Collaborative urban governance has increased the role of community organizations in local decision-making processes. These organizations need financial resources in order to participate in urban governance. In this article, I examine the impact of foundation grants on the relationships and agendas of four community organizations in one neighborhood in St. Paul, Minnesota. Drawing on interviews, observations of organizations, and archival research, I demonstrate that in the 1990s, nonprofit foundations had a significant impact on the formation of new organizations and on their agendas in the neighborhood. Foundations are, therefore, an important player in urban governance, shaping a “neighborhood policy regime.”  相似文献

While local governments have been one of the major user groups of GIS, there is still little research on how GIS development in local government might be intertwined with urban governance, particularly in non-Western contexts. Drawing upon insights from GIS implementation, critical GIS, and governmentality studies, this article seeks to bridge this gap by examining the implications of Chinese urban government GIS practices amidst China's changing urban governance. Through an in-depth case study of Shenzhen, this article analyzes how urban GIS has been transformed from a practice involving internal organizational workflow automation, into a more active dimension of the governance of urban spaces—reflected in the expanding practice of “geo-coding” the urban landscape. “Geo-coding” here refers to a broadly defined spatial practice of carving and reconstructing a rational urban space. GIS practices have constituted a particular form of geographic rationality that seeks to govern at a distance while simultaneously regulating the urban environment, intersecting with the broader transformations of China's urban governance. These GIS developments have been largely government-centric rather than citizen-centric, yet they provide possibilities for new forms of spatial knowledge production for citizen participation in urban governance.  相似文献

Large-scale urban redevelopment projects catalyze moments of peril and opportunity. In the wake of the United States Supreme Court's Kelo v. New London decision affirming economic development as a public use under the takings clause of the Constitution, these perils and opportunities have again become a site of major contestation. An unusual alliance of libertarian property-rights ideologues and civil-rights organizations has joined forces to challenge the use of eminent domain in urban economic development. In this article, I analyze the history of these alliances and their implicit reinforcement of deeply reactionary constructions of property. I conclude with an evaluation of two emergent models—community benefit agreements and community equity shares—that provide promising community tools for alternatives to homeowner rule and neoliberal urban renewal.  相似文献

In recent years, a vibrant literature on urban informality has emerged in urban geography. A key claim of this literature is that informality is not only present in cities in the Global South, and that the concept can be usefully applied to understand important dimensions of urbanisation in cities in the Global North. In this paper, we apply insights from that literature to an examination of informality in Australian cities, as a means of deepening our understanding of changes currently underway in urban governance and politics. Drawing on that literature and our own research into informal practices in Australian cities, we examine the forces that help to produce informality, the diverse forms and agents of informality, the forms of authority that they enact, and their relationship to formal economies, regulations and politics. We use examples of informal housing, informal labour, do-it-yourself music venues, graffiti and its regulation, food foraging, and queer community building in Sydney to illustrate our arguments. We conclude by reflecting on the lessons learnt across these diverse cases for our understanding of urban governance and politics in Australia, and offer an agenda for further research on this issue.  相似文献

伴随着快速城镇化,生态环境剧烈变化与社会经济结构深刻转变使中国城乡发展问题愈发突出,城乡治理面临新挑战。社会—生态韧性理论与城乡治理实践存在紧密关联,但对两者关系的研究欠缺。论文以中国城乡发展问题为导向,厘清社会—生态韧性与城乡发展的关系,构建社会—生态韧性视角下城乡治理的逻辑框架。将社会—生态韧性的核心理念(耦合、自组织和学习)引入城乡规划、个体参与和政策制定,将促进城乡融合和可持续发展。在未来的城乡治理中,需要将社会与生态问题统筹考虑,贯彻人地耦合的理念,形成多层级的城乡协同治理网络,促进适应性治理,培育不同尺度城乡治理主体的合作和创新,尤其要重视城乡社区的学习、适应能力构建。实践中需要充分利用空间规划工具,将生态系统服务纳入城乡空间治理范畴,协调城乡生态系统服务与居民福祉的关系,增强城乡对不确定性的缓冲和应对能力。  相似文献

ABSTRACT

Households and community organizations are involved in the creation, use, care, and management of urban spaces, including through food practices such as planting, foraging, harvesting, weeding and pruning at the ambiguous edges of public and private property. Drawing on case studies in Boston, Massachusetts, we examine how commons are articulated through these practices, particularly in relation to multiple dimensions of property rights. Specifically, we ask how food practices can open urban spaces to negotiations around access, responsibility, care, and ownership, especially when (property) ownership is not an end-goal, but a circumstance shaping other practices. Using interviews and participant observation of individuals and organizations involved in urban food provisioning, we explore how households and community organizations are interrupting fixed notions of property ownership, by practicing urban commons. These practices and negotiations demonstrate ongoing shifts in the meanings of urban space with flexible understandings of property and ownership.  相似文献

This paper critically reviews and analyses participatory GIS (PGIS) and participatory mapping applications within participatory spatial planning for community-based natural resource management in developing countries. There is an often implicit assumption that PGIS use is effective, in that it meets content needs, satisfies underlying local stakeholder interests and therefore is a tool for better governance. The analytical framework looks at participatory spatial planning performance with respect to key dimensions of governance, especially the intensity of community participation and empowerment, equity within communities and between 'governed' and 'governing', respect for indigenous knowledge, rights, ownership, legitimacy, and effectiveness. Specific development focus is given by a case study using participatory mapping and PGIS in community forest legitimization, planning and management in Tinto, Cameroon. 'Good governance' criteria are applied ex-post to the implementation procedures, the geo-information outputs, and the longer-term outcomes of the PGIS processes. Impacts of incorporating PGIS were examined in terms of the types and degrees of participation in the process; access to, and the uses made of, the geographic information; whether the information outputs met stakeholders' requirements; and the overall changes in equity and empowerment in the community. It was found that PGIS/participatory mapping processes contributed – positively, though not comprehensively – to good governance, by improving dialogue, redistributing resource access and control rights – though not always equitably – legitimizing and using local knowledge, exposing local stakeholders to geospatial analysis, and creating some actor empowerment through training. PGIS promoted empowerment by supporting community members' participation in decision-making and actions, and by enabling land use planning decisions beyond community forestry itself.  相似文献

Abstract

In the past 10 years, geographic information systems (GIS) have been widely used in urban and regional planning in the developed countries in Australia, North America and Europe. However, the use of GIS in urban and regional planning in the developing countries is limited and still at an early stage of development. This paper examines the current use of GIS in urban and regional planning in the developing countries in Asia. The major hindrances in the use of GIS in the developing countries is related not so much to the technology of GIS but more to data availability, leadership, organization structure and planning practice. For GIS to be more useful to urban and regional planning in the developing countries the development of a sustainable strategy in developing GIS and staff training is needed. International assistance agencies and GIS software companies can play an active role in making GIS available and usable to the planners in the developing countries.  相似文献

This article draws on Asef Bayat’s theory of “quiet encroachment” to analyse the political agency of street hawkers and squatters in Accra, Ghana. It demonstrates how squatters and street hawkers in Ghana’s capital city are engaged in everyday practices of quiet encroachment, whereby they occupy urban space as a means to reproduce themselves. It then explores how encroachers take collective action to defend their access to urban space from state-led dispossession. In a context of competitive partisan politics where the management of urban space has become highly politicized, hawkers and squatters organizations have been empowered to seek active engagement and dialogue with the authorities. Whereas Bayat argues that the informal proletariat in authoritarian contexts desire autonomy and invisibility from the institutions of the state, therefore, the particular characteristics of Ghana’s multiparty system have created the possibility for bold acts of encroachment on urban space.  相似文献

In 1995 Vancouver City Council approved new policy guidelines for future urban development that departed from the traditional model of suburban growth, instead prioritizing urban intensification. Theoretically guided by the Foucauldian governmentality approach, I argue in this paper that this shift towards intensification can be understood through an analysis of Vancouver’s extensive participatory planning process known as CityPlan. Created as an answer to conflicts around the intensification of historically evolved urban neighbourhoods, CityPlan Vancouver exemplifies a specific form of urban governance that has been understudied in geography and participation research: a governance consisting of conducting the conduct of citizens through participatory processes. The paper examines this “governing through participation” by carrying out a microanalysis of the problematizations, rationalities, and technologies of CityPlan. Such an analysis differs significantly from an evaluation of participatory planning processes against normative ideals, and thus enriches critical research on participation in urban governance.  相似文献

Natural resource management practices such as community-based resource management (CBRM) are well-established bottom-up approaches to developing adaptive governance systems. Less is understood about how communities involved in such processes can attract top-down support without compromising their credibility or salience. We tested the usefulness of the linked boundary functions concept – boundary chains – for explaining the role of “research for development” (R4D) organizations in the integration of bottom-up community resource governance and top-down policy and legislative governance. We used the Australian Centre for Agricultural Research (ACIAR) in the Solomon Islands as a case study to probe the role of R4D organizations in this regard. The linked boundary functions concept proved useful in exploring the active functions of R4D organizations as actors that lend credibility, salience, and legitimacy to community-based governance initiatives. The concept of linked boundary functions or boundary chains can contribute to the current discussion in the complexity-aware theory of change and open new avenues for boundary management that enable the development of integrated resource governance in complex development contexts. This article contributes to the existing literature on the boundary spanning activities of R4D organizations.  相似文献

Public participatory geographic information systems (PPGIS) have been advanced as a means to include those who have been traditionally excluded from numerous place-specific governance activities, including planning and policymaking and as a way to resolve some of the long-standing tensions between critical traditions in human geography and the ever-expanding field of GIS. Despite the rapid adoption of participatory GIS by academics, government officials, and planning professionals, there are few guidelines of best practices for PPGIS researchers and practitioners to draw on and little effort has been made to understand how and in what ways PPGIS efforts are (or perhaps are not) effective. This article contributes to these important debates by evaluating the geography of participation in a recent participatory planning project undertaken in Muncie, Indiana. Using the mapped information that was generated from a series of public meetings, we have identified the presence of significant spatial bias in the process of participation that affected the resulting plan. This was an unexamined source of bias during this process and an example of why any emerging conversations about the best practices for PPGIS must include a consideration of the geography of participation.  相似文献

ABSTRACT

This article examines traders’ resistance practices in Kumasi, Ghana and their significance for changing urban governance in Africa. Conceptually, we introduce “activism” as a new variable into the present concept of urban governance as decentralization, entrepreneurialism and democratization (DED). From an empirical study in Kumasi, Ghana, findings reveal that activism by non-state actors does not only occur at the crucial earlier phases of the urban regeneration process, but extends into the subsequent phases, because urban governance is a continuous process. We demonstrate that activism and a multiplicity of resistance practices are embedded and significant dimensions of everyday urban governance in Africa. This paper argues that the additional dimension – activism – is necessary in rethinking urban governance in Ghana and Africa. This conceptualization views non-state actors not as resisters of urban governance but as activists whose resistance practices and innovations produce tangible and far-reaching changes in city governance. We learn that non-state actors do not rely on the state to control all aspects of urban governance but invent new practices to secure their socio-economic interests and provide them with leverage where they have to negotiate with or stand up to authorities. The study shows that successful change in urban governance is a function of the complementary and strategic adoption of contention, subversion and co-production. When the state perceives that the intervention of other key stakeholders legitimizes the grievances of non-state actors, it responds positively.  相似文献

Although participatory approaches to geographic information system (GIS) use have significantly altered the technological and social practices of GIS‐based research and decision making, they have received relatively little attention within discussions of participatory research. This paper examines how participation and representation are negotiated in participatory GIS research through everyday practices of knowledge production. Inclusion and exclusion in the production of knowledge in participatory GIS are mediated within several intersecting arenas of research practice simultaneously, often with contradictory implications, priorities, and outputs.  相似文献

Based on the case study of peripheral urban areas in Beijing,this paper aims to identify the factors which will influence the spatial distribution of peri-urban recreation areas,by analyzing the collected data from questionnaires,online survey,documentation and field investigations(2007).In order to achieve sound information,relevant data from different management departments,owners and land-use types involved in the case study area are collected.A sampling database for peri-urban recreation areas in Beijing is established,and GIS spatial analyses as well as statistic analyses are applied.The result indicates that spatial distribution of recreation areas is majorly influenced by four factors,e.g.tourism attractions and environmental conditions,policy and spatial governance,consumption demand and preference,land price and availability.Tourism attractions and environmental conditions are dominant factors for public recreation areas.Commercial recreation areas are highly related with accessibility.Agricultural recreation areas are usually attached to special farmlands near large-scaled scenic areas.Meanwhile,recreational business clusters have appeared in suburbs influenced by mass recreation market growth.Controlled by the land price,commercial recreation areas are differentiated on their scales and developing intensity.Policy and spatial governance have made arrangements of recreation areas more balancing and more human-oriented.A peri-urban recreation area model is therefore established on the basis of this analysis,which can guide urban planning and designing,land-use planning and recreation resource development.  相似文献

空间规划通过协调区域活动,合理地利用空间,辅助国家政治、经济和社会等事务的治理。印尼的空间规划由总统制定、落实,它体现着国家政治层面的发展愿景和任务。当国家治理结构改变时,各区域的空间规划及其具体的实施过程也随之改变。分权化和地方自治是2001年以来印尼政府体制的重大变革。通过相关规划法律条文和文献分析,发现空间规划开始面临一系列问题,主要表现为资金和专业人员的缺乏、政策交叉现象和空间规划违规行为等。此外,印尼的地方自治制度对空间规划产生了一定的积极影响:首先,在地方自治的背景下,地方政府通过系统的管理增加了区域收入,以支持空间规划的实施;其次,地方政府开始优先聘用空间规划的专业人员,制定更加有效的空间规划政策;最后,各地区加强了对空间规划违规者的执法力度,增强了区域间团结意识,从而促进地区繁荣发展。目前中央与地方之间在权力和利益分配上仍存在着大量的博弈和冲突,应加强上下级政府之间的沟通与合作,保障地方对地方相关事务决策时的参与权,建立地方利益表达与平衡的机制,提高中央决策的科学化和民主化水平。  相似文献

Abstract

The incorporation of the technology of geographic information systems (GIS) into a wide range of planning decisions makes it important that the visually handicapped have access to GIS-based map products to participate more fully in community decision making. Fortunately, GIS contain many procedures useful to the design of tactile maps, including changes of scale and simplification. Developing research opportunities are outlined within the context of the general problem. Tactile maps using microcapsule paper can be produced quickly, but they must be tested using visually handicapped subjects to ensure that suitable symbolization and specifications are developed.  相似文献

Based on the case study of peripheral urban areas in Beijing, this paper aims to identify the factors which will influence the spatial distribution of peri-urban recreation areas, by analyzing the collected data from questionnaires, online survey, documentation and field investigations (2007). In order to achieve sound information, relevant data from different management departments, owners and land-use types involved in the case study area are collected. A sampling database for peri-urban recreation areas in Beijing is established, and GIS spatial analyses as well as statistic analyses are applied. The result indicates that spatial distribution of recreation areas is majorly influenced by four factors, e.g. tourism attractions and environmental conditions, policy and spatial governance, consumption demand and preference, land price and availability. Tourism attractions and environmental conditions are dominant factors for public recreation areas. Commercial recreation areas are highly related with accessibility. Agricultural recreation areas are usually attached to special farmlands near large-scaled scenic areas. Meanwhile, recreational business clusters have appeared in suburbs influenced by mass recreation market growth. Controlled by the land price, commercial recreation areas are differentiated on their scales and developing intensity. Policy and spatial governance have made arrangements of recreation areas more balancing and more human-oriented.
