This paper provides an analytical review of the development of distant water fisheries and the implementation of vessel monitoring systems (VMS) in Taiwan. Taiwanese distant water fisheries have gone through several stages in development: rebirth from the damage of World War II up until the early 1970s, stagnation during the mid-1970s to early 1980s, unbridled growth in the late 1980s to a peak in the 1990s–early 2000s, and a stage of disruption and transformation since the mid-2000s. There were two major fisheries in this stage: tuna and squid, both of which rank between the world's first and third largest. Development was mainly driven by national promotion programs and vessel-building restricting policies; and international influences such as oil crises, declaration of exclusive economic zones, and legal arrangements that stimulated strengthening of international management measures. Growth in Taiwan's over-developed fisheries has outpaced the incommensurately scaled Taiwanese fisheries management sector that has not expanded in parallel with the fisheries. Monitoring of vessel activities remains a major management issue. VMS, which can provide both national and international bodies with an essential monitoring capability for ensuring resource management, was found to be one of the important solutions to this issue. The system, however, was initially unacceptable to the fishers, and the government has transformed external pressures arising from international arrangements and management measures into a force for promoting installation of VMS on Taiwanese fishing vessels. This has occurred in stages: a trial period during 1989–1992; initial development during 1994–1996; expansion during 1996–2004; and a more mature stage of enhanced implementation from 2005 to the present.  相似文献

Tuna has made a significant contribution to Indonesian and world fisheries. Indonesian tuna fisheries were introduced from Japan, Taiwan and Korea. Longline fishing was introduced in 1962, and purse seine gear was first used in 1974. Many foreign vessels have reflagged to the Indonesian flag. The Indonesian government developed its own tuna fisheries and closed the chartering program in 2006. Through these efforts, Indonesia became the number one tuna production country in 2004 and has further targeted an increase in marine capture fisheries catch of 0.5%/year from 2010 to 2014. Tuna resources remain under pressure globally. The tuna regional fisheries management organizations attempt to manage tuna fisheries by strengthening conservation of stocks. To enhance international cooperation, Indonesia ratified the 1982 Convention on the Law of the Sea in 1985 and the Agreement for the Implementation of the Provisions of the United Nations Convention on the Law of the Sea of 10 December 1982 relating to Conservation and Management of Straddling Fish Stocks and Highly Migratory Fish Stocks in 2005 and became a member of Indian Ocean Tuna Commission and Commission for the Conservation of Southern Bluefin Tuna and a cooperating non-member of Western and Central Pacific Fisheries Commission in the 2000s. Consequently, Indonesia adopted domestic regulations to comply with management measures. For future sustainable development, Indonesia needs to build its capacity, improve its compliance with the tuna RFMOs’ conservation and management measures, strengthen data collection, develop its products to increase their quality and diversification, and enhance its international cooperation.  相似文献

It is widely recognized that fishing states are obliged to exercise flag state responsibility over their vessels. In an attempt to become a responsible fishing actor, Taiwan has endeavored to manage its distant water fishing fleet in accordance with international fisheries management. However, the long-standing problems of illegal, unreported and unregulated (IUU) fishing, fish laundering, and fishing overcapacity, which remained unsolved during the 1990s and early 2000s, brought its management capability into doubt. Failure to address these problems undermined the credibility of all management measures and ultimately resulted in a recommendation adopted by International Commission for the Conservation of the Atlantic Tunas (ICCAT) in 2005. This recommendation significantly affected Taiwan's distant water fishing policy. This paper examines how Taiwan assimilated this outside force into its fishing policy as a new response to international fisheries management and how fishers perceived this response. It shows that Taiwan's efforts in controlling distant water fisheries marked a big change, specifically manifest in three noticeable actions - reducing excessive bigeye-targeted efforts, deterring IUU fishing, and strengthening fisheries management. The study advises that management of small tuna vessels be effectively exercised and recommends future actions on providing subsidies for fishers to partially offset costs incurred by rule compliance, streamlining their administrative work, enhancing communication with them, putting more enforcement and meaningful penalties in place. Finally, the study indicates the existence of an interaction in the international fisheries management scheme, potentially favoring Taiwan to bargain for fishing rights and a favorable status in the participation of regional fisheries management organizations (RFMOs) in the future if it continues to exercise effective control of distant water fisheries.  相似文献

Myers and Worm claim that their analyses of catch rates following the commencement of industrial longline fishing for tuna and billfishes show that these longline fisheries rapidly depleted the abundance of these large oceanic predators by 90% (Myers RA, Worm B. Rapid worldwide depletion of predatory fish communities. Nature 2003;423:280–3). Their analyses were published in a high profile science journal along with an accompanying press release, which then attracted substantial international media focus and public attention. This media focus in turn has been used as a base for advocating major marine policy changes for pelagic tuna fisheries (e.g. a minimum of a 50% reduction in catches and establishment of extensive marine reserves). However, among numerous scientific experts involved in tuna and pelagic fishery research substantial concerns exist that Myers and Worm's analyses provide a misleading picture of the status of large predatory pelagic fishes. These concerns are reviewed using data from the Indian Ocean for illustrative purposes and indicate that the initial longline catches were not responsible for a rapid depletion of the main tuna and billfish stocks nor were they threatening the overall sustainability of these stocks. However, the status of a number of theses stocks is of concern as a result of large increases in catches in more recent years. The debate sparked by Myers and Worm's paper should not distract from the critical problem of developing and implementing effective international management policies. In addition to implications for fishery management, the publication, peer-review, scientific response and publicity process associated with the publication of Myers and Worm's paper are discussed. Concerns are raised that if these become standard practices for articles in high profile science journals that this would undermine the trust placed in such journal to provide an accurate and well-balanced representation of the most important new scientific findings and in their role to inform policy decisions based on these findings.  相似文献

This paper first describes the development of Japan's tuna fisheries, outlines the constraints facing these fisheries and identifies strategies to manage these constraints. A case study of the southern bluefin tuna fishery indicates the significance of the challenges facing Japanese tuna fisheries. ‘It is too early to pronounce that the sun has set on one of Japan's most successful distant water fisheries — there are avenues for adjustment. Colombia has coasts on both the Atlantic and Pacific Oceans, but its marine fisheries are limited by the relatively small size of commercially important stocks. However, diverse fishery resources have traditionally been exploited by coastal communities, and industrial fisheries have grown in recent years with the intensification of tuna fishing in both oceans. The management of Colombia's fisheries has been hampered by frequent administrative changes, which has notably led to the disappearance of a part of the official landings data. We estimated total fisheries removals (reported plus discards and unreported catches) in the Colombian Atlantic and Pacific Oceans for the period 1950–2006. We used secondary sources of information to estimate missing data, and we estimated subsistence fishing and the unreported by-catches of the shrimp and tuna fisheries. We used available information on seafood prices to estimate the relative economic impact (gross revenues) of the small-scale and industrial sectors for the period 2000–2006. Our results suggest that for the period 1950–2006, the Colombian marine fisheries catches may have been almost twice the landings reported by FAO on behalf of the country (2.8 times higher in the Atlantic; 1.3 times higher in the Pacific). Although the total gross revenues of industrial fisheries were higher than those of the small-scale sector, the latter commanded higher gross revenues in the Atlantic in 2006.  相似文献

This article examines China's distant water fishing industry, with a focus on China's bilateral fisheries access agreements in Africa. The article argues that China largely conforms to international norms and rules on sustainable fisheries, but that challenges remain in efforts to work with China on the sustainable management of fish stocks. According to the United Nations (UN) Millennium Ecosystem Assessment, there has been a dramatic decline in global biodiversity. The UN has made a global appeal for all countries to mitigate their impact on the environment. Marine environmental protection is one of the most critical and urgent issues in the world and many countries have commenced establishing marine protected areas (MPAs) by implementing ecosystem-based management (EBM) concepts. MPA planning has been considered one of the simplest and most effective methods to protect marine environments. Taiwan has recently developed policies that have focused on its marine environment, and there are plans to increase the size of Taiwan׳s MPAs to 20% of its total ocean territory by 2020, thereby achieving a sustainable ocean. To achieve this goal, the government must address specific difficulties associated with the location of MPAs and relevant zoning strategies. This study establishes MPA protection principles and a zoning framework for MPAs in Taiwan by using Gueishan Island in Yilan County as a case study site to examine specific zoning strategies. The protection of 3 objectives (hydrothermal vents, cetacean, and fisheries resources) is discussed in this paper. Multi-criteria spatial analysis and a geographic information system are applied to identify the most crucial area to protect. To understand the stakeholders׳ opinions and concerns regarding the proposed zoning framework, this research conducted in-depth interviews with experts and stakeholders. MPAs zoning strategies are formulated at the conclusion of this study that could assist in protecting critical marine resources and avoiding conflicts among various usages of the marine area.  相似文献

This paper surveys the current state and major trends in global fisheries; the environmental and social dimensions of fisheries; and explains how the international community has tried to meet the policy challenges associated with oceans and fisheries. The ocean and the freshwater ecosystems of the world make significant contributions to people's well-being via the many vital social and environmental services they provide (for example, food and nutrition, employment and incomes, carbon cycling and sequestration). The impact that the increase in fishing since the 1950s has had on wild fish stocks, and the significant increase in aquaculture production in the 20th century, have resulted in severe environmental impacts. This has significant effects on marine ecosystems and the health of oceans. The erosion of the resource undermines communities' long-term interests, including food security, employment, and income. Attempts by the global community to address challenges of sustainable production by improving the governance and management of fisheries resources range from national management of fisheries resources, to regional fisheries management organisations (RFMOs) for international fisheries stocks. These attempts have not always successfully met the challenge of balancing current and future use of fisheries.  相似文献

The Pacific Islands region includes some of the smallest countries in the world, some of which are in a precarious economic condition and heavily reliant on the region's tuna fisheries for revenue and food security. The ability of some of these countries to profit from their fisheries resources, and effectively conserve these resources for future generations, is undermined by a combination of economic, governance and institutional weaknesses that make these countries vulnerable to corruption in the fisheries sector.  相似文献

The decline of the world's fisheries and the inability of traditional management frameworks to maintain them, has led managers to adopt alternative management frameworks. The use of dedicated access privileges have often been shown to have varying popularity among factions within the commercial fishing industry and managers. Here, we examine commercial fishers' preference for alternative management frameworks in the context of a unique multispecies fisheries of the Florida Keys. By surveying commercial fishers, we find that that the size of operation plays no role in affecting fisher perception regarding dedicated access privileges. Furthermore, fishers who are organized are less likely to support dedicated access privilege frameworks. Overall, we do not find enough support in the fishing industry for the implementation of dedicated access privileges in the Florida Keys. These findings can provide inputs in developing effective management plans in the region.  相似文献

Maritime transport has become well developed in Taiwan, which is located in the western Pacific Rim. Following the model of traditional maritime nations, Taiwan's government enacted some shipping-friendly measures to help the industry in its early expansion stage. Nevertheless, government authorities have taken actions to liberalize the operations of the maritime-transport sector over the past 10 years. This paper focuses on how the liberalization measures were proposed and implemented including the process and reasons behind the formulation of governmental policies, the interaction between domestic shipping operators and the government. In addition, this paper presents a comprehensive review of the liberalization policy's impact on domestic maritime transport operators.  相似文献

Cooperation is one of the cornerstones of the international fisheries regime. It requires States to work together for the conservation and management of the fisheries resources. This applies even stronger with respect to shared fisheries resources. However, negotiating a cooperative solution is not always easily achievable for the parties involved and the international regime does not provide for consequences in such cases. Faced with such a problem and seeking a new solution to it, the EU adopted Regulation 1026/2012, equipping itself with a framework for adopting measures against third countries. This innovative solution challenges certain aspects of the international duty to cooperate and its negotiations aspect. The EU's innovation has so far failed because it lacks clear international support and basis in the international regime. This failure exemplifies one of the limits of unilateralism for generating developments in international fisheries law.  相似文献

This study investigates the local social and fisheries impact of formal fisheries policies in Bahía de Kino, one of the most important fishing villages in terms of extraction of benthic resources in the Northern Gulf of California, Mexico. The paper focuses on cross-scale institutional interactions, describing how existing formal policies are functioning on the ground, how these policies interact with local arrangements, and how this interaction may affect the incentives of different actors towards sustainable fisheries. Besides providing lessons on how the performance of a local fishery could be improved, this paper addresses the question of whether the formal institutional structure of Mexican fishing regulations is effective in promoting responsible behavior by small-scale fishery stakeholders. It is argued that the design of the most widely used management tool to regulate access to marine resources throughout Mexico -the permit (licensing) system- provides the wrong incentives for sustainable-use. Granting secure rights to resources to those actively involved in the fishery is a necessary step for promoting sustainable fishing practices.  相似文献

This paper presents a historical account of Brazilian public policy on fisheries subsidies, and a discussion of problems and limitations resulting from such policy. From the 1960s to the mid-1980s, public policies led to a great increase in fisheries catch without appropriate consideration for the long-term sustainability of the resources, resulting in declining catches over the years. The goals of current Brazilian public policy on fisheries will not help in reducing overexploitation. This is because these policies are too optimistic about the abundance of fish in Brazil's EEZ, and are not accompanied by a fisheries management plan that is likely to work.  相似文献

The tuna industry in the Western and Central Pacific Ocean (WCPO) is one of the most valuable fisheries in the world. Taiwan has a long fishing history and is one of the major distant water fishing nations in the surrounding area. This study aimed to review the historical cooperation structure between Taiwanese purse seiners and Pacific Island Countries (PICs). Data were collected by literature analysis and semi-standardized in-depth interviews with experts. The results showed that since 1982, the Taiwanese purse seiners have developed and signed bilateral access agreements with seven PICs under a variety of formats. The fisheries access and licensing arrangements have been transformed to a Vessel Day Scheme (VDS); as a result, the access fees have increased rapidly since 2010. Taiwanese industries have invested in facilities and share ownership with some PICs. Moreover, the Taiwanese purse seiner industries have proclaimed their willingness to follow the Western and Central Pacific Fisheries Commission conservation measures and stated that they will cooperate with PICs. They hold conservative views, however, regarding the further transfer of ownership to PICs. For the conservation of tuna resources in the WCPO, distant water fishing nations and PICs should cooperate to limit fishing capacity and ensure that the access fee benefits PICs.  相似文献

Assessment of IUU fishing for Southern Bluefin Tuna   总被引:1,自引:0,他引:1  
Illegal, unreported and unregulated (IUU) fishing is recognized as one of the largest threats to the sustainability of the world's fisheries. This paper focuses on IUU fishing in the context of unreported catches by members or co-operating non-members of regional fisheries management organizations (RFMOs) and their implications for scientific assessments of stock status and management advice. A review of Japanese market statistics was undertaken in 2006 by an independent panel in relation to catches of southern bluefin tuna (SBT). Based on this review, the Commission for the Conservation of Southern Bluefin Tuna (CCSBT) concluded that very substantial and continuous unreported catches of SBT had been taken by longline vessels since at least the early 1990s. While uncertainty exists about the fleets contributing to these IUU catches, the assumption used within the CCSBT Scientific Committee is that a significant proportion of these were taken by Japanese longliners. Implications of these unreported catches for the stock assessments by RFMOs are discussed in light of the central role that Japanese vessel reported data have in the assessment of the world's tuna and billfish stocks. Results indicate that it is plausible that the unreported catches of SBT stem from the misreporting of catches as other tuna species and/or the location of fishing effort. The magnitude and extended period of the unreported SBT catches highlight the wide-spread risks of relying on fishery dependent logbook data in the absence of verification. An urgent need exists for minimum standards of verification of catch, effort and landing statistics for use in scientific assessments. The fisheries science community needs to be more pro-active in the development of such standards and the implementation of independent monitoring and verification. In addition, there is a need to reform the operation of the scientific bodies of RFMOs in terms of transparency, the treatment of uncertainty and the burden of proof if they are to be effective in providing objective scientific advice consistent with the intent of international agreements.  相似文献

Sea turtles can be incidentally caught in pelagic longline fishing gear targeting tuna and swordfish. Bycatch to fish catch (B/C) ratios can differentiate seafood based on sea turtle impacts. This study demonstrates the use of B/C ratios indexed to the weight of fish catch: (1) to report on the significant progress in reducing sea turtle bycatch in Hawaii's swordfish longline sector and (2) to compare Hawaii and other Pacific longline fisheries by number of sea turtle interactions per weight of catch. Hawaii's longline tuna fishery sets the benchmark of 1 sea turtle interaction per 190,000 kg of tuna caught.  相似文献

Over the past two decades profound changes have taken place in the European Union's (EU) fisheries policy. Partly these changes have occurred within the EU's Common Fisheries Policy itself, but partly policy change has been effected by the application of environmental legislation and policy instruments to fisheries issues. This article argues that the process of policy change in EU fisheries policy can best be understood in terms of the interaction of policy images and policy venues that is at the core of the punctuated equilibrium theory of policy-making. As a result of the rise of a biodiversity perspective on fisheries issues, environmental policy-makers have become active in fisheries issues, which has led to profound changes in both the content of fisheries policies and the institutional organisation around this issue area.  相似文献

金枪鱼渔业作为远洋渔业和海洋经济的重要组成部分,其发展受到各远洋渔业大国的高度重视和大力扶持。文章基于SCP分析范式,从市场结构、市场行为及市场绩效3个范畴研究金枪鱼渔业产业组织的结构特征,分析影响金枪鱼渔业市场结构的因素,探究市场结构、市场行为和市场绩效三者的关系。研究发现:金枪鱼国际生产和贸易垄断集中程度降低,市场竞争的有效性不断加强;金枪鱼的市场结构受到市场集中度、产品差别化,进入和退出壁垒的影响;金枪鱼渔业市场结构、市场行为和市场绩效之间存在相互影响关系。文章最后为我国发展金枪鱼渔业,提升国际竞争力提出了发挥渔业管理组织牵头作用,共同维护金枪鱼市场有效竞争;积极促进企业发展,提高生产研发能力,立足国际市场;创造良好国际环境,切实为金枪鱼渔业发展保驾护航等建议。  相似文献
