ABSTRACT. This article draws from the foundation provided by the ongoing debate about geosurveillance to frame a discussion of the use of tracking technologies in public transit. Specifically, it uses the case of public transit to illustrate the uncomfortable debate about compromises that come with increased surveillance to enhance public safety and security. The article begins with a discussion of the evolution of the debate about geosurveillance, casting the use of surveillance technologies in public transit within this framework. Next, it describes and discusses the implementation of automatic vehicle locators and closed‐circuit television in public transit. The following sections focus on the risks to individual privacy that accompany implementation of these technologies, then describe an unusual effort to draw attention to the prevalence of increased surveillance in public spaces in an effort to expose the risks. The article concludes by making the case that public transit is a place where surveillance provides clear benefits but where the humans who review the surveillance data must interpret and use them responsibly to minimize the risks to individual privacy.  相似文献

In cities across the world, neoliberal retrenchment, shrinking public expenditure and an emphasis on private‐public partnerships have resulted in the privatization of many services formerly provided by the state. The privatization of security has been one of the most significant shifts in this regard, with citizens becoming responsibilized for safeguarding their own physical integrity and material belongings. This transfer of state responsibility has had an important effect on the spatial organization of cities, as formerly public spaces become both privatized and militarized. Drawing on research in Kingston, Jamaica, this paper describes how new actors from criminal organizations to security companies move to fill these physical and social spaces. Arguing for an increased focus on spatial retreat from below, it highlights the extent to which an extralegal transformation of urban security and services takes place in marginalized areas, parallel to the better studied privatization of security services in affluent areas.  相似文献

全球化语境主导的城市研究中,多样和异质的宗教既是文化流动的重要构成,也是表征移民身份和理解其日常行为实践的重要维度。论文回顾了近30 a来宗教地理视角下对于西方城市空间研究的主要成果,从宗教空间和宗教信仰群体的行为实践2个方面梳理宗教嵌入城市空间的主要方式、过程及其对城市空间的影响,总结出了以下4个方面的主要研究内容:① 多种宗教场所在城市中不断涌现,其空间特征发生多样化变迁;② 功能多样的宗教公共服务设施在公共空间中的作用日趋重要;③ 宗教信仰群体的居住社区显现出明显的空间特征;④宗教信仰群体通过具体的行为表征身份和认同。此外,多元文化共存的语境下的宗教更被视为引发空间争议的新来源,成为分析城市社会关系的重要依据。学者们认为在多元文化主义的西方社会,异质宗教的本地嵌入过程使原本“隐匿的”宗教场所逐渐浮现成为城市中“可见的”空间。这种异质宗教在城市中的视觉表征不仅改变了原有的城市空间秩序,也对社会关系提出新的挑战,成为了引发广泛争议的新来源。然而, 国内人文地理学研究目前对上述话题鲜有涉及,期望本文所提供的西方研究进展对社会文化视角下理解中国城市全球化进程及其中的多元文化治理有所启示。  相似文献

This article examines the political and spatial registers of struggles against exclusionary local immigration policies and for more welcoming policies in the Washington DC metropolitan area, one of the hotspots for both local anti-immigration policies and immigrant advocacy in the United States. We conceptualize immigrant advocacy not simply as an alliance, but instead as an assemblage that brings together a diverse set of differently positioned actors and nonhuman actants. The assemblage enacts a diverse politics that deploys different forms of activism, while engaging different publics (e.g., religious communities, unions, the larger public sphere in public spaces, etc.) and the state in complex ways. From acting outside the state to engaging in claims-making towards the state, immigrant advocates are making claims and actions that challenge and go beyond dominant conceptions of citizenship rights and liberal democratic politics. The spatial register is similarly diverse. The immigrant advocacy assemblage is confronted with and enacts a different politics of place in central cities and inner- and outer-ring suburbs. Contestations of exclusionary local policies, however, are not simply about a local politics of place. To the contrary, some actors and actants in the assemblage are actively involved in extra-local networking, collaborating across jurisdictional boundaries—between central cities and inner-and outer-ring suburbs within the Washington DC metropolitan area and across the United States. The complexities of these contestations call into question post-political narratives of “proper” politics, underscoring the need for an empirically grounded critical theory of democracy. This article contributes to this task by providing a geographically and historically sensitive analysis of the immigrant advocacy assemblage.  相似文献

Abstract

Existing research on urban Ghana mainly focuses on processes occurring within the country’s major cities, thereby reproducing a trend within the social sciences to overlook the role of intermediate and secondary cities. This paper aims to address this shortcoming by exploring spatial and social transformations in Sekondi–Takoradi, one of Ghana’s secondary cities and the metropolitan area serving the region’s emerging rubber industries as well as the country’s oil and gas economy. Using qualitative interviews conducted with residents in five of the city’s neighbourhoods, and a modified version of Kaufmann’s typology of mobility, we examine migration into Sekondi–Takoradi, residential mobility within the city and the daily mobility of the city’s residents. The paper highlights how these diverse forms of mobility interact with processes taking place both within and outside Sekondi–Takoradi, most notably influencing and being influenced by livelihood strategies. It is argued that the city and its hinterlands can best be envisaged as a mobile networked whole, rather than consisting of disconnected and compartmentalized locales. The paper thus contributes to broader debates on how mobility shapes urbanization by providing new empirical data on events unfolding in Africa’s secondary cities, and extends existing research by providing a counter-narrative to literature that examines the city and its surrounding rural areas separately.  相似文献

In the context of Charlotte, North Carolina's, emergence as a “globalizing” pre‐emergent immigrant gateway, this paper focuses on a complex and multiscalar set of governmental policies and community‐development dynamics that are shaping localized response to Hispanic/Latino immigration. Specifically, we explore how these policies and dynamics play out spatially in the context of two Charlotte neighborhoods, both of which have similar historical roots and have become magnets for Latino settlement, yet display divergent contemporary place‐making paths. Our exploration reveals the ways in which contexts of receptivity and spaces of both exclusion and inclusion are created by the socio‐spatial components of public policy and the localized response to that policy at the intraurban level. Reinforcing the importance of space and place in the construction of receptivity contexts, the compared stories of Eastside and South Charlotte reveal that neighborhoods are never the product of one transformational force but of many—no matter how they may be perceived in the public imaginary.  相似文献

This paper explores the question of how to promote cycling among women who face disproportionate mobility and accessibility barriers in rapidly urbanizing contexts by analyzing empirical findings from a multi‐method research study based in Solo, Indonesia. Building on and applying a combination of critical gender, geography, and development perspectives, it focuses on the perceptions, attitudes, and behaviors of women residing in low‐income neighbourhoods with little access to public transportation networks in Solo as an ‘indicator species for bike‐friendly cities’. Based on research and analytic findings, the paper further contemplates alternative policy and planning approaches to promoting cycling in more gender‐inclusive and responsive terms.  相似文献

Community development corporations play a central role in the provision of affordable housing and social services in the contemporary American welfare state. This organizational form, however, emerged in the distinctive, historical political-economic context of the Black Power Movement and America's Great Society. American cities are now very different places, transformed by immigration from spaces of Black–White separation to much more heterogeneous and diverse spaces. In this article, our central question is whether, and how, these vital service organizations are incorporating immigrants into their work. We find that the answer varies, and such variations indicate differential access, or “differential citizenship”—in the urban structure of the contemporary American welfare state.  相似文献

公共服务设施用地是城市功能用地的主要组成部分,公共服务设施用地的集聚与扩散可以更直接地揭示城市空间结构与城市中心地的演变特征。本文以长春市中心城区为研究范围,利用城市用地现状图、地形图等数据资源,借助GIS软件,采用核密度、斑块聚合度指数等方法,分析了长春市2003-2013年公共服务设施用地演变特征与机制。研究发现:公共服务设施用地规模增速低于城市建成区的增速;公共服务设施用地演变特征的圈层差异明显;公共服务设施用地空间结构从“单一化核心+多次级中心”到“多样化核心+多次级中心”,空间格局从“大分散、小集中”到“大集中、小分散”;城市不同公共服务设施用地类型表现出不同的演变特征;城市公共服务设施用地演变机制为城市功能空间的整体提升、城市功能空间的互动耦合、土地利用的市场竞争、交通设施与网络的完善、城市规划的引导与调控、城市大事件的快速推动。  相似文献

One aspect of a recent restructuring of urban economies, societies, and spaces has been a change in urban planning practice. Planning is increasingly privatized and decentralized in U.S. cities. Private planning consultants are often hired by public‐private coalitions in order to shape the future of cities, while the planning processes they institute are frequently claimed to be consensus‐based, collaborative, and inclusionary, rather than elite‐centered and expert‐driven. This paper discusses the use of “visioning”—an increasingly popular technique that develops goals for the future of a city through consensus‐based meetings, open to all parties—as developed by New Century Lexington, a public‐private planning initiative in Lexington, Kentucky. It argues that: (1) new public‐private planning procedures, incorporating collaborative techniques, frequently become the institutional sites of political struggle over how future urban geographies are produced; (2) in order to understand the role of visioning in contemporary urban politics and in policy making outcomes, we must recognize the sociospatial context in which it is deployed; and (3) in the case of New Century, the way in which local elites controlled the mechanics of the visioning process made dissent difficult and, therefore, produced a vision of the future largely parallel to their standard economic development models.  相似文献

This paper investigates the long‐term ties between security, development, and fear in Guatemala. I argue that as the development apparatus in Guatemala has long been structured around violence and security concerns, development encounters in the contemporary era continue to be shaped by fear. The confluence of multiple mechanisms of fear, including the legacies of violence, surveillance, and coercion, structure development encounters in profound ways. Drawing on semistructured interviews with development practitioners, I examine their perceptions of fear's impact on development encounters at the local level to highlight the problematic culture of fear rhetoric, which serves to obscure practices through which lived experiences of fear are reproduced. Emphases on social cohesion, solidarity, and behaviors which “better contribute” to development work to mask the racialized elements of these discourses and ultimately serve to silence and delegitimize indigenous demands for structural change and justice in the country  相似文献

Editors' Note: The following is the ninth in the Singapore Journal of Tropical Geography Lecture Series. It is based on the plenary presentation of 3 September at the Annual Conference of the Royal Geography Society (with the Institute of British Geographers) held in London in 2010. In the search for a more international approach to theorizing cities, comparative methods hold considerable promise, although one concern might be that in their theoretical ambitions they foster a universalising approach rather than one appreciative of diverse and sometimes divergent urban experiences. The potentially universalizing ambitions of comparative methods lead some postcolonial theorists to question the extent to which comparativism carries the marks of colonial histories. Critics argue that some aspects of formal comparative methods can be traced to ambitious and geographically encompassing intellectual projects from the colonial era, when the interest and capacity to bring different parts of the world together within the same intellectual frame advanced significantly. This paper explores the complexities of these colonial lineages of comparative research with a view to assessing their implications for postcolonial comparative urbanism. It concludes by assessing the potential for more modest comparative experiments in a postcolonial vein through attending to the diverse vernacular cosmopolitanisms of cities. Following the spatialities of cities themselves has the potential to offer non‐universalizing but variously internationalizing theoretical engagements with different places.  相似文献

Much attention has been paid to preserving land at the urban fringe, and to the negative effects of sprawl and its costs. There is increasing recognition that enhancing green, public open spaces in cities provides a strategy to make those cities more sustainable, more livable, and more equitable. This involves a new approach to public spaces that integrates infrastructure needs, takes equity into account, and reexamines the range of uses public spaces offer. We consider the potential for urban greening through a case study in the dense inner core of Los Angeles that probed local resident attitudes and values toward a more inclusive strategy, and that measured the potential value of nature's services in the urban fabric using a GIS program.  相似文献

Religious identity, when marked by physical changes to urban landscapes, has been a cause of tension and conflict in many cities. In the Sydney suburb of St Ives, an attempt to create an eruv, a symbolic and only partly physical boundary around orthodox Jewish space, was vigorously opposed and eventually defeated through the planning system. The religious and physical significance of the eruv resulted in diverse rationales of opposition, centred on the physical and environmental impact, the conceptual nature of boundaries and the role of religion and ‘modernity’ in everyday suburban life. The place of an eruv was opposed with reference to spatial imaginaries of the nation, the suburb and the secular public, as religion and worship intersected with the politics of urban citizenship and belonging. Each of these spatial imaginaries was constructed by opponents in such a way as to deny a place for an eruv in St Ives, and reinforced through the application of planning instruments which eventually refused permission for an eruv. To many residents, public space was seen to be at risk, raising complex questions over amenity, the politics and perception of difference and what is in or out of place. The planning framework adjudicating such development proposals must transcend such imaginaries in the production of public spaces in multicultural cities.  相似文献

This paper shows how regimes of spatial ordering in Brazil are produced by the entangling of neoliberalism, leftist populism and modernist visions. The paper focuses on Prometrópole, a slum upgrading project in Recife funded by the World Bank, which commenced in 2007. In this project, the neoliberal dimension manifests in the idea that the state, private companies and citizens together are responsible for (re)constructing urban space, and further, that beneficiaries should behave as autonomous citizens, taking responsibility for their new living environment. The leftist political dimension is seen in participatory procedures to involve the target population from project design through to implementation, in expectation of their cooperation with the government. The modernist aesthetics – of straight lines, open spaces and visible order – informs the project design with the requirement to use the new houses and public spaces according to the standards of ‘modern civilization’. As our research shows, such a regime of spatial ordering clashes with the livelihoods of the urban poor, whose quality of life might even deteriorate as a result of the intervention. Furthermore, so‐called participatory procedures fail to grant the target population any real influence in creating their environment. Consequently, these residents of the new housing estate drastically reconstruct their private and public areas, reappropriating the urban space and contesting the regime of spatial ordering imposed upon them.  相似文献

ABSTRACT

Urban greening, the improvement or increase of green spaces in cities, has purported environmental, individual, social and cultural benefits. The extent and qualities of urban green spaces, and our opportunities to engage with them, reflect and shape human responses to those spaces. Planning scholars recognise the traditional role and obligation of planning to help reduce social problems and see the potential for the public to be leaders in defining responses. However, use of technical, scientific and economic approaches by urban land managers can limit recognition of diverse connections to urban green and advance narrow conceptions of nature. We sample people’s responses to different forms of urban green and greening in three case studies from Melbourne, Australia. We show that modern connections and expressions are personal, social and dynamic. Human experiences are embedded in nature and connections develop from interactions with and about nature, in formal and informal spaces. Diverse connections prompt responses to nature, and actions affecting nature itself. Accordingly, we propose ways to develop more receptive, responsive, inclusive and connected forms of urban greening. These include recognising diverse connections and expressions, encouraging dynamic relationships with nature, and providing varied ways of engaging with urban green spaces that foster stewardship.  相似文献

利用2017年北京市36个小区的居民问卷调查数据,并基于POI数据测量小区尺度上步行道、公园、交通站点、商业设施、学校5类公共空间与设施的可达性,采用结构方程模型考察社区公共空间对本地居民、外来移民邻里交往的不同影响作用和机理。研究发现,在城市转型与居住分异的背景下:典型公共空间(步行道、公园)在促进邻里交往的作用上不如交通站点、商业设施等准公共空间设施;相较于外来移民,本地居民的邻里交往水平更容易受到社区公共空间的影响。  相似文献

ABSTRACT

The aim of the article is to present and discuss functions of public monuments in relation to different dimensions of geographical space. The authors discuss public spaces, monuments, public art, based on a mixed-method approach and an analysis of scientific literature as the main research method. The theoretical discussion is supplemented with the results of Internet searches and an analysis of media supplements, and specific examples are given, including some from Poland. An additional method was autoethnography, which involved an analysis of cultural phenomena based on the authors’ experience. The analysis revealed that monuments were part of public art and thus enriched public spaces in cities. They fulfilled different important functions: artistic, symbolic, commemorative, political, social, religious, marketing, and mixed. Additionally, the monuments reflected the contemporary transformation of ideas and social orders and therefore also reflected contemporary urban debates. They were products of social relations, powers, ideas, identities, and the collective memory reflected in the urban spatial structure of cities. The authors conclude that the examples presented in the demonstrate that monuments perform various functions in urban public spaces. From a spatial perspective, the role of monuments depends on their different impacts on people’s perceptions and interpretations of space.  相似文献

What makes places different from one another in the context of globalization? An analysis of 17 emblematic practices in two global cities, Los Angeles and Sydney, provides the empirical basis for answering this question. Evidence from the built environment, the social geography, and the patterns of disorder in the inner cities of these two global places shows that these cities were more alike in the late 1960s than they are today. The differentiation of the two places has increased as the effects of globalization have become more pervasive. The evidence presented in this paper suggests that there is nothing inherent in contemporary globalization that requires global cities to have inner city slums, ghettoes, massive homelessness, residential disinvestment, White flight, relict or suboptimally-utilized brownfields, illegal prostitution, a war on drugs, public spaces awash with guns, and so forth. Places are viewed here as constellations of distinctive practices configured in particular geographical settings at the intersection of specific conjunctures of historical change. Places matter in the epoch of globalization as differentially embedded, bounded particularities consisting of a mixed assortment of human practices forming causally consequential fields of effects.  相似文献
