This paper calls for more analysis of contemporary transnational linguistic movements. Geographers have hitherto focused on linguistic problems within states and paid less attention to issues that arise as languages, notably English, are used internationally across state boundaries. It does this by examining a conflict that arose when forces integrating the supranational European Single Market space came into conflict with a Member State's determination to protect the linguistic 'integrity' of its national territory. This conflict would appear to be a precursor of similar ones to come as languages increasingly compete in a linguistic market within an integrating Europe and a globalizing world.  相似文献

Loess and loess-like deposits were much studied in the Soviet Union, and are currently under investigation in Russia and surrounding countries. There is a vast literature in Russian, which touches on all aspects of loess science and technology. In particular, the studies of the origin of collapsibility are almost totally in Russian, and of course studies on the various regions of Russia and the countries of the Former Soviet Union FSU appear in Russian. This review looks at the literature in Russian and attempts to pick out key contributors, major topics and works and to identify the critical regions and zones of investigation. Because so many regions of the FSU had people living on loess ground, there is a vast literature on engineering geology and ground engineering topics, and this tends to dominate all the literature on loess in Russian. Following Russian practice, the fine-grained deposits under consideration are divided into loess and loess-like deposits. Three main topics are recognised across the whole spectrum of loess research: formation and distribution of loess deposits; stratigraphy, cyclicity and palaeoclimatology; and engineering topics, in particular hydrocollapse and subsidence, and we concentrate on the engineering geology topics. An attempt is made, based on the map of Abelev and Abelev [Abelev, Yu.M., Abelev, M.Yu., 1968. Fundamentals of design and construction on collapsible macroporous soils, 2nd ed. Stroiizdat, Moscow, 431 pp. (in Russian)] of collapsing loess deposits, to define seven loess regions within the geographical limits of the old USSR. ABSTRACT. The use of e-mail by a grassroots activist group that straddles the Estonian-Russian border transcends political boundaries and provides ready connections to people in distant places. Activists create a perceived space of resistance in a supportive network that is stretched across space. This network of concern, defined by the physical space in which these activists work and by the strong communicative connections among them, was created to overcome continued environmental mismanagement and remove cultural barriers to cooperation. E-mail communication has enabled an ongoing influence on environmental policy in Estonia and Russia. This circumstance of a collaborative e-mail network created by grassroots activists to aid political work is a testament to how communication technology has expanded for the purpose of strengthening previously silenced voices in a regional and political context.  相似文献

The International Laser Ranging Service (ILRS) was established in September 1998 as a service within the IAG to support programs in geodetic, geophysical, and lunar research activities and to provide data products to the International Earth Rotation Service (IERS) in support of its prime objectives. Now in operation for 5 years, the ILRS develops: (1) the standards and specifications necessary for product consistency and (2) the priorities and tracking strategies required to maximize network efficiency. The service collects, merges, analyzes, archives and distributes satellite and lunar laser ranging data to satisfy a variety of scientific, engineering, and operational needs and encourages the application of new technologies to enhance the quality, quantity, and cost effectiveness of its data products. The ILRS works with: (1) the global network to improve station performance; (2) new satellite missions in the design and building of retroreflector targets to maximize data quality and quantity and (3) science programs to optimize scientific data yield. The ILRS Central Bureau maintains a comprehensive web site as the primary vehicle for the distribution of information within the ILRS community. The site, which can be accessed at: http://ilrs.gsfc.nasa.gov is also available at mirrored sites at the Communications Research Laboratory (CRL) in Tokyo and the European Data Center (EDC) in Munich.During the last 2 years, the ILRS has addressed very important challenges: (1) data from the field stations are now submitted hourly and made available immediately through the data centers for access by the user community; (2) tracking on low satellites has been significantly improved through the sub-daily issue of predictions, drag functions, and the real-time exchange of time biases; (3) analysis products are now submitted in SINEX format for compatibility with the other space geodesy techniques; (4) the Analysis Working Group is heavily engaged in Pilot Projects as it works toward an ILRS “standard” global solution and (5) SLR has significantly increased its participation in the International Terrestrial Reference Frame (ITRF) activity, which is important to the success of IGGOS.  相似文献

EU-US (European Union-United States) interactions in relation to the regulation of genetically modified organisms (GMOs) have been examined in detail in recent years. To do this scholars have tended to focus on a small number of high profile processes, such as the formal complaint of the US to the World Trade Organisation regarding the regulation of GMOs in the Europe. It is important to analyse developments of this kind but overemphasis on them has also lead to a distorted view of the case and a failure to appreciate the significance of other, less visible, types of interaction. In this paper we focus instead on trying to understand the roles played by various EU-US transnational networks—The Transatlantic Business Dialogue, The Transatlantic Economic Partnership, The Transatlantic Consumer Dialogue, The Transatlantic Environmental Dialogue and the EU-US Consultative Forum on Biotechnology. These networks have been trying to shape the regulation of GMOs in both jurisdictions since the mid 1990s. By analysing them through a ‘governance lens’ we find that we can better understand EU-US interactions and the dynamics and influences around the regulation of GMOs. This gives us valuable insights into processes of contemporary governance.  相似文献

Adopting a critical geopolitics approach that accounts for the mutually reinforcing link between geo-informed narratives and projection practices, this article proposes that ocean governance and maritime security have translated into states' and regional organisations' increasing control over maritime spaces. This leads to a certain territorialisation of the sea, not so much from a sovereignty and jurisdictional perspective but from a functional and normative perspective. The article starts by discussing the ways oceans have been represented and shows that they are far from a placeless void, both in practice and in discourse. The article then frames the analysis of ocean governance and maritime security within critical geopolitics, and elaborates on the case of the European Union's narrative and practice. It concludes on the mutually reinforcing link between discourse and practice in the field of ocean governance and maritime security in general, and on the consequences for the EU in particular. Scholars working on ocean governance and maritime security are encouraged to challenge the traditional view that oceans are placeless.  相似文献

In principle, many climate policymakers have accepted that large-scale carbon dioxide removal (CDR) is necessary to meet the Paris Agreement’s mitigation targets, but they have avoided proposing by whom CDR might be delivered. Given its role in international climate policy, the European Union (EU) might be expected to lead the way. But among EU climate policymakers so far there is little talk on CDR, let alone action. Here we assess how best to ‘target’ CDR to motivate EU policymakers exploring which CDR target strategy may work best to start dealing with CDR on a meaningful scale. A comprehensive CDR approach would focus on delivering the CDR volumes required from the EU by 2100, approximately at least 50 Gigatonnes (Gt) CO2, according to global model simulations aiming to keep warming below 2°C. A limited CDR approach would focus on an intermediate target to deliver the CDR needed to reach ‘net zero emissions’ (i.e. the gross negative emissions needed to offset residual positive emissions that are too expensive or even impossible to mitigate). We argue that a comprehensive CDR approach may be too intimidating for EU policymakers. A limited CDR approach that only addresses the necessary steps to reach the (intermediate) target of ‘net zero emissions’ is arguably more achievable, since it is a better match to the existing policy paradigm and would allow for a pragmatic phase-in of CDR while avoiding outright resistance by environmental NGOs and the broader public.

Key policy insights

  • Making CDR an integral part of EU climate policy has the potential to significantly reshape the policy landscape.

  • Burden sharing considerations would probably play a major role, with comprehensive CDR prolonging the disparity and tensions between progressives and laggards.

  • Introducing limited CDR in the context of ‘net zero’ pathways would retain a visible primary focus on decarbonization but acknowledge the need for a significant enhancement of removals via ‘natural’ and/or ‘engineered’ sinks.

  • A decarbonization approach that intends to lead to a low level of ‘residual emissions’ (to be tackled by a pragmatic phase-in of CDR) should be the priority of EU climate policy.

There is now an extensive literature on the question of how individual-level factors affect climate change perceptions, showing that socio-political variables, notably values, worldviews and political orientation, are key factors alongside demographic variables. Yet little is known about cross-national differences in these effects, as most studies have been conducted in a single or small number of countries and cross-study comparisons are difficult due to different conceptualisations of key climate change dimensions. Using data from the European Social Survey Round 8 (n = 44,387), we examine how key socio-political and demographic factors are associated with climate change perception across 22 European countries and Israel. We show that human values and political orientation are important predictors of climate change beliefs and concern, as are the demographics of gender, age, and education. Certain associations with climate change perceptions, such as the ones for the self-transcendence versus self-enhancement value dimension, political orientation, and education, are more consistent across countries than for gender and age. However, even if the direction of the associations are to a large extent consistent, the sizes of the effects are not. We demonstrate that the sizes of the effects are generally smaller in Central and Eastern European countries, and that some demographic effects are larger in Northern European as compared to Western European countries. This suggests that findings from one country do not always generalize to other national contexts.  相似文献
