淮河流域近500年洪旱事件演变特征分析   总被引:1,自引:0,他引:1  
为了认识淮河流域过去500年洪旱事件发生规律并鉴别当前的洪旱情势,收集并对比分析了流域实测降雨资料、重建历史雨季降雨资料、历史旱涝等级资料、历史洪旱文献记录和历史调查洪水资料等多源洪旱灾害数据。以重建历史雨季降雨资料和历史旱涝等级资料为主要依据,通过滑动平均、频率计算、小波分析和突变检验等方法,分析流域过去500年洪水干旱时空分布特征和演变规律。结果表明,17世纪淮河流域洪旱灾害最严重,但20世纪极端洪旱事件发生频次最多。淮河流域洪旱事件存在40年左右的稳定长周期,主周期从18世纪的15~20年逐渐减少到19世纪的5年周期,近20年来出现2~3年的主周期,洪旱灾害事件呈增加趋势,流域社会经济发展面临着严峻的洪旱灾害威胁。  相似文献

Hydrological extreme events pose an imminent risk to society and economics. In this paper, various aspects of hydrological hazards in Russia are analysed at different scales of risk assessment. It is shown that the number of hydrological and meteorological hazards in Russia has been growing every year. The frequency of economic losses associated with extreme low flow in this century has increased by factor five compared to the last decade of the previous century. With regard to floods, an interesting spatial patter can be observed. On the one hand, the number of floods in the Asian part of the country has increased, whereas on the other hand, the number and intensity of floods in estuarine areas in the European part of Russia have significantly reduced since the middle of the twentieth century, especially in the 2000s. This decrease can be attributed to runoff flooding in the mouths of regulated rivers, with an effective system of flood and ice jam protection. The analysis shows that there is an 8–12-year periodicity in the number of flood occurrences and that flood surges have intensified over the last 110 years, especially on the European territory of Russia. An integrated index that accounts for flood hazards and socio-economic vulnerability was calculated for each region of Russia. A classification of flood risk was also developed, taking into account more than 20 hydrological and social–economic characteristics. Based on these characteristics, hazard and vulnerability maps for entire Russia were generated which can be used for water management and the development of future water resources plans.

Flood is among the deadliest disasters in India, and the frequency of floods and extreme precipitation events is projected to increase under the warming climate. The frequency of floods in India varies geographically as some regions are more prone to floods than the others. The Kerala flood of 2018 caused enormous economic damage, affected millions of people, and resulted in the death of more than 400 people. Here we provide a hydroclimatological perspective on the Kerala flood of 2018. Using the observations and model simulations from the Variable Infiltration Capacity (VIC) model, we show that the 2018 extreme precipitation and runoff conditions that caused flooding were unprecedented in the record of the past 66 years (1951–2017). Our results show that mean monsoon precipitation has significantly declined while air temperature has significantly increased during 1951–2017 in Kerala. The drying and warming trends during the monsoon season resulted in a declined total runoff in large part of the state in the last 66 years. Apart from the mean hydroclimatic conditions, extreme precipitation, and extreme total runoff have also declined from 1951 to 2017. However, 1 and 2-day extreme precipitation and extreme runoff conditions in August 2018 exceeded substantially from the long-term 95th percentiles recorded during 1951–2017. Since there is no increase in mean and extreme precipitation in Kerala over the last six decades, the extreme event during August 2018 is likely to be driven by anomalous atmospheric conditions due to climate variability rather anthropogenic climate warming. The severity of the Kerala flood of 2018 and the damage caused might be affected by several factors including land use/land cover change, antecedent hydrologic conditions, reservoir storage and operations, encroachment of flood plains, and other natural factors. The impacts of key drivers (anthropogenic and natural) on flood severity need to be established to improve our understanding of floods and associated damage.  相似文献

A long-term flood record from the Buffels River, the largest ephemeral river of NW South Africa (9250 km2), was reconstructed based on interpretation of palaeoflood, documentary and instrumental rainfall data. Palaeoflood data were obtained at three study reaches, with preserved sedimentary evidence indicating at least 25 large floods during the last 700 yr. Geochronological control for the palaeoflood record was provided by radiocarbon and optically stimulated luminescence (OSL) dating. Annual resolution was obtained since the 19th century using the overlapping documentary and instrumental records. Large floods coincided in the past within three main hydroclimatic settings: (1) periods of regular large flood occurrence (1 large flood/~30 yr) under wetter and cooler prevailing climatic conditions (AD 1600–1800), (2) decreasing occurrence of large floods (1 large flood/~100 yr) during warmer conditions (e.g., AD 1425–1600 and after 1925), and (3) periods of high frequency of large floods (~ 4–5 large floods in 20–30 yr) coinciding with wetter conditions of decadal duration, namely at AD 1390–1425, 1800–1825 and 1915–1925. These decadal-scale periods of the highest flood frequency seem to correspond in time with changes in atmospheric circulation patterns, as inferred when comparing their onset and distribution with temperature proxies in southern Africa.  相似文献

柯坪河是天山南麓典型的雨水和泉水补给河流,河水主要为地下泉水出露补给,流量比较稳定,但暴雨的出现经常引起洪水发生.柯坪河仅有不足一年的水文观测,但河水主要是泉水补给,水量非常稳定,根据野外调查和推算,分析了柯坪河年内水文变化特征.依据洪水调查和文献查证,结合气象观测资料,分析了近百年来的典型洪水事件,建立了不同几率洪水发生的洪峰流量和洪水过程.最近几十年来的气温升高和降水增加,也使暴雨洪水的强度加强,并且频次增加.应加强对极端气候事件引发的洪水的监测和应对,在农业和水库安全运营上应注意和加强建立应对气候变化的措施.  相似文献

A peat core from a cutoff paleochannel of Little River on the upper Coastal Plain of North Carolina provides a continuous pollen record of environmental change for the past 10,500 years and includes a sedimentary record of overbank floods. Palynological and sedimentary data indicate that the early to middle Holocene was wetter than previously suggested from lake sites in the southeastern United States. The period from 9000 to 6100 cal yr B.P. is characterized by high pollen percentages of Nyssa and Quercus, but low percentages of Pinus. Fifteen large overbank flood events are present within this period (5 floods/1000 yr). In contrast, only 6 large overbank flood events occurred since 6100 cal yr B.P. (1 flood/1000 yr). The increases in moisture and flood events probably were controlled by changes in atmospheric circulation related to shifts in the position of the Bermuda High, sea surface temperatures, and El Niño activity that together may have affected the frequency of large floods generated from tropical storms in the region.  相似文献

Lying athwart both the temperate and subtropical zones, the Ning‐Zhen Mountains are particularly prone to extreme floods in the summer months when cold fronts collide with the subtropics‐derived warm airmasses. The Holocene flood deposits in the region may provide a long‐term perspective on hydrographical change and its palaeoclimatic implications. Radiocarbon dates on carbonised wood preserved in flooding sediments reveal that the region has experienced a number of catastrophic floods throughout the middle Holocene. These extreme flooding events cluster into three periods: (i) 9200–8200 cal. yr BP, (ii) 7600–5800 cal. yr BP and (iii) 5200–4000 cal. yr BP, corresponding to the times when the East Asian monsoon has been intensified under warm conditions. The significant falls in flooding frequency around 8200 cal. yr BP, 5800 cal. yr BP and 4000 cal. yr BP may have resulted from substantial reduction in regional precipitation, probably associated with meridional displacement of the planetary frontal system. Global Perspectives on Loss of Human Life Caused by Floods   总被引:14,自引:4,他引:10  
Every year floods cause enormous damage all over the world. This study investigates loss of human life statistics for different types of floods and different regions on a global scale. The OFDA/CRED Database contains data on international disasters and is maintained by the Centre for Research on the Epidemiology of Disasters in Brussels (CRED) in cooperation with United States Office for Foreign Disaster Assistance (OFDA). Information from this source on a large number of flood events, which occurred between January 1975 and June 2002, is evaluated with respect to flood location and flood type. Due to the limited availability of information on coastal flood events, the scope of this study is limited to three types of freshwater flooding: river floods, flash floods and drainage problems. First, the development of loss of life statistics over time is discussed. Second, the dataset is analysed by region, by flood type and by the combination of type and region. The study shows that flash floods result in the highest average mortality per event (the number of fatalities divided by the number of affected persons). A cross analysis by flood type and location shows that average mortality is relatively constant for the different types over various continents, while the magnitude of the impacts (numbers of killed) and affected for a certain type varies between the different continents. On a worldwide scale Asian river floods are most significant in terms of number of persons killed and affected. Finally, a comparison with figures for other types of natural disasters shows that floods are the most significant disaster type in terms of the number of persons affected.  相似文献

Australia is currently experiencing climate change effects in the form of higher temperatures and more frequent extreme events, such as floods. Floods are its costliest form of natural disaster accounting for losses estimated at over $300 million per annum. This article presents an historical case study of climate adaptation of an Australian town that is subject to frequent flooding. Charleville is a small, inland rural town in Queensland situated on an extensive flood plain, with no significant elevated areas available for relocation. The study aimed to gain an understanding of the vulnerability, resilience and adaptive capacity of this community by studying the 2008 flood event. Structured questionnaires were administered in personal interviews in February 2010 to householders and businesses affected by the 2008 flood, and to institutional personnel servicing the region (n = 91). Data were analysed using appropriate quantitative and qualitative techniques. Charleville was found to be staunchly resilient, with high levels of organisation and cooperation, and well-developed and functioning social and institutional networks. The community is committed to remaining in the town despite the prospect of continued future flooding. Its main vulnerabilities included low levels of insurance cover (32% residents, 43% businesses had cover) and limited monitoring data to warn of impending flooding. Detailed flood modelling and additional river height gauging stations are needed to enable more targeted evacuations. Further mitigation works (e.g., investigate desilting Bradley’s Gully and carry out an engineering assessment) and more affordable insurance products are needed. Regular information on how residents can prepare for floods and the roles different organisations play are suggested. A key finding was that residents believe they have a personal responsibility for preparation and personal mitigation activities, and these activities contribute substantially to Charleville’s ability to respond to and cope with flood events. More research into the psychological impacts of floods is recommended. Charleville is a valuable representation of climate change adaptation and how communities facing natural disasters should organise and operate.  相似文献

认识极端洪水特征和周期,急需建立长期洪水记录和序列。过去150 a来长江下游极端降水引发了多次太湖特大洪水,太湖湖泊沉积提供了长于观测资料的洪水记录。本文利用太湖中心开阔水域的近现代沉积,采用210Pb和137Cs测年法和粒度、磁学特征分析,与区域夏季降水和长江下游洪峰流量进行相关分析,恢复了太湖流域150 a来的历史洪水事件。根据长江下游极端夏季降水(Pjja≥90%百分位)和极端径流(Q≥90%百分位)以及历史文献记载,太湖流域自1840年以来约有24次特大洪水年,而湖泊沉积物砂级粒径与低频磁化率等特征能捕获与之对应的中洪水事件15次。这表明湖泊沉积记录能较好地反演过去洪水变化,为利用沉积记录认识百年极端洪水长周期变化和特征提供了沉积学、磁学等方面的科学依据。  相似文献

Recent floods have become more abundant and more destructive than ever in many regions of the globe. Destructive floods observed in the 1990s all over the world have led to record-high material damage, with total losses exceeding one billion US dollars in each of two dozen events. The immediate question emerges as to the extent to which a sensible rise in flood hazard and vulnerability can be linked to climate variability and change. Links between climate change and floods have found extensive coverage in the Third Assessment Report (TAR) of the Intergovernmental Panel on Climate Change (IPCC). Since the material on floods is scattered over many places of two large volumes of the TAR, the present contribution - a guided tour to floods in the IPCC TAR – may help a reader notice the different angles from which floods were considered in the IPCC report. As the water-holding capacity of the atmosphere grows with temperature, the potential for intensive precipitation also increases. Higher and more intense precipitation has been already observed and this trend is expected to increase in the future, warmer world. This is a sufficient condition for flood hazard to increase. Yet there are also other, non-climatic, factors exacerbating flood hazard. According to the IPCC TAR, the analysis of extreme events in both observations and coupled models is underdeveloped. It is interesting that the perception of floods in different parts of the TAR is largely different. Large uncertainty is emphasized in the parts dealing with the science of climate change, but in the impact chapters, referring to sectors and regions, growth in flood risk is taken for granted. Floods have been identified on short lists of key regional concerns.  相似文献

以年极端洪水超标率来反映区域极端洪水, 分析了新疆区域极端洪水变化; 以年最大洪峰记录分析了天山山区主要河流极端洪水变化规律, 并用14站资料分析了天山山区气候变化特征, 讨论了天山主要河流极端洪水变化对区域气候变化的响应. 结果表明: 受气候变暖影响, 1957-2006年全疆极端洪水呈区域性加重趋势, 尤其南疆区域极端洪水明显加剧, 北疆区域也有加重趋势, 但相对较缓. 全疆及北疆、 南疆在20世纪90年代中期以来都处于洪水高发阶段. 近50 a来, 在新疆区域洪水呈加重趋势的变化背景下, 发源于天山南坡的托什干河和库玛拉克河年最大洪峰流量呈显著增加趋势, 发源于天山北坡的玛纳斯河与乌鲁木齐河年最大洪峰流量虽有增加, 但是变化趋势较缓. 以年最大洪峰流量发生转折年为界, 天山典型流域托什干河、 库玛拉克河、 玛纳斯河和乌鲁木齐河在20世纪90年代(或80年代)以来与前期相比, 呈现出相似的变化特征: 年最大洪峰流量明显增大, 年际间变化更加剧烈, 洪水年更频繁. 以年最大洪峰流量发生转折年份为界, 玛纳斯河、 托什干河和乌鲁木齐河后期的年最大洪峰集中日期较前期推迟2~9 d, 库玛拉克河却提前5 d. 玛纳斯河、 乌鲁木齐河和库玛拉克河后期的集中度较前期增加0.8%~8.3%, 托什干河减小1.1%. 1961-2010年, 新疆天山山区气温明显上升, 升温率为0.34 ℃·(10a)-1, 1997年以后明显增暖; 天山山区降水显著增加, 增加速率15.6 mm·(10a)-1, 同时极端降水强度增大、 频数增多. 近50 a来天山主要河流极端洪水变化与区域增温以及天山山区极端降水事件增多等有密切关系.  相似文献

洪水的发生规律是洪灾预报的前提,已有的人类洪水记录时间尺度,不足以认识和把握洪水的出现规律。因此,利用地质记录延长洪水序列,探讨地球特征气候期的洪水特点,就显得非常重要的必要。黄河上游兰州-银川段的洪水地质记录表明,在末次冰盛期的20-18ka,该区共发生了106次大洪水漫滩事件,其中有18次为多次洪峰叠加的复合型大洪水,洪水的发生频率达53次/ka。发生于末次冰盛期的大洪水可能属冰凌洪水,与末次冰盛期强烈的气候波动和不稳定有关。这些大洪水的频发与中国西部的末次冰盛期出现的高湖面相对应,既不符合一般的季风气候理论,也不同于我国东部广大地区末次冰盛期以冷干为主的气候特点,表明中国西部气候的独特性和复杂性。  相似文献

This contribution explores the evolution of the flood risk in the Metropolitan Area of Barcelona (MAB; Northeast Spain) from 1981 to 2015, and how it has been affected by changes in land use, population and precipitation. To complete this study, we analysed PRESSGAMA and INUNGAMA databases to look for all the information related to the floods and flash floods that have affected the chosen region. The “Consorcio de Compensación de Seguros”, a state insurance company for extraordinary risks, provided data on economic damage. The extreme precipitation trend was analysed by the Fabra Observatory and El Prat-Airport Observatory, and daily precipitation data were provided by the State Meteorological Agency of Spain (AEMET) and the Meteorological Service of Catalonia (SMC). Population data were obtained from the Statistical Institute of Catalonia (IDESCAT). Changes in land use were estimated from the land use maps for Catalonia corresponding to 1956, 1993, 2000, 2005 and 2009. Prevention measures like rainwater tanks and improvements to the drainage system were also been considered. The specific case of Barcelona is presented, a city recognised by United Nations International Strategy for Disaster Reduction as a model city for urban resilience to floods. The evolution of flood events in the MAB does not show any significant trend for this period. We argue that the evolution in floods can be explained, at least in part, by the lack of trend in extreme precipitation indices, and also by the improvements in flood prevention measures.  相似文献

河漫滩是洪水漫溢过自然堤而在河流两岸水流流速降低的地貌环境下所塑造的河流地貌单元,是洪水过程所形成的独特沉积体系,蕴含着大量的河流水文信息,但由于河流侧向摆动、河漫滩沉积速度较快等原因,造成河漫滩沉积环境变化较快,河漫滩沉积体系长期以来没有得到足够的重视。以鄱阳湖修河下游永修三角乡修河右岸的近现代河漫滩沉积序列为例,基于137Cs比活度测试和事件性沉积建立时间标尺,依据粒度组份等指标,结合气象和水文观测数据,探究了器测以来河漫滩沉积体系对洪水事件的记录及记录特点。研究结果表明:较大洪水期间水动力不稳定、粒度较粗、分选差(或者好)、粒度跨度宽;该剖面揭示了1953年来16次较大洪水年份的14次,检出率高;平均粒径(μm)和SS(分选系数×粒径跨度)等指标对洪水事件的检出最好。这样揭示出来的洪水,可称为异常洪水,有别于基于滞水沉积所反演的极端洪水事件。研究在一定程度上能拓宽古洪水的研究内容与研究内涵。  相似文献

Floods are a major natural hazard, with vast implications over a wide range of socio-economic activities. A harmonized post-flood classification is critical for a better understanding of this hazard, by providing homogeneous flood catalogues for future research on triggering mechanisms. We apply a flood severity index (FSI) to damaging floods in Northern Portugal over a 152-year period (1865–2016) and identify the most critical areas to flood occurrences. The index is a damage-based post-event assessment tool, which includes five categories ranging from minor flooding (1) to catastrophic flooding (5). FSI is applied to a historical damaging flood database with 2318 occurrences. In Northern Portugal, serious floods (3) are the most frequent typology, while catastrophic floods are typically river floods occurring in the Douro basin. Overall, damaging flood occurrences are favoured by the positive phase of the East Atlantic pattern and by the negative phase of the North Atlantic Oscillation. Furthermore, the north-western areas reveal higher concentrations of damaging flood occurrences, mainly due to higher population density, higher precipitation values and more flood plain areas. In particular, 48% of all occurrences are concentrated in the Porto Metropolitan Area, mainly the Porto city centre and nearby riverside areas of the Douro River. High-population density and heavily urbanized areas lead to greater exposure to flood risk, whereas the most peripheral municipalities, with large agricultural/forested areas, show much lower numbers of damaging floods. FSI is tool to communicate the magnitude of the flood risk and is, therefore, of foremost relevance to civil protection and risk management.  相似文献

Kalahari dry ‘fossil’ valleys (mekgacha) have been little used in palaeoenvironmental reconstruction, partly because the origins and functions of the valleys are a subject of debate, and partly because they contain few datable sediments. In the Middle Kalahari the valleys are endoreic, and, following a decline in ground-water tables owing to human interference over the past 150 years, rarely contain water. Evidence from three sites suggests that the valleys contained standing water between 15000 and 12000 yr BP, and that the main Okwa-Mmone system flowed into palaeolake Makgadikgadi at 920 m a.s.l. during this period. The Southern Kalahari contains the exoreic Molopo network which is hydrologically more active, being prone to surface flows in response to extreme rainfall events. The spring—fed Kuruman valley has two terraces, the lower composed of a series of flood deposits of late Holocene age. The flood of February 1988 provides a useful analogue for the conditions under which these deposits were formed, and of the temporal regime of the Kuruman River. Comparison with adjacent sites suggests that evidence put forward to indicate cycles of climatic amelioration in the last 4000 yr may, in part, represents the effect of extreme precipitation events. Historical floods show a strong correlation to Southern Oscillation high-phase (cold event) episodes, suggesting possibilities for extension of the Southern Oscillation record through palaeoflood studies.  相似文献

The knowledge of past catastrophic events can improve flood risk mitigation policy, with a better awareness against risk. As such historical information is usually available in Europe for the past five centuries, historians are able to understand how past society dealt with flood risk, and hydrologists can include information on past floods into an adapted probabilistic framework. In France, Flood Risk Mitigation Maps are based either on the largest historical known flood event or on the 100-year flood event if it is greater. Two actions can be suggested in terms of promoting the use of historical information for flood risk management: (1) the development of a regional flood data base, with both historical and current data, in order to get a good feedback on recent events and to improve the flood risk education and awareness; (2) the commitment to keep a persistent/perennial management of a reference network of hydrometeorological observations for climate change studies.  相似文献

为利用水文现象相似性和极限学习机(ELM)集成学习提高洪水预报精度,提出了一种基于相似度匹配的集成ELM洪水预报方法(SM-ELM)。方法首先从多个ELM模型中,为每一个训练样本找到最优的ELM模型,然后从训练集中,为测试样本匹配出最相似的前k个训练样本,最后利用这k个训练样本分别对应的最优ELM模型,对测试样本采用加权平均法进行集成预报。为证明提出方法的可行性和有效性,以昌化流域的历史洪水为例进行了验证。结果表明,相对于单个ELM,集成ELM模型能有效地提高预测精度。从均方根误差上看,集成ELM模型性能比单个ELM模型提升了10%~15%。在三种集成方法中,SM-ELM能够以较少的模型数量获得较高且稳定的预报精度。  相似文献
