2008年6月印度政府发布了《气候变化国家行动方案》,阐明了印度应对气候变化的原则立场以及减缓和适应措施。方案中明确指出发展中国家是气候变化的最大受害者,发达国家应该承担温室气体减排的责任和义务;由于近年印度排放不断上升,方案也着重提出了提高能效、大力发展可再生能源等措施。与我国发布的《中国应对气候变化国家方案》进行对比,印度国家行动方案中的一些观点和措施值得我国研究和借鉴,该方案为我国进一步提出应对策略、加强国际合作提供了参考。  相似文献

The need to adapt to climate change impacts, whilst simultaneously limiting greenhouse gas emissions, requires that the government’s efforts are joined by public action. In England and Wales, housing contributes significantly to the emissions and many properties are at risk of flooding. This paper investigates the preparedness of homeowners in England and Wales to make changes to their homes in response to the predicted effects of climate change. A telephone survey of 961 homeowners investigated their interest in purchasing mitigation and adaptation improvements against their concern about climate change, awareness of flood risk and attribution of responsibility for action. Whilst the majority of homes had some energy-saving improvements, few were found to have property-level flood protection. The high levels of awareness about climate change and flooding were coupled with the perception of risks as low. Whilst some respondents accepted personal responsibility for action, most believed that the authorities were responsible for flood protection, and would not pay the costs required to make their home more energy-efficient and better prepared for the eventuality of floods. The results suggest that there is scope for further improvement of energy-saving measures, and that the levels of adoption of flood-protection measures are very low. Multi-faceted strategies, including more effective communication of risks and responsibilities, incentives, and material support for the poorest, will need to be developed to overcome the current reluctance by homeowners to invest in flood-protection measures and further energy conservation solutions in the future.  相似文献

A February 2012 survey of almost 5,000 farmers across a region of the U.S. that produces more than half of the nation’s corn and soybean revealed that 66 % of farmers believed climate change is occurring (8 % mostly anthropogenic, 33 % equally human and natural, 25 % mostly natural), while 31 % were uncertain and 3.5 % did not believe that climate change is occurring. Results of initial analyses indicate that farmers’ beliefs about climate change and its causes vary considerably, and the relationships between those beliefs, concern about the potential impacts of climate change, and attitudes toward adaptive and mitigative action differ in systematic ways. Farmers who believed that climate change is occurring and attributable to human activity were significantly more likely to express concern about impacts and support adaptive and mitigative action. On the other hand, farmers who attributed climate change to natural causes, were uncertain about whether it is occurring, or did not believe that it is occurring were less concerned, less supportive of adaptation, and much less likely to support government and individual mitigative action. Results suggest that outreach with farmers should account for these covariances in belief, concerns, and attitudes toward adaptation and mitigation.  相似文献

The concept of climate resilient development pathways (CRDPs) introduced in IPCC’s Fifth Assessment Report remains poorly conceptualised. We have attempted to deepen the conceptualisation of climate resilient development (CRD) or climate compatible development, while charting its pathways through fuzzy cognitive maps (FCMs)-based simulations aided by knowledge based on stakeholders’ insights. We conceptualise CRD as a development embracing mitigation, adaptation and inclusive sustainable development to advance planetary health and well-being for all. The FCMs-based simulations demonstrate that appropriate enabling conditions are critical to the achievement of CRD, the most important of them being (i) the ethics, values, and worldviews shaping CRD’s directions by framing appropriate climate narratives and action; (ii) partnerships and commitment to finance and technology by the governments; (iii) interactions between the actors and arenas of engagement facilitating CRD decisions and actions; and (iv) dimensions of governance at multiple levels involving policy, institutions and practice. Citizens’ defence against climate change as a human right, along with planetary health and well-being, demands synergies while implementing mitigation, adaptation and sustainable development. Short-term decisions and actions related to mitigation, adaptation, and sustainable development could have long-term effects on CRDPs. CRD could entail a societal transformation to eudaimonic living for ensuring universal well-being. The findings of this research could have profound implications for multilateral negotiations.  相似文献

2019年8月7日IPCC《气候变化与土地特别报告》决策者摘要获得通过,报告涉及对基于土地应对气候变化不同措施的评估,取得一些新的认知,包括定量评估基于土地的40种综合措施对提高气候变化减缓和适应能力、防治荒漠化和土地退化、增强粮食安全、保护生物多样性和水资源及促进可持续发展的效益,提出在防治荒漠化和土地退化及保障粮食安全过程中提高气候变化适应和减缓能力的措施,评估了实施不同措施的风险、限制、障碍和保障政策等。在措施的分类、气候变化适应的主体对象,以及风险和政策分析等方面还存在一些不足。评估报告结论将对我国建立基于土地的应对气候变化的对策,促进把应对气候变化与防治荒漠化和土地退化、保护生态环境与增强粮食安全工作结合,制定相关政策等方面都具有重要的启示意义。  相似文献

The literature suggests that extreme weather experiences have potential to increase climate change engagement by influencing the way people perceive the proximity and implications of climate change. Yet, limited attention has been directed at investigating how individual differences in the subjective interpretation of extreme weather events as indications of climate change moderate the link between extreme weather experiences and climate change attitudes. This article contends that subjective attribution of extreme weather events to climate change is a necessary condition for extreme weather experiences to be translated into climate change mitigation responses, and that subjective attribution of extreme weather to climate change is influenced by the psychological and social contexts in which individuals appraise their experiences with extreme weather. Using survey data gathered in the aftermath of severe flooding across the UK in winter 2013/2014, personal experience of this flooding event is shown to only directly predict perceived threat from climate change, and indirectly predict climate change mitigation responses, among individuals who subjectively attributed the floods to climate change. Additionally, subjective attribution of the floods to climate change is significantly predicted by pre-existing climate change belief, political affiliation and perceived normative cues. Attempts to harness extreme weather experiences as a route to engaging the public must be attentive to the heterogeneity of opinion on the attributability of extreme weather events to climate change.  相似文献

Climate change is a fundamental challenge for which agriculture is sensitive and vulnerable. The Intergovernmental Panel on Climate Change has identified relevant information as key to enabling appropriate climate adaptation and mitigation action. Information specifically directed to farmers can be found, for example, in specialized farming magazines. While recent studies examine how national news media frame climate change, less—if any—studies have addressed climate framings and coverage in specialized media. Media framings are storylines that provide meaning by communicating how and why an issue should be seen as a problem, how it should be handled, and who is responsible for it. This paper analyses the framings and coverage of climate change in two Swedish specialized farming magazines from 2000 to 2009. It examines the extent of the climate change coverage, the content of the media items, and the dominant framings underlying their climate change coverage. The study identifies: increased coverage of climate change starting in 2007; frequent coverage of agriculture’s contribution to climate change, climate change impacts on agriculture, and consequences of climate politics for agriculture; and four prominent frames: conflict, scientific certainty, economic burden, and action. The paper concludes that climate change communicators addressing farmers and agricultural extension officers should pay attention to how these frames may be interpreted by different target audiences. Research is needed on how specialized media reports on climate-related issues and how science-based climate information is understood by different groups of farmers and which other factors influence farmers’ engagement in climate mitigation and adaptation.  相似文献

Assessment of the climate preparedness of 30 urban areas in the UK   总被引:1,自引:1,他引:0  
Cities are increasingly aware of the need to mitigate greenhouse gas emissions and adapt to changes in weather patterns leading to the production of urban climate change plans. The few existing systematic studies of these plans have focused on either adaptation or mitigation issues, and are typically based on surveys completed by city officials rather than analysis of documented evidence. To gain insight into the status of adaptation and mitigation action across the UK, climate change documents from 30 urban areas (representing ~28 % of the UK’s population) were analysed. An Urban Climate Change Preparedness Score, which could be applied to other urban areas outside the UK, has been devised for comparative analysis. This analysis characterizes progress against (i) Assessment, (ii) Planning, (iii) Action, and (iv) Monitoring, for both adaptation and mitigation. The Preparedness Score allows a quantitative comparison of climate change strategies across the urban areas analysed. This methodology can be transferred to other countries and makes an international comparison of urban areas and their climate change adaptation and mitigation plans possible. We found that all areas acknowledge climate change being a threat and that adaptation and mitigation planning and action is required. However, two urban areas did not have official adaptation or mitigation plans. Typically, mitigation activities across all cities were more advanced than adaptation plans. Emissions reduction targets ranged from 10 %–80 % with differing baselines, timeframes and scopes, for defining and meeting these targets. Similar variability was observed across adaptation plans. Several reasons for these differences are considered, but particularly notable is that a combination of incentives and regulation seem to stimulate more comprehensive strategies and action in many urban areas.  相似文献

We tested two consequences of a currently influential theory based on the notion of seeing adaptations to climate change as local adjustments to deal with changing conditions within the constraints of the broader economic–social–political arrangements. The notion leaves no explicit role for the strength of personal beliefs in climate change and adaptive capacity. The consequences were: (i) adaptive action to climate change taken by an individual who is exposed to and sensitive to climate change is not influenced to a considerable degree by their strength of belief in climate change and (ii) adaptive action to climate change taken by an individual who is exposed to and sensitive to climate change is not influenced to a considerable degree by their strength of belief in an adaptive capacity. Data from a 2004 questionnaire of 1950 Swedish private individual forest owners, who were assumed exposed to and sensitive to climate change, were used. Strength of belief in climate change and adaptive capacities were found to be crucial factors for explaining observed differences in adaptation among Swedish forest owners.  相似文献

The U.N. Framework Convention on Climate Change’s (UNFCCC’s) Paris Agreement—which aims to limit climate change and increase global resilience to its effects—was a breakthrough in climate diplomacy, committing its Parties to develop and update national climate plans. Yet the Parties to the Agreement have largely overlooked the effect of climate change on ocean-based communities, economies, and ecosystems—as well as the role that the ocean can play in mitigating and adapting to climate change. Because the ocean is an integral part of the climate system, stronger inclusion of ocean issues is critical to achieving the Agreement’s goals. Here we discuss four ocean-climate linkages that suggest specific responses by Parties to the Agreement connected to 1) accelerating climate ambition, including via sustainable ocean-based mitigation strategies; 2) focusing on CO2 emissions to address ocean acidification; 3) better understanding ocean-based mitigation; and 4) pursuing ocean-based adaptation. These linkages offer a more complete perspective on the reasons strong climate action is necessary and inform a systematic approach for addressing ocean issues under the Agreement to strengthen climate mitigation and adaptation.  相似文献

Various studies of public opinion regarding the causes and consequences of climate change reveal both a deep reservoir of concern, yet also a muddle over causes, consequences and appropriate policy measures for mitigation. The technique adopted here, namely integrated assessment (IA) focus groups, in which groups of randomly selected individuals in Switzerland looked at models of possible consequences of climate change and questioned specialists as to their accuracy and meaning, revealed a rich assembly of reactions. Respondents were alarmed about the consequences of high-energy futures, and mollified by images of low-energy futures. Yet they also erected a series of psychological barriers to justify why they should not act either individually or through collective institutions to mitigate climate change. From the viewpoint of changing their lifestyles of material comfort and high-energy dependence, they regarded the consequences of possible behavioural shift arising from the need to meet mitigation measures as more daunting. To overcome the dissonance created in their minds they created a number of socio-psychological denial mechanisms. Such mechanisms heightened the costs of shifting away from comfortable lifestyles, set blame on the inaction of others, including governments, and emphasised doubts regarding the immediacy of personal action when the effects of climate change seemed uncertain and far away. These findings suggest that more attention needs to be given to the social and psychological motivations as to why individuals erect barriers to their personal commitment to climate change mitigation, even when professing anxiety over climate futures. Prolonged and progressive packages of information tailored to cultural models or organised belief patterns, coupled to greater community based policy incentives may help to widen the basis of personal and moral responsibility.  相似文献

中国高度重视适应气候变化工作,实行减缓与适应并重的应对气候变化原则,已出台适应气候变化相关的战略、规划等一系列政策文件。但总体来看,中国适应气候变化政策与行动尚处于起步阶段,面临着法规制度缺位、监测评估不足、组织协调机制不完善等挑战,适应气候变化政策的类型、数量和力度都明显弱于减缓。为完善中国适应气候变化政策与机制的框架设计,文中梳理了相关研究、《联合国气候变化框架公约》下的适应气候变化国际机制及主要国家经验,提出了一套完整闭环的适应气候变化核心决策流程及关键支撑机制,并重点从开展法制建设、制定适应战略(计划)、建立监测评估机制、构建协调机制和完善资金机制等五方面,归纳了主要国家的经验与启示,最终研究提出完善我国适应气候变化政策与机制框架设计的建议,包括加快建立和完善适应气候变化法制建设、加快构建国家适应气候变化的政策体系、加快完善国家适应气候变化的机制设计、加强适应气候变化支撑能力建设、推动适应气候变化的国际合作等。  相似文献

Ever since climate change came to be a matter of political concern, questions of justice have been at the forefront of academic and policy debates in the international arena. Curiously, as attention has shifted to other sites and scales of climate change politics matters of justice have tended to be neglected. In this paper, we examine how discourses of justice are emerging within urban responses to climate change. Drawing on a database of initiatives taking place in 100 global cities and qualitative case-study research in Philadelphia, Quito and Toronto, we examine how notions of distributive and procedural justice are articulated in climate change projects and plans in relation to both adaptation and mitigation. We find that there is limited explicit concern with justice at the urban level. However, where discourses of justice are evident there are important differences emerging between urban responses to adaptation and mitigation, and between those in the north and in the south. Adaptation responses tend to stress the distribution of ‘rights’ to protection, although those in the South also stress the importance of procedural justice. Mitigation responses also stress ‘rights’ to the benefits of responding to climate change, with limited concern for ‘responsibilities’ or for procedural justice. Intriguingly, while adaptation responses tend to stress the rights of individuals, we also find discourses of collective rights emerging in relation to mitigation.  相似文献

Individual action and support for policy to tackle climate change have been linked to perceptions of political and scientific controversy and consensus concerning the issue. Recent media effects research indicates that presentation of agreement or conflict between actors’ opinions influences how audiences respond to news about climate change and policy. While some national case studies have investigated portrayals of actors’ positions on important questions regarding climate change in the media, they are largely absent from comparative research. This study addresses this gap by analysing portrayals of actor-issue-positions and the emerging patterns of controversy and consensus in German, Canadian, and US coverage. Studying a sample of occurrences of climate change-related issues (N = 902) in-depth, the results show German media present political consensus about the need to limit emissions and societal controversy about the efficacy of specific mitigation measures. Presenting mainly consensus, Canadian media report more on climate change’s impact, leaving aside the issue of efficacy. In the US, media emphasise political controversy — about the need to limit emissions and occasionally about climate change’s impact on humans. The findings, consistent with other recent publications, can best be explained by journalists selectively indexing of seemingly relevant actor-issue-positions.  相似文献

Many scholars study when climate change communication increases citizen engagement. Yet, past work has largely used public opinion-based measures of engagement to evaluate alternative frames. In this paper, we argue for a new approach to evaluation, which is premised on research on the policy-making process showing that space on the political agenda and, ultimately, policy change are more likely to arise in response to changes in both public opinion and collective political action. Thus, we argue that alternative frames should be evaluated based on their consequences for both. This is especially critical given that frames can have divergent effects on attitudes and behavior. Using a combination of field and survey experiments, we apply our approach to evaluate two frames related to climate change risks. We find that they heighten people’s concern about climate change yet decrease their rate of political action to express that concern. Our results suggest caution with regard to these frames in particular and that, more generally, frames that might seem advantageous when examining public opinion may not be when political behavior is analyzed.

Climate change in many agricultural contexts will increase tensions between farming and non-farming populations over adaptations in land use and water conservation strategies. How adequately these future tensions may be mitigated will be partially determined by each groups' beliefs about climate change. A voluminous literature shows that climate change beliefs are crucial for understanding engagement with climate change mitigation and adaptation strategies, and that values motivate climate change beliefs, but the role of values remains unclear, and comparisons of farming and non-farming populations are scant. We develop a model of climate change beliefs that integrates four main motivating factors - values, political ideology, knowledge, and worldview - and we explicitly compare members of farming and non-farming populations in an agricultural watershed in the Central Great Plains, USA. Our findings highlight the role of held values in motivating climate change beliefs and point to areas of potential consensus and tension within and among members of these two groups. The results provide an empirical basis for developing future climate change engagement strategies in contexts of growing divides and conflicts among farming and non-farming groups.  相似文献

Agriculture is both vulnerable to climate change impacts and a significant source of greenhouse gases. Increasing agriculture’s resilience and reducing its contribution to climate change are societal priorities. Survey data collected from Iowa farmers are analyzed to answer the related research questions: (1) do farmers support adaptation and mitigation actions, and (2) do beliefs and concerns about climate change influence those attitudes. Results indicate that farmers who were concerned about the impacts of climate change on agriculture and attributed it to human activities had more positive attitudes toward both adaptive and mitigative management strategies. Farmers who believed that climate change is not a problem because human ingenuity will enable adaptations and who did not believe climate change is occurring or believed it is a natural phenomenon—a substantial percentage of farmers—tended not to support mitigation.  相似文献

减缓和适应是应对气候变化的互补性策略,但在《联合国气候变化框架公约》(简称《公约》)的谈判中,适应在很长一段时期都处于减缓的从属地位。《公约》20多年的适应谈判进程可划为早期缓慢发展、科学和技术讨论、适应与减缓并重、增强适应行动和全面适应行动5个阶段,呈现出由无到有、重要性不断增强的特点。这一特点反映了全球对气候变化影响和适应重要性认识的不断深入及适应气候变化挑战的不断增强。未来适应谈判将聚焦于如何通过《公约》现有机制增强行动及如何增加适应资金以满足发展中国家的适应需求。  相似文献

The article spells out four domains of international distributive justice and the consequent criteria of equity, the purpose being to identify a pluralistic normative ethical framework for climate mitigation and adaptation strategies. Justice and equity should play a major role in favouring collective action against climate change, because the more the various dimensions of such action are just, the more any international climate initiative is feasible in principle. As far as mitigation is concerned, the definition of a just initial allocation of endowments focuses on the criterion of differentiated equality, taking account of undeserved inequalities as suggested by Rawls’ theory of justice as fairness. With regard to the subsequent exchange of endowments, the Pareto principle, supplemented by the envy-freeness one, is a viable option. Possibly a sound reference for the just financing of adaptation activities is the criterion of differentiated historical responsibility, backed by Rawls’ theory of justice as fairness. As regards the allocation of adaptation resources, the criterion of lack of human security, as substantiated in Sen’s capability approach, seems promising.  相似文献
