The Norwegian fishing areas extend over various marine ecosystems that will respond differently to climate change. In the North Sea the productivity of the boreal fish species are likely to decrease under global warming and new warm-water species are expected to become more abundant. In the arctic marine ecosystem of the Barents Sea the fish productivity is expected to increase and their distributions expand northward and eastward under global warming increasing the importance of the Russian as well as the Norwegian sectors of the Barents. In the past, decadal-scale climate variations have been shown to strongly influence productivity and distributions of fish stocks. The importance of such shorter-term variations are expected to continue also under global warming. Under global warming the optimum temperature for fish farming along the Norwegian coast will be displaced northwards from the northern part of West Norway towards the Helgeland coast. 相似文献

Following the enactment of the Constitution in 1996, the South African government undertook a process of legal reform in the fishing sector. This led to the publication of a new fisheries policy endorsing equity and sustainability, as reflected in the Marine Living Resources Act. This paper examines efforts to implement the policy, particularly the objective of “transformation”, against the background of law reform in fisheries over the last decade. The discussion is located within the context of related domestic legal developments and current trends in international fisheries law. This paper presents an analysis of the effectiveness of the community structural policy in the fisheries sector by comparing the relative level of compliance with objectives (reduction of fleets and economic viability) with the mechanisms that have been implemented (structural funds and allocation of quotas). On the one hand, this analysis shows that there is a positive correlation between the level of structural funds and the attainment of goals. On the other hand, it was found that the greater the relative availability of quotas, the poorer the countries performed in complying with the objective of reducing the fishing capacity, and the higher the expectations of achieving acceptable yields. This article aims to analyze how private property regimes can co-exist with common property regimes in a coastal area. The case study shows how the dynamics of private property and common property right holders is in creating commitment to make symbiosis in resource use. This is based on a case study in two villages in West Lombok, Indonesia, where pearl-culture as a private property resource exists in a common property regime. This is a successful story in dealing with the tragedy of property rights in the country wherein established institutional arrangement is still absent. Nevertheless, this may be site specific, and fragile if there is no institutional arrangement combining formal and informal rules and involving both formal and informal authorities. In some fisheries, claims have been made that quota programs have led to increased vertical integration, with processors controlling quota and fishermen. In the US halibut fishery a quota program was designed specifically to maintain the small-scale vessel nature of the fishery. This paper reports on what changes have been seen in the vertical structure of the halibut fishery and offers some explanation for these changes. Results indicate that the specific rights granted can have significantly different effects on the vertical structure of the industry. In South Africa, fishery managers have struggled with a number of challenges in terms of compliance amidst a process of legal and policy reform since the democratic elections of 1994. The past 10 years, and more specifically the past five, have seen a significant change in compliance effort, with a particular focus on increasing law enforcement activities and capacity. This paper highlights two case studies that have been instrumental in restructuring fisheries compliance in South Africa. Although law enforcement has been significantly strengthened, greater political will and government commitment is required to implement alternative strategies that will have a long-term impact on levels of compliance. 相似文献

This paper has two main sources of inspiration. Firstly, building on Flyvbjerg's “Making Social Science Matter”[Flyvbjerg B. Making social science matter: why social inquiry fails and how it can succeed again. Cambridge: Cambridge University Press; 2003], I argue that the contribution of the social sciences to fisheries resource management must essentially be “phronetic” (after Aristotle's phronesis, i.e. practical wisdom), in contrast to the “scientific” (Aristotle: episteme) contribution of the natural sciences. Secondly, inspired by the recent publication “Fish for Life: Interactive Governance for Fisheries” [Kooiman J, Jentoft S, Pullin R, Bavinck M, editors. Fish for life: interactive governance for fisheries. Amsterdam: Amsterdam University Press; 2005], I hold that phronesis is basically what the notion of governance adds to management. Governance is the broader concept, inviting a more reflexive, deliberative and value-rational methodology than the instrumental, means-end oriented management concept. I claim that for interdisciplinarity to work in fisheries it is essential to recognize the fundamental methodological differences that exist between the social and natural sciences. 相似文献

Fisheries management benefits from the contribution of several academic disciplines, each with their own perspectives, concerns and solutions. In this essay we argue that the contribution of biology, economics, sociology and other relevant disciplines to fisheries would be improved if they originated from broader, more integrated analytical perspectives that are attuned to the empirical realities of fisheries management. Today, disciplinary boundaries narrow the perspectives of fisheries management, creating tunnel vision and standardized technical fixes to complex and diverse management problems. Having worked separately and together for a number of years in fisheries research and consultancy in many parts of the world we, as a group of biologists, economists and sociologists, feel that the time to rid ourselves from disciplinary dogmatism is long overdue. Recognizing that all management decisions have impacts on the ecosystem being exploited, an ecosystem-based approach to management seeks to better inform these decisions with knowledge of ecosystem structure, processes and functions. For marine fisheries in the California Current, along the West Coast of North America, such an approach must take into greater consideration the constantly changing climate-driven physical and biological interactions in the ecosystem, the trophic relationships between fished and unfished elements of the food web, the adaptation potential of life history diversity, and the role of humans as both predators and competitors.
