part-time jobs, and increasing subcontracting –, segmentation of the labor force, and an increasing informal conditions of economic activities with small businesses and unskilled, temporarly and poorly paid jobs. The labor force segmentation and its more precarious and casual conditions are mostly explained by the impact of recent neoliberal policies, and recurrent economic crisis during the 1980s and 1990s which highly contributes to social inequality.  相似文献

在简述生态需水研究现状的基础上,结合以可持续发展为基础的生态经济理论,提出了基于生态经济思想的生态需水概念,并进行了理论分析.根据生态经济领域中的生态价值理论,确定不同生态需水量条件下的生态价值,进而通过水资源的生态价值与经济价值之间的相互关系确定合适的生态需水量,并通过实例对该方法的具体步骤进行了说明,认为由该法所确定的生态需水量符合客观实际,可以作为生态建设过程中生态需水研究的方法之一.该法通过水资源将生态系统和经济系统联系在一起,对于研究可持续发展条件下的水资源利用有一定的现实意义.  相似文献

Agriculture was the primary target of moves to deregulate the New Zealand economy in 1984. Within twelve-months all production subsidies had been removed, including those for fertiliser and other inputs, as well as funding for drought relief, floods and other natural weather disasters. Whereas at the start of 1984, subsidies were estimated to represent as much as 33% of farm income, by 2003 this had fallen to less than 2% with most of this spent on agricultural research. The anticipated shift of thousands of people off the land did not appear to occur, and by conventional measures at least New Zealand agriculture in 2003 is a major success story. At the core of the changes imposed on agriculture was a commitment to remove all state or government distortions from the system and to fully expose the agricultural sector to market forces. This included wide-ranging and fundamental changes in the broad institutional context within which agriculture must operate. All this was achieved at great social cost and with a significant impact on the environment. In many respects New Zealand agriculture is now very different from that in 1984. Some sectors, such as dairying, have grown and become increasingly industrialised. On the other hand, sheep farming, particularly for wool has struggled to maintain its market share, while other enterprises have emerged as significant sources of income, including horticulture, viticulture and fruit. It is argued here that the trends evident in New Zealand agriculture since 1984 pre-existed the reform period and that the apparent success of the reforms evident at a national scale have not addressed or removed the fundamental problems which face New Zealand agriculture, just as they do modern agricultural systems elsewhere. The transformation of land into a setting for clustering local economies can become an important cornerstone of poverty policy. This transformation has several functional aspects, which in turn have important institutional and political aspects. Underlying both the functional and institutional factors is the role of local government and local democracy. Such a conceptualization puts to center stage several paradoxes: A terrain that seems “slum-like” turns out to be highly productive and employment generating. Complex tenure forms and mixed land use seen as “unplanned” turn out to be pre-requisites for economic development. There are institutional paradoxes that contrast efforts at “transparency” and managerial “best practices”. Here, the messiness of local bureaucracies in municipal government turns out to be critical for poor groups to influence interventions in their favor. Influencing the public process may be more effective in stealth-like ways rather taking a more visible approach. Most fundamentally these issues remind us that the potential of cities to reinforce or reduce poverty moved far beyond projects and programs and the normative frameworks used by planners and administrators. Instead, it is the transformative process of turning land into economic settings that might be at the center stage. This is a stage where poor groups are the central actors who stealth-like draw on complex alliances across ethnic and class lines to shapes cities in their interests.  相似文献

坡度和高程是土地资源固有的两个重要环境因子,与土地利用关系密切,尤其是在山区,坡度和高程基本上决定了土地利用的方向和方式,从而影响农业和经济的发展。石碗溪小流域面积20.73km2,为丘陵低山区。按坡度和高程对土地利用的影响程度,把坡度和高程各分为3级,即:0°~15°、15°~25°、>25°和500m以下、500~800 m、800m以上。从1:10 000地形圈上提取土地坡度和高程分级图,与土地利用现状图又叠加,获取各坡度、高程级及其土地利用类型和数据。结果表明,土地面积随坡度、海拔级的增加而加大。耕地分布在各个高程级0~15°的缓坡上,800m以上地区面积最大,果园和森林大多分布在800m以上>25°的陡坡地上。通过分析比较小流域各个行政村2002年农业总收入及种植业、林业、牧业收入与坡度和高程的关系,可以看出坡度和高程对经济发展的影响。最后,根据坡度和高程状况,结合小流域社会经济条件,提出几点建议,以其为山区小流域土地可持续利用及经济持续发展提供科学依据。  相似文献
