Management of the commons for biodiversity: lessons from the North Pacific   总被引:1,自引:0,他引:1  
The North Pacific has the world's largest groundfish fisheries, with a value in excess of $1 billion annually. The North Pacific also is home to the largest population of Steller sea lions (SSL), an ancient species that is now endangered. Decline of the western stock of SSL in the 1970–1990s coincided with the US nationalization and exponential growth in the Gulf of Alaska and Bering Sea/Aleutian Islands groundfish fishery.The article treats five aspects of the competition between the fishery and protection of the endangered species. First, we analyze competition of interests in the use, management, and preservation of the North Pacific commons, including offshore and near-shore fisheries, environmental organizations, governments (federal, state, and local), and the scientific community. Second, the article compares and contrasts provisions of the National Environmental Policy Act, the Marine Mammal Protection Act, the Endangered Species Act, and the Magnuson–Stevens Act (as amended in 1996 by the Sustainable Fisheries Act).Third, we examine the regulatory environment with a focus on the National Marine Fisheries Service (NMFS) and its relationship to the North Pacific Fishery Management Council. We illustrate how NMFS establishes fishery management plans and the methods, such as crafting biological opinions and environmental-impact-statements, it uses to resolve conflicts. Fourth, we investigate how the dual pressures on the agency—to increase fisheries production for the benefit of the industry and to preserve endangered marine species—have affected its culture (behavioral norms and operational codes). Then, the article explains agency changes in terms of crises, competition among affected interests, and development of new scientific knowledge.The article concludes by drawing lessons from the SSL controversy in the North Pacific which may pertain to national and global biodiversity conflicts. These concern the role of law in biodiversity protection, the role of science, and agency capacity for change.  相似文献

根据二维流体动力学方程和深度平均盐度扩散方程在河口径流量以及蒸发和降水之差为已知情况下构成的闭合方程组,预报出深度平均盐度,然后利用底层盐度与深度平均盐度、水深和时间(月)之间的经验关系,给出底层盐度的二维预报。为了检验试报结果的可靠性,文中将黄渤海底层盐度的试报结果(1979年7月11日,时效为3d)与标准断面观测资料(7月4—14日观测,124.5°E以西,共104站)作一粗略比较。比较表明,试报结果与实测值的相关系数为0.96,均方误差为α=0.26,绝对误差小于0.2和0.3的站数分别占总站数的63.5%和77.0%,而总均绝差为0.19。由此可见,试报的效果是令人满意的。  相似文献

Substantial ecological, economic and social problems result from shark interactions in pelagic longline fisheries. Improved understanding of industry attitudes and practices towards shark interactions assists with managing these problems. Information on fisher knowledge and new strategies for shark avoidance may benefit sharks and fishers. A study of 12 pelagic longline fisheries from eight countries shows that incentives to avoid sharks vary along a continuum, based on whether sharks represent an economic disadvantage or advantage. Shark avoidance practices are limited, including avoiding certain areas, moving when shark interaction rates are high, using fish instead of squid for bait and deeper setting. Some conventionally employed fishing gear and methods used to target non-shark species contribute to shark avoidance. Shark repellents hold promise; more research and development is needed. Development of specifically designed equipment to discard sharks could improve shark post release survival prospects, reduce gear loss and improve crew safety. With expanding exploitation of sharks for fins and meat, improved data collection, monitoring and precautionary shark management measures are needed to ensure that shark fishing mortality levels are sustainable.  相似文献

The public discourse surrounding many fishery management issues suggests that ethical concerns may be an important aspect of these issues for a segment of the American public. Questions have been raised about the capacity of regional fishery management councils created under the Fishery Conservation and Management Act to be adequately responsive to different ethical values. To date, legislative efforts to broaden council membership have been unsuccessful, but pressure for institutional reform is likely to increase with the adoption of an ecosystem approach to fishery management.  相似文献

This paper examines the sustainability of United States fisheries managed under the Magnuson-Stevens Fishery Conservation and Management Act, the law that provides the framework for federal fisheries management. Sustainability across a broad suite of criteria, including health of the fished stock, bycatch, and effects on the habitat and ecosystem, was measured against the Monterey Bay Aquarium׳s Seafood Watch criteria for ecological sustainability. Seafood Watch ratings and numerical scores for U.S. federally managed fisheries were analyzed to elucidate strengths and weaknesses among federally-managed fisheries. Of U.S. federally managed fisheries assessed by Seafood Watch, only 2% are rated “Avoid”, and strong ratings for stock health for nearly all fisheries indicate that the Magnuson-Stevens Act is fundamentally succeeding at maintaining or rebuilding the abundance of targeted stocks. The majority (79%) of U.S. fisheries earn the intermediate rating of “Good Alternative”, and 19% earn the top rating of “Best Choice”. Given that U.S. fisheries management is considered among the strongest in the world, this analysis assesses why the majority of U.S. fisheries are not rated “Best Choice”. Fisheries for all variety of species, and using a wide range of fishing methods, can merit “Best Choice” status. However, the majority of U.S. fisheries do not achieve this rating due primarily to bycatch concerns. By improving performance with regard to bycatch, most “Good Alternative” U.S. federal fisheries could reach “Best Choice” status and reap rewards in the marketplace for that recognition. Findings suggest that current science-based management should be maintained in the Magnuson-Stevens Act reauthorization, managers should adopt best practices based on fisheries that are already performing well in the U.S., and more specific federal bycatch mitigation requirements should be implemented.  相似文献

Good governance is paramount to the sustainability of fisheries, and inclusiveness of stakeholder groups has become the centerpiece in the ethos of managing small-scale fisheries. Understanding the effect of governance network structures on fishery sustainability can help guide governance to achieve desired outcomes. Data on resource users, fishing methods, governance networks and classifications of stock health were compiled for 17 sea cucumber fisheries in the Indian Ocean. The subjective influence of the actors and the complexity of governance networks on the health of wild stocks were analyzed. The fisheries differed widely in their resource users, fishing methods and governance networks. Little correspondence was found between the number of nodes in the governance networks and the health (exploitation status) of wild stocks. Government entities dominated the networks but neither their relative influence in the networks nor their proportionate contribution to the number of entities in the networks greatly affected stock health. These findings do not refute the benefits of inclusive governance, but rather suggest that multiple other factors (e.g. inadequate regulations, weak enforcement, high number of fishers) are also likely to play a role in influencing sea cucumber fishery sustainability. Fishing fleets are subject to numerous factors that affect economic performance, making identification and attribution of such impacts difficult. This paper separately identifies the effects of changing input and output prices, fishery management, and quota allocations on total factor productivity using a Lowe Index. Indices account for technical change and decompose productivity estimates into its technical, environmental, and scale-mix components. This results in measures that reflect shifts in the production frontier, and movements by vessels toward and around the frontier, to capture economies of scale and mix after a policy shift to a catch share program that includes fishing cooperatives and a limited access fishery. The difference between cooperative and limited access vessels is exploited to compare the changes in economic performance between the groups after the introduction of the shift to catch shares and cooperative management, which allowed the vessels to improve the timing and coordination across multi-species fisheries and to decrease incidental catch of quota-limited bycatch species that had closed the target fisheries prematurely in the past. Results indicate that total factor productivity increased significantly after the move to a catch share program, largely due to increases in technical change that shifted out the production frontier of the fishery.  相似文献
