本文以日本京都市为研究对象,分析京都市1990年至1997年人口变化持域差异。一般地,城市中心地带人口呈减少趋势,城市外围地带人口呈增长趋势,但是,与城市中心区的一般发展规律相异,位于京都市中心地带、老城区的光德学区,人口社会变化、自然变化都呈现上升的趋势,优越的区位条件,良好的居住环境、适当的住宅类型、相应的居住人群使光德学区具有居住可能性。  相似文献

Abstract. Numerous bedded manganese deposits sporadically distributed throughout the Tamba district, southwestern Japan are intercalated within chert sequence. It is well known that radiolarian remains are commonly included in both bedded manganese deposits and host cherts. The Gen‐otani mine, one of these deposits, is located at Otani, Keihoku‐Shimonaka, northern Kyoto City. Chemical composition and age of the chert sequence at the mine were examined. Mainly according to SiO2 and MnO contents together with lithology, the chert sequence is divided into three sections; lower massive chert, middle bedded manganese deposit and upper bedded chert sections. Radiolarian faunas consisting of middle Jurassic species such as Eucyrtidiellum unumaense, Dictyomitrella(?) kamoensis, Parvicingula dhimenaensis, Sethocapsa aitai, Sethocapsa kodrai, Transhsuum brevicostatum, Tricolocapsa plicarum, Unuma echinatus and others were extracted from both the middle manganese section and overlying bedded chert of the upper section. This examination reveals that the bedded manganese deposit at the Gen‐otani mine formed until Bajocian to early Bathonian (middle Middle Jurassic) in age.  相似文献

Climate change equity debates tend to focus on achieving a fair and global ‘allocation’ of emission rights among countries. Allocation proposals typically envision, if implicitly, two purposes for international emissions trading. First, trading is expected to serve as a cost-effective means of promoting compliance with emissions targets. Second, trading is posited as a means to generate financial transfers, typically from industrialized to transitioning and developing countries.This article investigates the common assumption that international emissions trading will effectively serve both of these purposes. We conclude that the two purposes might not be mutually supportive, and that efforts to use international emissions trading as a financial transfer mechanism may potentially undermine cost-effectiveness goals. International emissions trading on a global scale would create new risks in terms of both cost-effectiveness and environmental performance, some of which will be challenging to manage. In particular, uncertainties over market prices and trading eligibility, coupled with the costs of participation, may together be the Achilles heel of some allocation proposals that entail large financial transfers from industrialized to developing countries. Any proposal for an ‘equitable’ allocation of emission allowances, we conclude, must be cognizant of the risks and costs implied by a reliance on international emissions trading. Five years down the road from Kyoto, the Protocol that bears that city’s name still awaits enough qualifying ratifications to come into force. While attention has been understandably focussed on the ratification process, it is time to begin thinking about the next steps for the global climate regime, particularly in terms of a deeper inclusion of developing countries’ concerns and interests. This paper begins doing so from the perspective of the developing countries. The principal argument is that we need to return to the basic principles outlined in the Framework Convention on Climate Change in searching for a north-south bargain on climate change. Such a bargain may be achievable if we can realign the policy architecture of the climate regime to its original stated goals of sustainable development.  相似文献

The new protocol signed in July 2012 by the European Union and Mauritania under the existing Fisheries Partnership Agreement did not produce the expected results. The main component of this protocol consisted of the access rights for 300,000 t/yr of small pelagics. During the first five months after the signature of the protocol, no EU pelagic trawlers used the opportunities created by the protocol. Only after the formal approval of the protocol by the European Council in December 2013, some eastern EU member states started sending their pelagic trawlers back to Mauritania. This resulted in a utilisation of the protocol of 54% for the whole of 2013. Although the EU repeatedly stated that the €70 million/yr paid under the protocol provided good value for money, this assertion was hard to maintain considering the limited utilisation of the agreement. The paper analyses why the EU concluded an agreement with Mauritania that was not wanted by their industry and that was therefore only partially used in the end. It describes the decision making process inside the EU; the different parties involved and their different objectives. It is concluded that the EU decision making process suffers from a lack of transparency and that the combination of a business agreement with development aid resulted in an agreement which did not attain either of the stated objectives. It is proposed that in future the two aspects are clearly separated, and that the development component is extended to other countries in West Africa, including those that have no fish to sell to the EU.  相似文献

In the 1980s, ground-based monitoring of the ozone layer played a key role in the discovery of the Antarctic Ozone Hole as well as in the first documentation of significant winter and spring long-term downward trends in the populated mid-latitude regions. The article summarizes the close-to-hundred-year-long history of ground-based measurements of stratospheric ozone, and more recent observations of constituents that influence its equilibrium. Ozone observations began long before the recognition of the impact of increasing emissions of manmade ozone-depleting substances on ozone and therefore on UV levels, human health, ecosystems and the Earth climate. The historical ozone observations prior to 1980s are used as a reference for the assessments of the state of the ozone layer linked to the enforcement of the Montreal Protocol. In this paper, we describe the worldwide monitoring networks and their ozone observations used to determine long-term trends with an accuracy of a few percent per decade. Since 1989, the ground-based monitoring activities have provided support for the amendments of the Montreal Protocol (MP). They include monitoring of (a) the ozone total column and the vertical distribution at global scale, (b) the ozone-depleting substances (ODS) related to the MP such as chlorofluorocarbons (CFCs), and their decomposition products in the stratosphere, and (c) the atmospheric species playing a role in ozone depletion, e.g., nitrogen oxides, water vapor, aerosols, polar stratospheric clouds. We highlight important accomplishments in the atmospheric monitoring performed by the Global Atmosphere Watch program (GAW) run under the auspices of the World Meteorological Organization (WMO) and by the Network for the Detection of Atmospheric Composition Change (NDACC). We also address the complementary roles of ground-based networks and satellite instruments. High-quality ground-based measurements have been used to evaluate ozone variabilities and long-term trends, assess chemistry climate models, and check the long-term stability of satellite data, including more recently the merged satellite time-series developed for the detection of ozone recovery at global scale, which might be further modified by climate change.  相似文献

The atmospheric observations of ozone-depleting substances (ODSs) have been essential for following their atmospheric response to the production and use restrictions imposed by the Montreal Protocol and its Amendments and Adjustments. ODSs have been used since the first half of the 20th century in industrial and domestic applications. However, their atmospheric growth went unnoticed until the early 1970s, when they were discovered using gas chromatograph-electron capture detection (GC-ECD) instruments. Similar instrumentation formed the basis of global flask and in situ measurements commenced by NOAA and ALE/GAGE/AGAGE in the late 1970s. The combination of these networks, supported by a number of other laboratories, has been essential for following the tropospheric trends of ODSs. Additionally, ground-based remote sensing measurements within NDACC and aircraft-based observation programs have been crucial for measuring the evolution of the ODS abundances over the entire atmosphere. Maintaining these networks at least at their current state is vital for ensuring the on-going verification of the success of the Montreal Protocol.  相似文献

The Doha Amendment allows surplus Assigned Amount Units (AAUs) to be carried over from the first commitment period, but limits their use for offsetting emission growth beyond commitment levels. Amendment 7ter simultaneously ‘shaves’ AAU allocation to a level equivalent to the average 2008–2010 emissions for countries that pledged a growth target under the second commitment period of the Kyoto Protocol. This means that economies in transition (EITs) are not allocated headroom for growth, and makes their commitments starkly different from their original pledges. The ‘bubble’ arrangement within the EU adds uncertainty to whether new Member States will avoid the ‘shaving’ of 7ter due to their pooled target. This would put Annex I EITs into an unequal position as a result of the Doha Amendment.  相似文献

Under the Kyoto Protocol, developing countries can voluntarily participate in climate change mitigation through the Clean Development Mechanism (CDM), in which industrialized countries, in order to meet their mitigation commitments, can buy emission reduction credits from projects in developing countries. Before its implementation, developing-country experts opposed the CDM, arguing that it would sell-off their countries’ cheapest emission reduction options and force them to invest in more expensive measures to meet their future reduction targets. This ‘low-hanging fruit’ argument is analysed empirically by comparing marginal abatement cost curves. Emissions abatement costs and potentials for CDM projects are estimated for different technologies in eight countries, using capital budgeting tools and information from project documentation. It is found that the CDM is not yet capturing a large portion of the identified abatement potential in most countries. Although the costs of most emissions reduction opportunities grasped are below the average credit price, there are still plenty of available low-cost opportunities. Mexico and Argentina appear to use the CDM predominantly for harvesting the low-hanging fruit, whereas in the other countries more expensive projects are accessing the CDM. This evidence at first sight challenges the low-hanging fruit claim, but needs to be understood in the light of the barriers for the adoption of low-cost abatement options.  相似文献
