Shipbreaking is the process of dismantling an obsolete vessel for scrapping or disposal. This activity was not officially declared an industry in Bangladesh until 2006, even though the country is one of the biggest ship-breakers in the world. This industry has dramatically expanded in Bangladesh, at the cost of environmental degradation and severe labour exploitation. Despite environmental and human rights violations, the shipbreaking industry represents a vital source of income for the country and a livelihood for a significant portion of its population. Shipbreaking activities in Bangladesh present both opportunities and challenges for Bangladesh. This article examines the extent to which the existing regulatory framework for dealing with these issues in Bangladesh is congruent with international instruments. This article also examines relevant international instruments which prescribe the core principles for regulating the ship breaking industry and evaluates the legal regulation of the Bangladesh ship breaking industry against these international instruments. The underlying objective of this evaluation is to demonstrate that Bangladeshi instruments could incorporate the core of the international instruments to minimise the environmental damage caused by this industry. This article concludes that Bangladesh should either amend its laws or enact a new legislative scheme that is based on the core values of the Basel Convention. This change is vital if Bangladesh wants to ensure a long lasting industry that could serve its need for iron ore and engage its abundant labour force, without the cost of destroying its coastal line which is one of its most valuable natural assets.  相似文献

We propose a basic ship design knowledge-model for information storage and retrieval using a knowledge-based engineering (KBE) system and develop a semantic inquiry function that allows users to use the retrieved information immediately. Our aim is to merge the repetitive access and calculating tasks and data such as the principal dimensions required during the basic ship design process into a single database, so that this information remains available for future construction projects. However, the concept of linking a design knowledge base and inference engine requires the combining of ship design information with the KBE system. This research enhances the flexibility, extension, and operation of the inference mechanism of the KBE design methodology through the establishment of a user interface, knowledge base, and inference engine. The design information is managed a document-based approach, which requires the conversion of the original documents into the XML (eXtensible Markup Language) format, and compiles rules for the basic design process. This system uses the KBE method attempts to reduce the double workload of design and modeling at the commencement of a new project with the document-generating integration work.  相似文献

A numerical study was undertaken in order to assess the capability of an unsteady RANS code to predict the seakeeping characteristics of a high-speed multi-hull vessel in high sea states. Numerical analysis includes evaluation of ship motions, effects of wave steepness on ship response, catamaran natural frequency and added resistance in waves. Computations were performed for the DELFT 372 catamaran by the URANS solver CFDSHIP-Iowa V.4. The code was validated with encouraging results for high ship speeds (0.3≤Fn≤0.75) and high wave amplitudes (0.025≤Ak≤0.1). Comparison with strip theory solutions shows that the RANS method predicts ship motions with higher accuracy and allows the detection of nonlinear effects. Current computations evidence that heave peaks occur at resonance for all Fn, and reach the absolute maximum at Fn=0.75. Maximum pitch occurs at frequencies lower than resonance, for each speed, and absolute maximum occurs at medium Fn=0.6. Maximum added resistance, Raw, was computed at Fn=0.45, which, interestingly, is near the catamaran Fncoincidence. Overall, we found similar results as Simonsen et al. (2008) for KCS containership, though, herein, a multi-hull geometry and higher speeds were tested. Also, our results are useful to further evaluate the exciting forces and their correlation with fe and λ/Lpp.  相似文献

The potential impacts of underwater noise on marine mammals are widely recognised, but uncertainty over variability in baseline noise levels often constrains efforts to manage these impacts. This paper characterises natural and anthropogenic contributors to underwater noise at two sites in the Moray Firth Special Area of Conservation, an important marine mammal habitat that may be exposed to increased shipping activity from proposed offshore energy developments. We aimed to establish a pre-development baseline, and to develop ship noise monitoring methods using Automatic Identification System (AIS) and time-lapse video to record trends in noise levels and shipping activity. Our results detail the noise levels currently experienced by a locally protected bottlenose dolphin population, explore the relationship between broadband sound exposure levels and the indicators proposed in response to the EU Marine Strategy Framework Directive, and provide a ship noise assessment toolkit which can be applied in other coastal marine environments.  相似文献

This work addresses the experimental and numerical study of a stepped planing hull and the related fluid dynamics phenomena typically occurring in the stepped hull in the unwetted aft body area behind the step. In the last few years, the interest in high-speed planing crafts, with low weight-to-power ratios, has been increasing significantly, and, in such context, naval architects have been orienting toward the stepped hull solution. Stepped planing hulls ensure good dynamic stability and seakeeping qualities at high speeds. This is mainly due to the reduction of the wetted area, which is caused by the flow separation occurring at the step. This paper presents the experimental results of towing tank tests in calm water on a single-step hull model, which is the first model of a new systematic series. The same flow conditions are analyzed via Reynolds Averaged Navier-Stokes (RANS) and Large Eddy Simulations (LES), with different moving mesh techniques (overset/chimera and morphing grid), performed at different model speeds. The numerical results are in accordance with experimental data, and overset/chimera grid is found to be the best approach between the analyzed ones. The flow patterns obtained numerically through LES on a refined grid appear similar to the ones observed in towing tank investigations through photographic acquisitions. These flow patterns are dominated by a rather complex 3D arrangement of vortices originating from air spillage at both sides of the step. The understanding of these phenomena is important for the effectiveness of stepped hull designs.  相似文献

In conjunction with high performance computers, recent developments in computational science paved the path to more accurate representation of body motions inside fluids. Small motions inside the flow can be computationally approximated by using rigid body motion but it is incapable of accurately predicting the large motions of a planing vessel. The implementation of overset grid has made it possible to better approximate the complex fluid-structure interaction problem of the planing regime. The focus of this study was to evaluate the opportunity of using an overset grid system to numerically solve the flow around a planing hull and to understand the planing regime with this invaluable tool. It was shown in this study that the overset grid better captures the large motions of the planing hull at high Froude numbers. Then, the results obtained by overset grid were used to calculate the resistance components of a planing hull in a wide Froude number range. The resistance components were discussed with respect to values generated by Savitsky approach. Using the benefits that the computational science brings, the flow was visualized to explain some underlying physics relevant to the planing regime.  相似文献

The present investigation focuses on the effects of the stern appendages and the propulsion system on the hydro-loads generated by the propeller during off-design conditions, with particular emphasis on the in-plane components. Recent experimental investigations carried out by free running model tests [7], [8] and CFD analysis [5] for a modern twin screw model, highlighted that maneuvers at small drift angles and yaw rates might be as critical as the tighter ones due to complex propeller-wake interactions. Therefore, design criteria should take into account also these operative conditions, in order to reduce the effects of propeller-wake interaction phenomena that degrade the overall propulsive efficiency, induce shaft/hull structural vibration and increase noise emission. In the present study we analyze the effects of geometric and propulsive modifications with respect to the twin screw configuration studied in [5]. In particular, the effect of the centreline skeg, propeller direction of rotation and control strategies of the propulsion plant on the propeller bearing loads have been investigated from the analysis of the nominal wake in maneuvring conditions, computed by unsteady RANSE simulations coupled with a propeller model based on Blade Element Theory. The Panama Ship Registry has its origins in the year 1917. Nowadays, Panama has the largest vessel registry in the world. The second placed registry in the world ranking is Liberia, which does not have even half the number of Panamanian ships. In this Centennial, the aim of this paper is to analyse the evolution of the Panamanian Registry, the structure of the Panamanian-flagged fleet and the level of compliance with international standards in relation to maritime safety and working conditions. To undertake the analysis, two different qualitative and quantitative approaches are compared and integrated for the evaluation of the Panama Ship Registry: the degree of ratification and enforcement of the Conventions and Recommendations of the International Maritime Organization and International Labour Organization, and the results of Panamanian flagged vessels in inspections carried out within the major Port State Control Memoranda of Understanding. This paper fills a research gap by discussing an approach to the concept of flag of convenience and flag State, Panama is more an international registry, whose role is becoming less important from the points of view of safety or working conditions. The fleet performance evolution has been very positive as evidenced by the data presented in this article regarding Port State Control.  相似文献

Particulate matter (PM) emissions from ships in ports are a major contributor to air pollution and smog in port cities. The issue of how to reduce PM emissions has become a critical concern for port city residents and governments. This paper establishes an incentive policy to reduce PM emissions from ships in ports. Using a Panamax bulk carrier as a case study, eight alternative approaches that could be adopted by shipping companies are compared and their operational benefits are estimated. By restricting the analysis to emission control areas (ECAs), the net present value (NPV) model shows that the diesel particulate filter (DPF) is the most advantageous approach with the highest NPV, while the exhaust gas scrubber (EGS) approach is the most economically inefficient. Meanwhile, due to DPF's excellent performance in PM abatement, it is suggested that governments should prioritize the DPF approach when promoting the application of emission reduction technologies. From the perspective of social welfare, a positive social benefit of about US $20,000 will be generated over the life cycle of a ship. However, a low government pricing in China will reduce shipping companies’ operational performance as the emission control zone (ECZ) gradually expands. As a result, an appropriate subsidy scheme is necessary to encourage shipping companies to apply emission reduction technologies.  相似文献

Minimal time ship routing is studied between Mumbai port (India) to Mombasa port (Kenya) using model hindcast wave climate over the Arabian Sea. With the launch of IRS-P4 (OCEANSAT-I), it became possible now to carry out routine wave hindcasting over the Indian Ocean. The MSMR channel of the satellite gives scalar wind, which is analyzed at NCMRWF, India, for converting to vector winds. The same is used as input to third-generation spectral wave model WAM for regional grid system for simulating the rough weather period of July 2000. This simulated wave climate formed the basis for computing effective ship velocity in the irregular seaway. This study gives a quantitative estimation of change in ship velocity in the open Indian Ocean for a bulk carrier. The minimal time path is charted using Dijkstra's algorithm for optimum route voyage. The optimum track information has broad scope for obtaining a safer route, least time route by avoiding delay in schedule with minimum fuel consumption.  相似文献
