Scenarios are a useful tool to help think about and visualise the future and, as such, are utilised by many policymakers and practitioners. Future scenarios have not been used to explore the urban context in much depth, yet have the potential to provide valuable insights into the robustness of decisions being made today in the name of sustainability. As part of a major research project entitled Urban Futures, a toolkit has been developed in the UK to facilitate the use of scenarios in any urban context and at any scale relevant to that context. The toolkit comprises two key components, namely, (i) a series of indicators comprising both generic and topic area-specific indicators (e.g., air quality, biodiversity, density, water) that measure sustainability performance and (ii) a list of characteristics (i.e., 1–2-sentence statements about a feature, issue or small set of issues) that describe four future scenarios. In combination, these two components enable us to measure the performance of any given sustainability indicator, and establish the relative sensitivity or vulnerability of that indicator to the different future scenarios. An important aspect of the methodology underpinning the toolkit is that it is flexible enough to incorporate new scenarios, characteristics and indicators, thereby allowing the long-term performance of our urban environments to be considered in the broadest possible sense.  相似文献

Through the case of the salmon aquaculture sector in Chile, the risks involved in the development of a non-traditional export sector are reviewed, in order to point to failings (lessons not learned) and opportunities (lessons learned, new plans), and the changing scales of stakeholder interactions. In particular the paper highlights the ways in which sustainability considerations have gained ground in terms of evaluating sectoral development and what is expected from this development. These considerations have emerged as a result of the increasing globalisation of the sector, through investment, exports and international ‘attention’ from an increasingly diverse set of stakeholders. These sustainability considerations have generated a range of conflicts linked to these diverse actors. The actors are local, national and global, operating through alliances to bring pressure on others. The conflicts relate to environmental quality, foreign direct investment (FDI), local socio-economic development, regional development, national economic strategies, and new globalised issues relating to the production and consumption of foodstuffs. The contemporary panorama in the sector is significantly different from the early origins in the 1980s under the dictatorship – the period of ‘the socio-ecological silence’ – also different from the 1990s period of economic expansion – ‘the economic imperative’. Over the past twenty-five years, the Chilean aquaculture sector has evolved from experimental production to a major global industry. Regulatory frameworks and civil society awareness and mobilisation have struggled to ‘catch up’ with the dynamism of the sector, however the gap has reduced and the future of the sector within the contemporary context of ‘glocal’ sustainability is now under the microscope: the ‘sustainable globalisation perspective’. The collapse of the sector during the period 2008–2010 as a consequence of the ISA virus is a key moment with production severely diminished. The way out of the crisis, via new legislation and inspection regimes, will create a new structure of aquaculture governance. Nevertheless, the crisis marks a turning point in the industry, revealing the weaknesses built into the former productive system.  相似文献

While it is generally asserted that those countries who have contributed least to anthropogenic climate change are most vulnerable to its adverse impacts some recently developed indices of vulnerability to climate change come to a different conclusion. Confirmation or rejection of this assertion is complicated by the lack of an agreed metric for measuring countries’ vulnerability to climate change and by conflicting interpretations of vulnerability. This paper presents a comprehensive semi-quantitative analysis of the disparity between countries’ responsibility for climate change, their capability to act and assist, and their vulnerability to climate change for four climate-sensitive sectors based on a broad range of disaggregated vulnerability indicators. This analysis finds a double inequity between responsibility and capability on the one hand and the vulnerability of food security, human health, and coastal populations on the other. This double inequity is robust across alternative indicator choices and interpretations of vulnerability. The main cause for the higher vulnerability of poor nations who have generally contributed little to climate change is their lower adaptive capacity. In addition, the biophysical sensitivity and socio-economic exposure of poor nations to climate impacts on food security and human health generally exceeds that of wealthier nations. No definite statement can be made on the inequity associated with climate impacts on water supply due to large uncertainties about future changes in regional water availability and to conflicting indicators of current water scarcity. The robust double inequity between responsibility and vulnerability for most climate-sensitive sectors strengthens the moral case for financial and technical assistance from those countries most responsible for climate change to those countries most vulnerable to its adverse impacts. However, the complex and geographically heterogeneous patterns of vulnerability factors for different climate-sensitive sectors suggest that the allocation of international adaptation funds to developing countries should be guided by sector-specific or hazard-specific criteria despite repeated requests from participants in international climate negotiations to develop a generic index of countries’ vulnerability to climate change.  相似文献

Knowledge integration, the blending of concepts from two or more disciplines to create innovative new worldviews, is a key process in attempts to increase the sustainability of human activities on Earth. In this paper, we describe a ‘conceptual template’ that can be used to catalyse this process. The template comprises (a) a list of high-level concepts that capture the essential aspects of any significant human–environment problem, plus (b) broad lists of low-level basic concepts drawn from a range of disciplines. Our high-level concepts, which we call ‘conceptual clusters’, are labelled Dynamics & System, Organisation & Scale, Controlling Models, Management & Policy, Adaptation & Learning, and History. Many of the clustered, lower-level concepts are synonyms and thus provide possible connections between disciplines—for this reason we call them ‘nexus concepts’. We suggest that a conceptual template like that presented here can provide strong support to the initial phases of integrative research programs.  相似文献

In the context of global environmental change much hope is placed in the ability of resilience thinking to help address environment-related risks. Numerous initiatives aim at incorporating resilience into urban planning practices. The purpose of this paper is to open up a conversation on urban resilience by unpacking how diverse science methods contribute to the production of different narratives of urban resilience mobilizing different experts and forms of evidence. A number of scholars have cautioned against uncritical approaches to resilience and asked what resilience means and for whom, also pointing out the normative dimension of the concept. Building on this emerging scholarship we use insights from science and technology studies (STS) and critical social sciences to look at the knowledge infrastructures and networks of actors involved in the development of resilience strategies. Drawing on fieldwork in Manila, Nairobi, and Cape Town, we map different narratives of urban resilience identifying the ways in which science serves to legitimate or alienate particular perspectives on what should be done. We discuss the multiple roles that science methods have for resilience planning. Whereas urban resilience is often portrayed as consensual, we show that a range of narratives, with diverse socio-material implications, exist at the city level. In this way we unearth the conflict that lies beneath an apparent consensus for resilience policy and outline future research directions for urban sustainability.  相似文献

There is increasing policy and research interest in disaster resilience, yet the extant literature is still mired in definitional debates, epistemological orientations of researchers, and differences in basic approaches to measurement. As a consequence, there is little integration across domains and disciplines on community resilience assessment, its driving forces, and geographic variability. Using US counties as the study unit, this paper creates an empirically-based resilience metric called the Baseline Resilience Indicators for Communities (BRIC) that is both conceptually and theoretically sound, yet, easy enough to compute for use in a policy context. A common set of variables were used to measure the inherent resilience of counties in the United States according to six different domains or capitals as identified in the extant literature – social, economic, housing and infrastructure, institutional, community, and environmental. Data were from public and freely accessible data sources. Counties in the US Midwest and Great Plains states have the most inherent resilience, while counties in the west, along the US-Mexico border, and along the Appalachian ridge in the east contain the least resilience. Further, it was found that inherent resilience is not the opposite of social vulnerability, but a distinctly different construct both conceptually and empirically. While understanding the overall variability in resilience, the BRIC is easily deconstructed to its component parts to provide guidance to policy makers on where investments in intervention strategies may make a difference in the improvement of scores. Such evidence-based research has an opportunity to influence public policy focused on disaster risk.  相似文献

This article deals with climate change from a linguistic perspective. Climate change is an extremely complex issue that has exercised the minds of experts and policy makers with renewed urgency in recent years. It has prompted an explosion of writing in the media, on the internet and in the domain of popular science and literature, as well as a proliferation of new compounds around the word ‘carbon’ as a hub, such as ‘carbon indulgence’, a new compound that will be studied in this article. Through a linguistic analysis of lexical and discourse formations around such ‘carbon compounds’ we aim to contribute to a broader understanding of the meaning of climate change. Lexical carbon compounds are used here as indicators for observing how human symbolic cultures change and adapt in response to environmental threats and how symbolic innovation and transmission occurs.  相似文献

Vulnerability and resilience constitute different but overlapping research themes embraced by sustainability science. As practiced within this science, the two research themes appear to coalesce around one of the foundational pivots of sustainability, the coupled human–environment system. They differ in regard to their attention to two other pivots, environmental services and the tradeoffs of these services with human outcomes. In this essay I briefly review the emergence of sustainability science and the three foundational pivots relevant to vulnerability and resilience. I outline the distinctions and similarities between the two research themes foremost as practiced within sustainability science and especially in regard to the attention given to the three pivots. I conclude with the observation that improvement in the capacity of vulnerability and resilience research to inform sustainability science may hinge on their linkages in addressing tradeoffs.  相似文献

This paper reports on the barriers that members of the UK public perceive to engaging with climate change. It draws upon three mixed-method studies, with an emphasis on the qualitative data which offer an in-depth insight into how people make sense of climate change. The paper defines engagement as an individual's state, comprising three elements: cognitive, affective and behavioural. A number of common barriers emerge from the three studies, which operate broadly at ‘individual’ and ‘social’ levels. These major constraints to individual engagement with climate change have implications for achieving significant reductions in greenhouse gases in the UK. We argue that targeted and tailored information provision should be supported by wider structural change to enable citizens and communities to reduce their carbon dependency. Policy implications for effective engagement are discussed.  相似文献

Water scarcity in northern China has been a topic of concern in China for many years, but the increased frequency and duration of “no-flow” events in the Yellow River in the 1990s created a flurry of recent activity in the academic and policy arenas. These low-flow events severely disrupted the supply of irrigation water for agriculture in the lower reaches of the Yellow River and posed a substantial threat to farmers’ livelihoods. Within a broader effort to assess farmers’ vulnerability to water shortages, this qualitative research focuses on the coping mechanisms and adaptive strategies adopted by farming households in three villages in Shandong Province (Ma, Ding, and Xing). With increasing water stress and other stresses from land degradation and lack of market access, farmers’ coping mechanisms have evolved, expanding from one-time adjustments to long-term adaptations, and switching focus from securing reliable water sources to improving irrigation efficiency and diversifying both on-farm and off-farm production. The three villages have different vulnerability profiles and adopted different patterns of adaptive processes that reveal the key roles played by community leaders and the early innovators. The research presented here contributes a temporal and dynamic dimension to the study of vulnerability which is largely missing from the current literature, and provides practical insights about how to improve farmers’ adaptive capacities in the face of water shortages in northern China.  相似文献

In 2001, the four global change research programmes ‘urgently’ called for ‘an ethical framework for global stewardship and strategies for Earth System management’. Yet this notion of ‘earth system management’ remains vaguely defined: It is too elusive for natural scientists, and too ambitious or too normative for social scientists. In this article, I develop an alternative concept that is better grounded in social science theory: ‘earth system governance’. I introduce, first, the concept of earth system governance as a new social phenomenon, a political programme and a crosscutting theme of research in the field of global environmental change. I then sketch the five key problem structures that complicate earth system governance, and derive from these four overarching principles for earth system governance as political practice, namely credibility, stability, adaptiveness, and inclusiveness. In the last part of the article, I identify five research and governance challenges that lie at the core of earth system governance as a crosscutting theme in global change research. These are the problems of the overall architecture of earth system governance, of agency beyond the state, of the adaptiveness of governance mechanisms and of their accountability and legitimacy, and of the modes of allocation in earth system governance—in short, the five A's of earth system governance research.  相似文献

As climate change challenges the sustainability of existing water supplies, many cities must transition toward more sustainable water management practices to meet demand. However, scholarly knowledge of the factors that drive such transitions is lacking, in part due to the dearth of comparative analyses in the existing transitions literature. This study seeks to identify common factors associated with transitions toward sustainability in urban water systems by comparing transitions in three cases: Miami, Las Vegas, and Los Angeles. For each case, we develop a data-driven narrative that integrates case-specific contextual data with standardized, longitudinal metrics of exposures theorized to drive transition. We then compare transitions across cases, focusing on periods of accelerated change (PoACs), to decouple generic factors associated with transition from those unique to individual case contexts. From this, we develop four propositions about transitions toward sustainable urban water management. We find that concurrent exposure to water stress and heightened public attention increases the probability of a PoAC (1), while other factors commonly expected to drive transition (e.g. financial stress) are unrelated (2). Moreover, the timing of exposure alignment (3) and the relationship between exposures and transition (4) may vary according to elements of the system’s unique context, including the institutional and infrastructure design and hydro-climatic setting. These propositions, as well as the methodology used to derive them, provide a new model for future research on how cities respond to climate-driven water challenges.  相似文献

Despite growing global attention to the development of strategies and policy for climate change adaptation, there has been little allowance for input from Indigenous people. In this study we aimed to improve understanding of factors important in integration of Yolngu perspectives in planning adaptation policy in North East Arnhem Land (Australia). We conducted workshops and in-depth interviews in two ‘communities’ to develop insight into Yolngu peoples’ observations and perspectives on climate change, and their ideas and preferences for adaptation. All participants reported observing changes in their ecological landscape, which they attributed to mining, tourism ‘development’, and climate change. ‘Strange changes’ noticed particularly in the last five years, had caused concern and anxiety among many participants. Despite their concern about ecological changes, participants were primarily worried about other issues affecting their community's general welfare. The results suggest that strategies and policies are needed to strengthen adaptive capacity of communities to mitigate over-arching poverty and well-being issues, as well as respond to changes in climate. Participants believed that major constraints to strengthening adaptive capacity had external origins, at regional, state and federal levels. Examples are poor communication and engagement, top-down institutional processes that allow little Indigenous voice, and lack of recognition of Indigenous culture and practices. Participants’ preferences for strategies to strengthen community adaptive capacity tended to be those that lead towards greater self-sufficiency, independence, empowerment, resilience and close contact with the natural environment. Based on the results, we developed a simple model to highlight main determinants of community vulnerability. A second model highlights components important in facilitating discourse on enhancing community capacity to adapt to climatic and other stressors.  相似文献

The discourse on climate change is in part divided between a sense of alarm and a sense of alarmism in assessments of the magnitude and urgency of the problem. The divide in the discourse among climatologists relates to tensions in the use of key phrases to describe climate change. This article reviews evidence to support claims that climate change can be viewed as ‘catastrophic’, ‘rapid’, ‘urgent’, ‘irreversible’, ‘chaotic’, and ‘worse than previously thought’. Each of these terms are imprecise and may convey a range of meaning. The method used here is to assess whether the conventional understandings of these terms are broadly consistent or inconsistent with the science, or else ambiguous. On balance, these terms are judged to be consistent with the science. Factors which divide climatologists on this discourse are also reviewed. The divide over a sense of urgency relates to disagreement on the manner and rate at which ice sheets breakdown in response to sustained warming. Whether this rate is fast or slow, the amount of time available to reduce emissions sufficient to prevent ice sheet breakdown is relatively short, given the moderate levels of warming required and the inertia of the climate and energy systems. A new discourse is emerging which underscores the scope of the problem and the scope and feasibility of solutions. This discourse differentiates itself from existing discourses which view the magnitudes of the problem or of solutions as prohibitive.  相似文献

Interventions to reduce farmers’ vulnerability to crises rarely build on existing coping strategies. Emergency seed aid offers a unique opportunity to examine links between different types of interventions and local coping mechanisms, as such relief has been abundant and long-term. This study focuses on farmers’ use and assessment of crisis assistance within Ethiopia, where seed aid delivery dates back at least 34 years. Farmers’ abilities to strategize and negotiate inter-/intra-seasonal variability are not being addressed by current supply-driven approaches. Lessons derived from seed aid give insights toward more effective practice for programs aiming to bolster farmers’ resilience in high-stress and uncertain contexts.  相似文献

This paper systematically compares modeled rates of change provided by global integrated assessment models aiming for the 2 °C objective to historically observed rates of change. Such a comparison can provide insights into the difficulty of achieving such stringent climate stabilization scenarios. The analysis focuses specifically on the rates of change for technology expansion and diffusion, emissions and energy supply investments. The associated indicators vary in terms of system focus (technology-specific or energy system wide), temporal scale (timescale or lifetime), spatial scale (regional or global) and normalization (accounting for entire system growth or not). Although none of the indicators provide conclusive insights as to the achievability of scenarios, this study finds that indicators that look into absolute change remain within the range of historical growth frontiers for the next decade, but increase to unprecedented levels before mid-century. Indicators that take into account or normalize for overall system growth find future change to be broadly within historical ranges. This is particularly the case for monetary-based normalization metrics like GDP compared to energy-based normalization metrics like primary energy. By applying a diverse set of indicators alternative, complementary insights into how scenarios compare with historical observations are acquired but they do not provide further insights on the possibility of achieving rates of change that are beyond current day practice.  相似文献

This paper presents an alternative framework to the approach currently embodied in the Kyoto Protocol for managing global climate change post-2012. The framework has two key provisions. The first is that each person in the world would be ‘allowed’ an equal amount of greenhouse gas (GHG) emissions. This is labeled the equity-first provision. The second provision focuses on incorporating risk concepts into the setting of GHG emission reductions. It is proposed that the global climate be managed as to avoid three categories of risks: (I) Substantial regional economic, political, and/or biological impacts; (II) Severe global economic, political, and/or biological impacts; and (III) Extinction of humans. Acceptable risk thresholds are suggested to be one-in-a-million, one-in-one-hundred-million, and one-in-ten-billion, respectively. This equity-first, risk-based framework overcomes many criticisms of the current Kyoto Protocol: it explicitly involves all countries on earth; it avoids several administrative issues that are anticipated to plague a global carbon emissions trading market; and it avoids several contentious issues associated with pegging carbon emission reductions to 1990 levels. Because the framework is risk-based and emissions are tied to population and not historic emission levels, the basic framework would not have to be frequently renegotiated, as will be needed for the Kyoto-style approach to take the world past that agreement's 2012 endpoint.  相似文献

Climate change raises many questions with strong moral and ethical dimensions that are important to address in climate-policy formation and international negotiations. Particularly in the United States, the public discussion of these dimensions is strongly influenced by religious groups and leaders. Over the past few years, many religious groups have taken positions on climate change, highlighting its ethical dimensions. This paper aims to explore these ethical dimensions in the US public debate in relation to public support for climate policies. It analyzes in particular the Christian voices in the US public debate on climate change by typifying the various discourses. Three narratives emerge from this analysis: ‘conservational stewardship’ (conserving the ‘garden of God’ as it was created), ‘developmental stewardship’ (turning the wilderness into a garden as it should become) and ‘developmental preservation’ (God's creation is good and changing; progress and preservation should be combined). The different narratives address fundamental ethical questions, dealing with stewardship and social justice, and they provide proxies for public perception of climate change in the US. Policy strategies that pay careful attention to the effects of climate change and climate policy on the poor – in developing nations and the US itself – may find support among the US population. Religious framings of climate change resonate with the electorates of both progressive and conservative politicians and could serve as bridging devices for bipartisan climate-policy initiatives.  相似文献

Shifting from traditional, large, centralised infrastructure to alternative, distributed technologies is widely accepted as essential for enabling sustainable water management. Despite technical advances in sustainable urban water management over recent decades, the shift from traditional to more sustainable approaches remains slow. Current research on socio-institutional barriers suggests this poor implementation relates to a limited understanding of the different forms of governance needed to support alternative approaches, rather than the potential ineffectiveness of the technologies and practices. While some governance scholars express preferences for ideal hierarchical, market or network governance approaches, others suggest a hybrid of these approaches may be more appropriate for achieving sustainability. Currently, there is limited commentary about the potential characteristics of sustainable urban water governance. To extend the current scholarship, this paper systematically draws on the tacit knowledge of expert sustainability practitioners to identify potential governance characteristics of sustainable urban water management. In comparison with current urban water scholarship, which is supportive of a network governance approach at a conceptual level, the results strongly suggest that sustainability practitioners see the need for hybrid governance arrangements at a practical and operational level. These hybrid arrangements tended to comprise network and hierarchical approaches with market governance instruments. These insights from practitioners to help identify future research needs, focused on examining interaction among governance approaches at a variety of scales and locations.  相似文献

This paper analyses a western boundary current striking a solid boundary. Interest is concentrated on the case where inertial effects are sufficient to modify the flow from its ‘Stommel-layer’ form with Ekman friction relatively unimportant in the interior. It is shown that, beyond a critical inflow speed, a complicated system of four asymptotic regions forms near the corner, turning some of the flow along the blocking boundary and then returning it westwards to rejoin the western boundary current. A comparison with the results of a simple ocean model shows that many of the features in that flow can be explained through the asymptotic theory.  相似文献
