海洋公共治理是我国政府治理现代化体系建设的重要组成内容。作为适应新时期"海洋强国"战略实施的海洋公共治理被认作一种异于传统陆地政府治理的新型地公共治理活动,存在着自身一定的责任结构体系。收集了2012-2016年的六大类海洋责任案例(主要是海洋执法案例),以时间(t)、案例数量(q)、制度(I)、人(H)来构建"灰箱"模型,通过考察问责复发率(P)分析海洋公共责任(R)的问题及原因。研究结果表明:(1)我国海洋公共治理过程中应亟须重视"海洋政府"理念,问责事件也从样本数量上得到了体现;(2)海洋公共治理的目标应是防范于未然,确保责任事件的可预期化,推进政府治理能力现代化,应当基于法治的导向来重新塑造海洋政府的责任体系;(3)我国未来海洋公共治理的责任体系建构应通过立法的方式实现责任人和责任形式的可预期化,最终实现对海洋公共治理责任法治监督的应有之义。 相似文献

对于资源的态度无非"开源"、"节流"2种,"开源"由于其较高的成本和有限性使得"节流"逐渐受到人们的重视.资源的可持续性是一个长期困扰人类的全球性问题,尤其对我国这样的人多地少、资源匮乏的国度而言,更是关系到生存与发展的迫在眉睫的问题.在分析了我国能源、水、土地、矿产等资源利用特点及供求矛盾的基础上,提出了对我国建设资源节约型社会的关键是有效地激励与约束机制的观点,并且构建了从法律法规、政策、经济、监督等角度建立约束机制,从产权、经济和声誉的角度建立激励机制的思路. 相似文献

This paper considers how farmers perceive and respond to climate change policy risks, and suggests that understanding these risk responses is as important as understanding responses to biophysical climate change impacts. Based on a survey of 162 farmers in California, we test three hypotheses regarding climate policy risk: (1) that perceived climate change risks will have a direct impact on farmer's responses to climate policy risks, (2) that previous climate change experiences will influence farmer's climate change perceptions and climate policy risk responses, and (3) that past experiences with environmental policies will more strongly affect a farmer's climate change beliefs, risks, and climate policy risk responses. Using a structural equation model we find support for all three hypotheses and furthermore show that farmers’ negative past policy experiences do not make them less likely to respond to climate policy risks through participation in a government incentive program. We discuss how future research and climate policies can be structured to garner greater agricultural participation. This work highlights that understanding climate policy risk responses and other social, economic and policy perspectives is a vital component of understanding climate change beliefs, risks and behaviors and should be more thoroughly considered in future work. 相似文献

Drought has been a recurring feature of the arid and semi-arid areas of Nigeria. This paper reviews the extent, severity, and consequences of drought and desertification in Nigeria with particular emphasis on the northern part of the country. The haphazard manner in which these environmental hazards have been tackled is examined and a systematic approach for the formulation of a national policy is proposed. It is recommended that a detailed formulation and implementation of the proposed policy plan is imperative to mitigate the often devastating impacts of drought and desertification in the very prone areas of Nigeria. Until such is done, some areas of Nigeria will always be vulnerable to the whims of an inevitable climatic hazard of drought and associated land degradation in the form of desertification. 相似文献

This paper examines the link between poverty and land management within the context of New Zealand's almost total removal of subsidies to agriculture since 1984. The impact of these policy changes is explored through the findings from a detailed study of sixteen farms in the North Island hill country. Stress is identified as a primary link between social damage and environmental degradation. This link reinforces the impact of other linkages expressed in reduced production, lower stocking rates, and reduced capital inputs. Deregulation is claimed to be good. In the context of challenging targets for renewable energy generation, this paper draws out social implications of moves towards low carbon energy systems. As renewable energy develops as a heterogeneous category, many potential forms of social relation between 'publics' and technologies are emerging. Utilising perspectives from science and technology studies, we outline five modes in which renewable energy has been implemented in the UK and how these involve different configurations of technology and social organisation. We argue that a multiplicity of roles for 'the public' are implicated across this increasingly complex landscape, cutting across established categories and raising questions of meaning, differentiation, interrelation and access. Policy assumptions and conceptions are questioned, highlighting that dominant characterisations of public roles have been part of a concentration on particular socio-technical pathways to the exclusion of others. 相似文献

To accomplish this, I first situate the Brazilian case in the international debate over the regionalization of health services. This paper provides a new discussion of how people learn through deliberative processes, drawing upon empirical analysis of a novel public engagement process for urban river restoration. Such critical evaluation is rare and yet will be crucial to both theoretical development and learning about engagement practice, not least in a policy area subject to strong regulatory drivers for public participation. The analysis supports two important learning mechanisms – the use of 'gatekeepers' of knowledge, interests and values, and the privileging of narrative. It provides new evidence of instrumental and communicative learning about shared priorities and criteria for effective river restoration that evolved through the deliberative process and directly informed the restoration scheme. It is important to question whether and how such site or context-specific learning might inform other restoration schemes. Finally, the paper questions the often ignored issue of expert learning, not least the issue of the link between individual and organizational learning. 相似文献
