In September 2010, a Nature Index giving information on status and trends in biodiversity in nine larger ecosystems in Norway was presented. In the article, the authors ask how Norwegian youth politicians framed, i.e. articulated, the topic of biodiversity after being introduced to this new information. To answer this question, focus group interviews were conducted with leading youth politicians in the six largest political parties in Norway. A first finding was that knowledge of and interest in biodiversity at the outset was relatively low. In general, the interviews were structured along three dimensions. First, there was a general discussion about nature and biodiversity. Second, biodiversity was discussed in a political context in terms of state versus market, and local versus national and international politics. Finally, the role of science was discussed. In general terms, the study found that biodiversity as an issue is only to a limited extent able to influence established political opinions (no resonance), but is itself adapted to fit established ideologies (master frames).  相似文献

This paper investigates the effect of the gravity framing system on the overstrength and collapse risk of steel frame buildings with perimeter special moment frames (SMFs) designed in North America. A nonlinear analytical model that simulates the pinched hysteretic response of typical shear tab connections is calibrated with past experimental data. The proposed modeling approach is implemented into nonlinear analytical models of archetype steel buildings with different heights. It is found that when the gravity framing is considered as part of the analytical model, the overall base shear strength of steel frame buildings with perimeter SMFs could be 50% larger than that of the bare SMFs. This is attributed to the gravity framing as well as the composite action provided by the concrete slab. The same analytical models (i) achieve a static overstrength factor, Ωs larger than 3.0 and (ii) pass the collapse risk evaluation criteria by FEMA P695 regardless of the assigned total system uncertainty. However, when more precise collapse metrics are considered for collapse risk assessment of steel frame buildings with perimeter SMFs, a tolerable probability of collapse is only achieved in a return period of 50 years when the perimeter SMFs of mid‐rise steel buildings are designed with a strong‐column/weak‐beam ratio larger than 1.5. The concept of the dynamic overstrength, Ωd is introduced that captures the inelastic force redistribution due to dynamic loading. Steel frame buildings with perimeter SMFs achieve a Ωd > 3 regardless if the gravity framing is considered as part of the nonlinear analytical model representation. Research has documented how grass-roots activists deploy the environmental justice frame to convey their grievances and demand their right to health and safety. While scholars have highlighted the widespread success of this frame, little attention has been paid to instances where the environmental justice frame fails to resonate. Drawing from social movements and environmental justice literatures, we examine how local discursive and cultural contexts can pose barriers to environmental justice claims. Our case is based on legacy pollution from a decommissioned creosote facility in Southern Mississippi. When black residents discovered the pollution in their neighborhood, they made repeated appeals to authorities for remediation and compensation. After being denied inclusion in a lawsuit filed by white residents, they formed an environmental justice organization to mobilize support for their campaign. Findings reveal the importance of both historical contextualization and the social situation of frame deployers in analyses of the environmental justice frame.  相似文献

Strategic issue framing is widely regarded as an effective communication strategy to alter public opinion and citizens’ policy support. However, it is unclear to what extent strategic framing can increase support for ambitious demand-side actions and policies that make the cost of mitigation perceptible in citizens’ everyday lives. Taking an exploratory approach, we conducted qualitative interviews and a comparative framing experiment with 9,750 survey respondents from China, Germany, and the United States. We analyzed strategic issue framing effects in two areas known to be key for increasing the sustainability of consumption: meat/fish consumption, and fossil-fuel car usage. Employing both classical linear regressions and advanced Bayesian sparse estimations, we show that in all three countries widespread arguments in favor of reduced meat/fish consumption and car use are unlikely to substantially alter citizens’ concern, willingness to pay, behavioral intentions and policy support for demand-side action. Our findings suggest that in the absence of a broader behavioral change campaign, strategic issue framing alone is unlikely to be effective in changing entrenched attitudes and behaviors. On its own, it is also unlikely to substantially increase public support for demand-side policies to reduce consumption. More careful research is needed to help policymakers understand the role and limits of different strategic framing techniques.  相似文献

Scholars are rarely able to examine anti-dam movements that result in project suspensions or cancellations since these cases are rare empirically. Yet, they are central to understanding how anti-dam movements can succeed. This paper analyzes the movements against Myanmar’s Myitsone Dam and Thailand’s Kaeng Suea Ten Dam. Likely the most successful anti-dam movements in Southeast Asia in recent years, they achieved suspension over 6 and 37 years, respectively. The research is based on 60 semistructured interviews carried out over a period of 8 months. Leveraging thinking from both the constructionist and structural schools within the field of social movement studies, it is found that the framing of the Myitsone Dam as a project threatening the national cultural heritage of Myanmar (in combination with political change in the country in 2010/2011) largely explains the movement’s success. Meanwhile, the set of sophisticated tactics (including inter alia demonstrations, Thai Baan research, 24/7 monitoring of the dam site, and spiritual activities) was decisive for the efficacy of the movement against Thailand’s Kaeng Suea Ten Dam.  相似文献

Climate change impacts on marine environments have been somewhat neglected in climate change research, particularly with regard to their social dimensions and implications. This paper contributes to addressing this gap through presenting a UK focused mixed-method study of how publics frame, understand and respond to marine climate change-related issues. It draws on data from a large national survey of UK publics (N = 1,001), undertaken in January 2011 as part of a wider European survey, in conjunction with in-depth qualitative insights from a citizens’ panel with participants from the East Anglia region, UK. This reveals that discrete marine climate change impacts, as often framed in technical or institutional terms, were not the most immediate or significant issues for most respondents. Study participants tended to view these climate impacts ‘in context’, in situated ways, and as entangled with other issues relating to marine environments and their everyday lives. Whilst making connections with scientific knowledge on the subject, public understandings of marine climate impacts were mainly shaped by personal experience, the visibility and proximity of impacts, sense of personal risk and moral or equity-based arguments. In terms of responses, study participants prioritised climate change mitigation measures over adaptation, even in high-risk areas. We consider the implications of these insights for research and practices of public engagement on marine climate impacts specifically, and climate change more generally.  相似文献

Despite widespread media coverage of livestock-related issues and growing scientific evidence linking meat production and climate change, systematic content analysis of this relationship in media coverage has been surprisingly minimal. In this article, we combine actor-network theory with framing theory to develop the basis for “story-networks”—networks of actants and artifacts that shape how a media report or “story” is framed. We coded livestock-related articles from a major U.S. newspaper, the Los Angeles Times, over the 1999–2010 period to understand how various actants and artifacts shaped different story-networks. Just 5% of all livestock articles addressed connections with climate change; these articles focused on technology, lifestyle, or policy. Distinctive story-networks characterized each category, framing the livestock–climate change linkage as an issue to be addressed through either technological innovation, individual lifestyle choices, or policy action. In each story-network type, varying configurations of actants and artifacts were involved, including the cattle themselves.  相似文献
