Public perceptions of rainfall change in India   总被引:1,自引:1,他引:0  
People’s perceptions of changes in local weather patterns are an important precursor to proactive adaptation to climate change. In this paper, we consider public perceptions of changes in average rainfall in India, analyzing the relationship between perceptions and the instrumental record. Using data from a national sample survey, we find that local instrumental records of precipitation are a strong predictor of perceived declines in rainfall. Perceptions of decreasing rainfall were also associated with perceptions of changes in extreme weather events, such as decreasing frequency of floods and severe storms, increasing frequency of droughts, and decreasing predictability of the monsoon. Higher social vulnerability—including low perceived adaptive capacity and greater food and livelihood dependence on local weather—was also associated with perceptions of decreasing rainfall. While both urban and rural respondents were likely to perceive local changes in precipitation, we show that rural respondents in general were more sensitive to actual changes in precipitation. Individual perceptions of changes in local climate may play an important role in shaping vulnerability to global climate change, adaptive behavior, and support for adaptation and mitigation policies. Awareness of local climate change is therefore particularly important in regions where much of the population is highly exposed and sensitive to the impacts of climate change.  相似文献

Africa is thought to be the region most vulnerable to the impacts of climate variability and change. Agriculture plays a dominant role in supporting rural livelihoods and economic growth over most of Africa. Three aspects of the vulnerability of food crop systems to climate change in Africa are discussed: the assessment of the sensitivity of crops to variability in climate, the adaptive capacity of farmers, and the role of institutions in adapting to climate change. The magnitude of projected impacts of climate change on food crops in Africa varies widely among different studies. These differences arise from the variety of climate and crop models used, and the different techniques used to match the scale of climate model output to that needed by crop models. Most studies show a negative impact of climate change on crop productivity in Africa. Farmers have proved highly adaptable in the past to short- and long-term variations in climate and in their environment. Key to the ability of farmers to adapt to climate variability and change will be access to relevant knowledge and information. It is important that governments put in place institutional and macro-economic conditions that support and facilitate adaptation and resilience to climate change at local, national and transnational level.  相似文献

Policy efforts to address climate change are increasingly focused on adaptation, understood as adjustments in human systems to moderate the harm, or exploit beneficial opportunities, related to actual or expected climate impacts. We examine individual-level determinants of support for climate adaptation policies, focusing on whether individuals’ exposure to extreme weather events is associated with their support for climate adaptation policies. Using novel public opinion data on support for a range of adaptation policies, coupled with high resolution geographic data on extreme weather events, we find that individuals experiencing recent extreme weather activity are more likely to support climate change adaptation policy in general, but that the relationship is modest, inconsistent across specific adaptation policies, and diminishes with time. The data thus suggest that experiencing more severe weather may not appreciably increase support for climate adaptation policies.  相似文献

In developing countries adaptation responses to climate and global change should be integrated with human development to generate no regrets, co-benefit strategies for the rural poor, but there are few examples of how to achieve this. The adaptation pathways approach provides a potentially useful decision-making framework because it aims to steer societies towards sustainable futures by accounting for complex systems, uncertainty and contested multi-stakeholder arenas, and by maintaining adaptation options. Using Nusa Tenggara Barat Province, Indonesia, as an example we consider whether generic justifications for adaptation pathways are tenable in the local context of climate and global change, rural poverty and development. Interviews and focus groups held with a cross-section of provincial leaders showed that the causes of community vulnerability are indeed highly complex and dynamic, influenced by 20 interacting drivers, of which climate variability and change are only two. Climate change interacts with population growth and ecosystem degradation to reduce land, water and food availability. Although poverty is resilient due to corruption, traditional institutions and fatalism, there is also considerable system flux due to decentralisation, modernisation and erosion of traditional culture. Together with several thresholds in drivers, potential shocks and paradoxes, these characteristics result in unpredictable system trajectories. Decision-making is also contested due to tensions around formal and informal leadership, corruption, community participation in planning and female empowerment. Based on this context we propose an adaptation pathways approach which can address the proximate and systemic causes of vulnerability and contested decision-making. Appropriate participatory processes and governance structures are suggested, including integrated livelihoods and multi-scale systems analysis, scenario planning, adaptive co-management and ‘livelihood innovation niches’. We briefly discuss how this framing of adaptation pathways would differ from one in the developed context of neighbouring Australia, including the influence of the province's island geography on the heterogeneity of livelihoods and climate change, the pre-eminence and rapid change of social drivers, and the necessity to ‘leap-frog’ the Millennium Development Goals by mid-century to build adaptive capacity for imminent climate change impacts.  相似文献

This paper examines traditional ecological knowledge of weather and climate in Samoa, a Polynesian community in the South Pacific. The research found Samoans have their own unique seasonal calendar. The Samoan seasonal calendar is predominantly based on the observations of local environmental changes, which are in turn influenced by weather and climate. Monitoring changes in plants and animal behaviour, for example, are key indicators used by the Samoans to forecast changes in weather and climate. In addition, their communal and family social activities like hunting, fishing and feasting are driven by the seasonal calendar. The Samoans knowledge of cloud formation, conditions conducive to the formation and onset of severe weather systems and seasonal changes in climate, helped them anticipate, plan and adapt to extreme weather and climate events. The ability and knowledge of the Samoans to forecast the onset of extreme weather and climate events, relying predominantly on local environmental changes are vital tools that should be incorporated in the formulation of human induced climate change adaptation strategies.  相似文献

Research aiming to reduce the vulnerability of agricultural systems to climate variability and change requires practical appraisal of their climatic exposure. We propose a method to map local climatic conditions over a given period to a set of productivity and management-related indicators that are specific to grassland-based livestock systems. Our method based on a reference system balances herbage production and feed requirements over a long period (≥ 30 years) and provides boundaries for productivity-defined seasons and indicators for surplus or shortage of herbage at seasonal and annual scales. This exposure-assessment method was applied to five climatically contrasting locations in south-western France. The trends and variability of the exposure indicators were analysed for past (1980–2010) and future (2035–2065) periods, considering the A1B scenario of the IPCC. Despite high year-to-year variability and the heterogeneity of the climatic situations studied, we show that climate change can modify the boundaries of productivity-defined seasons and seasonal herbage surplus or shortage. Moreover, the exposure indicators succeed in detecting climate-induced changes and distinguishing situations where a classical exposure indicator, such as annual forage production, could not. The exposure indicators highlight the forage productivity and the timing of production associated with local climatic conditions. These features fit the temporal scale at which farmers consider farm management and are highly suitable for identifying adaptation strategies that reduce the vulnerability of grassland-based livestock systems.  相似文献

Investments in adaptation are required to reduce vulnerability and strengthen the resilience of food systems to the impacts of climate change. For low-income nations, international financing plays a central role in supporting adaptation. In this article, we document and examine adaptation projects targeting food systems financed through funding bodies of the United Nations Framework Convention on Climate Change (UNFCCC). We find that between 2004 and 2015, 3% (n?=?96) of adaptation projects supported through the UNFCCC explicitly focused on the production, processing, distribution, preparation and/or consumption of food, with US$546 m mobilized through funding bodies directly and US$1.44bn through co-financing. Agriculture is the most common sector supported, with extreme weather events the primary climate change-related impact motivating nations to apply for adaptation financing. The majority of actions are documented to adapt the food production component of food systems, with limited focus within projects on the full range of food system vulnerability and the implications on food security.

Many earlier studies concluded that exposure to changes in local weather or extreme weather events prompt public interest in climate change, and in turn raise support for mitigation policies. However, these findings do not square with observations of record-breaking temperatures, and decades of failure to reduce greenhouse gas emissions. To address this conundrum, we use Protection Motivation Theory to form hypotheses on the specific type of climate change-related information that individuals seek during periods of extreme local weather. Using daily-level internet search engine data from Chinese cities, we find that residents are purposeful and rational in seeking information on climate change. Specifically, when faced with high or abnormal temperatures, they are much more likely to seek information to appraise their susceptibility to climate change threats, and evaluate coping responses. On the other hand, due to the lack of direct benefits, they do not seek out information on climate mitigation behaviors. In contrast to earlier studies, our findings suggest that it is unlikely that extreme weather events will prompt support for climate mitigation actions. Instead, as worldwide weather becomes more extreme and unpredictable, it is likely that public’s attention will shift in the direction of adaptation measures.  相似文献

自IPCC第四次评估报告以来,对城市和农村地区气候变化影响、脆弱性、适应和风险管理文献都在增加。第五次评估报告取得了进展。主要包括:气候变化风险、脆弱性与所受的影响在全球范围不同规模、不同经济水平和地理位置的城市中心均在增加。改善基本服务不足的状况以及建设有恢复力的基础设施系统,可以显著降低城市地区的脆弱性和暴露度,特别是对于风险和脆弱性最高的人群来说。气候变化对农村地区的主要影响将体现在对淡水供应、粮食安全和农业收入的影响等方面。发展中国家农村人口更容易遭受多种非气候压力,包括农业投入不足、土地与自然资源政策问题和环境退化。包括增加可再生能源的供给、鼓励生物燃料种植或发展中国家减少砍伐森林和森林退化而造成的碳排放(REDD+)项目等在内的气候政策,将对有些农村地区有重要的间接影响,既有正面的影响(增加就业机会),也有负面的影响(景观变化和稀有资源冲突增多)。  相似文献

Weather variability poses numerous risks to agricultural communities, yet farmers may be able to reduce some of these risks by adapting their cropping practices to better suit changes in weather. However, not all farmers respond to weather variability in the same way. To better identify the causes and consequences of this heterogeneous decision-making, we develop a framework that identifies (1) which socio-economic and biophysical factors are associated with heterogeneous cropping decisions in response to weather variability and (2) which cropping strategies are the most adaptive, considering economic outcomes (e.g., yields and profits). This framework aims to understand how, why, and how effectively farmers adapt to current weather variability; these findings, in turn, may contribute to a more mechanistic and predictive understanding of individual-level adaptation to future climate variability and change. To illustrate this framework, we assessed how 779 farmers responded to delayed monsoon onset in fifteen villages in Gujarat, India during the 2011 growing season, when the monsoon onset was delayed by three weeks. We found that farmers adopted a variety of strategies to cope with delayed monsoon onset, including increasing irrigation use, switching to more drought-tolerant crops, and/or delaying sowing. We found that farmers’ access to and choice of strategies varied with their assets, irrigation access, perceptions of weather, and risk aversion. Richer farmers with more irrigation access used high levels of irrigation, and this strategy was associated with the highest yields in our survey sample. Poorer farmers with less secure access to irrigation were more likely to push back planting dates or switch crop type, and economic data suggest that these strategies were beneficial for those who did not have secure access to irrigation. Interestingly, after controlling for assets and irrigation access, we found that cognitive factors, such as beliefs that the monsoon onset date had changed over the last 20 years or risk aversion, were associated with increased adaptation. Our framework illustrates the importance of considering the complexity and heterogeneity of individual decision-making when conducting climate impact assessments or when developing policies to enhance the adaptive capacity of local communities to future climate variability and change.  相似文献

Climate change has the potential to be a source of increased variability if crops are more frequently exposed to damaging weather conditions. Yield variability could respond to a shift in the frequency of extreme events to which crops are susceptible, or if weather becomes more variable. Here we focus on the United States, which produces about 40% of the world’s maize, much of it in areas that are expected to see increased interannual variability in temperature. We combine a statistical crop model based on historical climate and yield data for 1950–2005 with temperature and precipitation projections from 15 different global circulation models. Holding current growing area constant, aggregate yields are projected to decrease by an average of 18% by 2030–2050 relative to 1980–2000 while the coefficient of variation of yield increases by an average of 47%. Projections from 13 out of 15 climate models result in an aggregate increase in national yield coefficient of variation, indicating that maize yields are likely to become more volatile in this key growing region without effective adaptation responses. Rising CO2 could partially dampen this increase in variability through improved water use efficiency in dry years, but we expect any interactions between CO2 and temperature or precipitation to have little effect on mean yield changes.  相似文献

A changing climate and more frequent extreme weather events pose challenges to the oil and gas sector. Identifying how these changes will affect oil and gas extraction, transportation, processing, and delivery, and how these industries can adapt to or mitigate any adverse impacts will be vital to this sector’s supply security. This work presents an overview of the sector’s vulnerability to a changing climate. It addresses the potential for Natech hazards and proposes risk reduction measures, including mitigation and adaptation options. Assessment frameworks to ensure the safety of people, the environment, and investments in the oil and gas sector in the face of climate change are presented and their limitations discussed. It is argued that a comprehensive and systemic analysis framework for risk assessment is needed. The paper concludes that climate change and extreme weather events represent a real physical threat to the oil and gas sector, particularly in low-lying coastal areas and areas exposed to extreme weather events. The sector needs to take climate change seriously, assess its own vulnerability, and take appropriate measures to prevent or mitigate any potentially negative effects.  相似文献

Disasters such as floods, storms, heatwaves and droughts can have enormous implications for health, the environment and economic development. In this article, we address the question of how climate change might have influenced the impact of weather-related disasters. This relation is not straightforward, since disaster burden is not influenced by weather and climate events alone—other drivers are growth in population and wealth, and changes in vulnerability. We normalized disaster impacts, analyzed trends in the data and compared them with trends in extreme weather and climate events and vulnerability, following a 3 by 4 by 3 set-up, with three disaster burden categories, four regions and three extreme weather event categories. The trends in normalized disaster impacts show large differences between regions and weather event categories. Despite these variations, our overall conclusion is that the increasing exposure of people and economic assets is the major cause of increasing trends in disaster impacts. This holds for long-term trends in economic losses as well as the number of people affected. We also found similar, though more qualitative, results for the number of people killed; in all three cases, the role played by climate change cannot be excluded. Furthermore, we found that trends in historic vulnerability tend to be stable over time, despite adaptation measures taken by countries. Based on these findings, we derived disaster impact projections for the coming decades. We argue that projections beyond 2030 are too uncertain, not only due to unknown changes in vulnerability, but also due to increasing non-stationarities in normalization relations.  相似文献

This study explores the implications of recent extreme rainfall and flood events in the Sahel and the wider West African region for climate change adaptation. Are these events merely a temporal nuisance as suggested by the lingering desertification discourse or will more climatic extremes characterize the region over the next century? After reviewing incidences of severe rainfall and projected future climate variability, the paper examines local flood knowledge and decision-making, drawing upon a case study in Ghana. The data demonstrate that a variety of response strategies to flooding exist; yet, knowledge of and access to climate forecasts and other learning tools are essentially absent. So far, floods have not triggered mass displacement although cumulative environmental deterioration is likely to cause environmental refugees. The paper recommends to lay to rest the desertification narrative, consider the possibility of both floods and droughts, and mobilize local memory for anticipatory learning and practical adaptation.  相似文献

Adaptive practices are taking place in a range of sectors and regions in Australia in response to existing climate impacts, and in anticipation of future unavoidable impacts. For a rich economy such as Australia’s, the majority of human systems have considerable adaptive capacity. However, the impacts on human systems at the intra-nation level are not homogenous due to their differing levels of exposure, sensitivity and capacity to adapt to climate change. Despite past resilience to changing climates, many Indigenous communities located in remote areas are currently identified as highly vulnerable to climate impacts due to their high level of exposure and sensitivity, but low capacity to adapt. In particular, communities located on low-lying islands have particular vulnerability to sea level rise and increasingly intense storm surges caused by more extreme weather. Several Torres Strait Island community leaders have been increasingly concerned about these issues, and the ongoing risks to these communities’ health and well-being posed by direct and indirect climate impacts. A government agency is beginning to develop short-term and long-term adaptation plans for the region. This work, however, is being developed without adequate scientific assessment of likely ‘climate changed futures.’ This is because the role that anthropogenic climate change has played, or will play, on extreme weather events for this region is not currently clear. This paper draws together regional climate data to enable a more accurate assessment of the islands’ exposure to climate impacts. Understanding the level of exposure and uncertainty around specific impacts is vital to gauge the nature of these islands’ vulnerability, in so doing, to inform decisions about how best to develop anticipatory adaptation strategies over various time horizons, and to address islanders’ concerns about the likely resilience and viability of their communities in the longer term.  相似文献
