在德国,饮用水被确定为生活中的第一物质材料,饮用水水源保护区的建立与保护是一项法律程序。德国人经过100多年的长期实践,迄今为止已建立近20000个饮用水水源保护区,在水源地保护方面积累了大量经验,被欧美工业国吸收采纳。本文介绍了德国饮用水水源保护区的政策、规范与模型;保护区的划定原则与方法,以及利用岩石土壤对水污染的过滤净化能力或者水体自然净化功能,分区分级保护和利用水源保护区的实用哲学。本文还描述了全流域生态系统保护与水源保护区的关系,东德与西德水源保护工作的差距。  相似文献

Conflicts arise increasingly in Tanzania which involve claims in land located in conservation areas. These conflicts arise, in many cases, between members of the local communities and the state authorities in charge of the conservation areas. They concern customary land rights both of pastoral and of agricultural communities, a topic which also touches upon their identities. The article investigates the legal dimension of these disputes by discussing the law governing conservation areas in the wider context of land tenure legislation. Within this context, the legal framework of conservation areas is discussed from both historical and contemporary perspectives. Nature conservation must respect the needs of the local population affected. It is therefore argued that concepts of community-based conservation should be developed further to work towards the goal of integrating nature conservation and the sustainable use of natural resources. As in other regions colonised from Europe within the last few centuries, Australia's vegetation and soils have been dramatically changed by clearing, cropping and grazing. In southeastern Australia, particularly on the Southern Tablelands, the impacts of European settlement are clearly manifested by channel incision. By using stratigraphic and documentary evidence, in conjunction with aerial photographs, sediment budgets for the post-settlement period have been constructed to define the fluxes and stores of sediment for each of the major geomorphic components of the 136 km2 catchment of Jerrabomberra Creek near Canberra. Using these budgets, and some plausible assumptions, it has been possible to approximate the history of both the sediment delivery ratio and sediment yield for this catchment. While the quantities estimated in this analysis are approximations, the trends through time are credible. Sediment yield increased rapidly to a peak after European settlement, and has returned to a level between the peak and the pre-European value. The delivery ratio has followed a similar trend. The most general conclusion to emerge is that in this landscape both the total sediment flux and the sediment yield of the catchment have been dominated by channel erosion. This result is contrary to the findings in many parts of the world where sheet and rill erosion dominates the fluxes. The soil conservation implication of these results is clear: to control off-site effects of erosion, the focus must be on the channels.  相似文献

This article investigates whether the European Union-Mauritania fisheries agreement, which allocates part of the Europe's financial contribution to the conservation of marine ecosystems located within the Banc d’Arguin National Park, can be regarded as a payment for ecosystem service. A framework for qualification as such payment scheme was established based on an extensive literature review. The criteria identified for the qualification as a payment to ecosystem service pertain to: (1) the definition of the ecosystem service(s) involved; (2) the mechanism involved by the payment; and (3) the nature of the transaction. Interviews with local beneficiaries and subsequent data analysis led to the conclusion that this mechanism could be regarded as a payment to ecosystem service and so, through the European Union-Mauritania Fisheries agreement, the European Union were investing to protect local fish resources that could be exploited by its fishing fleet. This agreement, involving the first International Payment to Ecosystem Service of this kind, marks an important step towards better consideration of marine conservation in international public policy and foreign fishing policy in particular. However, this payment is small when compared to revenues generated through the exploitation of developing countries’ fishing grounds by fishing countries. Nevertheless it opens the door for more detailed applications of payment to ecosystem service schemes to other ecosystems contexts, and can provide a useful alternative source of financing of marine biodiversity conservation.  相似文献

In this paper, we emphasize the importance of understanding the nesting ecology and nesting behaviour of green marine turtles (Chelonia mydas). Data were collected from 2007 until 2012 from nesting beaches at Setiu Terengganu, Malaysia. We focused on one of the beaches, Telaga Papan, based on data collected in 2012. We recorded the distribution of nesting areas, the emergence hour and the correlation between successful nesting attempts and false crawls. Telaga Papan had a significantly higher distribution of green marine turtle nesting compared with the other five beaches (ANOVA, F5,42 = 8.874, P < 0.01, mean = 36.750 ± 3.727). The highest number of successful nesting attempts was recorded in 2012 (mean = 28.714). A majority of the species landed between 22:00 and 23:59 h (25%). There was a strong correlation between successful nesting attempts and false crawls (rs = 0.883, P = 0.02). Based on these findings on the nesting ecology and nesting behaviour of green marine turtles, we suggest that scientific research, strict monitoring, awareness programs and policy implementation should be carried out proactively. Such activities are necessary to reduce the anthropogenic pressures at the nesting beaches as well as to ensure more successful nesting attempts of green marine turtles in Setiu.  相似文献

The objective of this study was to employ the precautionary principle in import risk analysis (IRA) and quarantine in the trade of marine ornamental fishes (MOF). The analysis focused on the example of Brazil, as it imports and exports these fishes, in amounts that are globally significant. These processes, since their collection in nature, may expose the fish to stress, which may lead to the development of diseases. The legislation that regulates IRA and quarantine is derived from the Ministries of Agriculture, Livestock and Supply and Fisheries and Aquaculture. The quarantine of MOF in Brazil is not undertaken by government agencies, but by commercial establishments that are registered with the Ministries, and is way too short. According to the data obtained, the precautionary approach is not applied at all in this trade, as scientific information is not contemplated by the legislation, and law is not enforced.  相似文献

In the Mediterranean Sea, socio-economic drivers may accelerate the process of exclusive economic zone (EEZ) declarations. Despite the challenges, the EEZ declarations may provide important opportunities for leveraging change to national policy towards the development of large-scale conservation of marine ecosystems and biodiversity in this zone. Using the Mediterranean Sea as a case study, we aim to highlight a set of best practices that will maximize the potential for the development of large-scale marine conservation initiatives. These include a range of approaches, such as using surrogates to fill the many biodiversity data gaps in the region, further the development of consistent and open access databases, and the utilization of technological developments to improve monitoring, research and surveillance of less accessible and under-explored marine areas. The integration of Mediterranean-wide and local conservation efforts, the facilitation of transboundary collaboration, and the establishment of regional funds for conservation will further enhance opportunities for marine conservation in this region.  相似文献

Adaptive governance focuses our attention on the relationships between science and management, whereby the so-called ‘gaps’ between these groups are seen to hinder effective adaptive responses to biophysical change. Yet the relationships between science and governance, knowledge and action, remain under theorized in discussions of adaptive governance, which largely focuses on abstract design principles or preferred institutional arrangements. In contrast, the metaphor of co-production highlights the social and political processes through which science, policy, and practice co-evolve. Co-production is invoked as a normative goal (Mitchell et al., 2004) and analytical lens (Jasanoff, 2004a, Jasanoff, 2004b), both of which provide useful insight into the processes underpinning adaptive governance. This paper builds on and integrates these disparate views to reconceptualize adaptive governance as a process of co-production. I outline an alternative conceptual framing, ‘co-productive governance’, that articulates the context, knowledge, process, and vision of governance. I explore these ideas through two cases of connectivity conservation, which draws on conservation science to promote collaborative cross-scale governance. This analysis highlights the ways in which the different contexts of these cases produced very different framings and responses to the same propositions of science and governance. Drawing on theoretical and empirical material, co-productive governance moves beyond long standing debates that institutions can be rationally crafted or must emerge from context resituate adaptive governance in a more critical and contextualized space. This reframing focuses on the process of governance through an explicit consideration of how normative considerations shape the interactions between knowledge and power, science and governance.  相似文献

The consistency of global atmospheric mass and water budget performance in 20 state-of-the-art ocean–atmosphere Coupled Model Intercomparison Project Phase 5 (CMIP5) coupled models has been assessed in a historical experiment. All the models realistically reproduce a climatological annual mean of global air mass (AM) close to the ERA-Interim AM during 1989–2005. Surprisingly, the global AM in half of the models shows nearly no seasonal variation, which does not agree with the seasonal processes of global precipitable water or water vapor, given the mass conservation constraint. To better understand the inconsistencies, we evaluated the seasonal cycles of global AM tendency and water vapor source (evaporation minus precipitation). The results suggest that the inconsistencies result from the poor balance between global AM tendency and water vapor source based on the global AM budget equation. Moreover, the cross-equatorial dry air mass ?ux, or hemispheric dry mass divergence, is not well represented in any of the 20 CMIP5 models, which show a poorly matched seasonal cycle and notably larger amplitude, compared with the hemispheric tendencies of dry AM in both the Northern Hemisphere and Southern Hemisphere. Pronounced erroneous estimations of tropical precipitation also occur in these models. We speculate that the large inaccuracy of precipitation and possibly evaporation in the tropics is one of the key factors for the inconsistent cross-equatorial mass ?ux. A reasonable cross-equatorial mass ?ux in well-balanced hemispheric air mass and moisture budgets remains a challenge for both reanalysis assimilation systems and climate modeling.  相似文献
