ABSTRACTTaking up experiments in “civic innovation” as windows into the making of new urban worlds, I attempt in this essay to map out the parameters of a novel framework for municipal rule and account for the conditions underlying its ascendance in San Francisco, CA. I explore how productions of urban space and nature today serve as the means and objects of an emerging mode of government premised on yoking all forms of urban activity to the dictates of innovation. When proponents of civic innovation pursue particular forms of intervention in the built environment to constitute urban subjects as human capital, they imbibe, reproduce, and enact normative notions about the nature of the city as a problem to manage. Though the project of civic innovation is neither complete nor inevitable, the political vision animating it entails the subsumption of urban life as such within a rubric of decision making modeled on the market. 相似文献

基于分形思想和城市规模-产出关系推导出城市引力模型的一般形式Iij=GijMaiiMajjR-bij,论证了参数a和b的分维性质,并将引力系数定义为Gij=G|Rij,|/(1+Sij),式中Rii为i、j两城市的相关系数,Sij为二者的相似系数,G为量纲转换系数.以长春城镇体系和郑、汴、洛点-轴系统为实例说明了模型的应用方法,并指出了城市引力数值的相对性特征.作者发现,城镇体系各要素的引力之和Fi=∑Iij,在一定时空条件下满足位序-规模法则F(k)=F1K-q(k=1,2,…,n);这也表明,借助引力计算可以揭示城市体系某些隐含的地理规律. 相似文献

This article provides a quantitative test of the relationship between adaptive capacity and socio-economic status (SES) at the municipal level. Local participation in a U.S. floodplain management program, the Community Rating System (CRS), is used as an indicator of adaptive capacity. The relationship between aggregated measures of SES and CRS participation is tested using probit, OLS and tobit models. The analysis indicates that socio-economic characteristics of a municipality's population are associated with the capacity of municipal leaders to effect collective action in response to environmental challenges. More theoretical work and case studies are needed to fully explain the reasons for this association. 相似文献

城市防震减灾能力是一个涉及因素众多的复杂体系,对它的评估也是涉及到地震科学、社会科学和经济科学的交叉学科问题。本文首先提出了城市防震减灾能力的概念,把人员伤亡、经济损失和震后恢复时间三方面作为衡量城市防震减灾能力的准则;围绕这三个准则归纳出影响城市防震减灾能力的六大因素,并用一些简单、可测量的指标来代表这六大因素,建立起城市防震减灾能力指标体系;然后再分别建立这些指标体系中的各种因素或其子因素与评价三准则中的人员伤亡、经济损失和恢复时间的联系;最后用灰色关联分析方法将三个评价准则综合成一个防震减灾能力指数。从而为城市防震减灾能力评估提供了一个较系统、完整的理论体系框架,可对城市的防震减灾能力进行定量的评价,指导城市防震减灾决策。 相似文献

We study the seismic response of an idealized 2D ‘city’, constituted by ten non equally-spaced, non equally-sized, homogenized blocks (i.e. buildings or groups of buildings) anchored in a soft soil layer overlying a hard halfspace. Our results display strong response inside the blocks and on the ground which qualitatively match the responses observed in some earthquake-prone cities. 相似文献

I argue that the tension between cities and nation states go through the countryside, or rural areas, at least in the U.S. Further, cities are decidedly constrained in their abilities to effectuate many of the changes associated with them: addressing climate change, economic inequality and more. 通过对2020-2022年四川省气象观测质量管理体系审核不符合项,从PDCA循环、体系过程、《质量管理体系要求》（GB/T 19001-2016）标准条款、观测任务四个方面总结市县两级在运行过程中的问题,分析原因并提出运行建议。结果表明,市县两级气象观测质量管理体系运行共性问题主要集中在意识、装备、数据、运行四个方面,其中装备仓储环境、计量检定、维护维修、文件记录管理尤为突出。可以通过持续推进体系文件修订、常态化运行、宣贯培训来提升体系与市县两级观测业务的融合程度和运行效果,达到持续改进的目的。 相似文献

In recent years, an increasing number of local governments are recognizing the impact of climate change on different urban sectors. This has led many to pursue climate adaptation planning, seeking to achieve preparedness through reducing vulnerability and enhancing resilience of populations, assets, and municipal operations. Although cities typically share these common goals, many are electing to pursue different planning approaches. In this paper, we examine three climate adaptation planning approaches in the cities of Quito (Ecuador), Surat (India), and Durban (South Africa) and analyze the trade-offs associated with different planning pathways and different forms of stakeholder involvement. We assess the potentials and limitations of these different approaches, including their implications for enhancing government integration and coordination, promoting participation and adaptive capacity of vulnerable groups, and facilitating overall urban resilience. We find that, in order to gain widespread commitment on adaptation, sustained political leadership from the top, departmental engagement, and continued involvement from a variety of stakeholders are integral to effective decision-making and institutionalization of programs in the long run. When climate adaptation is advanced with a focus on learning, awareness, and capacity building, the process will likely lead to more sustained, legitimate, and comprehensive adaptation plans and policies that enhance the resilience of the most affected urban areas and residents. 相似文献
