This article explores the production of geographic knowledge arising through civic engagement, using the example of a research course in Pittsburgh's South Side Flats neighborhood. Although civic engagement is a persistent feature in geography research and education, recent papers note that the term civic engagement conceals diverse practices and goals and that the outcomes of engagement are usually uncertain. In this article, I argue that attention must be paid to the positionality of stakeholder groups at all stages of the engagement process and that there are necessary limits to how participatory the coproduction of knowledge can be during a civic engagement course.  相似文献

Criticisms of conventional knowledge production systems target their inability to address complex issues involving natural resources. In response, several researchers have adopted participatory research methodologies, incorporating more holistic problem-solving approaches that greatly value the knowledge and abilities of stakeholders. This case study explores forest science researchers' engagement strategies with stakeholders and how researchers can incorporate alternative approaches to knowledge production. We conducted semistructured interviews with forest science researchers, asking direct questions about how they define and work with stakeholders. Analysis revealed a great awareness among researchers for the need to cooperate with stakeholders and to incorporate their knowledge and abilities into the research process, as well as lamentations over structural, institutional, and resource limitations inhibiting the adoption of these practices. Our results reveal both how forest science researchers and institutes work with stakeholders and how they can better incorporate these stakeholder engagement methodologies into their research practices.  相似文献

While local governments have been one of the major user groups of GIS, there is still little research on how GIS development in local government might be intertwined with urban governance, particularly in non-Western contexts. Drawing upon insights from GIS implementation, critical GIS, and governmentality studies, this article seeks to bridge this gap by examining the implications of Chinese urban government GIS practices amidst China's changing urban governance. Through an in-depth case study of Shenzhen, this article analyzes how urban GIS has been transformed from a practice involving internal organizational workflow automation, into a more active dimension of the governance of urban spaces—reflected in the expanding practice of “geo-coding” the urban landscape. “Geo-coding” here refers to a broadly defined spatial practice of carving and reconstructing a rational urban space. GIS practices have constituted a particular form of geographic rationality that seeks to govern at a distance while simultaneously regulating the urban environment, intersecting with the broader transformations of China's urban governance. These GIS developments have been largely government-centric rather than citizen-centric, yet they provide possibilities for new forms of spatial knowledge production for citizen participation in urban governance.  相似文献

Through recent changes in urban governance practices, citizens and community organizations assume ever-greater responsibility for local-level planning and service delivery. Scholars have debated whether this shift disempowers community organizations by subsuming their plans and priorities into state planning imperatives or empowers them through inclusion of community priorities and local knowledge. In carrying out their new responsibilities, many community organizations are adopting tools such as GIS. Strikingly similar questions have been raised about empowerment, disempowennent, incorporation, and autonomy; but relatively little work has systematically documented the ways in which GIS use alters community-level decision-making efforts. In this paper, I show how GIS use fosters changes in the language, practices, and paradigms of community planning, particularly strengthening an instrumental rational approach to community planning and revitalization. Drawing on research with a Minneapolis, Minnesota, neighborhood organization, I argue that these impacts of GIS use on community planning practices complicate and intensify a dynamic tension between incorporation and autonomy that community organizations experience within collaborative governance approaches. Public participatory geographic information systems (PPGIS) have been advanced as a means to include those who have been traditionally excluded from numerous place-specific governance activities, including planning and policymaking and as a way to resolve some of the long-standing tensions between critical traditions in human geography and the ever-expanding field of GIS. Despite the rapid adoption of participatory GIS by academics, government officials, and planning professionals, there are few guidelines of best practices for PPGIS researchers and practitioners to draw on and little effort has been made to understand how and in what ways PPGIS efforts are (or perhaps are not) effective. This article contributes to these important debates by evaluating the geography of participation in a recent participatory planning project undertaken in Muncie, Indiana. Using the mapped information that was generated from a series of public meetings, we have identified the presence of significant spatial bias in the process of participation that affected the resulting plan. This was an unexamined source of bias during this process and an example of why any emerging conversations about the best practices for PPGIS must include a consideration of the geography of participation.  相似文献

This paper critically reviews and analyses participatory GIS (PGIS) and participatory mapping applications within participatory spatial planning for community-based natural resource management in developing countries. There is an often implicit assumption that PGIS use is effective, in that it meets content needs, satisfies underlying local stakeholder interests and therefore is a tool for better governance. The analytical framework looks at participatory spatial planning performance with respect to key dimensions of governance, especially the intensity of community participation and empowerment, equity within communities and between 'governed' and 'governing', respect for indigenous knowledge, rights, ownership, legitimacy, and effectiveness. Specific development focus is given by a case study using participatory mapping and PGIS in community forest legitimization, planning and management in Tinto, Cameroon. 'Good governance' criteria are applied ex-post to the implementation procedures, the geo-information outputs, and the longer-term outcomes of the PGIS processes. Impacts of incorporating PGIS were examined in terms of the types and degrees of participation in the process; access to, and the uses made of, the geographic information; whether the information outputs met stakeholders' requirements; and the overall changes in equity and empowerment in the community. It was found that PGIS/participatory mapping processes contributed – positively, though not comprehensively – to good governance, by improving dialogue, redistributing resource access and control rights – though not always equitably – legitimizing and using local knowledge, exposing local stakeholders to geospatial analysis, and creating some actor empowerment through training. PGIS promoted empowerment by supporting community members' participation in decision-making and actions, and by enabling land use planning decisions beyond community forestry itself.  相似文献

Despite the historical importance of fire as a savanna land management tool, much controversy still surrounds discussions on anthropogenic fire utilization and the sustainability of indigenous land management practices in African savannas. This controversy is arguably a result of a discord between official fire policies and actual indigenous fire practices – a discord based on a gap in existing knowledge of, and a lack of informed literature on, the importance of fire for socio-economic and environmental survival in savanna environments. Addressing a continuing lack of research on the political ecology of fire, this study investigates the historical and present day socio-economic, environmental and political frameworks that affect anthropogenic burning regimes and land management in the Kafinda Game Management Area and Kasanka National Park in Zambia. A series of participatory research activities revealed the continuing importance of fire to rural livelihoods, but that a mismatch in desired burning regimes exists between local stakeholders. The paper argues that local power relations are preventing the local communities from adopting burning regimes that would be more environmentally sustainable and more in line with present day farming systems.  相似文献

The investigation of historical maps is fundamental to understanding the dynamics of landscape changes. In this study, we propose Web GIS tools as a way to compare historical maps efficiently for knowledge production. A key impetus of this article is to contribute to the ongoing efforts to broaden the appeal of ‘mixed‐methods research’ by bridging the epistemological and methodological gaps between GIS and qualitative methodologies in knowledge production. This article proposes a new visualization method for historical landscape change analysis by comparing multiple maps simultaneously with the mash‐up of Web GIS. Based on the analysis of exterior facts represented on the maps, four developmental footprints were investigated, namely, surviving place identity, disappeared place identity replaced by new identity, waning place identity overlapped with new identity, and waning identity by disconnected spatial relationships. To this end, the study argues that Web GIS applications have more potential in spatial knowledge production than traditional desktop GIS.  相似文献

This paper explores how participatory video – a methodology increasingly used in community development and anthropological research – may enable a feminist practice of looking which does not perpetuate hierarchical power relations and create voyeuristic, distanced and disembodied claims to knowledge. I reflect on experiences from a participatory video project with members of a Maaori tribe in Aotearoa New Zealand in light of geographers' uses of video to date. I argue that participatory video, if used within carefully negotiated relationships, has potential to destabilize hierarchical power relations and create spaces for transformation by providing a practice of looking 'alongside' rather than 'at' research subjects.  相似文献

Jamaica's tourism industry has grown rapidly in recent decades, with significant implications for national development. However, the distribution of the benefits from this growth sector has been socially and spatially uneven. Drawing on substantial data sets collected through a variety of participatory research practices, this paper assesses the socioeconomic and environmental challenges facing the residents of Montego Bay and Falmouth on Jamaica's north coast, the main site for tourism development in the country. The research involved training community residents as researchers, and used traditional quantitative methods alongside techniques borrowed from participatory rapid appraisal.
The local society and economy are clearly shown to be affected by processes of globalization and mobility. However, existing patterns of national economic development – including the expansion of the tourism industry – have failed to alleviate the social and environmental problems faced by relatively powerless members of the Jamaican society. In contrast, the most effective responses to this situation have involved stakeholder groups negotiating and breaking down entrenched scaled relationships through the mobilization of particular forms of social networks.  相似文献

The rise of Geographic Information Systems (GIS) technologies has been producing powerful tools for spatial data processing, management, analysis, modeling, and visualization. While supporting many tasks, GIS technologies have evoked new thinking and advanced intellectual inquiries in geography. Technological advances in other fields often stimulate new research questions and lead to revolutionary discoveries. The Hubble telescope revolutionizes our understanding of the universe, and 3D digital microscopes transform our knowledge of the coordination among biological, neurological, and physiological systems in living organisms. Can GIS claim similar revolutionary effects on geography? The answer is much up for debate. With GIS technologies, geographic studies can explore a broader extent across multiple scales in space and time and tackle problems through increasingly complex spatial statistics, visual analytics, computation, simulation, machine learning, and artificial intelligence. Both the Hubble telescope and 3D digital microscope were built based on scientific research that subserves the technological advances for inquiries into space and life systems. Likewise, GIScience research innovates GIS methods that enable novel geographic investigations and therefore contribute to geographic knowledge production. For the sake of simplicity, the term GIS used here represents both GIScience and GIS technologies. This essay attempts to clarify the intellectual contributions of GIS to geography on the following two questions: (1) What novel geographic thinking is driven by GIS? (2) How may GIS provoke new geographic inquiries and knowledge? Building on Nystuen's notion of four tensions that trigger geographic questions, the essay discusses how GIS innovations mediate historical tension, space‐time tension, dimensional tension and scale tensions.  相似文献

In this article, participatory GIS (PGIS) is explored and established as a powerful platform for geographic education. PGIS pedagogy can help educators meet diverse learning objectives pertaining to: (1) local knowledge and place-based thinking; (2) community engagement; (3) field mapping with geospatial technologies; (4) mixed-methods research; and (5) fostering of critical reflexivity in students. The discussion is supported with insights from multiple student-facilitated PGIS projects organized in rural Tanzania. There also is a thorough discussion of the challenges and caveats associated with involving students in PGIS projects, and a call for new research for assessing and advancing PGIS pedagogy.  相似文献

Abstract

The transfer of GIS technology has not met with uniform success in lesser-developed countries. It has been argued that this may be due to many efforts being technology-driven rather than demand-driven. In agricultural development, technology is transferred through a demand-driven participatory approach which incorporates the ultimate recipients of the technology in the design, implementation and evaluation of projects. A project to demonstrate the use of GIS technology for wasteland development in India involving seven Indian research institutes was undertaken by the U.S. Agency for International Development. In the Indian GIS demonstration, technical approaches proposed by each institute were largely technology-driven. To counter this tendency, a set of evaluation criteria or guidelines based on the participatory approach was developed to refine proposals.  相似文献

The development of the revised New Zealand Curriculum provides an excellent opportunity to investigate GIS-based learning pedagogies within the social sciences classroom. The new curriculum privileges inquiry-based activities with a more participatory approach to learning, providing students with greater autonomy in their studies. This paper emphasises the value of GIS technology for extending student learning when situated within a problem-based learning (PBL) framework. Using GIS, students undertake geographic inquiry through meaningful learning grounded in constructivist learning theory. PBL is well suited as an instructional strategy for integrating GIS as students actively learn when presented with authentic, real-world problems.  相似文献

GIS学科的工具性、工程性及横断性等特征促使GIS的应用格局以及社会对GIS专业人才的需求朝着多层次、多元化的方向发展。该文在调查分析国内外GIS专业人才培养现状的基础上,指出GIS专业人才应具备以下素质特征:1)融厚实的数理、空间知识基础与精湛的GIS专业知识于一体;2)融扎实的GIS基本技能与迫切的GIS求知、创新欲望于一体;3)融GIS研究、技术开发本领与GIS项目管理能力于一体。同时,GIS专业人才应掌握与之相对应的、立体的知识结构,即以数理基础和空间基础为宽度,以应用背景与应用领域为广度,以专业知识及专业技能为深度的知识结构。笔者还对GIS专业人才培养模型与GIS高、中级人才的培养方案进行探讨。  相似文献

Participatory research approaches are increasingly popular with academic researchers and development organisations working to facilitate change in collaboration with local communities. This paper contributes to recent debates over the use of participatory approaches by examining the use of participatory research within disaster risk reduction. Drawing on research in Papua New Guinea in which participatory techniques were used with indigenous communities to determine strategies for dealing with environmental hazards, the value of such techniques is critiqued. Finally the significance of participatory research as a research methodology is discussed as is its possible contribution to disaster risk reduction policy.  相似文献

Public Participation GIS (PPGIS) is a field of research that, among other things, focuses on the use of GIS by non-experts and occasional users. These users tend to have a diverse range of computer literacy, world views, cultural backgrounds and knowledge. These aspects require that the systems used within PPGIS are accessible and easy to use. Human-Computer Interaction (HCI) and the related usability evaluation techniques focus on how to make computer systems more accessible, while focusing on user needs and requirements. Thus, the synergy between PPGIS and HCI seems natural. In this paper, we discuss the aspects of this synergy, building on our experience from three workshops. We demonstrate how usability evaluation can contribute to PPGIS research, and how PPGIS research can contribute to the HCI aspects of GIS in general. We conclude this paper with a call for a user-centred design approach to PPGIS projects.  相似文献

地图是地理学的基本语言,也是空间分析必不可少的工具。但长期以来,地图一直被视为一种客观中立的科学成果。受批判地理学的启发,批判制图学/GIS应运而生,其目标是阐明制图实践中所嵌入的话语、权力关系,挑战地图表征中未经检验却被认为是理所当然的假设。经历40余年的争论与磨合,这一研究领域初现轮廓,批判制图学/GIS大致形成2个研究方向:解构路径主要从制图主体身份和地图知识生产过程2个方面出发,分别剖析制图术与国家治理密不可分的联系及其内在的权力作用机制;建构路径主要借助协作制图和反制图手段以实现地图数据的再生产。国内批判制图学/GIS研究刚刚起步,需要继续吸收批判地理学成果,开展不同历史时期、不同类型地图的解构研究,也需要加强建构路径与解构路径的深度弥合,并面向公众开展更加开放、公正的地图应用研究,将研究成果积极应用于社会实践。  相似文献

Much research in recent years has addressed the contribution of indigenous knowledge (IK) to development initiatives in developing countries. An IK system that continuously evolves and adapts in response to environmental and socio-economic change is often considered to be at the core of sustainable natural resource management practices and rural livelihoods. In the context of indigenous wetland management in western Ethiopia, this paper examines the relationship between IK and wetland sustainability, focusing on the mechanisms through which IK evolves and how local adaptive capacity is built up. A series of participatory research activities undertaken in four wetland communities revealed spatial variations in the degree of innovation and communication taking place. The paper argues that these mechanisms are key factors influencing adaptive capacity, suggesting a key link between wetland sustainability and the occurrence of innovation and communication among communities.  相似文献
