Los Angeles is often described as the epitome of urban fragmentation, a notion which in this context is frequently connected to, or even conflated with urban sprawl. At the same time, the city features integrated water and power networks which have been under public ownership for over 70 years. We thus have an apparent paradox in the context of the debate on ‘splintering urbanism’, between socio-spatial fragmentation and the integration of networks. In discussing the idea that deregulation of infrastructural networks exacerbates urban fragmentation, the authors use the case of Los Angeles in order to highlight the central role of private interests in management decisions concerning infrastructure networks. The authors carry out their analysis in an historical perspective, revealing that network integration and universal access can often serve private interests more than the public good. Urban fragmentation in Los Angeles, they conclude, is the result of a complex process of instrumentalisation of network development and management.  相似文献

The locations of Korean firms in Los Angeles reflect spatial segmentation in markets and the provision of labor, in that the ethnic neighborhoods facilitate positive business environments for ethnic small firms. While Korean small businesses serve both community needs and broader local markets, firm locations are closely associated with the residential patterns of some ethnic populations. To address the specificity of firm locations, this paper examines Koreatown using historical sources and recent property development, identifies changes in the locational patterns of Korean firms between 1975 and 1986, and analyzes relationships between business density and density of ethnic populations for zip code areas. The findings of this study indicate that both the development of Koreatown and the presence of ethnic neighborhoods are important influences on the location of Korean businesses.  相似文献

Released in 1961, The Exiles is a low‐budget docudrama that chronicles the lives of three American Indians over a period of twelve hours in a downtown Los Angeles neighborhood in the late 1950s. Contemporary neorealist filmmaking appears to have influenced the film, whereas itsg narrative is ethnographic in form. An examination of the film and its dialogue reveals the ways in which American Indians who recently migrated from their reservation to the city have socially constructed the urban spaces within the framework of the physical setting provided to them. The nature of the engagements of the male and female protagonists with the sites and with other American Indians in this small urban sphere provides substantive clues to the nature and level of their respective transitions into the realm of the white‐dominated society of Los Angeles and beyond.  相似文献

Playa Vista is a massive mixed-use development built on coastal wetlands in west Los Angeles. Its land use story illustrates how strategically constructed discourses shape contested urban spaces. Through an analysis of newspaper reporting and government documents, this paper traces how pro-Playa Vista interests changed their growth discourses rationalizing the development between 1979 and 2015. Findings suggest that pro-growth coalitions are resilient when they modify their discourses to negotiate new regulatory and political contexts, specifically pursuing sustainability fixes. They are not dogmatic in their adherence to orthodoxies of private property rights and “highest and best use” of land but rather continually reconstruct growth discourses incorporating enough of the values of their opponents (i.e. “green” values such as growth management and smart growth) that some environmental and homeowner citizens’ groups join the growth coalition, forming a “green growth machine” that not only profitably builds on the land but finances ecological restoration.  相似文献

The period and amplitude variations of local peaks in the Fourier amplitude spectra of free-field strong ground motion recorded at five stations in San Fernando Valley of metropolitan Los Angeles, California, are described, searching for peaks that reoccur during different earthquakes. The data suggest that some local peaks reoccur (about 50% of the time), during shaking by small local earthquakes (peak ground velocities, vmax<10–20 cm/s). During large strong motion amplitudes (vmax>20 cm/s), these peaks are shifted towards longer periods (by nonlinear response of soils) or disappear. The data also suggest that densification and settlement of soil, minutes and hours following the strong shaking may contribute towards fluctuations in the effective stiffness of the shallow surface layers.  相似文献

A 54‐story steel, perimeter‐frame building in downtown Los Angeles, California, is identified by a wave method using records of the Northridge earthquake of 1994 (ML = 6.4, R = 32 km). The building is represented as a layered shear beam and a torsional shaft, characterized by the corresponding velocities of vertically propagating waves through the structure. The previously introduced waveform inversion algorithm is applied, which fits in the least squares sense pulses in low‐pass filtered impulse response functions computed at different stories. This paper demonstrates that layered shear beam and torsional shaft models are valid for this building, within bands that include the first five modes of vibration for each of the North–South (NS), East–West (EW), and torsional responses (0–1.7 Hz for NS and EW, and 0–3.5 Hz for the torsional response). The observed pulse travel time from ground floor to penthouse level is τ ≈1.5 s for NS and EW and τ ≈ 0.9 s for the torsional responses. The identified equivalent uniform shear beam wave velocities are βeq ≈ 140 m/s for NS and EW responses, and 260 m/s for torsion, and the apparent Q ≈ 25 for the NS and torsional, and ≈14 for the EW response. Across the layers, the wave velocity varied 90–170 m/s for the NS, 80–180 m/s for the EW, and 170–350 m/s for the torsional responses. Although welfare rolls have dropped considerably in recent years, most welfare recipients who find work are employed in low-wage, insecure jobs. The problem of "working poverty" is especially acute in large city-regions such as Los Angeles, where local labor market restructuring has created an expanding, low-wage economy, increasingly dependent on immigrant labor. This paper analyzes the employment outcomes of 6,931 women who completed the county's welfare-to-work program in 1996. I evaluate their earnings, labor market segmentation, and job stability. The results show that women were highly concentrated in low-wage service jobs and experienced high levels of turnover and unemployment. Many were unable to obtain employment in the formal labor market. I argue that the struggles of the working poor in a growing regional economy are explained not solely by human capital limitations, but by processes of local labor market restructuring that have contributed to widespread economic insecurity in Los Angeles County.  相似文献
