Successive marine policies set by the European Union identify the maritime sectors as crucial drivers for growth and jobs in the EU economy. The design of marine policies and the assessment of the importance of the maritime economy need empirical support that provides the basic data to help the decision-making process. This paper proposes a metric, in the form of a synthetic index, to measure and compare the importance of the maritime sectors in the European Atlantic area. The index scores can be used to assess the position of each Atlantic region so that it is possible to compare its performance to the rest of the area. The results show the relative weight of the maritime sectors in the European Atlantic regions and the high heterogeneity among them. Analyzing the maritime economy with this index can provide guidance for the design of economic policies to identify and revitalize the regions with greater potential for Blue Growth in the Atlantic area. This may help to put into perspective the importance of the maritime economy and can serve to improve the socio-economic dimension of the use of marine waters.  相似文献

The European Union׳s Integrated Maritime Policy (EU IMP) is being developed in the framework of a process that is reshaping maritime geographical scenarios and world geopolitics. This process is characterised by a change in States׳ territoriality resulting from their jurisdictional expansion. Over 60% of coastal States in the world possess territory with a more extensive maritime component than the terrestrial component which helps to reaffirm the fragmentation of maritime space and stresses the national vision of the oceans. Unlike the process of ocean space fragmentation that results from its nationalisation the EU Integrated Maritime Policy has a global and cooperative vision, which is particularly evident in the Atlantic Strategy. In this context, this article aims to: (i) provide a first estimate of the size and extent of the territorial changes resulting from jurisdictional claims available to date and their mapping; (ii) consider the case of the European Union as one of special significance with its express policy of maritime spatial projection. The conclusions point to a redefinition of the large territorial pieces of the global geopolitics puzzle and the emergence of a new Atlanticism associated with the EU׳s maritime policy.  相似文献

The so-called ‘blue economy’ is gaining emphasis in European policy making due to the expansion of its relevance beyond traditional economic sectors but also to new and developing ones that exhibit rapid growth. Much of the discourse has focused on the emergence and consolidation of maritime clusters. However, there has been less attention on the regional development aspect and this article provides a timely contribution to filling the gap in knowledge by presenting the findings and analysis of a survey applied to blue economy organisations in Portugal, Spain, Ireland and Scotland. Specifically, issues of innovation, human capital and social capital provide the basis of inquiry around the creation and consolidation of maritime clusters. The article uses the survey data to understand the determinants of the variety of cooperation dynamics. A key finding reveals that participation in innovation activities and absorptive capacity are critical factors in increasing cooperation. From the analysis it is clear that there are significant discrepancies in participation between sectors, such as tourism where participation rates are below average. The article concludes by defining the core activities that should feature in a maritime cluster.  相似文献

The coming into effect of the Directive 2008/56/EC (Marine Strategy Framework Directive (MSFD)) will induce European Union member States to create mechanisms for managing maritime space in order to comply with the goals set out in this binding legislation. This leads one to think that marine spatial planning in various countries in the EU will be directed at complying with the Directive's environmental goals, as is the case in Spain, rather than undertaking proactive planning for developing the maritime sectors. To put the case of Spain into perspective, a review is conducted of the initiatives taken, especially in Europe and the European Union, exploring the correlations between the main focuses of the maritime sectors and the planning systems. The analysis of the Spanish initiative demonstrates how the maritime economy model and geopolitical factors explain the planning options for the marine environment. In other respects, with the coming into effect of the MSFD, a dual institutional course for marine spatial planning seems to be opening up in the EU: Integrated Maritime Policy vs. the Marine Strategy Framework Directive.  相似文献

The 2004 enlargement of the European Union (EU), as well as the further enlargements planned from 2007 onwards (Romania, Bulgaria, Croatia and Turkey), entail changes of a geo-political nature that not only imply an increase in size (a rise in the number of States, new boundaries), but, more especially, also involve a shift in the EU's maritime status, with its projection towards the Atlantic now being checked by a swing towards continental Europe and its inland seas. In view of the new political map being drawn up, two questions beg to be asked: to what extent is Europe's maritime condition being strengthened; and, does the new maritime Europe constitute an opportunity, or does it aggravate the already-existing problems and threats?  相似文献

Marine spatial planning (MSP) has emerged worldwide as a tool for sustainable ocean governance. This paper reviews how sustainability and ecosystem-based management (EBM) have been included so far within the MSP general framework, by carrying out: (1) a review on the links between sustainability, EBM and MSP in EU maritime policy initiatives; (2) an analysis on the differences between ecosystem-based MSP versus MSP focused on delivering blue growth; and (3) a discussion on how adaptive management may address some of the main challenges found in achieving sustainable ocean management. From the EU Green Paper (2006) to the MSP Directive Proposal (2013), MSP processes based on the principle of EBM have been recognized as a necessary tool to ensure maritime sustainable development. Although ecosystem-based MSP has been recently presented as the best way to ensure both ecosystem conservation and development of human activities, most national and European MSP initiatives seem to follow a MSP approach focused in delivering blue growth. A challenge, therefore, arises: how to adjust policy decisions to properly preserve ecosystems and the services they provide? If truly implemented, an adaptive approach seems to be a way forward in ensuring that spatial planning, management and policy-making in marine spaces can be continuously adjusted, thus allowing for sustainability.  相似文献

The EU Green Paper on Maritime Policy is the European response to the new generation of ocean strategies based on science, technology and innovation aimed at new objectives, such as the strengthening of security and access to new resources. The European character of the proposal is found in the presence of social, cultural and historical elements, what is called the “European vision”. The viability of a European vision of the oceans and the idea of maritime empire as an extension of the current concept of empire within the general context of emerging ocean strategies are the elements offered up for debate on this European Union initiative.  相似文献

In order to develop a policy framework and guidelines for improving a national approach to the management of Irish coastal regions and associated resources one first needs to be able to define what is meant by ‘a coastal region’ in an Irish context and secondly to know how the socio-economic characteristics of Irish coastal populations differ from the national perspective. This paper is therefore concerned with the coastal economy and the socio-economic characteristics of Ireland's coastal regions. These coastal regions are defined at a number of alternative levels of spatial aggregation. The compilation of coastal economic data is important when one considers the recommendations of the European Council and Parliament concerning the implementation of Integrated Coastal Zone Management and the requirements of policies such as Integrated Maritime Policy for the European Union and the EU Marine Framework Strategy Directive.  相似文献

This article discusses the geopolitical dimension of maritime security, which has been neglected by scholars despite the growing number of studies devoted to a variety of aspects related to maritime security. The first step consists in clarifying the definitions of the two concepts; ‘geopolitics’ and ‘maritime security’. Then the article introduces the geopolitical dimension of maritime security from a conceptual perspective, and then analyses three practical examples of maritime security geo-strategies released in 2014. The results demonstrate that states’ and international institutions’ maritime security objectives and interests are indirectly and directly influenced by geographical and geopolitical considerations, although this link is only tacitly acknowledged in official documents. Scholars and practitioners interested in maritime security are encouraged to further engage with this dimension.  相似文献

The recent tightening of military budget constraints has called into question the feasibility of costly multilateral naval intervention used to combat maritime piracy off the eastern coast of Africa. Though past studies agree that the transformation of the Somali economy and government is crucial for a long-term solution to piracy in this part of the world, short to medium-run solutions are needed to bridge the gap. Such solutions should be fiscally sensible and serve as effective deterrents, as well as be applicable in addressing the problem of piracy and maritime armed robbery in other parts of the globe. This paper builds upon the foundations laid in Mejia et al. [12] and Mileski et al. [13] by examining the following question: given that a ship is engaged by pirates, what factors help shape the outcome of the confrontation? This study finds that observable action taken on the part of a ship's crew is extremely effective in decreasing the risk of a ship being successfully robbed or hijacked. There has yet (as of May 2014) to be a reported incident where pirates successfully hijacked a vessel that had a security team on board, and so though the effectiveness of security in this matter can be inferred, it cannot be empirically tested (the same is true – in this study's dataset – of the effect of onboard security on deterring robberies). This may provide some guidance for policymakers; if naval intervention is to be scaled back, the encouragement and oversight of shipping companies’ crew response procedures (and perhaps of onboard security measures) by international governments could pose a valid alternative.  相似文献

Seafarers make a critical contribution to civil society, but seafarers’ health has received comparatively little attention in the maritime world. China has the largest population of seafarers, and Chinese seafarers are working on board merchant ships flying different flags. The Maritime Labour Convention, 2006 entered into force in China in November 2016, and it has already generated significant impact in terms of policy, legislation and maritime practice. However, while seafarers’ treatment has been improved significantly in many countries, in particular in developed countries, Chinese seafarers are still facing some challenges relating to health issues, such as long working hours, insufficient nutrition, lack of recreation and poor mental health. Based on existing knowledge and scholarship available in the public domain, together with primary data collected in several phases of fieldwork, this paper critically examines a number of major issues relating to maritime health of Chinese seafarers.  相似文献

Numerous national governments and supranational organizations such as the OSPAR Commission, the European Union and the United Nations Educational, Scientific and Cultural Organization (UNESCO) have underlined the importance of maritime spatial planning (MSP) for balancing and solving conflicts between the needs of different sectors and conservation in the marine space. In the last decade, many maritime spatial plans have been developed around the world. The drivers to develop these plans and the approaches to find solutions for the particular problems differ significantly. The Portuguese national marine jurisdiction is one of the largest in Europe. For the continental part, a maritime spatial plan was initiated in 2009, and entered in 2010 in the final stage of approval. One of the driving forces for this MSP initiative was the claim to extend its continental shelf. The development process was led by a multidisciplinary team. Despite the challenges, the existing as well as potential future marine resources and activities were characterized, mapped and categorized. To overcome conflicts resulting from the many overlapping uses and to assure sustainable development of all sectors, a conflict analysis and evaluation of potential future uses were necessary. The applied zoning scheme represented an exercise of conflict solving and proved to be a powerful tool to promote discussion and participation among stakeholders. The successful implementation of Portuguese MSP will rely largely on its ability to provide efficient management, financial and legal mechanisms to achieve the integration of all strategies and spaces under the Portuguese maritime jurisdiction.  相似文献

People with seafaring experience and skills are employed in the maritime sector of the UK economy in land-based jobs as well as in seagoing ones. This paper examines the balance of supply and demand in the land-based jobs market. It then considers the likely effects of a shortfall in the supply of British ships’ officers to fill net vacancies in jobs ashore, including the policy implications of this and the consequences for the economy's maritime skills base if the Government fails to act decisively now to correct market failure.  相似文献

Hostile acts against ships and mariners remain a global social and political phenomenon which usually reflects a high degree of socioeconomic vulnerability. The identification of the causes and driving factors behind the deteriorating maritime security has received considerable attention. However, their potential impact upon biodiversity conservation initiatives remains poorly evaluated. In the present study the spatial overlap between biodiversity hotspots and hotspots of hostile maritime acts are explored. The majority of such hostile acts occur in economically vulnerable countries, with the operation of their Marine Protected Areas largely depending on the revenue generated by visitors. Given that hostile maritime acts could cause financial losses and increase social and political instability, they could significantly alter conservation efficiency. Thus, it is critical to consider the way of incorporating maritime security risks into conservation agendas.  相似文献

In September 1997, the International Maritime Organization (IMO) adopted an international convention protocol to reduce air pollution from ships, in order to achieve sustainable maritime development. This protocol has been approved by 15 member countries and will be enforced in May 2005. Pollutants emitted from ships, such as nitrogen oxides, volatile organic compounds, sulfur oxides, etc. will be regulated by this convention through ship inspections and issuance of certificates. Ships belonging to maritime countries such as Taiwan, which sail around the world and berth in commercial ports, must obey this convention. This study has investigated possible strategies, which may be adopted by maritime countries to conform to this IMO convention in order to reduce the air pollution from ships. A sea-going ship must prepare EIAPP and IAPP certificates for inspection by port-state-control officials, when the ship is anchored at a maritime port. These port-state-control officials may also require the continuous detection and sampling of a ship's emissions, while it is berthed at the port. Legislative support is necessary for successful implementation of these safeguards. It is suggested, therefore, that the administration of both navigational and environmental protection, in maritime countries, cooperate in the revision of relevant federal laws, to implement the provisions of the MARPOL 73/78/97 convention; in this way, the air pollution from ships can be effectively controlled. Installation of advanced detection equipment can effectively detect any ships’ violations of air pollution regulations. The Harbor Affairs’ Bureau should also establish a database of air pollution inspections for ships berthed within their harbor, requiring that ships’ equipment comply with the requirements of the MARPOL convention, for the reduction of air pollution.  相似文献

The European Atlas of the Seas is a web-based information system aimed at the general public, but it is also capable of supporting selected nonspecialist professionals in addressing environmental issues, human activities, and policies related to the coast and sea. It includes a collection of maps and associated fact sheets based on data originating primarily from the European Commission and its agencies, which present a snapshot of key natural and socio-economic elements of the coastal and marine regions of the European Union. In recent years, clusters of industry have attracted multilateral attention, from academia and practice, alike. Clusters of industry relate to harbouring regional competitiveness; as such, they have come to be considered as important constructs for strategy and policy, that can be deemed as complementary domains. At the same time, maritime clusters are regarded as dynamic cases from a multitude of viewpoints. The concepts of strategic policy, particularly as they pertain to maritime clusters, require deeper understanding and more thorough analysis. In this context, cluster typologies surface as a useful instrument that can offer valuable insight. While this field instils the eventuality of facilitating policy and strategy within clusters, it remains relatively barren. This instance may present the opportunity to better elaborate on the formulation of models and frameworks that address the intricacies within maritime clusters. The research conducted introduces a three-tier framework for the generation of maritime cluster typologies, that bears the potential to enrich strategic management and its eventual policy implications, towards a more streamlined and informed manifestation.  相似文献

Owing to their style and economic impact, Brazil, Russia, India and China (the BRIC countries) are destined to become relevant actors in the new ocean governance. The following working hypothesis is sustained: the BRIC countries, due to the potential of their maritime territories, can be considered to be emerging maritime powers capable of displacing some of the historical maritime powers. This would also entail a shift of strategic maritime space towards the southern hemisphere. Other emerging maritime scenarios associated with the BRIC countries include the Russian Arctic, and the Indo-Pacific ocean belt, or “string of pearls”, as it is known. Factors such as competitiveness, maritime leadership and ocean governance are thus placed in a new economic and political context where they might be redefined and adapted to the circumstances of the BRIC block and other emerging countries, the majority of which are subject to demographic pressure and a high degree of poverty. The most relevant conclusions point to the emergence of a new type of neo-navalism, on the one hand—a BRIC version of traditional sea power and, on the other, a possible threat to the EU's Integrated Maritime Policy under pressure from strong competitiveness in a highly internationalised environment, forcing changes in its original approach with its distinct social profiles and commitment to latest generation rights.  相似文献

The increased maritime accidents attributable to communication barriers have raised great concern about international shipping safety. The requirement for effective communication has been contained in the compulsory part of the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers in 2010. However, many Chinese seafarers still experience difficulty in communicating with foreign seafarers at sea even though they passed the English exams required for a Certificate of Competency. Literature argues that the outcomes of maritime English education are not satisfactory. However, this claim is too general and has not been substantiated with empirical evidence. Using a mix of qualitative and quantitative methods, this paper reveals that English communicative incompetence of Chinese seafarers was attributable to the maritime English examinations system, teaching materials, teaching methods and teachers and students themselves. Recommendations were made to improve maritime cadets’ English communicative competence.  相似文献
