Changes in ownership of limited entry permits by “local” residents of the region where a fishery occurs may have significant economic and social implications for fishery-dependent regions. This paper examines changes in local permit ownership in Alaska salmon fisheries, for which a long-term decline in rural local permit ownership is an important policy concern. Theoretically, permit markets allocate permits over time to the individuals who are willing to pay the most for them. Any factors that differentially affect what local and non-local residents are willing to pay for permits may affect the equilibrium share of permits held by local residents. For remote rural fisheries in particular, these may include differences between local and non-local residents with respect to access to and costs of financing permits and boats, costs of travel to the fishery, opportunity costs of participation in the fishery, and many other factors. As a fishery increases in profitability, differences between local and non-local residents in access to financing matter more while differences in costs of travel and opportunity costs matter less in the relative ranking of what local and non-local residents are willing to pay for permits. This tends to increase the share of non-local residents among buyers willing to pay the market price for permits, reducing the equilibrium share of permits held by local residents. This leads to a conflict between two important policy goals: increasing fishery profitability and maintaining rural local permit ownership. Consistent with predictions of this theory, the local share of permit ownership in Alaska salmon fisheries is negatively related to permit prices (an indicator of fishery profitability).  相似文献

Emerging fisheries and changes in fishery practices are not always readily apparent, nor are their impacts on non-target species such as seabirds, sea turtles, and marine mammals. Data from several different sources led managers to discover high rates of sea turtle bycatch in an inshore large-mesh gillnet fishery in North Carolina, USA, particularly the emerging deep-water gillnet fishery. This paper reviews the history of how increased numbers of observed stranded sea turtles in 1999 led to the discovery that turtles were becoming entangled in the large-mesh gillnet fishery in Pamlico Sound, North Carolina. It also demonstrates how a variety of data sets from fisheries observers, aerial surveys, and fisheries statistics programs contributed to shaping management of the large-mesh gillnet fishery in Pamlico Sound to decrease turtle bycatch and now point towards the need of additional assessment of gillnet bycatch in other parts of North Carolina. Finally, potential approaches are discussed for a more timely detection of future fishery conflicts and development of a plan to reduce otherwise inevitable bycatch and disruptions to fishing effort.  相似文献

This study investigates the local social and fisheries impact of formal fisheries policies in Bahía de Kino, one of the most important fishing villages in terms of extraction of benthic resources in the Northern Gulf of California, Mexico. The paper focuses on cross-scale institutional interactions, describing how existing formal policies are functioning on the ground, how these policies interact with local arrangements, and how this interaction may affect the incentives of different actors towards sustainable fisheries. Besides providing lessons on how the performance of a local fishery could be improved, this paper addresses the question of whether the formal institutional structure of Mexican fishing regulations is effective in promoting responsible behavior by small-scale fishery stakeholders. It is argued that the design of the most widely used management tool to regulate access to marine resources throughout Mexico -the permit (licensing) system- provides the wrong incentives for sustainable-use. Granting secure rights to resources to those actively involved in the fishery is a necessary step for promoting sustainable fishing practices.  相似文献

Limited entry and biological quotas were implemented in the lobster fishery of the Northwestern Hawaiian Islands in 1991, during a period of declining stock abundance. A companion use-it-or-lose-it permit provision has had the perverse effect of increasing fishing effort during times of declining stocks. Despite its unfavorable short-term prospects, the fishery has the potential to be very lucrative for a small number of boats over the long term. This paper introduces a dramatically different management regime that would create ownership rights in a private management corporation for the current limited-entry permit holders. This corporation would function within a renewable operating contract with the government to protect the public interest in the conservation of the lobster population and its associated ecosystem. Although local knowledge is a crucial source of information for fishery development, its generally unsystematic presentation and nebulous content makes use by policy makers or managers difficult. Based on field data obtained using Participatory Rural Appraisal at Bang Saphan Bay, Prachuap Khiri Khan Province, Thailand, we attempt to show here how local knowledge can be effectively systematized, analyzed and displayed visually using a Geographical Information System (GIS) for use in fisheries management. PRA data on location fished, time of fishing, techniques and technology used and species targeted were obtained from local fishers then mapped using Arcview (3.1). In this way local fisheries knowledge can be converted into geo-spatial data form via GIS, and the succinct results used easily to guide fishery management and planning, especially by offering directions for rights-based fisheries and co-management.  相似文献

Fishing vessel and permit buyback programs have been implemented to reduce excess capacity and improve profitability in a number of fisheries around the world. These programs are generally publicly funded, but in a few cases they have been financed by loans to be paid back by the remaining fleet. In 2003, a buyback permanently removed 91 vessels and 239 fishing permits from the Pacific groundfish trawl fishery and associated corollary fisheries of Dungeness crab and pink shrimp. The buyback was financed with $10 million in public funding and a $36 million loan to be repaid over 30 years with fees on landings. In the same year, a control date was set for catch share program in the groundfish trawl fishery. When the catch share program was implemented in 2011, the permit owners that remained in the fishery after the buyback were allocated the quota shares that would otherwise have been issued to the permits bought back in 2003. Estimates of the annual profits generated by this quota are compared to the cost of servicing the buyback loan. The results provide evidence that a buyback program, when implemented in conjunction with catch shares, can enable a sustained increase in profitability for the remaining vessels sufficient to justify its cost. However, using landings taxes as the mechanism to repay the loan may result in a mismatch between those who benefit from and pay for the buyback.  相似文献

Currently there is a strong interest in Cuba in improving the performance of the fisheries sector with respect to social, biological, and economic outcomes. Many important fishery resources appear to be overexploited, and previous fishery regulations have had mixed success in restoring fishery stocks. The current fishing pressure could also have adverse impacts on other valuable ecosystem services that support economic activities such as dive tourism and recreational fishing. A new State policy to expand cooperative enterprises to non-agricultural sectors provides an opportunity for fishery cooperatives to be created for the first time since the early years of the Cuban Revolution. This paper explores the potential ecological, social, and economic benefits of adopting fishery cooperatives as a co-management scheme for Cuba's marine fisheries. It concludes that well-designed fishery cooperatives can offer substantial benefits to the management of the fishery sector. Based on an analysis of the relative success of fishing cooperatives worldwide, guidelines are provided for the design of fishery cooperatives in Cuba.  相似文献

Recreational fishing mortality can have a major impact on coastal fish populations, bringing recreational fishers into conflict with commercial fisheries. This article reviews exclusion zones for commercial fishing, or ‘recreational fishing areas’ as a solution to the conflict between commercial and recreational fisheries. Recently designated recreational fishing areas in the state of Queensland, Australia are examined as a case-study. The goal of recreational fishing areas is to enhance recreational fishing and provide economic opportunities through charter fishing. However, recently designated recreational fishing areas in Queensland have not been thoroughly assessed for their social, economic and environmental impacts and they are not integrated within existing management frameworks for fisheries. The designation of recreational fishing areas is thus a shift away from evidence-based management in Queensland's fisheries and has likely occurred solely for political reasons – there are more voters in the recreational fishery than commercial fishery. In Queensland, excluding commercial fishing on its own is unlikely to result in long-term benefits to recreational fisheries because recreational harvest is a major component of fish harvest for some key species and there is no legislated limit to recreational harvest. Current political attention on recreational fishing areas provides an opportunity for fisheries managers, politicians, conservation groups and the public to discuss what is needed to manage sustainable coastal fisheries. In particular, recreational fishing areas need to be combined with efforts to enhance stewardship among recreational fishers if they are to be successful in the long-term.  相似文献

Fishing vessels from Cornwall, England entered the albacore tuna (Thunnus alalunga, Bonnaterre, 1788) fishery using drift-nets in the Bay of Biscay in 1991, the prime motivation for this being concern over excess capacity and quota limitations in existing local fisheries. Although the albacore fishery has made a contribution to the region's prosperity and has reduced pressure other fish stocks, many operators who invested in the necessary fishing equipment have withdrawn their vessels after only one or two seasons. Those staying in the fishery have been able to do so only because of profitability for vessels with very low overheads. Two sources have undermined confidence in the fishery amongst Cornish fishermen; new legislation which evolved from inappropriate, extra-regional sources and conflict between the fishing fleets from different European countries due to its ‘High Seas’ location. The political significance of the fishery is disproportionate to its size and impact on the environment and has meant that the Cornish albacore fleet may cease to exist.  相似文献

The resource economic theory tells us that individual transferable quotas (ITQs) improve efficiency in the fishing industry by removing the least efficient actors from a fishery and allowing ownership to concentrate in the hands of the most efficient operators. Assertions about the nature of this allocative efficiency are, however, often based on purely theoretical assumptions. This paper presents a case study of the efficient operators remaining in the UK pelagic fishing fleet. After over 30 years of rights-based management (RBM) and 12 years of ITQs, the UK pelagic fleet numbers only 31 large-scale boats. Seven of these operate from the island of Whalsay in Shetland, which, with a population of approximately 1000 people (0.000016% of the population of the UK), is entitled to land around 22% of the UK pelagic catch. A key characteristic of the economically efficient Whalsay fleet is a crew ownership structure. This is now under threat from the long-term dynamics of the UK's ITQ system, as the high price of quota prevents the renewal of the fishery through new entrants. In the majority of global fisheries, where vessel ownership structures do not follow an assumed economic norm, fully marketised transferable rights may not be the most efficient method of management.  相似文献

Fishing communities are subject to economic risk as the commercial fisheries they rely on are intrinsically volatile. The degree to which a community is exposed to economic risk depends on a community׳s ability to confront and/or alter its exposure to volatile fishery conditions through risk-reduction mechanisms. In this article, economic risk – as measured by community-level fishing gross revenues variability – is characterized across Alaskan fishing communities over the past two decades, and exploratory analyses are conducted to identify associations between community attributes and revenues variability. Results show that communities’ fishing portfolio size and diversification are strongly related to fishing revenues variability. Communities with larger and/or more diverse fishing portfolios experience lower fishing revenues variability. Portfolio size and diversification appear to be related to the number of local fisheries, indicating that communities’ portfolios may be constrained to the set of local fisheries. Hotspots of relatively higher fishing revenues variability for communities in north and west Alaska were identified, mirroring the spatial distribution of fishery-specific ex-vessel revenues variability. This overall pattern suggests that a community׳s fishing portfolio – and hence its exposure to risk – may be “predetermined” by its location, thereby limiting the policy options available to promote economic stability through larger and/or more diverse fishing portfolios. For such communities, diversifying income across non-fishing sectors may be an important risk reduction strategy, provided any potential negative cross-sector externalities are addressed.  相似文献

In the Northeast Atlantic, elasmobranchs are a common bycatch in many fisheries, including demersal trawls, longlines, or gillnets and many countries do not have regulations or any control over the amount taken. In the Mid Atlantic, the Azores EEZ (Exclusive Economic Zone), small-scale fishing operations, artisanal and hook-and-line fishing methods are responsible for part of local total landed elasmobranch biomass, although some species are specifically focused and severely harvested by international large-scale fleets. This work provides a review and analysis of the commercial elasmobranch fisheries in the Azores EEZ, and its evolution over the last two decades, highlighting management priorities, taking into account the Northeast Atlantic elasmobranch fisheries status. In the Mid-Atlantic, elasmobranch fisheries mainly target 4 species, that are usually landed as bycatch: the tope shark (Galeorhinus galeus) and the thornback ray (Raja clavata), captured mainly by local demersal artisanal fisheries, the blue shark (Prionace glauca) and the shortfin mako shark (Isurus oxyrinchus) captured by a more industrialised fleet, including those from foreign nations. Considering elasmobranchs life history traits and fishery history, caution is advised in the development of a management strategy focusing on these species, considering the Northeast Atlantic context and regional, local and national interests.  相似文献

In the Alaska halibut individual fishing quota (IFQ) fishery, small remote fishing communities (SRFCs) have disproportionately lost fishing rights. Our analysis of quota market participation from 1995 to 1999 confirms that SRFC residents are more likely to sell than buy quota. Alaska Native heritage is another important predictor of quota market behavior. Residents of Alaska Native villages have an increased likelihood of selling quota. Loss of fisheries participation in small indigenous communities can be an unintended consequence of quota systems. Mitigation measures should take into account the social factors that can lead to such a redistribution of fishing rights in privatized access fisheries.  相似文献

The Falkland Islands Government has established a transferable rights management regime for its fisheries resources. The allocation of transferable rights has to be sensitive to economic and social considerations specific to the Falkland Islands. One critical requirement is the need to balance local ownership and control with the need for direct foreign investment and the continued involvement of foreign fishing fleets in the territory's fisheries. Several mechanisms to achieve this balance are contained in recent fisheries legislation. These mechanisms will be of interest to other small island territories facing similar challenges in their commercial fisheries.  相似文献

The present study assessed trends in resource-use, partitioning and management in the Ungwana Bay fishery, Kenya, using surplus production models. The fishery is one of East Africa’s important marine fisheries sustaining a bottom trawl commercial fishery and a resident-migrant artisanal fishery. Two models: Schaefer (1954) and Gulland and Fox (1975) were applied to catch-effort data over a 21-year period to model maximum sustainable yield (MSY) and optimal effort (fMSY) to examine the status of resource exploitation and provide reference points for sustainable management. In the artisanal fishery, model MSYs range from 392-446 t to 1283-1473 t for shrimps and fish respectively compared to mean annual landings of 60 t for shrimp and 758 t for fish. These landings represent <50% of the model MSYs suggesting under exploitation in the sub-sector. Moreover, current fishing effort applied stands at <0.5 fMSY. On the other hand, mean annual landings in bottom trawl commercial fishery, at about 330 t for shrimps and 583 t and fish represent about 90% of the model MSYs of 352-391 t and 499-602 t for shrimps and fish respectively. Therefore, the bottom trawl commercial fishery is likely under full exploitation. Similarly, the current effort is estimated at >0.7 fMSY. Resource management in the bay is faced with numerous problems including resource-use conflicts, poor economic conditions in artisanal fishery, poor legislation, and inadequate research augmented by poor reporting systems for catch-effort statistics. Thus, the fishery lacks clearly defined exploitation regimes. Fisheries research and assessment of the marine resources are important for sustainability of the fishery. Moreover, income diversification in the poverty ridden artisanal fishery would go a long way in addressing resource-use conflicts and use of deleterious fishing methods in the sub-sector. Borrowing from the successes of the Japanese community-based fisheries resource management (CBFRM) which has easily resolved numerous fisheries management issues in coastal small-scale commercial fisheries, and the beach management unit (BMU) system which has been applied to the artisanal fisheries of south coast Kenya with enormous benefits, it is envisaged that a hybrid CBFRM-BMU system presents the best approach to sustainable resource-use in the Ungwana Bay fishery.  相似文献

This paper highlights the tension between advocacy for ‘Blue growth’ in maritime policy and efforts to safeguard future economic growth via the Marine Strategy Framework Directive. In 2015, policy-makers withdrew three of four proposed Marine Conservation Zones (MCZs) in the Irish Sea from consideration for designation, due to concerns that they could significantly impact on the fisheries sector in Northern Ireland because they overlap with prawn fishing grounds in the Irish Sea. Although research has quantified the potential impact upon fishing vessels, none has quantified the impact upon the fisheries sector nor assessed the significance of this impact. Arguably, MCZ designations (or lack thereof) based on the ‘significance’ of an impact require robust underpinning evidence. This paper reports the findings of an Economic Impact Assessment, which has quantified the impact of a decline in landings upon the Northern Ireland fisheries sector and regional economy (data which is currently absent from the evidence base for the MCZ designation process in England). It finds that this will incur job losses in three fishing ports in Northern Ireland, but is unlikely to have a significant impact upon Northern Ireland's fisheries sector and regional economy in terms of jobs and Gross Value Added (GVA). In the worst case, the resulting economic impact is a decrease of £1.05–1.12 m/year GVA in Northern Ireland, which is 1.1% of the contribution of fishing and fish processing to the regional economy. Economic significance assessments, using this methodology, may be useful in supporting the evidence base underpinning MCZ designation and other aspects of marine planning.  相似文献

The importance of local communities relying on fisheries is constantly emphasised in the European Union's Common Fishery Policy. Previous studies have analysed fishery employment for the entire EU based on statistical figures aggregated by administrative units at the regional or provincial level. This paper adopts a geographical approach to identify EU coastal communities relying on fisheries using accessibility analysis, principles at the basis of gravity models and disaggregated population and employment statistics. The dependency on fisheries is calculated comparing estimated employment from fisheries at each port with general employment in the areas of accessibility surrounding the port. By considering spatially disaggregated statistics the importance of fishing activities for specific local communities emerges more clearly in respect of previous studies. The map of fisheries dependent coastal communities identifies in 2010, 388 communities, out of 1697, with dependency ratios above 1%. Around 54% of total fishery employment is estimated in these areas. In terms of policy support, identifying and mapping these local fishing coastal communities is of key importance considering the strong priority assigned by the new European Union's Common Fishery Policy to fishery management at the regional level.  相似文献

Decline in tuna fish stocks due to weak enforcement of regulations on fishing effort poses a challenge to the sustainability of tuna fishery. Intervention programs to address this problem require an understanding of the operational behaviour of the fishers and how various socioeconomic factors may impact fishers’ decisions to continue or discontinue their fishing efforts. A semi-structured interview questionnaire was developed to find whether fishers are willing to keep, change their fishing strategies or exit the fishery if their regular catch will decline by half. Boat captains, assistant boat captains and crew from General Santos City, Lupon, Mati City and Governor Generoso in the Philippines (n=293) were purposively selected for interviews. Results show that fishers from General Santos City with ancillary industries and Lupon with fewer economic development are more willing to adapt or change their fishing strategies. The catch value or price was found to have a strong influence on the likelihood that anchored FAD tuna fishers will adapt or change their fishing strategy when their catches decline. Fishers whose catch fetched a price of PhP 151.00 (US$ 3.48) and above Php 200 (US$ 4.61) have 80% probability to change their fishing strategy. The proportion of catch sold also had a high influence on the decisions to adapt in the fishery with fishers selling 36% and 73% of their catches have 100% and 70% probability to adapt. The results suggest a reluctance to exit the fisheries even when tuna fishing is no longer economically viable, fishers opt to adapt.  相似文献

本研究选取海洋渔业固定资产投资额、海洋渔业劳动力数量、海洋捕捞生产率和海水养殖生产率4个变量,提出影响因素假设;选取我国沿海地区海洋渔业的面板数据,进行模型设定和数据检验。通过确定变截距固定效应的回归模型形式,对模型进行估计和分析,结果表明:海洋渔业固定资产投资额、海洋渔业劳动力数量和海水养殖生产率与海洋渔业经济呈正相关,影响度由大到小依次为劳动力因素、资本因素和生产率因素,而海洋捕捞生产率的影响基本不显著;各地区海洋渔业经济发展程度不一,且差距明显。在此基础上,提出促进我国海洋渔业经济发展的对策建议:加强专业人才集聚;提高资本投入,完善资本市场建设;提高海水养殖生产率,数量和品质兼备;推动区域一体化联动发展。  相似文献
