The freshwater pearl mussel Margaritifera margaritifera (L., 1758) is considered to be a critically endangered species. It is important to obtain information on the distribution and status of the surviving populations of the species, but in Russia this work is still problematic due to the size of the country’s territory, combined with the insufficient number of available specialists. “Searching rules” have been proposed to remotely identify potential pearl mussel habitats in rivers. The most important criteria are relating to the lakes found at the rivers’ sources, as well as to the extent of the deforestation along river basins. About 200 watercourses of the Russian section of the Baltic Sea basin were evaluated using these “rules”. As a result, two previously unknown, viable populations were discovered (comprising about 53,000 specimens), while the absence of pearl mussels was made evident among some rivers which were traditionally believed to be their habitats. The obtained data provides an update on the status of pearl mussels in Russian territories located south of the 61 st degree of latitude. There are 10 populations of this species; 4 of them are almost extinct, 6 are relatively numerous but declining. The total number of pearl mussels hardly exceeds 90,000 individuals.  相似文献

Over the past several decades, risk has become a distinct field of social inquiry as scholars in a variety of disciplines have developed theories about the ‘nature’ of risk and the role it plays in contemporary society. Collectively, these theories enrich our understanding of the politics of risk, the dynamics of risk perception, and the way risk shapes and is shaped by space, culture, social change, and modes of governing in the neoliberal era. In this paper, however, we argue these theories are helpful but not entirely suited to understanding risk when it becomes the subject of something Whatmore (2009, p. 587, 2013) calls “environmental knowledge controversies”. These controversies are generative events where more-than-human agencies and the political and knowledge making practices of heterogeneous actors reshape our sense of the real. To address this issue, we draw on the concepts of enactment, multiplicity, and ontological politics to explore how different kinds of risk and tree were made more or less real during a contentious debate over the risk posed by a group of urban trees in Newcastle, Australia. This case study suggests we can think of risk and hazardous entities like trees as effects that also affect because they elicit interventions that transform bodies and spaces in more or less enduring ways. Attending to the enactment, multiplicity, and ontological politics of risk, we argue, provides an alternative way to navigate moments of political contestation over the assessment and management of risk that has implications for how these processes are conceived and conducted in the future.  相似文献

Machine learning algorithms are an important measure with which to perform landslide susceptibility assessments,but most studies use GIS-based classification methods to conduct susceptibility zonation.This study presents a machine learning approach based on the C5.0 decision tree(DT)model and the K-means cluster algorithm to produce a regional landslide susceptibility map.Yanchang County,a typical landslide-prone area located in northwestern China,was taken as the area of interest to introduce the proposed application procedure.A landslide inventory containing 82 landslides was prepared and subse-quently randomly partitioned into two subsets:training data(70%landslide pixels)and validation data(30%landslide pixels).Fourteen landslide influencing factors were considered in the input dataset and were used to calculate the landslide occurrence probability based on the C5.0 decision tree model.Susceptibility zonation was implemented according to the cut-off values calculated by the K-means clus-ter algorithm.The validation results of the model performance analysis showed that the AUC(area under the receiver operating characteristic(ROC)curve)of the proposed model was the highest,reaching 0.88,compared with traditional models(support vector machine(SVM)=0.85,Bayesian network(BN)=0.81,frequency ratio(FR)=0.75,weight of evidence(WOE)=0.76).The landslide frequency ratio and fre-quency density of the high susceptibility zones were 6.76/km2 and 0.88/km2,respectively,which were much higher than those of the low susceptibility zones.The top 20%interval of landslide occurrence probability contained 89%of the historical landslides but only accounted for 10.3%of the total area.Our results indicate that the distribution of high susceptibility zones was more focused without contain-ing more"stable"pixels.Therefore,the obtained susceptibility map is suitable for application to landslide risk management practices.  相似文献

Flood risk will increase in many areas around the world due to climate change and increase in economic exposure. This implies that adequate flood insurance schemes are needed to adapt to increasing flood risk and to minimise welfare losses for households in flood-prone areas. Flood insurance markets may need reform to offer sufficient and affordable financial protection and incentives for risk reduction. Here, we present the results of a study that aims to evaluate the ability of flood insurance arrangements in Europe to cope with trends in flood risk, using criteria that encompass common elements of the policy debate on flood insurance reform. We show that the average risk-based flood insurance premium could double between 2015 and 2055 in the absence of more risk reduction by households exposed to flooding. We show that part of the expected future increase in flood risk could be limited by flood insurance mechanisms that better incentivise risk reduction by policyholders, which lowers vulnerability. The affordability of flood insurance can be improved by introducing the key features of public-private partnerships (PPPs), which include public reinsurance, limited premium cross-subsidisation between low- and high-risk households, and incentives for policyholder-level risk reduction. These findings were evaluated in a comprehensive sensitivity analysis and support ongoing reforms in Europe and abroad that move towards risk-based premiums and link insurance with risk reduction, strengthen purchase requirements, and engage in multi-stakeholder partnerships.  相似文献

利用第五次国际耦合模式比较计划(CMIP5)中5个气候模式在3种典型浓度路径(RCPs)下的预估结果驱动SWAT水文模型,预估了21世纪气候变化对长江上游年径流量、季节分配以及极端径流的影响。结果表明:预估的长江上游平均气温呈显著上升趋势,21世纪末较当前(1986—2005年)升高1.5~5.5℃,降水总体呈增加趋势,在21世纪30年代后高于当前气候平均值,21世纪末相对于当前增加5%~15%。流域内气候变化存在明显空间差异,金沙江和岷沱江流域气温升高和降水增加幅度均大于流域平均值。预估的长江上游年径流量及各月平均径流均有增加趋势,在21世纪30年代后高于当前多年平均值,21世纪中期增加4%~8%,21世纪末增加10%~15%。预估的径流年内分布的均匀性有所增加,但年际变化明显增大,极端旱涝事件的频率和强度明显增加。预估的各子流域径流变化对气候变化的响应也存在差异,金沙江和岷沱江流域年径流量、年际变化和年内分布变化小,对气候变化的响应表现为低敏感;嘉陵江流域、乌江流域和长江上游干流径流增加幅度大,同时极端丰枯出现的频率和程度增加显著,是气候变化响应的敏感区域。  相似文献

冰冻圈变化的适应研究是冰冻圈科学领域的新兴研究方向,是当今自然科学与社会科学交叉融合跨学科集成研究的典型代表。起步于2007年的中国冰冻圈变化适应研究,经历了早期的探索,研究重点由评价脆弱性发展为量化冰冻圈变化的影响,形成以影响/风险—脆弱性—适应全链条的完善的研究体系,研究方法突破传统的指标体系赋权法的不足,初步实现了定量化,有机结合影响/风险、脆弱性、适应三方面的研究结果,使冰冻圈变化的适应措施由偏重宏观性、普适性开始转向更有针对性。未来中国冰冻圈变化的适应研究应拓展、完善和深化现有的理论体系,构建冰冻圈与社会经济耦合模型,科学量化冰冻圈全要素变化的影响,建立不同利益相关者与科学家共同参与的研究新模式,科学有效应对与适应冰冻圈变化及其影响。  相似文献

文章选取通辽市各气象站点气象数据、基础地理信息数据、历史灾情数据、第二次土地调查数据及相关社会经济等统计数据,基于自然灾害风险原理,利用数理统计、层次分析法及空间叠加分析等方法,提出了通辽市暴雨洪涝灾害风险评价指标体系,得到通辽市暴雨洪涝灾害风险评估空间分布图。结果表明:高风险区主要分布在通辽市北部山区、中东部地区及偏南部地区,包括扎鲁特旗鲁北镇、科尔沁区、科左中旗东南部及库伦旗东南部;而科左后旗大部地区易形成由短时强降水引发的洪涝,为次高风险区;低风险区及次低风险区主要分布在通辽市中部、西南部地区,包括开鲁县、奈曼旗北部、科左中旗西部。  相似文献

Obesity is a serious public health problem in the United States. It is important to estimate obesity prevalence at the local level to target programmatic and policy interventions. It is challenging, however, to obtain local estimates of obesity prevalence because national health surveys such as the Centers for Disease Control and Prevention (CDC) Behavioral Risk Factor Surveillance System (BRFSS) are not designed to produce direct estimates at the local levels (e.g. census tracts) due to small population samples and the need to preserve individual confidentiality. In this study we address the problem of estimating local obesity prevalence rates by implementing a spatial microsimulation modeling technique to proportionally replicate the demographic characteristics of BRFSS respondents to census tract populations in metropolitan Detroit. Obesity prevalence rates are examined for high and low spatial clusters and studied in relation to the U.S. Department of Agriculture's (USDA) measures of low-income neighborhoods and local food deserts and CDC's measure of healthy and less healthy food environments currently used to target obesity reduction initiatives. This study found that obesity prevalence was largely clustered in the City of Detroit extending north into contiguous suburbs. The spatial patterns of highest obesity prevalence tracts were most similarly aligned with USDA-defined low-income tracts and CDC's less healthy food tracts. The locations of USDA's food desert tracts rarely overlapped with the highest obesity prevalence tracts. This study demonstrated a new methodology by which to assess local areas in need of future obesity interventions.  相似文献

Social capital can enhance community resilience to environmental change. Productive and trusted relations among social actors and effectual social norms can help local residents share resources, information and risks. The main objective of our study is to understand the ways in which social attributes and risk considerations influence adoption of resilient economic measures by individuals for reducing potential losses due to catastrophic rainstorm and flooding. This article provides evidence from China on how social capital contributes to anticipatory adaptation to environmental change. The inquiry is based on structured interviews with local residents of Tianjin, a flood-prone port city in China, and a standard regression analysis. Findings show that the intention to make preparation increases with the levels of social expectation, social relationship, and institutional trust. Perceived risk and damage experience, however, have no significant impacts. This suggests that building social capacity and trust will be more effective in enhancing community resilience than merely increasing awareness of hazard risks. We call for greater efforts on strengthening the capacity of formal and informal communal institutions. The structural changes required, however, are challenging.  相似文献
