The governments around the Baltic Sea have agreed on a new set of targets for nutrient load reductions. The major motive for this is new and better knowledge about the link between nutrient loads and water transparency in different parts of the sea. The Baltic Sea Action Plan (BSAP) defines target for transparency in different marine basins, the load reductions necessary to meet transparency targets and a scheme for the distribution of the abatement burden between countries adjacent to the sea.  相似文献

The Paper presents the regional perspective on the conditions and efforts for the integrated coastal management (ICM) that exist in the Wider Caribbean Region (WCR).The Caribbean Action Plan was adopted in 1981 with an initial workplan of activities of evaluation and control of marine pollution, evaluation of impacts on the coastal area, fishing studies, watershed management, evaluation of natural hazard effects, energy accounting systems studies, urbanisation of the coastal area, building capacity and training. The Convention for the Protection and Development of the Marine Environment of the WCR is the only regional legal framework for the protection and sustainable development of marine resources.The Paper describes some region-wide ICM-related programme initiated or supported by the CEP as well as actions at the national level. Other ICM-related general activities and training programmes of CEP are also presented.Trends in national policies in ICM and current developments and issues are also highlighted and recommendations made.  相似文献

The Guinea Current Large Marine Ecosystem extending from Guinea Bissau to Angola and covering sixteen countries in West and Central Africa and characterized by distinctive bathymetry, hydrography, chemistry, and trophodynamics with the Guinea Current as the unifying feature has remained a sources of global interest. With openness to the Atlantic Ocean and watercourses with access to the sea such as the Congo and Niger Rivers, the GCLME embodies some of the major coastal upwelling sub-ecosystems of the world and is an important center of marine biodiversity and marine food production ranked among the most productive coastal and offshore waters in the world. However, pollution from domestic and industry sources, over-exploitation of fisheries and poorly planned and managed coastal developments and near-shore activities are resulting in a rapid degradation of vulnerable coastal and offshore habitats and shared living marine resources of the GCLME putting the economies and health of the populace at risk. The deterioration in water quality (chronic and catastrophic) from land and sea-based activities (especially industrial, agricultural, urban and domestic sewage run-off and mining activities including the oil and gas sector), eutrophication and harmful algal blooms have been identified as a major transboundary environmental problem by the countries in the adopted Transboundary Diagnostic Analysis (TDA). Arising from the results of the various environmental and socio-economic studies and assessments conducted over the years as documented in the Transboundary Diagnostic Analysis (TDA), the countries resolved to adopt a holistic, multi-sectoral and regional approach embodied in the large marine ecosystem concept for transboundary pollution management in the region. The agreed management actions to be undertaken jointly by the sixteen countries are encapsulated in the adopted Strategic Action Programme to be implemented by the Interim Guinea Current Commission (and later the Guinea Current Commission), established by the countries as an intergovernmental consultation and coordination body, with the technical assistance and co-funding of the Global Environment Facility (GEF), the United Nations Industrial Development Organization (UNIDO), United Nations Development Programme (UNDP) and United Nations Environment Programme (UNEP).  相似文献

The countries surrounding the Northwest Pacific marginal seas have different levels of economic development and different political systems. With the rapid economic development in the region, the marine environment received high pressure, which requires high attention of the governments concerned, and urgent actions.As the Northwest Pacific marginal seas shared by several countries, regional co-operation and co-ordination are the effective means to address the marine environmental problems in the region. The Northwest Pacific Action Plan, the Northeast Asian Regional GOOS are providing the intergovernmental mechanism to facilitate the regional co-operation and co-ordination. Effective implementation of these projects is a critical task facing to all countries in the region.  相似文献

对北太平洋西部海域、苏禄海及印尼海、中国南海、印度洋东部海域、孟加拉湾及安达曼海等表层水体中放射性核素137Cs的活度进行了测定。结果表明,上述海域表层水体中137Cs活度显示了较大的变化范围,最低值出现在南极附近的南大洋(1.1Bqm-3),较高的活度值则出现在北太平洋西部海域及中国南海(3Bqm-3)。在所研究水域范围内,137Cs活度的纬度分布特征并没有完全有效地反映出137Cs的全球理论大气沉降趋势及其纬度效应。综合本研究及Miyake等人(1988)的测定结果,我们计算出137Cs自表层海水中的析出速率在苏禄海及印尼海约为0.016/a,在孟加拉湾及安达曼海约为0.033/a,在中国南海约为0.029/a,这一结果明显低于西北太平洋日本沿海表层水体中137Cs的析出速率。这可能是因为在这些海域,横向及纵向的水体混合过程相对都较慢,而且颗粒物对137Cs的吸附析出过程也比较弱所致。  相似文献

The Guinea Current Large Marine Ecosystem (GCLME) extending from Bissagos Island (Guinea Bissau) in the north to Cabinda (Angola) in the south defines the shared transboundary waters off the coast of western Africa, which embodies some of the major coastal upwelling sub-ecosystems of the world and is an important centre of marine biodiversity and marine food production. The GCLME is characterized by distinctive bathymetry, hydrography, chemistry, and trophodynamics and represents the number 28 Large Marine Ecosystem (LME) ranked among the most productive coastal and offshore waters in the world with rich fishery resources. However, over-exploitation of fisheries, pollution from domestic and industry sources, habitat destruction and poorly planned and managed coastal developments and near-shore activities are resulting in a rapid depletion of the rich fisheries resources and degradation of vulnerable coastal and offshore habitats putting the economies, productivity and health of the populace at risk. Recognizing the urgency of the fisheries decline and the environmental and socio-economic consequences for the region, the 16 countries bordering the ecosystem have mobilized complementary resources to the funding from the Global Environment Facility and United Nations Industrial Development Organization to implement priority management actions agreed in the preliminary Strategic Action Programme for the recovery of depleted fish stocks and restoration of degraded habitats for the advancement of the achievement of the World Summit on Sustainable Development (WSSD) Johannesburg Plan of Implementation targets for recovery of fish stocks.  相似文献

The author surveys some of the principal amendments to the Barcelona system adopted at the Ninth Ordinary Meeting of Contracting Parties to the Barcelona Convention in June 1995 and underlines the new national responsibilities for the implementation of the policy, legal and institutional changes in the direction of sustainable development. Emphasis is placed on the types of human resources that will be needed to facilitate implementation and render the regime effective at both national and regional levels. The author advocates a role for Mediterranean universities to assist regional regime-building through the development of relevant marine affairs education programmes in support of the Mediterranean Action Plan (MAP). A catalytic role for the United Nations Environment Programme (UNEP)/MAP Coordinating Unit in mobilizing inter-university cooperation is also identified.  相似文献

Various species of sharks, skates, and rays continue to decline globally, demonstrating a greater need for effective conservation measures. In 1999 the Food and Agriculture Organization (FAO) developed comprehensive guidelines in its International Plan of Action for the Conservation and Management of Sharks (IPOA-sharks), which was followed by corresponding national plans in some nations. A case study of national implementation is presented here. Specifically, progress under Canada's National Plan of Action for Sharks (NPOA-sharks) is reviewed, against its stated goals, against Australia's NPOA, and against the original FAO guidelines. For comprehensiveness, additional management and conservation measures for sharks, as well as stakeholder input from the first Atlantic Shark Forum is provided. Although Canada is recognized as a leader in shark management, as it was one of the first countries to develop an NPOA, it has not effectively adopted the FAO's principles and guidelines. The plan lacks set timelines, priorities, and action plans to mitigate threats to sharks, and contains no performance indicators. Additionally, the plan neglects to identify priority species and engage stakeholders, and cannot be directly linked to management measures. To advance the revision of this plan (as well as other NPOAs), a stepwise process is recommended that includes (i) stakeholder engagement and development of a shark assessment report (SAR) (ii) addressing all IPOA objectives, while prioritizing issues arising from the SAR, and (iii) implementations of actions, targets, and timelines that are reviewed every four years. Key policy items to advance Canada's role in shark conservation and management are also presented. These include actions to improve data collection and research, management, and education, as well as coordination with stakeholders. In conclusion,major changes are needed to the existing NPOA to be fully effective and accountable. Likewise, the abovementioned measures may help guide more proactive plans in nations that have not yet established an NPOA.  相似文献

We examined inflow through Unimak Pass (<200 m deep), which is the only major connection between the shelves of the North Pacific Ocean and the eastern Bering Sea. Geostrophic transport was generally northward from the Gulf of Alaska into the Bering Sea. The flow through the pass appeared to be modulated by the seasonal cycle of freshwater discharge. On shorter time scales, transport also was affected by semi-daily variations in tidal mixing. This effect was significant and not anticipated. Near-bottom currents, measured from moorings, were maximum during winter, and significantly correlated (r=0.7) with the alongshore winds. Although the flow through Unimak Pass transported some nutrients from the North Pacific Ocean, the Gulf of Alaska shelf is not the major source of nutrients to the Bering Sea shelf.  相似文献

The temporal variation of iodate and total iodine in the Menai Straits and Irish Sea is discussed together with station data for the Atlantic Ocean. Surprisingly little temporal variation was found in either iodate or total iodine even though seasonal nutrient cycling occurred within these water bodies. The iodate concentrations of the temperate Atlantic Ocean, Irish Sea and Menai Straits surface waters were significantly different. These results, together with the known hydrology of the Menai Straits, make it likely that iodate-reducing substances present in terrestrial run-off will be responsible for relatively low iodate concentrations in shallow-seawaters, such as the Irish Sea. However, it is suggested that the low iodate concentrations of tropical surface waters are more likely to have a biological origin. The possibility that the marine iodine system is open to a thermo-dynamical interpretation, as some workers have suggested, is refuted in the case of temperate surface waters as well as deep ocean waters (>200 m). It is shown that existing analyses indicate that below 200 m at oceanic stations, iodate does not vary significantly with depth.  相似文献

The need for a statutory framework to manage valuable marine resources in the United States is highlighted by problems such as fragmented ocean governance and increasing conflict over the use of ocean spaces. On July 19, 2010 President Obama signed Executive Order 13547 to create a National Ocean Policy (NOP) for the United States. A subsequent Implementation Plan, released in 2013, set up hundreds of actions to be accomplished between 2013 and 2025 to address economic, community, scientific and other issues. Progress implementing the NOP appears to have stalled. The purpose of this paper is to give an overview of the NOP and its Implementation Plan, and then discuss what needs to be done to bring the vision it set forth to fruition.  相似文献

利用同化高度计资料和沿岸验潮站资料对潮汐数值模式进行同化,根据同化后的数值模式结果,对渤黄东海中的潮能通量和潮能耗散进行了研究.M2分潮从太平洋进入渤黄东海的潮能为122.499GW,占4个主要分潮进入总量的79%.黄海是半日分潮潮能耗散的主要海区.全日分潮则主要耗散在东海.全日分潮在遇到陆坡的阻挡以后有一部分潮能沿着冲绳海槽向西南传播,并有一部分潮能反射回太平洋,其中O1分潮通过C3断面反射回太平洋的潮能,约占其传入东海潮能的44%.  相似文献

In 2001, the National Oceanic and Atmospheric Administration (NOAA) and the Ministry of Maritime Affairs and Fisheries Integrated Coastal and Ocean Resources Scientific and Technical Arrangement was signed to pursue scientific and technical cooperation in integrated coastal and ocean resources management in the mutual interest of the participants. Over the last 6 years, the cooperation has been very beneficial, particularly for advancing marine science and management programs in Korea, such as Deep Sea Aquaculture, Sea Grant College Program, Marine Protected Areas, and Ocean Observations. The benefits to NOAA from the cooperation include Deep-ocean Assessment and Reporting of Tsunamis (DART) buoys, ocean and coastal observations, GEOSS program, and Global Program of Action. Also the cooperation has spillover effects on other ocean science and technological arrangement between US and Korea. This article reviews purpose, obstacles, and achievement of the cooperation and suggests recommendations for the future steps.  相似文献

为了研究四维变分同化方法在南海北部海洋数值预报中的适用性,使用海洋区域模式(ROMS),建立了南海北部海洋资料四维变分同化系统,进行了温盐廓线和海面温度数据同化试验,初步对比分析了三种四维变分实现方法的同化效果。研究结果表明,四维变分同化方法具有较好的同化效果,其中,增量强约束方法(I4DVar)具有较好的稳定性,其稳定性高于4DPSAS和R4DVar。本文研究成果为建立南海业务化海洋四维变分同化及预报系统奠定技术基础。  相似文献

除印度尼西亚贯穿流之外,南海贯穿流也是太平洋向印度洋输送海水的重要分支。尽管基于数值模拟等方法的研究早已指出,南海分支在太平洋-印度洋洋际交换中有重要作用,但是直到2007年之前,南海分支在卡里马塔海峡处的观测几乎是空白。本文回顾了自2007年起,通过中印尼合作项目"南海-印度尼西亚海水交换及对鱼类季节性洄游的影响(SITE)"在卡里马塔海峡开展的近十年观测,以及在此基础上进一步开展的"印度尼西亚贯穿流海域水交换、内波和混合观测及其生态效应(TIMIT)"观测项目,并对SITE和TIMIT观测取得的成果进行了总结。  相似文献

白令海峡是连接太平洋和北冰洋的唯一通道,穿过海峡的海水体积通量在年际尺度上的变化主要取决于海峡南北两侧的海面高度差,白令海峡的入流对北冰洋海洋过程有重要的意义。利用SODA资料计算夏季白令海峡海水体积通量,对其年际变化及成因进行分析。结果表明夏季白令海峡的体积通量主要是正压地转的;当体积通量为正距平时,楚科奇海、东西伯利亚海、拉普捷夫海以及波弗特海南部海面高度为负距平,同时,白令海陆架海面高度为正距平;对这些海域的Ekman运动、上层海洋温度、盐度和垂直流速进行分析,发现海面高度异常与海峡体积通量的这种关系主要是与海面气压异常分布所产生的Ekman运动有关。当白令海峡的体积通量为正距平时,北冰洋中央海面气压为正距平,白令海海盆海面气压为负距平。这种气压的异常分布在一定程度上解释了上层海洋运动、海水温盐结构与白令海峡入流的关系,从而把夏季大尺度大气环流和白令海峡体积通量的年际变化联系了起来。  相似文献

Starting from the premise that the main Mediterranean pollution problems are all directly or indirectly health-related, this article surveys the health components of the Mediterranean Action Plan. The Action Plan's pilot projects are described and problems of coordinating national scientific methodologies are pointed out. The protocol on landbased pollution and the problem of mercury in seafood are analysed. The article concludes that, while there is no room for complacency, the extent of Mediterranean pollution has been exaggerated by some commentators.  相似文献
