Management strategies are challenging to implement in Zanzibar's fisheries because the local people depend upon these resources for basic subsistence. This difficulty epitomizes the vital need for sustainable management: the more people need a fishery, the harder it is to limit fishing to allow regeneration. Comparing fisheries management strategies in two coastal villages in Unguja, the largest island of Zanzibar, Tanzania, this paper confirms the results of existing scholarship that communitybased strategies provide the most promising solutions to this challenge. Interviews with officials from the Department of Fisheries and Marine Resources, Village Fishermen Committees, and 51 fishermen in the villages of Kizimkazi Dimbani and Jambiani reveal the efficacy of strategies where local fishermen are centrally involved. The fishermen interviews reveal ignorance of existing fishing regulations and a lack of enforcement while fishermen at both sites noted that many illegal methods of fishing are still in use and expressed concern that such methods damage fish stocks. The Village Fishermen Committees, a recently implemented community-based initiative, are well attended by fishermen, and constitute a management strength that this paper concludes should be the foundation of future policy. Marine Protected Areas (MPAs) often fail to meet ecological, social or economic objectives due to lack of effective management by government institutions. Partly in response to this failure, a number of marine reserves managed by the private sector, Hotel Managed Marine Reserves (HMMRs), have recently been established. In this study, we investigate changes to the social and economic conditions faced by local fishermen, following the establishment of two small reserves adjacent to a hotel in Vietnam, as well as their perceptions of the reserves' ability to produce spillover. The findings are used to gauge management performance and effectiveness of the HMMRs. Two surveys with different survey designs, targeting fishermen with different fishing techniques, produced conflicting results. Fishermen mainly dependent on beach seining mostly opposed the HMMRs and the prospect of more protected areas being established. Fishermen using other fishing techniques were generally in favor of the HMMRs, welcoming more protection and confirming spillover of fish, including large food fishes.  相似文献

Much of the research that concerns the impacts of management measures in the eastern Baltic cod fishery has focused on fish stock rather than understanding fishermen's attitudes towards regulations. Hence, there is little information available on fishermen's responses although they are the ones whom the regulations affect most profoundly. This study analyses the views of fishermen towards management measures with an emphasis on fishing closures (marine protected areas, MPAs). Swedish log-book data from 1996 to 2005 were used to describe MPA induced fishing effort displacements. Fishermen argued that MPAs have been inefficient in conservation of cod stock. The enlargement of Bornholm MPA in 2005 caused substantial effort displacement towards areas dominated by smaller sized fish. This contributed to the increased discarding of juvenile cod. Enlarged MPAs also intensified competition between different fleet segments and reallocated fishing areas. To reduce fishing mortality, fishermen suggested days-at-sea (effort) regulation and an effective landings control system for all fleets that exploit cod stocks in the Baltic Sea Main Basin. These measures would better motivate fishermen for mutual rule compliance, which is a prerequisite for a sustainable cod fishery.  相似文献

The vulnerabilities of fishing communities to climate and environmental change represent major issues for the governance of fisheries resources which have a direct effect on human security, livelihoods and rights. This paper explores the dynamics of social-ecological systems in the estuary of the Patos Lagoon in southern Brazil. The paper identifies key factors that increase and/or minimize the vulnerabilities of the fishing communities in this lagoon with the objective of understanding: (a) the degree to which fishing communities are able to build adaptive and learning capacities to minimize/reduce vulnerabilities and maintain their livelihoods; and (b) how and under what circumstances external and internal factors may influence and disrupt the social-ecological resilience in this lagoon system. Results show that fishing communities with a higher degree of self-organization are able to create ways to minimize their vulnerability to adverse climatic conditions. However, only a few communities have developed adaptive mechanisms to cope with the influence of climate on resource abundance and availability. Little external institutional support for small-scale fishing communities, erosion of their traditional resource use systems and decreasing fish stocks in recent decades have all led to a gradual increase in the vulnerability of fishing livelihoods in this lagoon. The uncertainties associated with climate are related to increasing vulnerability and influence the degree of resource conservation and exploitation. The lack of public policies to deal with the impact of climate variability on the livelihoods of fishing communities and the presence of weak institutions in resource governance represent major threats to the social security of fishers in this region.  相似文献

Marine fisheries support the livelihoods of millions of people worldwide. These fisheries and the communities that depend on them are highly vulnerable to climate change and other interacting anthropogenic threats. The cumulative and interacting effects of these stressors could potentially produce declines in fish production, which would significantly impact artisanal fishers. Assessing relative vulnerability of fishing communities to anthropogenic stressors is an important first step to identifying mitigation or adaptation strategies. This study assessed the vulnerability of 12 coastal communities in the Northern Gulf of California to disruptions in fishing activities from anthropogenic stressors, including climate change. The Northern Gulf is a megadiverse area and a major source of fishery resources. Quantitative indicator indices based on secondary and primary data were developed to assess the three aspects of vulnerability: sensitivity, exposure, and adaptive capacity. The key components of vulnerability varied amongst communities. Vulnerability was higher in communities with higher fishing dependence and lower socioeconomic diversification. The approach presented here provides important insights into the type of policy actions that might be needed in different communities for adaptation and mitigation.  相似文献

The science and management of marine resources is increasingly grappling with the use of ecosystem-based fisheries management. Though ecosystem-based fisheries management seeks to unite biological and sociocultural concerns into a holistic framework, people are often seen simply as external drivers of change. The technical questions that are often posed, such as the delineation of boundaries or the strategies of governance, are however more broadly questions concerning the social production of nature. This paper explores these issues by analyzing both the spatial fishing practices of different fishermen and the results of a series of workshops held in New England to solicit opinions about ecosystem-based fisheries management. The paper emphasizes teasing apart the human dimensions of fishing embedded in predominant notions such as fishing effort through more explicit consideration of spatially based resource dependencies and mutual constitution of society-nature.  相似文献

One hundred and twenty-four fishing areas were identified and georeferenced according to fishermen's traditional ecological knowledge. Nearly 80% of the designations of the fishing areas were known by fishermen only and are registered for the first time. Fishermen identify fishing areas according to depth, wooden logs used to anchor fixed nets, gradation of water transparency, and traditional use of certain areas. This study reveals the richness of knowledge held by fishermen, it illustrates their solid straight relationship with the natural environment where they live, and shows the potential uses of TEK for fisheries management.  相似文献

Whale depredation occurs when whales steal fish, damage fish or damage fishing gear. In Alaska, killer whales (Orcinus orca) and sperm whales (Physeter macrocephalus) primarily depredate on demersal sablefish (Anoplopoma fimbria) and Pacific halibut (Hippoglossus stenolepis) longline fisheries. Quantitative data on whale depredation in Alaska is limited due to low fishery observer coverage and minimal depredation evidence left on longline fishing gear. This study utilized semidirected interviews (n=70) and written questionnaires (n=95) with longline fishermen to examine: (1) perceptions and experiences of whale–fishery interactions in Alaska, (2) effects of depredation on fishing practices, and (3) potential depredation mitigation measures. Eighty-seven percent of fishermen surveyed agreed that whale depredation became worse between 1990 and 2010. Respondents reported changing their fishing practices in response to depredating whales in several ways, including: traveling up to 50 nautical miles and ceasing hauling operations up to 24 h until the whales left the fishing grounds. Respondents fishing in western Alaska, primarily encountering killer whales, were forced to wait longer and travel greater distances than fishermen operating in central and southeast Alaska, regions more affected by sperm whales. Deterrent research, gear modifications and real-time tracking of depredating whales were solutions favored by study participants. Survey respondent answers varied based on areas fished, quota owned, years involved in the fishery and vessel size. This study presents the first statewide evaluation of fishermen's perception and knowledge of whale interactions with the Alaskan longline fleet and is a critical step toward developing baseline data and feasible depredation mitigation strategies.  相似文献

Understanding fishermen's perspectives and responses relating to climate variability is important for sustainable fisheries management. To this end, a survey of captains of commercial passenger fishing vessels (CPFVs) was conducted in San Diego. The survey demonstrates that fishermen have observed and adapted to changes in the environment and fish populations associated with climate variability. However, only 12.9% of respondents agreed that global climate change is a possibility. In order to explain fishermen's divergent beliefs on climate change, a semiparametric discrete choice model is used to identify the potential determinants. The empirical results highlight the importance of the following factors: fishermen's experience, observations of the phenomena that are associated with climate variability, and an interaction of fishermen's experience and their observations.  相似文献

As with the global scenario, a number of climate change ‘symptoms’ are being detected in Malaysia. Local scholars have looked into the problems of rising temperature, rising sea level, extreme rainfall and extreme winds, which are causing coastal and mangrove erosion and degradation of marine resources. In turn, these issues are affecting the small-scale fishermen who rely heavily on weather stability to conduct their social and economic routines. This paper analyses six adaptation strategies, namely, reducing the risks associated with fishing routines, strengthening social relationships, managing fishermen's climate change knowledge, facilitating the community's learning of alternative skills, involving fishermen in climate change adaptation planning, and enhancing fishermen's access to credit. These suggestions are hoped to provide basis for concerned parties to develop adaptation strategies that are in line with small-scale fishermen's needs, abilities and interests.  相似文献

The dangers associated with commercial fishing are well documented, and fishermen consistently face one of the highest job-related mortality risks of all US occupations. This study explored fishermen's perceptions of these risks in a representative sample of Maine commercial fishing vessel captains. Data were collected on sociodemographic characteristics and risk preferences during sea boardings of working commercial fishing vessels (n=233) along the full extent of the Maine coastline. Trends in perceived risk were explored across the various sociodemographic categories. Fishermen in this study consistently undervalued their true occupational risk, and rated it as average despite consistent evidence to the contrary. Those more likely to downgrade the risk of fishing included state registered vessels and those found to be non-compliant with existing safety regulations. Less educated fishermen and those who come from a fishing family were also more likely to underrate the risks, as were those fishermen who displayed risk-loving tendencies in other facets of their lives such as smokers and those who did not use seat belts. Middle-aged fishermen were also more likely to underrate the risk than the youngest and oldest groups, suggesting that overconfidence grows and then wanes over time. The results of this study strongly suggest that the current safety training and awareness programs targeting fishermen are inadequate. Furthermore, widespread voluntary participation in organized safety training is unlikely since the majority of fishermen believed that the risks were not relevant to their own activities.  相似文献

As climate change continues to pose a major threat to the well-being of both people and the environment, adaptation to its negative effects has moved to the forefront among occupations that rely on natural resources for their livelihood. As one of the main occupational groups who are dependent on nature, fishermen are expected to experience many new challenges from the changing climate. Though an adequate amount of scientific research on climate change has been carried out, few studies have explored the social circumstances of the issue, particularly in the context of small scale fishermen. This paper aims to address this gap. Aspects such as risks reduction, social relationships, climate change knowledge, alternative skills, involvement in adaptation planning and access to credit are recommended to be considered as these are found to provide synergy for social adaptation, and it is hoped that such recommendation strategies will assist stakeholders in generating and engendering effective adaptation strategies for small-scale fishermen.  相似文献

Atlantic Canadian fisheries policy exhibits a tension between competing objectives of economic efficiency, and of well-being and equity within coastal communities and small-scale fisheries. The struggle between different actors over these objectives has generated distinct forms of neoliberalism in different regions and fishing fleets. In the lobster fishery, the right to fish has been concentrated since limited-entry licensing policy was introduced in the 1980s. This paper examines actors and events at two scales, including Lobster Fishing Area (LFA) 34 Advisory Committee meetings involving fishermen, representatives of Fisheries and Oceans Canada (DFO), and other stakeholders, and broader scale strategies of the Canadian Independent Fish Harvesters Federation (CIFHF). A Foucauldian perspective aids in understanding how fisheries governance is the product of struggles between the power and agency of individual fishermen, fishing organizations, processing companies, the DFO, the Minister of Fisheries and the courts. While many theorists view fisheries through the lens of the “tragedy of the commons”, alternative tragedies are developing in Atlantic Canadian fisheries. These include rising levels of debt, reduced earnings, vulnerability to financial volatility, loss of fishing rights within communities, and too much processor control.  相似文献

We examine the implications of climate change for fishery governance using seven international fishery case studies in low, mid and high latitudes, including eastern Australia, the western Pacific Ocean, Alaska, west coast United States, Hawaii, west coast Canada and France. Assessing the vulnerability of species to [anthropogenic threats is an essential step when developing management strategies for wild populations. With industrial development forecasted to increase in Spencer Gulf, South Australia, it is crucial to assess the ongoing effects of anthropogenic threats to resident and migratory species. Expert elicitation was used to assess 27 threats against 38 threatened, protected, and iconic marine-associated species. Species and threat interactions were assessed individually, and as taxonomic or functional groups. Climate change had the greatest overall exposure (c.f. risk) across species, followed by disturbance, pollution, disease/invasive species, and fishing/aquaculture threats. The largest overall sensitivities (c.f. consequences) were pollution and disease/invasive species, followed by climate change, disturbance and fishing/aquaculture threats. Vulnerability scores (exposure x sensitivity) showed the climate change group posing the greatest overall threat in Spencer Gulf, with individual climatic threats ranking as three of the top four biggest threats to most animal groups. Noise, shipping, and net fishing were considered the greatest region-specific individual threats to marine mammals; as were trawl fishing, line fishing, and coastal activities to fish/cuttlefish; trawl fishing, line fishing, and net fishing to elasmobranchs; and oil spill, disease, and coastal activities to sea/shorebirds. Eighteen of the 20 highest vulnerability scores involved the short-beaked common dolphin, Indo-Pacific bottlenose dolphin, and Australian sea lion, highlighting the particular susceptibility of these species to specific threats. These findings provide a synthesis of key threats and vulnerable species, and give management a basis to direct future monitoring and threat mitigation efforts in the region.  相似文献

Community Supported Fishery (CSF) Programs are arrangements between fishermen and consumers where consumers provide upfront payments to fishermen in exchange for scheduled seafood deliveries. They are modeled after the popular Community Supported Agriculture Programs, a form of direct-to-consumer-marketing in which a group of individuals support a farm. There are multiple market and non-market benefits from these programs. Fishermen receive higher prices for fish, are guaranteed a stable income, and can activate political and regulatory support through direct interaction with consumers. Consumers are provided with access to high-quality novel types of fish and benefit from interactions with the producers of their food. CSFs have frequently collaborated with non-governmental organizations to address the challenges associated with these programs. Under the catch share system in the Northeast US groundfish fishery, sectors may be well-positioned to implement a CSF. Direct marketing through a CSF is not likely to completely replace traditional markets for fishermen, but can be a valuable supplement to their operations.  相似文献

Fisheries resources play a major role in the national economy and to food security in Solomon Islands. Climate change is likely to have a substantial impact on fish production that can lead to a fragile food security condition in the country. This paper assesses the potential economic impact of three important climate change adaptation strategies – natural resource management (NRM), fish aggregating devices (FAD) and aquaculture – in Solomon Islands. The study used a country-specific partial equilibrium economic model with six fish sub-sectors and analyzed potential impact of alternate climate change adaptation strategies for 2035 and 2050. The modeling and scenario analyses show that total fish demand is likely to surpass domestic fish production in 2050. Without appropriate climate adaptation strategy, per capita consumption of domestically produced fish will decline, which has serious negative food security implications for the country. The economic (welfare) analysis conducted based on modeling results show that the national level net economic gains due to climate change adaptation strategies are substantial. If cost and topographic conditions permit, low-cost inshore FADs are expected to be a good mechanism for augmenting domestic supplies of tuna and similar species in Solomon Islands.  相似文献

This article considers corporate power in the fishing industry of southeast Alaska and Puget Sound, Washington State, USA, as experienced by direct marketing salmon gillnet fishermen. Tracing the evolution of a small family-based fish business, this paper examines survival strategies of independent fishermen in a context of concentrated corporate power. Topics addressed include corporate domination of the fishing industry, “niche” alternatives to the commodity system, alliance with the farmers’ market movement, obstacles to direct sales and the critical role of family participation.  相似文献
