流域生态补偿是当前生态经济研究的热点问题。在简要说明流域内生态系统服务与流域生态补偿的关系之后,从理论上分析了流域生态补偿标准的环境收益参照——机会成本变为环境收益,并以石羊河流域生态恢复目标为例开展实证,在考虑补偿总预算约束下,比较采用两种补偿标准参照生态补偿机制运行的效果。结果表明:采用环境收益代替机会成本作为补偿标准参照,对于提高农户参与生态补偿的积极性、保护生态系统服务行为的约束性作用明显;引入以机会成本与环境收益比值确定的优先补偿指标,在生态补偿资金预算约束下替代机制对完成既定生态恢复目标有显著促进作用。  相似文献

Urban parks have long been used by policy makers to achieve specific policy goals. In recent years, two sets of policy goals have become commonly associated with park planning. The first set of goals can be characterized as being neoliberal, where parks have been built and reformed to generate certain economic and governmental outcomes. The second set of policy goals is associated with sustainability, where parks have been utilized as tools in such things as the mitigation of climate change and community building. The aim of this paper is to examine how these two sets of policy goals have come to coexist. The paper draws upon the case study of Sydney Olympic Park, a self-proclaimed exemplar of both entrepreneurial urban development and sustainability. The paper traces out the functional and institutional changes at the Park in order to read the relationship between neoliberal and sustainability policy goals. While predictable inconsistencies are found between the two sets of policy goals, the paper argues in conclusion that their contradictions have not generated a necessity to resolve their antagonistic relations. Conflicts between explicit and implicit population distribution policies in Asian development plans are examined. Various implicit policies and their possible consequences for spatial distribution are discussed. 结合土地利用生态位理论和可持续发展理论,构建了土地利用可持续发展位理论,其核心内容包括土地利用可持续发展基本位、理想位、优势位、关键位和土地利用可持续发展位空间概念及模型。以甘肃省为例,测算确定了甘肃各地州市建设用地与新增建设用地可持续发展位空间。甘肃各地州市建设用地除了嘉峪关、金昌市指标值超出可持续发展位空间外,其余各地州市建设用地控制指标均处于可持续发展位空间内。白银、武威、张掖、酒泉、庆阳、甘南的指标值接近于理想目标;天水、平凉、定西、陇南、临夏的指标值趋近于适度目标。新增建设用地可持续发展位空间结果除平凉市和甘南州外,其余各地州市的控制指标均处于新增建设用地控制指标与其可持续发展位空间之间。表明《甘肃省土地利用总体规划(2006-2020)》确定的各地建设用地与新增建设用地控制规模基本均处于可持续发展位空间范围。甘肃省的实践证明,土地利用可持续发展位理论可用于系统研究土地生态系统变化规律,指导土地资源的可持续利用。  相似文献

农业工业化和“去地化”的生产模式、不透明的流通过程以及膨胀的消费欲望致使饮食系统危机不断,其可持续性成为全球尺度的挑战。当前饮食系统的可持续性研究面临尺度问题,涉及从全球地方的目标转化,以及从地方到全球的经验反馈两个方面。首先,全球尺度的可持续目标宏大包容,但是对地方尺度的差异性缺乏关照。其次,部分西方国家的可持续实践垄断了经验表达,过于重视社区等微观尺度而忽略了其他尺度的潜在作用,引发“尺度陷阱”。本文深入剖析中国、巴西、南非的饮食系统内部各类参与者的可持续性建构,提出全球和地方可持续饮食系统互动的尺度逻辑:① 从全球到地方的目标转化需要兼顾地方差异。中国、巴西、南非各自生成优先的可持续目标,分别针对食品安全、食物原真性和食物浪费、结构性的食物匮乏等问题。这些目标之间充满张力和博弈,不能等同替代。② 从地方到全球的经验反馈需要打破西方经验赋予的微观尺度的优越性,转向跨尺度的实践。发展中国家的可持续实践路径的要义在于发挥饮食系统各类参与者的能动性,调动资源形成有效的跨尺度行动网络。③ 发展中国家的经验表明尺度本身是方法,而不是目的,每个具体的可持续目标与适切的尺度方法匹配。有必要研究建议挖掘多元、差异的可持续模式,更加有针对性地促进当地乃至全球饮食系统的可持续发展。  相似文献

Two distinct, conflicting, land-use planning paradigms affect drylands: one seeking environmentally sustainable outcomes and one addressing political-demographic concerns. The environmental paradigm is relatively new and is couched in the lexicon of sustainable development, combating desertification and biodiversity conservation. These concerns proscribe planning principles that allow for human settlement in drylands while minimizing its environmental impact. The latter paradigm has a longer history, born in central governments’ desire to secure sovereignty over outlying regions. These concerns result in planning goals that conflict with environmental goals. The environmental paradigm encourages compact development and efficient land-use, while the political-demographic one encourages in-migration of ‘friendly’ populations and the establishment of a physical presence on a maximum amount of land. Using Israel’s Negev Desert and China’s Xinjiang region as case studies, we suggest that successful implementation of sustainable dryland management depends on recognizing the challenge presented by political-demographic planning motivations. As such, successful implementation of environmental planning requires resolution of existing political conflicts. Since drylands are characteristically geographic and demographic frontiers, they are ideal settings in which to study the conflict between environmental and political-demographic goals and they provide an opportunity to better understand how this conflict creates a barrier to sustainable development.  相似文献

目前我国种粮补贴政策已取得了明显的成效,但在实施过程中仍存在着补贴力度偏小、标准较低、各地差异大、发放方式不规范、行政成本高等问题.该文针对广东省情剖析种粮补贴政策实施过程中存在的问题,认为广东省种粮补贴政策亟须在以下方面加以完善:1)与农业生产资料价格挂钩,兼顾国际粮食市场价格;2)不同区域结合其耕地质量差异区别对待;3)与其经济发展水平相适应;4)向种粮大户倾斜,引导耕地有序流转.而种粮补贴的发放方式则应由"以农户为单位"改成"以村民小组为单位"发放,并逐步由"以地定贴"转变为"以粮定贴".  相似文献

In responding to the needs of a broader rural clientele, MAF's rural economic development work has moved beyond a single sector approach to one which recognises all rural economic activity. New Zealand's approach to rural economic development lags behind those of most OECD countries. An official rural development policy, sponsored by MAF, is needed to ensure that there is adequate co-ordination with other agencies' activities, and that government works in partnership with rural people to ensure their goals are realised.  相似文献

对西方国家近20多年来乡村景观研究的主要内容进行了简单回顾与总结:①乡村景观变化;②乡村景观感知;③乡村景观保护;④乡村景观评价;⑤乡村景观规划;⑥乡村景观中的性别研究.总的来看,欧美乡村景观研究融合众多学科的理论与方法,围绕乡村发展中面临的生态与文化危机,从多个视角进行探讨,尤其是对景观的社会、文化解释以及人的行为研究近年来明显增多,扩大了研究的深度与广度,值得我国学者思考与借鉴.  相似文献

针对目前旅游业宏观规划缺乏系统方法指导的现状,文章尝试将工商管理中战略管理的方法引入到旅游规划中,对现有的一些旅游规划方法进行整合,提出了地方旅游业实施战略规划的一般模式和方法。该模式包括:外部环境分析和内部结构辨识;RMP分析;旅游区位分析;制定长期目标和树立阶段性目标;旅游战略重组;反馈等6个步骤。同时,文章以贵州省镇远县为例,将该方法在其旅游规划中进行了操作性的应用。  相似文献

Niantic Labs has developed an augmented virtual reality mobile app game called Ingress in which agents must seek out and control locations for their designated factions. The app uses the Google Maps interface along with GPS to enhance a geocaching-like experience with elements of other classical games such as capture-the-flag. This study aims to assess the effect Ingress can have on introductory to physical geography students. These goals include: whether the students can acquire greater geographical interest through Ingress, garner a sense of community, and whether students exhibit improved exam scores in the classroom.  相似文献

Water is fundamental to the health of the biosphere, strong economic growth and human social well-being. Despite its relative scarcity and absolute importance to life on earth, fresh water resources are often used inefficiently or polluted unnecessarily. Policymakers must work towards developing approaches to balance human demands for water with the water requirements of ecosystems. The European Water Framework Directive, which aims to encourage the sustainable management and protection of freshwater resources, brings this agenda into sharp focus in Europe. Land use change and environmental quality are closely related, and the nature and location of development can significantly influence both the generation and resolution of environmental problems. This places spatial planning, which provides a framework for regulating the development and use of land, in a strong position to affect water quantity and quality issues and thus to aid the achievement of the Directive's goals. In particular, spatial planning has an important function in integrating the use and management of land and water more closely than is presently the case. This paper explores the potential and actual role of spatial planning in addressing challenges associated with the water environment. This enables an assessment to be made of the extent to which spatial planning can help to meet the goals of the Water Framework Directive.  相似文献

土地荒漠化是非常重要的生态环境问题,而科学评价荒漠化治理和零增长目标是否实现的必要前提是具有完善统一的评价体系。为此,联合国防治荒漠化公约(UNCCD)提出了土地退化零增长(LDN)的概念和监测指标。防治土地退化是中国的重要生态目标,中国已开展了多次全国土地荒漠化和沙化监测工作。但是,如何将这些监测结果用于土地退化的评估实践,尚未见报道。因此,本研究针对中国四大沙地,利用3期全国荒漠化和沙化监测数据,与基于UNCCD框架体系下的土地退化零增长(LDN)指标进行对比分析,并基于土地沙化程度变化趋势提出了中国沙化土地退化指标体系(CSLDN)。结果表明:UNCCD所提出的LDN监测指标与中国的荒漠化监测数据总体精度为0.51,中国沙化土地监测指标与LDN指标具有宏观一致性。此外,经本地优化后的CSLDN指标克服了低植被盖度区域LDN对土地退化和恢复的评价不准确的问题,更准确刻画了精细尺度空间内的土地动态变化状况,对土地退化防治意义重大。  相似文献

水土流失治理是一项"功在当代,利在千秋"的工程,大型工程项目的建设必须与水土保持设施同时设计、施工和投产.本研究依据220 kV黄梅输变电工程所在区域的自然和人文环境,指出其水土流失的成因和特点,分析其造成的危害,然后根据工程破坏原地貌的情况、水土流失治理目标和工程所采取的水土保持措施,采用工程实测数据,定量分析黄梅输变电工程水土流失防治效果,得出结论:220 kV黄梅输变电工程防治责任范围内水土流失治理度达到99.07%,水土流失控制比0.98,拦渣率达到97.04%以上,扰动土地整治率达到99.13%,植被恢复系数98.64%,林草植被覆盖率达到59.70%,达到了水土保持方案报告书设计的各项目标值,以期为超高压输变电建设提供水土保持经验.  相似文献
