Small-scale fisheries (SSF) in tropical seascapes (mosaics of interconnected mangroves, seagrasses and corals) are crucial for food and income. However, management is directed mostly to corals and mangroves. This research analyzes the importance of seagrasses compared to adjacent ecosystems in Chwaka Bay, Zanzibar, Tanzania. Using fish landings; the study investigated: location of fishing effort, fish production (biomass and species), and monetary benefits (aggregated value and per capita income). Seagrasses were the most visited grounds providing highest community benefits. Per capita benefits were equivalent to those from corals and mangroves. All three habitats provided income just above extreme poverty levels; however catches from seagrass appeared more stable. Seagrass are key ecosystems supporting SSF and protection and management are urgently needed. Adoption of a seascape approach considering all ecosystems underpinning SSF and the social aspects of fishing and a shift in emphasis from pure conservation to sustainable resource management would be desirable.  相似文献

Coastal areas in East Africa are experiencing rapid economic, resource management, demographic and technological shifts. In response diverse Community-based Natural Resource Management (CBNRM) applications have been embraced to provide mutual conservation and use benefits. These initiatives have met with mixed success in practice. Reflecting on the limitations of past research using common pool resources theory theory to study CBNRM we use insights from actor oriented theory combined with satellite image analysis to describe and discuss the forces dynamically influencing institutional and mangrove forest cover change at Kisakasaka, Zanzibar focussing on the formal CBNRM project period between 1996 and 2001, but also considering the period before and after this. We examine the shifting social relations that affected the performance and viability of the formal CBNRM arrangements. An integrated approach was taken to the presentation and discussion of results where it was possible to enrich and expand explanations of socio-environmental change, which was driven by a lack of government support, the undermining effects of party political divisions, and the lack of institutional adaptive capacity. We conclude that this was a useful approach to explain CBNRM intervention events at Kisakasaka.  相似文献

Coastal cities in East Africa are growing rapidly and consequently there is a rapid increase in urban sewage production, putting added pressure on already strained treatment systems. As a result, peri-urban mangroves are receiving extensive amounts of sewage but very little is know as to the ecological and societal consequences of this. However, UNEP among others advocate the use of low-cost, natural sewage treatment technology whenever possible and mangroves have been suggested as useful second stage biofilters. Because of the high resource dependency in many peri-urban coastal communities in East Africa, it is imperative to investigate potential societal impacts on local communities using sewage impacted peri-urban mangroves. Consequently this paper aims to characterize stakeholder groups currently affected by sewage impacted mangroves and thus also map vulnerabilities across local users in relation to future initiatives to use mangroves as biofilters along the East African coast. As risk perception is an important part of vulnerability, and risk perception related to sewage and pollution in an African setting has been little studied, we also aim to contribute baseline data on risk perception related to pollution across peri-urban populations in Kenya, Tanzania and Mozambique.  相似文献

This paper analyzes the middlemen–fishermen link in coastal communities along the coast of southern Kenya and Zanzibar, and explores effects of reciprocal agreements and credit arrangements on social-ecological feedbacks of coastal systems. The existence and generality of such arrangements are mapped and their effect on resource use and ecosystem dynamics is then explored. Data show that credit arrangements are widespread and that fishermen are bound by reciprocal agreements and financial guarantees during periods of lower catches that provide short-term stabilizing social effects. These arrangements create incentives which disconnect resource extraction from ecosystem dynamics and impede development of sustainable use practices. The role of middlemen is seldom accounted for in fisheries governance. Scenarios for the development of small-scale fisheries in the region are outlined and the function of middlemen is discussed considering the influence of external drivers. Policies that incorporate middlemen are recommended to improve the governance of fish stocks and coastal ecosystems in East Africa.  相似文献

Marine ecosystem services are seriously undervalued, resulting in under-investment in conservation and lost opportunities for economic growth and poverty reduction. Economic valuation provides a powerful tool for sustainable development by showing how dependent the economy is on an ecosystem and what would be lost if the ecosystem is not protected. This paper estimates the value of marine ecosystem services in Zanzibar, links the values to the national income accounts, and quantifies how the benefits from each ecosystem service are distributed among five different stakeholder groups. Marine ecosystem services contribute 30% of GDP, yet the ecosystem is seriously degraded due to both human and natural causes. The paper explores the reasons for this, focusing on the distribution of benefits and the (dis)incentives this creates for conservation, especially among local communities that steward the marine ecosystem.  相似文献

Many developing countries are expanding their network of Marine Protected Areas (MPAs) to meet ambitious marine conservation targets set globally and to develop tourism nationally. This study explores the human dimensions of MPA planning in Mozambique by engaging local resource users in a series of structured discussions about marine resource use, pressures on marine resources, ways to address such pressures, and the potential positive and negative impacts of MPAs on the management of marine resources and livelihoods, from a community perspective. Findings show that the groups and communities interviewed are at best ambivalent towards MPAs while at the same time supporting increased government regulation, including conventional fisheries management measures. The study suggests that without significant community involvement in the choice of marine conservation tools, the drive to establish MPAs to achieve biodiversity conservation and tourism development goals may be counterproductive, at least in terms of poverty alleviation and sustainable resource use. It argues that a wider range of marine conservation approaches and tools needs to be considered in addition to MPAs, taking into consideration local views and institutional capacities.  相似文献

Degradation and mortality of corals is increasing worldwide and is expected to have significant effects on coral reef fish; hence studies on these effects are essential. In the present study, a field experiment was set up within Mafia Island Marine Park in Tanzania (East Africa) to examine the effects of bleaching and habitat structure on colonisation of coral reef fish assemblages. Live and bleached staghorn coral Acropora formosa was transplanted onto plots in a site dominated by sand and rubble, and the experimental design comprised of three treatments: live coral, bleached coral and eroded coral rubble. There was an immediate increase (within 24 h) in fish abundance and diversity in the two treatments with standing corals. Overall, live and bleached coral plots showed similar effects, but differed from the eroded coral plots which had a much lower abundance and diversity of fish. In general, fish species diversity changed with time over the study period while fish abundance did not. Multivariate analyses showed that while there were differences in fish assemblage structure between standing corals and the eroded coral treatment, there was neither a difference between live and bleached coral treatments nor any temporal effects on fish assemblage structure. Our findings suggest that physical structure and complexity of habitat have stronger effects on colonisation of reef fish assemblages than changes in coral health (such as bleaching) which do not affect coral structure. This may have important implications for appropriate coral reef management.  相似文献

Communities are increasingly empowered with the ability and responsibility of working with national governments to make decisions about marine resources in decentralized co-management arrangements. This transition toward decentralized management represents a changing governance landscape. This paper explores the transition to decentralisation in marine resource management systems in three East African countries. The paper draws upon expert opinion and literature from both political science and linked social-ecological systems fields to guide exploration of five key governance transition concepts in each country: (1) drivers of change; (2) institutional arrangements; (3) institutional fit; (4) actor interactions; and (5) adaptive management. Key findings are that decentralized management in the region was largely donor-driven and only partly transferred power to local stakeholders. However, increased accountability created a degree of democracy in regards to natural resource governance that was not previously present. Additionally, increased local-level adaptive management has emerged in most systems and, to date, this experimental management has helped to change resource user's views from metaphysical to more scientific cause-and-effect attribution of changes to resource conditions.  相似文献
