The paper assesses the role for innovation of one aspect which has been generally overlooked by evolutionary economic geography: context. It analyses how context shapes the impact of collaboration on firm-level innovation for 1604 firms located in the five largest city regions of Norway. Specifically, the analysis shows how the benefits to firms of collaborating within regional, national, and international innovation networks are affected by the knowledge endowments of the region within which the firm is located. Using a logit regression analysis, we find, first, that only national and international networking have a significant positive impact on the likelihood of innovation (the former only for process innovation), whereas the regional knowledge endowments have no direct effect. Second, regional cooperation is particularly effective in regions with high investments in R&D, whereas international cooperation is important in regions with an educated workforce – and regional and national collaboration may be ineffective in such cases. We conclude that, in the case of Norway, context is essential in determining the capacity of firms to set up networks and innovate. Regions with an educated workforce can use the resulting absorptive capacity to successfully assimilate knowledge being diffused through global pipelines from faraway places. However, this absorptive capacity is likely to be heavily filtered if regional firms mainly rely on internal connections within Norway.  相似文献

Communities of practice play an important role in innovation processes. It is, however, still unclear what their particular function is. In this article the authors seek first to develop further systematic differentiations between different types of knowing in practice to provide the conceptual ground for studying the influences of knowing in practice on innovation in a comparative way. Therefore, existing inductive approaches are complemented with deductive elements that highlight different impulses of reflexivity (push vs. pull) and different internal logics of reflexivity (rationalist vs. aesthetic). Second, in this article the authors introduce a dynamic approach which focuses on core ideas of innovation processes from a spatial perspective. In such a dynamic view types of knowing in practice have an impact as sources and resources of innovation. As sources of innovation they form a particular locus in which novel ideas emerge and subsequently take particular trajectories. As resources of innovation they intervene at subsequent stages of the process and propel further the translation process of a novel idea becoming eventually a valuable and practicable solution.  相似文献

Demonstration of a fully integrated power plant with carbon capture and storage (CCS) at scale has not yet been achieved, despite growing international political interest in the potential of the technology to contribute to climate change mitigation and calls from multiple constituents for more demonstration projects. Acknowledging the scale of learning that still must occur for the technology to advance towards deployment, multiple CCS demonstration projects of various scales are emerging globally. Current plans for learning and knowledge sharing associated with demonstration projects, however, seem to be limited and narrowly conceived, raising questions about whether the projects will deliver on the expectations raised. Through a comparison of the structure, framing and socio-political context of three very different CCS demonstration projects in different places and contexts, this paper explores the complexity of social learning associated with demonstration projects. Variety in expectations of the demonstration projects’ objectives, learning processes, information sharing mechanisms, public engagement initiatives, financing and collaborative partnerships are highlighted. The comparison shows that multiple factors including the process of building support for the project, the governance context and the framing of the project matter for the learning in demonstration projects. This analysis supports a broader conceptualization of learning than that currently found in CCS demonstration plans - a result with implications for both future research and practice.  相似文献

Despite significant technological advances in emerging economies, the further development of clean energy technologies in developing countries remains crucial to reducing the greenhouse gas emissions associated with economic development. In this paper we address two significant gaps in the growing body of literature that has assessed the role of the Clean Development Mechanism in promoting the transfer of clean technologies to developing countries. First, we present a qualitative analysis of the governance of the Clean Development Mechanism in India. This provides a basis for understanding the extent to which and the ways in which governance may impact upon the likelihood that projects promote technology transfer. Second, we provide a novel quantification of the level and nature of technology transfer that has occurred in Indian Clean Development Mechanism projects, based on insights from literature on technological capability building. We find that the Clean Development Mechanism in India has produced a negligible number of projects that promote technology transfer if technology transfer is understood as a process of learning about technology. Together these qualitative and quantitative analyses show how politics and governance have contributed to the current form of the Clean Development Mechanism market in India, in which processes of building indigenous technological capabilities have been neglected.  相似文献

Political regulation has traditionally been regarded as antagonistic to innovation, whereas the removal of regulations has been perceived as a precondition for innovations. This paper proposes an alternative position and claim that regulations can have various connections with the innovation process. Regulations can obviously restrict innovations, but they can also facilitate such processes. Systematic empirical research on the relation between political-administrative regulation and innovation has been moderate, and the debate has been highly anecdotal. This article presents an empirical study on how political-administrative regulation within the pelagic fisheries sector in Norway affects innovation. The study confirms that regulations had varied influences on the innovation process, and documents that actor's appraisals of regulations were affected by whether a given regulation is beneficial for the firms and their competitive position or not. Finally, the paper corroborate that the implementation of regulations can promote innovation in firms by providing them with deeper insights into their production processes and to encourage a more intense focus on development and improvement. Implementation of regulations also implies learning, which can increase the firms’ abilities to innovate as well as their insight into the necessity of such practices. The analysis is based on survey data from processors and vessels in the pelagic sector.  相似文献

The relevance of analyzing effects of environmental regulation on innovation cannot be overemphasized. In this paper, we first develop a theoretical model to predict how command-and-control environmental regulation affects innovation, and then we derive its channels. Using the difference-in-difference-in-differences strategy and a comprehensive dataset at city-industry-year level of manufacturing sectors in China, we found that the more stringent environmental regulations that are faced by cities, measured by the reduction targets of chemical oxygen demand (COD) and sulfur dioxide (SO2) during the eleventh Five-Year Plan, are negatively associated with innovation. Thus, the evidence contradicts the Porter Hypothesis. On average, a one standard deviation increase in the reduction targets of COD (SO2) is associated with a 0.023 (0.016) standard deviation decrease in the innovation index. We controlled carefully for various potential confounders, and the results were supported by robustness and falsification checks. There exists an evident heterogeneity effect across regions and industries with different pollution intensities. The channel analysis shows that stricter environmental regulation also accounts for a sharp decline in labor demand, firm entry, and inbound foreign direct investment. Our findings are also robust to alternative measures for innovation and environmental regulation.  相似文献

In many coastal nations, community-based arrangements for marine resource management (CBRM) are promoted by government, advocated for by non-government actors, and are seen by both as one of the most promising options to achieve sustainable use and secure inshore fisheries and aquatic resources. Although there is an abundant literature on what makes CBRM effective, is it less clear how CBRM is introduced or develops as an idea in a community, and the process of how the idea leads to the adoption of a new resource management approach with supporting institutions. Here we aim to address this gap by applying an explicit process-based approach drawing on innovation history methodology by mapping and analysing the initiation and emergence of CBRM in five fishing-dependent communities in Solomon Islands. We use insights from the literatures on diffusion of innovation and transformability to define phases of the process and help guide the inductive analysis of qualitative data. We show the CBRM institutionalisation processes were non-linear, required specific strategies to move from one phase to the next, and key elements facilitated or hindered movement. Building active support for CBRM within communities depended on the types of events that happened at the beginning of the process and actions taken to sustain this. Matching CBRM to known resource management ideas or other social problems in the community, developing legitimate institutions and decision-making processes, strong continual interactions between key actors and the rest of the community (not necessarily NGO actors), and community members witnessing benefits of CBRM, all contributed to the emergence and diffusion of CBRM in the communities, and helped to overcome barriers to transformative change.  相似文献

Networking between companies and other regional key actors has grown into a widespread instrument for economic development since the 1990s. Participatory networks have formed the concept for many activities of Local Agenda 21. Simultaneously, economic geography has focused on network theories to explain innovation in and the economic success of regions.This article focuses on the reasons why individual actors participate in environmentally oriented information networks. The questions approached are: Does the concept of learning within networks influence a firm’s development? How do the participants interact with each other? What effects do the networks have on their environment (arenas)?The changing arenas of a firm are analysed with regard to environmental concerns. These changes need to be anticipated for reliable strategies. To gain information and knowledge about current behaviour and activities, the functions of networks as learning platforms are discussed. Drawing upon arguments from different network theories, the motivations of participating in a network are threefold: actor and firm oriented, network internal (inter-firm), and network external. From these, a generic target cube of network motivations and actions is set up.The concept is reviewed by examining 12 ‘regional environmental information-oriented corporation networks’ (RUN) in the Greater Munich Area. The empirical material reveals that this type of network does not provide a guarantee for significant improvements in a firm’s environmental behaviour. However, participants learn about best practices while pursuing explicit or implicit aims as to influence their arenas.  相似文献
