于1985—1988年对前额间银鱼生物学特性、资源变动状况及其原因进行了现场和社会调查。调查表明,前颌间银鱼资源变动的原因是南、西区和吴淞口三大污染源对其生态环境严重污染;同时还有多年持续过捕超过其再增殖能力。为此,提出治理污染,恢复前颌间银鱼的生活环境及保护繁殖亲体的对策和建议。  相似文献

This study examines the status and exploitation level of 31 northern European stocks targeted by fisheries certified by the Marine Stewardship Council (MSC) as being sustainable and well managed. In the first year of certification, 11 stocks (52% of stocks with available data) were exploited above the maximum sustainable level and four stocks (16% of stocks with available data) were outside of safe biological limits. MSC states that it certifies sub-standard stocks because they will improve once they are in their program. However, after a duration of certification of one to ten years (average four years), no significant changes in fishing pressure or stock size were detected. In the last certified year with available data, seven stocks (44% of stocks with available data) were subject to overfishing and five stocks (21% of stocks with available data) were outside of safe biological limits. Certification should guarantee that fishing quotas are set correctly and are enforced. However, in 11 stocks quotas were set 20–60% above the level that fishers were taking, whereas in three stocks landings exceeded quotas by 30–50%. The study concludes that MSC should change its rules such that overfishing or unsafe stock sizes lead to immediate suspension of certification and that no certification is issued in the first place for a stock that is already in such a situation.  相似文献

The scarcity of data on fish catches difficult management of small-scale fisheries in developing countries. This study applies fishers’ knowledge to investigate temporal changes in the amount (biomass) and composition (major ecological categories) of fishing resources exploited by small-scale coastal fisheries in the southeastern Brazilian coast. Four hypotheses were investigated: (1) The amount of fish caught reported by fishers would decrease over time. (2) Older fishers would report higher fish catches than younger fishers. (3) Recent interviews would mention large-sized predators less often. (4) Recent interviews would mention less high valued fishing resources. Interviews with 421 fishers in 36 communities in the southeastern Brazilian coast were analyzed, covering a time span of 14 years, from 1995 to 2009. The hypothesis 1 was confirmed, 3 was partially confirmed, while 2 and 4 were not confirmed. Fishers’ age was unrelated to all variables. The results from fishers’ interviews indicated the temporal trends of: (1) a decrease in the biomass of fish caught; (2) an increase in the occurrence of smaller fish and invertebrates in the catch; (3) an increase of high value fishing resources; and (4) maintenance of large predators. The first two indicators suggest excessive fishing, but the later indicators (3 and 4) suggest that the socioecological system of the southeastern Brazilian coast had not yet undergone major ecological shifts.  相似文献

Coral reefs have experienced a global decline due to overfishing, pollution, and warming oceans that are becoming increasingly acidic. To help halt and reverse this decline, interventions should be aimed at those threats reef experts and managers identify as most severe. The survey included responses from 170 managers, representing organizations from 50 countries and territories, and found that respondents generally agreed on the two major threats: overfishing and coastal development. However, resource allocation did not match this consensus on major threats. In particular, while overfishing receives much attention, coastal development and its attendant pollution are largely neglected and underfunded. These results call for a re-examination of how resources are allocated in coral reef conservation, with more attention given to aligning how money is spent with what are perceived to be the primary threats.  相似文献

Good governance is paramount to the sustainability of fisheries, and inclusiveness of stakeholder groups has become the centerpiece in the ethos of managing small-scale fisheries. Understanding the effect of governance network structures on fishery sustainability can help guide governance to achieve desired outcomes. Data on resource users, fishing methods, governance networks and classifications of stock health were compiled for 17 sea cucumber fisheries in the Indian Ocean. The subjective influence of the actors and the complexity of governance networks on the health of wild stocks were analyzed. The fisheries differed widely in their resource users, fishing methods and governance networks. Little correspondence was found between the number of nodes in the governance networks and the health (exploitation status) of wild stocks. Government entities dominated the networks but neither their relative influence in the networks nor their proportionate contribution to the number of entities in the networks greatly affected stock health. These findings do not refute the benefits of inclusive governance, but rather suggest that multiple other factors (e.g. inadequate regulations, weak enforcement, high number of fishers) are also likely to play a role in influencing sea cucumber fishery sustainability. The ecosystem approach to fisheries (EAF) is a holistic paradigm that considers stocks of exploitable species, marine ecosystems and stakeholders. Management agencies must strike a balance between their capacity constraints and the requisites of management measures. Most small-scale sea cucumber fisheries of Pacific Islands have been plundered while others are being opened to commercial exploitation. Data from fishery managers and a regional workshop were used to assess the current problems, institutional constraints and solutions to the management of sea cucumber fisheries in 13 Pacific Island countries (PICs). Technical capacity was often strong for some management actions such as developing marine reserves but weak for others, such as enforcement. Using multi-disciplinary indicators, half of the fisheries were diagnosed by their managers as being overfished or depleted, despite evidence of optimistic bias. Fishery governance varied greatly among the PICs, and co-management frameworks were not typical of any cultural region. Management objectives were prioritised differently among managers but most highly ranked was to protect ecological resilience. The fishery managers proposed different sets of regulatory measures and various management actions, such as surveys to collect socio-economic and fishery-dependent data, support for local governance and strong enforcement – all widely under-practised. Pacific sea cucumber fisheries exemplify how the transition to an EAF by management institutions must involve reorganisation of their technical and human-resource capacities among management tasks. Levies on exports need to be internalised to fund improved management. Management agencies should consider a shift in resources from developing marine reserves, conducting underwater surveys and aquaculture-based restocking to strengthening enforcement capacity, stakeholder involvement and communication with fishers. In concert with these actions, short fishing seasons, shortlists of allowable species and tighter enforcement at export points may serve to turn the tide on boom-and-bust exploitation and safeguard biodiversity.  相似文献

In this study we examine physiological responses of Peruvian hake (Merluccius gayi peruanus) to changes in their population structure and physical environment during the period 1971–2004. In particular, we assess the relative investment of energy in growth and/or reproduction of small (20–35 cm) and large (35–50 cm) hake. We calculated the (i) condition (Fulton’s K), (ii) gonad and (iii) gut fullness indices for 42,761 female hakes sampled from commercial landings; these indices indicate fish somatic, reproductive and feeding condition, respectively. Using Generalized Additive Models we then examined potential relationships between these indices and sea surface temperature anomalies and date. Drastic energy exhaustion and a decrease in female hake fecundity were observed during El Niño events. The long-term trend showed a general increase in condition factor and a decrease in gonad index for large hake between 1971 and 2004. Small hake exhibited a different trend with an increase in reproductive activity, which was accompanied by an earlier maturation. We hypothesise that the observed low investment of energy in reproduction by large female hake might be related to the lack of large males, due to a sex-selective fishery and the impact of El Niño. We suggest that fishing diminished hake reproductive capacity, modified the sex ratio in favour of females and increased population vulnerability to environmental stress, in particular to the El Niño. The impact of multidecadal variability and predators like the squid, Dosidicus gigas, remain unresolved until longer time series become available.  相似文献

Within the context of ubiquitous overfishing of piscivores, recent consequent increments of jellyfish and clupeids have occurred at the zooplanktivore trophic level in the eastern Gulf of Mexico (GOM), after overfishing of one of their predators, i.e. red snapper. Initiation of a local trophic cascade thence led to declines of herbivore stocks, documented here on the West Florida shelf. These exacerbating world-wide trophic cascades have resulted in larger harmful algal blooms (HABs), already present at the base of most coastal food webs. Impacts on human health have thus far been minimal within nutrient-rich coastal regions. To provide a setting for past morbidities, consideration is given to chronologies of other trophic cascades within eutrophic, cold water marine ecosystems of the Scotian Sea, in the Gulf of Alaska, off Southwest Africa, within the Barents, White, and Black Seas, in the Gulf of Maine, and finally in the North Sea. Next, comparison is now made here of recent ten-fold increments within Florida waters of both relatively benign and saxitoxic HABs, some of which are fatal to humans. These events are placed in a perspective of other warm shelf systems of the South China and Caribbean Seas to assess prior and possible future poison toxicities of oligotrophic coastal habitats. Past wide-spread kills of fishes and sea urchins over the Caribbean Sea and the downstream GOM are examined in relation to the potential transmission of dinoflagellate saxitoxin and other epizootic poison vectors by western boundary currents over larger “commons” than local embayments. Furthermore, since some HABs produce more potent saxitoxins upon nutrient depletion, recent decisions to ban seasonal fertilizer applications to Florida lawns may have unintended consequences. In the future, human-killing phytoplankton, rather than relatively benign fish-killing HABs of the past, may be dispersed along the southeastern United States seaboard.  相似文献

Recent work suggesting that fisheries depletions have turned the corner is misplaced because analysis was based largely on fisheries from better-managed developed-world fisheries. Some indicators of status show improvements in the minority of fisheries subjected to formal assessment. Other indicators, such as trophic level and catch time series, have been controversial. Nevertheless, several deeper analyses of the status of the majority of world fisheries confirm the previous dismal picture: serious depletions are the norm world-wide, management quality is poor, catch per effort is still declining. The performance of stock assessment itself may stand challenged by random environmental shifts and by the need to accommodate ecosystem-level effects. The global picture for further fisheries species extinctions, the degradation of ecosystem food webs and seafood security is indeed alarming. Moreover, marine ecosystems and their embedded fisheries are challenged in parallel by climate change, acidification, metabolic disruptors and other pollutants. Attempts to remedy the situation need to be urgent, focused, innovative and global.  相似文献

While academic literature and media attention has rightly focused on the numerous instances of land grabbing taking place in various corners of the world, far less attention is paid to the enclosure, appropriation and dispossession taking place in the guise of marine conservation – or the recently developed concept of “blue grabbing”. Blue grabbing articulates how marine conservation results in the appropriation of marine resources and coastal land from previous custodians by more powerful actors, such as state and tourist operators. Blue grabbing can be considered a form of primitive accumulation, yet dispossession via marine conservation does not take the conventional form of privatising land, as the spaces involved are still formally state-owned areas. Rather, it is the benefits from natural resources that contribute to capital accumulation of tourist operators and indirectly the state. Restrictions on local resource use are justified using degradation narratives of “overfishing”, while financial benefits from tourism are drained from local communities within a system lacking transparency. This intervention draws on fieldwork research to reveal how blue grabbing plays out in Redang Island Marine Park, Malaysia, yet given that blue grabbing is a recently developed concept, argues there is a pressing need for research to build a more informed picture.  相似文献
