The increase in the volume of waste materials discharged to the environment and deterioration of environmental quality in urban areas have been an issue of major concern for many governments in developing countries. To improve effectiveness and efficiency in the delivery of waste management services some of the governments have involved the private sector. This study uses binary choice model to examine urban residents’ perceptions regarding solid waste management that involves the private sector and what could be done to improve the waste management services. The data were generated from survey conducted in 238 households in Ilorin in southwest Nigeria. The results show that most of the respondents were not satisfied with solid waste management in the Ilorin. Binary logit model estimates reveal that the respondents’ perceptions regarding waste management were determined by income, travel time to dump site and marital status, as well as awareness of laws regarding waste disposal and activities of sanitary inspectors. For solid waste management in urban areas to be sustainable, it requires participation of the government, private sector and residents. The results generated from this study can help waste management authorities in designing a more sustainable waste management strategy in Ilorin, as well as in other cities that have similar conditions.  相似文献

单边界和双边界是二分式条件价值法(CVM)的2种主要问题格式。针对澳门固体废弃物管理存在的问题,应用单边界和双边界二分式条件价值法,比较研究了澳门固体废弃物管理方案改善的支付意愿及其总经济价值;结果表明,80.56%的居民对新的固体废弃物管理方案存在支付意愿。单边界二分式CVM的分析结果表明澳门居民的平均支付意愿为每人每月14.87~24.12澳门元。双边界二分式CVM的结果表明澳门居民的平均支付意愿为每人每月14.43~17.94澳门元。单边界和双边界二分式CVM的评估结果相差不大,双边界二分式CVM的评估结果较为精确。按2003年澳门总人口44.85万计算,新的固体废弃物管理方案的年总经济价值约为7.02×107澳门元。   相似文献

In recent years, solid waste management (SWM) policies and programmes have received lots of attention in the menu of most political leaders in developing countries. However, these concerns often focus on the efficiency criterion. Even that, efficiency is only narrowed down to the removal of waste from residential areas without much concern for either its safe disposal or its impact on the environment in case of improper waste disposal. There is little attention on reducing waste flows (through reuse, recycling and composting), or exploiting its economic value. The results of such blatant omission include threats to public health, environmental deterioration and lack of attention to waste as a resource. This study examines the key barriers to effective SWM practices in the Greater Accra Metropolitan Area and attests to the marginalization of waste treatment and disposal practices. It recommends that these missing links must be addressed through network service arrangements to ensure sustainable urban environment management.  相似文献

Solid waste collection systems are very important in today’s urban environment. The last three decades witnessed the development in urban areas over rural ones in a process called urbanization. Growth of urbanization is much more in developing countries than in the developed countries to the extent that it became a trend characterizing several developed and even least developed countries. Unfortunately, it has been observed that the systems currently used in modern cities do not provide a service of sufficient efficiency and quality, despite their high running costs. As an alternative, a smart solid waste collection system with all subcomponents was developed and applied in a small city in Turkey. In addition to the conventional waste collection systems, this system included smart features and optimization algorithms for route planning. The study presents the design philosophy, feasibility and pilot implementation of a smart solid waste collection system which can be operated with high efficiency at low cost.  相似文献

This paper illustrates approaches to landslide risk acceptance in various parts of the world in the context of the willingness to accept that risk, the willingness to pay to reduce the risk, and the willingness to alter the environment in the process. These factors are interlinked using the ternary ??willingness diagram?? which is also used to demonstrate how such willingness may change over time and to compare a range of generic approaches to landslide remediation as well as different conceptual approaches to landslide risk management. The willingness construct is intended to provide a readily understood framework for infrastructure owners and operators, amongst others, to understand how their approach to risk management compares with those in other regions, countries and contexts. Issues relevant to the response of society and groups of individuals to landslide risk, its acceptance and management include cultural factors, regulation and planning, budgetary constraints, vehicular vulnerability, and the often limited size of the event footprint compared to the vulnerability shadow that is cast are also discussed.  相似文献

Proper management of solid wastes is a key to environmental sanitation. In recent times the quality of life in most of the cities of the developing world is being deminished by uncontrolled and poorly managed solid wastes in the urban environment. Lagos urban is a typical example. It must be acknowledged that although wastes from homes, businesses and institutions make up a small part of the total load of solid wastes generated in any urban environment they are certainly the most offensive and most dangerous to health when they accumulate near residential points. The quality of life in urban Lagos, Nigeria, with respect to indiscriminate dumping of uncollected solid wastes approximates an aesthetic disaster. Now a day’s water pollution has caused incoveriences for people whom live near the Pavana river in Pune city, India. The river water quality has deteriorated by major water quality parameters like dissolved oxygen (DO), biological oxygen demand (BOD) and phosphates level. In present study it is tried to find people’s willingness to pay (WTP) for improvement of river water quality. Contingent valuation method (CVM) was utilized for valuation of river water quality in Pavana river. Five categories of users have been chosen and then interviewed: households, farmers, fishermen, washing clothes women, bath taking people. One kilometer from each side of river was covered by researchers for sampling. Mean of willingness to pay was estimated at Rs 17.6 (45 Indian Rupees=$ 1) per family per month. This research shows CVM applicablity and the importance of river quality for Pune city and can effectively be used in developing countries.  相似文献

深入开展支付意愿的空间差异和空间效应分析, 对于分区定策、 精准实施生态治理工程、 提高生态补偿实践绩效、 提升治理与保护效果等方面, 有着重要的现实指导意义。在确定影响流域农户支付意愿的主要因素的基础上, 借助多分类Logistic模型分析各因素对农户支付意愿的影响作用, 并通过引入通达距离、 距河道距离分别比较流域农户支付意愿的空间效应, 得到的主要结论包括: 在不考虑距离因素的情况下, 教育程度、 农户类型对于农户支付意愿的影响显著; 在考虑距离因素的情况下, 受教育程度对支付意愿的影响存在“脱钩”现象, 模型3模拟结果显示, 高中群体处于更高支付意愿的发生比为1.044, 而大专群体处于更高支付意愿水平的发生比仅为0.363, 即支付意愿并不会伴随受教育程度的提高而增强; 通达距离与支付意愿表现为先负相关(“距离衰减”现象)、 之后呈正相关(“距离递增”现象)的关系; 距河道距离远近对流域农户的支付意愿呈现明显的“距离衰减”规律。  相似文献

Rapid industrial growth in the province of Khuzestan in the south west of Iran has resulted in disposal of about 1750 tons of solid waste per day. Most of these industrial solid wastes including hazardous wastes are disposed without considering environmental issues. This has contributed considerably to the pollution of the environment. This paper introduces a framework in which to develop a master plan for industrial solid waste management. There are usually different criteria for evaluating the existing solid waste pollution loads and how effective the management schemes are. A multiple criteria decision making technique, namely Analytical Hierarchy Process (AHP), is used for ranking the industrial units based on their share in solid waste related environmental pollution and determining the share of each unit in total solid waste pollution load. In this framework, a comprehensive set of direct, indirect, and supporting projects are proposed for solid waste pollution control. The proposed framework is applied for industrial solid waste management in the province of Khuzestan in Iran and a databank including GIS based maps of the study area is also developed. The results have shown that the industries located near the capital city of the province, Ahwaz, produce more than 32 percent of the total solid waste pollution load of the province. Application of the methodology also has shown that it can be effectively used for development of the master plan and management of industrial solid wastes.  相似文献

Using methods to estimate the value of environmental goods seems to be essential for economic planning and moving toward development. In this paper, using methods of discrete payment vehicle (dichotomous choice), i.e., single-bounded and Double-Bounded Dichotomous Choice, the value of air pollution in Tehran and households’ willingness to pay to improve air quality, in four selected regions (Shahr-e-Ray, Shoosh, Haft-e-Tir and Tajrish) is estimated and the corresponding results of these two techniques were compared. The results showed that the total value of air quality improvement, calculated through two techniques of Double-Bounded and Single-Bounded Dichotomous Choice were, respectively, 2,398,657,500 and 1,492,566,000 thousands Rials (1USD = 35,000R) in a year and weighted mean of each citizen’s willingness to pay to improve air quality, calculated through these two methods was estimated to be 282,192 and 175,596 Rials in a year, respectively. Considering the annual damage to health, for any 1% increase in pollutants and yearly cost of pollution reduction which are, respectively, 1,199,000,000 and 7,336,000,000 thousands Rials, it was determined that citizens’ willingness to pay through two methods includes 20 and 30% of the cost of pollution control, respectively, while 70% of pollution is due to mobile sources. However, citizens’ low willingness to pay is attributed to citizens’ distrust of government policies as well as their ignorance of the harmful effects of air pollution. In general, the results of this study, with regard to the cost of pollution from Single-Bounded Dichotomous Choice are closer to actual market conditions.  相似文献

In recent years, geoparks (a geoheritage effort to protect geological features) have been vigorously promoted in China and abroad. The evaluation of a geopark is important for geopark development. However, current evaluation methods focus on geoheritage and their values, and often ignore residents’ situations, even though community participation is essential to the sustainable development of geoparks. In this paper, the Mt. Huaying Grand Canyon Geological Park was selected as a study area to evaluate resident’s perceptions of the park. Perception impact factors were selected from the perspective of the park residents. Quantitative evaluation models, based on data from questionnaires, were created using the hierarchy process model and expert evaluation method. The results showed that the following factors influenced residents’ perceptions, listed from the most significant to the least: residents’ understanding of geoheritage, participation level in commercial activities, participation level in planning decisions, satisfaction level regarding benefit distribution and level of participation willingness. It was found that residents’ level of understanding of geoheritage and their participation level in planning decisions were the main reasons for poorer perceptions of geoheritage. The keys to improving residents’ perceptions of geoheritage are to change the management system, implement people-centered policies and to establish a government-led management mode that encourages community participation and involves private business contracts.  相似文献

Although solar power systems are considered as one of the most promising renewable energy sources, some uncertain factors as well as the high cost could be barriers which create customer resistance. Leasing instead of purchase, as one type of product service system, could be an option to reduce consumer concern on such issues. This study focuses on consumer concerns about uncertainty and willingness to pay for leasing solar power systems. Conjoint analysis method is used to find part worth utilities and estimate gaps of willingness to pay between attribute levels, including various leasing time lengths. The results show the part worth utilities and relative importance of four major attributes, including leasing time. Among concerns about uncertainties, government subsidy, electricity price, reliability, and rise of new generation solar power systems were found to be significantly related to the additional willingness-to-pay for a shorter leasing time. Cluster analysis is used to identify two groups standing for high and low concerns about uncertainty. People with more concerns tend to pay more for a shorter lease time.  相似文献

Botswana is among those developing countries that are rapidly transitioning from predominantly rural to urban societies. Gaborone, its capital city, is seriously confronted by formidable challenges of sustainable metropolitan management, including the proper handling of solid domestic waste. Although the international convention of the 3-Rs, namely, Recycle, Reduce, Reuse is generally accepted; its implementation remains elusive. It is therefore of utmost importance to unravel significant determinants of the gap between nominal acceptance and praxis in order to influence policy. This preliminary case study, consequently, sought to identify the underlying factors that differentiate waste recycling practices from high, medium, and low socio-economic areas Gaborone. Key informants, including municipal officials and company representatives, in charge of city solid waste management, were interviewed. A probit model was used to analyze those factors that could influence recycling and waste separation practices. Results showed that tenure, gender, income, affluence, location of house increase the likelihood of recycling while age, education level, household size and source of waste management information did not influence the likelihood of recycling. Stakeholders should place greater emphasis on positive environmental awareness, and appropriate reward systems for recycling domestic solid waste and recycling should be tailored according to the locational needs.  相似文献

With a 2.4 million people living with Human Immunodeficiency Virus (HIV), India is among the countries in the world most vulnerable to the spread of HIV. This study focuses on understanding what makes female college students (ages 18–24) in Kolkata, India willing to comply with HIV/AIDS preventive measures; these students are widely believed to be at low risk of infection with HIV. Through a questionnaire survey, the data used in this study was collected from 232 female students attending five higher education institutes. Multiple regression analysis reveals that religion, household income, perception of whether preventive measures would hamper freedom, and respondents’ perception of the effectiveness of preventive measures all influence the students’ willingness to comply with preventive measures. Based on its findings, the study makes several recommendations to improve HIV/AIDS prevention in Kolkata and West Bengal, India.  相似文献

One of the principles guiding the conduct of Nigeria’s foreign policy is Afrocentrism. The concept of Nigeria’s Afrocentric policy embodies two intertwined ideas. First, it is designed to advance the interest and wellbeing of African countries through different intra and extra-African diplomatic channels. Second, the reason for embracing a representative function on behalf of Africa in global forums and the enormous sacrifices undertaken in the process is to enhance Nigeria’s status as Africa’s undisputed leader. The exploits and sacrifices in the pursuit of the policy notwithstanding, Nigeria has had to endure some disappointments and inconveniences. Going forward, this article contends that the philosophies underlying the policy must be reconsidered. In the uncertain world of diplomacy where empathy and benevolence are not always rewarded, Nigeria must embrace an ‘imperialistic’ agenda in its foreign policy calculations towards Africa.

Landfill has been taken to the bottom of the hierarchy of options for waste disposal but has been the most used method for urban solid waste disposal. However, landfill has become more difficult to implement because of its increasing cost, community opposition, and more restrictive regulations regarding the siting and operation of landfills. Land is a finite and scarce resource that needs to be used wisely. Appropriate allocation of landfills involves the selection of areas that are suitable for waste disposal. The present work describes a type of multi-criteria evaluation (MCE) method called weighted linear combination (WLC) in a GIS environment to evaluate the suitability of the study region for landfill. The WLC procedure is characterized by full tradeoff among all factors, average risk and offers much flexibility than the Boolean approaches in the decision making process. The relative importance weights of factors are estimated using the analytical hierarchy process (AHP). In the final aggregated suitability image, zones smaller than 20 hectares are eliminated from the allocation process. Afterwards, the land suitability of a zone is determined by calculating the average of the suitability of the cells belonging to that zone, a process called zonal land suitability. The application of the presented method to the Gorgan city (Iran) indicated that there are 18 zones for landfill with their zonal land suitability varying from 155.426117 to 64.149024. The zones were ranked in descending order by the value of their zonal land suitability. The results showed the use of GIS as a decision support system (DSS) available to policy makers and decision makers in municipal solid waste (MSW) management issues.  相似文献

During the last decades, growth of urbanization and industrialization led to an increase in solid waste generation. Landfilling is the most prevalent ultimate disposal method for the municipal solid wastes in developing countries. The rapid municipal solid waste generation in Markazi province (central part of Iran) causes the need for precision in finding a suitable landfill site selection. In the present study, 12 factors (environmental and socioeconomic factors) have been applied to select the landfill site in Markazi province, Iran. The different methods including the analytic network process (ANP) combined with fuzzy linguistic quantifier, ordered weighted average (OWA), and weighted linear combination (WLC) approach in geographic information system was applied to find an appropriate landfill site. The OWA operator function permits the evaluation of the wide spectrum of consequences (with different scenario) obtained from different management strategies. Results revealed that integration of fuzzy logic, ANP, and OWA provides flexible and better ideas compared to the Boolean logic and WLC to select a suitable landfill site.  相似文献

Indian metropolises have witnessed the growth of ‘new towns’ on their peripheries over the past two decades, which have attracted investment as well as affluent residents. Most research on new towns examines the contentious politics of land acquisition and development, but less is known about urban governance and everyday life. This article focuses on solid waste management in Noida, a new town on the periphery of Delhi that has been unable to develop a large-scale waste management system, and we have two main foci. First, we show that the municipal government has sought to regulate waste collection, while waste processing and disposal have remained unregulated and this has discouraged the entry of medium and large-scale private enterprises. Second, we explore the contentious politics surrounding actually existing waste management practices that have emerged in the absence of significant public or private investment. Most waste is managed by small- and medium-sized enterprises in the informal sector, so associations that represent the so-called ‘new’ middle class must interact with informal-sector waste workers. These interactions result in moderately high levels of waste collection but waste disposal remains haphazard and this exposes the limits of the new middle class’ control over urban space. Ultimately, we show how municipal governance and the actually existing politics and practices of waste management contribute to the production of Noida’s socio-spatial landscape.  相似文献
