Climate change is projected to increase the frequency, intensity and unpredictability of extreme weather events across the globe and these events are likely to have significant mental health implications. The mental health literature broadly characterises negative emotional reactions to extreme weather experiences as undesirable impacts on wellbeing. Yet, other research in psychology suggests that negative emotional responses to extreme weather are an important motivation for personal action on climate change. This article addresses the intersection of mental health and functional perspectives on negative emotions, with a specific focus on the potential that reduced negative emotional responses to extreme weather may also translate to diminished motivation to undertake climate change mitigation actions – which we term the ‘resilience paradox’. Using survey data gathered in the aftermath of severe flooding across the UK in winter 2013/2014, we present new evidence indicating that self-appraised coping ability moderates the link between flooding experience and negative emotions and thereby attenuates the indirect link between flooding experience and climate change mitigation intentions. We conclude that support for flood victims should extend beyond addressing emotional, physical and financial stresses to include acknowledgement of the involvement of climate change and communication of the need for action to combat future climate risks.

Many earlier studies concluded that exposure to changes in local weather or extreme weather events prompt public interest in climate change, and in turn raise support for mitigation policies. However, these findings do not square with observations of record-breaking temperatures, and decades of failure to reduce greenhouse gas emissions. To address this conundrum, we use Protection Motivation Theory to form hypotheses on the specific type of climate change-related information that individuals seek during periods of extreme local weather. Using daily-level internet search engine data from Chinese cities, we find that residents are purposeful and rational in seeking information on climate change. Specifically, when faced with high or abnormal temperatures, they are much more likely to seek information to appraise their susceptibility to climate change threats, and evaluate coping responses. On the other hand, due to the lack of direct benefits, they do not seek out information on climate mitigation behaviors. In contrast to earlier studies, our findings suggest that it is unlikely that extreme weather events will prompt support for climate mitigation actions. Instead, as worldwide weather becomes more extreme and unpredictable, it is likely that public’s attention will shift in the direction of adaptation measures.  相似文献

Climate change will increase the frequency and/or intensity of certain extreme weather events, and perceived experience with extreme weather may influence climate change beliefs, attitudes, and behaviors. However, the aspects of extreme events that influence whether or not people perceive that they have personally experienced them remain unclear. We investigate (1) the correspondence of reported experience of extreme weather events with documented events, and (2) how characteristics of different extreme events shape the geographic area within which people are likely to report they have experienced it—the event’s perceived “shadow of experience.” We overlay geocoded survey responses indicating personal experience with hurricanes, tornadoes, and drought—from a 2012 nationally representative survey (N?=?1,008) of U.S. residents—on maps of recorded event impacts. We find that reported experiences correspond well with recorded event impacts, particularly for hurricanes and tornadoes. Reported experiences were related to event type, proximity, magnitude and duration. The results suggest locations where disaster preparedness efforts and climate change education campaigns could be most effective after an extreme weather event.  相似文献

This paper reviews recent progress in climate change attribution studies. The focus is on the attribution of observed long-term changes in surface temperature, precipitation, circulation, and extremes, as well as that of specific extreme weather and climate events. Based on new methods and better models and observations, the latest studies further verify the conclusions on climate change attribution in the IPCC AR5, and enrich the evidence for anthropogenic influences on weather and climate variables and extremes. The uncertainty of global temperature change attributable to anthropogenic forcings lies in the considerable uncertainty of estimated total radiative forcing due to aerosols, while the uncertainty of precipitation change attribution arises from the limitations of observation and model simulations along with influences from large internal variability. In terms of extreme weather and climate events, it is clear that attribution studies have provided important new insights into the changes in the intensity or frequency of some of these events caused by anthropogenic climate change. The framing of the research question, the methods selected, and the model and statistical methods used all have influences on the results and conclusions drawn in an event attribution study. Overall, attribution studies in China remain inadequate because of limited research focus and the complexity of the monsoon climate in East Asia. Attribution research in China has focused mainly on changes or events related to temperature, such as the attribution of changes in mean and extreme temperature and individual heat wave events. Some progress has also been made regarding the pattern of changes in precipitation and individual extreme rainfall events in China. Nonetheless, gaps remain with respect to the attribution of changes in extreme precipitation, circulation, and drought, as well as to the event attribution such as those related to drought and tropical cyclones. It can be expected that, with the continual development of climate models, ongoing improvements to data, and the introduction of new methods in the future, climate change attribution research will develop accordingly. Additionally, further improvement in climate change attribution will facilitate the development of operational attribution systems for extreme events, as well as attribution studies of climate change impacts.  相似文献

People’s perceptions of changes in local weather patterns are an important precursor to proactive adaptation to climate change. In this paper, we consider public perceptions of changes in average rainfall in India, analyzing the relationship between perceptions and the instrumental record. Using data from a national sample survey, we find that local instrumental records of precipitation are a strong predictor of perceived declines in rainfall. Perceptions of decreasing rainfall were also associated with perceptions of changes in extreme weather events, such as decreasing frequency of floods and severe storms, increasing frequency of droughts, and decreasing predictability of the monsoon. Higher social vulnerability—including low perceived adaptive capacity and greater food and livelihood dependence on local weather—was also associated with perceptions of decreasing rainfall. While both urban and rural respondents were likely to perceive local changes in precipitation, we show that rural respondents in general were more sensitive to actual changes in precipitation. Individual perceptions of changes in local climate may play an important role in shaping vulnerability to global climate change, adaptive behavior, and support for adaptation and mitigation policies. Awareness of local climate change is therefore particularly important in regions where much of the population is highly exposed and sensitive to the impacts of climate change.  相似文献

Reporting the links (or lack of them) between human-induced climate change and individual extreme weather events poses a series of challenges for journalists. In recent years, their task has become more complicated by the increase in the number of extreme event attribution (EEA) studies which assess how climate change is affecting the intensity or likelihood of specific weather events. Such studies are complex, contain uncertainties, and can be difficult to explain to a lay audience. Previous scholarship has largely focused on media coverage of extreme events in developed countries, and on the volume of coverage of the links to climate change, without examining references to EEA studies. To help fill this gap, we take India as our case study, and the mainstream media coverage there of the Chennai rainfall event and the heat wave in Andhra Pradesh in 2015. Both events were subject to attribution studies. Amongst our findings are that journalists most commonly used generic phrases to describe the link between such events and climate change; politicians and NGOs often ‘blamed’ climate change without reference to the science; and relevant EEA studies were seldom quoted. Based on our findings, we make some preliminary recommendations for training journalists in India and elsewhere to support accurate reporting of extreme events and their possible linkages to climate change.  相似文献

近年来,极端天气气候事件频繁发生,且常常表现为多种事件交织形成的复合型极端事件。为了更好地认识复合型极端事件,IPCC AR6基于现有的新证据评估了复合型极端事件的最新研究成果,并取得一些新认识:扩展了有关复合型极端事件的定义,重点围绕高温干旱复合型极端事件、复合洪水和野火,评估了复合型极端事件的变化特征,探讨了复合型极端事件多因子之间的依赖性,对人类活动的影响进行了归因分析并给出了未来可能的变化。这些评估结果丰富了对复合型极端事件的基本认识。但根据现有的评估可以发现,目前在复合型极端事件发生发展机理认识方面还存在不足;同时,未来仍需进一步完善跨学科跨部门跨区域研究,加强对复合型极端事件形成机理、预估及其对生态系统,经济社会影响风险的评估,提高对区域气候变化的适应能力。  相似文献

The Stern Review on the Economics of Climate Change has focused debate on the costs and benefits of alternative courses of action on climate change. This refocusing has helped to move debate away from science of the climate system and on to issues of policy. However, a careful examination of the Stern Review's treatment of the economics of extreme events in developed countries, such as floods and tropical cyclones, shows that the report is selective in its presentation of relevant impact studies and repeats a common error in impacts studies by confusing sensitivity analyses with projections of future impacts. The Stern Review's treatment of extreme events is misleading because it overestimates the future costs of extreme weather events in developed countries by an order of magnitude. Because the Stern Report extends these findings globally, the overestimate propagates through the report's estimate of future global losses. When extreme events are viewed more comprehensively the resulting perspective can be used to expand the scope of choice available to decision makers seeking to grapple with future disasters in the context of climate change. In particular, a more comprehensive analysis underscores the importance of adaptation in any comprehensive portfolio of responses to climate change.  相似文献

Policy efforts to address climate change are increasingly focused on adaptation, understood as adjustments in human systems to moderate the harm, or exploit beneficial opportunities, related to actual or expected climate impacts. We examine individual-level determinants of support for climate adaptation policies, focusing on whether individuals’ exposure to extreme weather events is associated with their support for climate adaptation policies. Using novel public opinion data on support for a range of adaptation policies, coupled with high resolution geographic data on extreme weather events, we find that individuals experiencing recent extreme weather activity are more likely to support climate change adaptation policy in general, but that the relationship is modest, inconsistent across specific adaptation policies, and diminishes with time. The data thus suggest that experiencing more severe weather may not appreciably increase support for climate adaptation policies.  相似文献

Coastal areas around the world are urbanizing rapidly, despite the threat of sea level rise and intensifying floods. Such development places an increasing number of people and capital at risk, which calls for public flood management as well as household level adaptation measures that reduce social vulnerability to flooding and climate change. This study explores several private adaptation responses to flood risk, that are driven by various behavioral triggers. We conduct a survey among households in hazard-prone areas in eight coastal states in the USA, of which, some have recently experienced major flooding. While numerous empirical studies have investigated household-level flood damage mitigation, little attention has been given to examining the decision to retreat from flood zones. We examine what behavioral motives drive the choices for flood damage mitigation and relocation separately among property buyers and sellers. Hence, we focus on the drivers that shape demand for future development in flood-prone cities. We find that households’ choices to retreat from or to avoid flood zones (1) are highly sensitive to information that provokes people's feelings of fear, and (2) rely on hazardous events to trigger a protective action, which ideally would take place well before these events occur. We highlight that major flooding may cause a potential risk of large-scale outmigration and demographic changes in flood-prone areas, putting more low-income households at risk. Therefore, coordinated policies that integrate bottom-up drivers of individual climate adaptation are needed to increase urban resilience to floods.  相似文献

This paper asks whether extreme weather events are becoming more discernible. It uses the Vanderbilt University Television News Archives to determine if annual coverage given to heat waves, droughts, hurricanes and floods has increased on the network news between 1968 and 1996. An index of extreme weather events shows a clear trend toward increased coverage, especially since 1988. However, the different types of extreme events do not receive equal coverage: for example, annual peaks for droughts contain about twice as many stories as the peaks for heat waves. The data further reveal that there is no association between coverage of climate change and the overall coverage of extreme events. While extreme events have attracted more stories in the U.S., there has been no increase in the coverage devoted to extreme events in foreign countries. The possible effects of shifts in TV coverage on the public salience and understanding of climate change are discussed.  相似文献

A growing body of research examines the role of extreme weather experience—as one of the most personal, visceral (and increasingly frequent and severe) impacts of climate change—in shaping views on climate change. A remaining question is whether the experience of an extreme weather event increases climate change concern via experiential learning or reinforces existing views via motivated reasoning. Building on this work, we explore the relationship between personal experience and climate change policy preferences using surveys in 10 communities that experienced extreme weather events (3 tornadoes, 3 floods, 2 wildfires, 1 hurricane and 1 landslide). We find that self-reported personal harm aligns with objective measures of event impacts and that personal harm (i.e., experience) is associated with higher levels of policy support. However, we do not find that objective measures of event impacts are related to policy support. Though political ideology (i.e., motivated reasoning) dominates our model of policy support in predictable ways, personal harm moderates this relationship suggesting that conservatives reporting higher levels of personal harm from the event are, on average, more likely to express support for climate policy than those reporting lower levels of harm. We postulate that while extreme weather events may serve as teachable moments on climate change, their lessons may only reach conservatives who feel personally harmed, even in the communities most affected.  相似文献

The atmospheric and ocean environment has changed from human activities in ways that affect storms and extreme climate events. The main way climate change is perceived is through changes in extremes because those are outside the bounds of previous weather. The average anthropogenic climate change effect is not negligible, but nor is it large, although a small shift in the mean can lead to very large percentage changes in extremes. Anthropogenic global warming inherently has decadal time scales and can be readily masked by natural variability on short time scales. To the extent that interactions are linear, even places that feature below normal temperatures are still warmer than they otherwise would be. It is when natural variability and climate change develop in the same direction that records get broken. For instance, the rapid transition from El Ni?o prior to May 2010 to La Ni?a by July 2010 along with global warming contributed to the record high sea surface temperatures in the tropical Indian and Atlantic Oceans and in close proximity to places where record flooding subsequently occurred. A commentary is provided on recent climate extremes. The answer to the oft-asked question of whether an event is caused by climate change is that it is the wrong question. All weather events are affected by climate change because the environment in which they occur is warmer and moister than it used to be.  相似文献

全球变暖背景下,极端天气气候事件频发,并表现出群发性、持续性、复合性等特点,不可预测性增加;持续性强降水、极端低温、复合型极端高温干旱、群发性热浪和台风等极端天气气候事件对我国经济社会和可持续发展影响巨大。然而,上述极端天气气候事件的新特征、关键过程和机理尚不完全清楚,重大极端事件的预报预测水平亟待提升。文章首先简要介绍“地球系统与全球变化”重点专项项目“中国极端天气气候事件的形成机理及其预测和归因”的基本情况。项目拟在分析全球变化背景下对我国造成重大影响的极端天气气候事件新特征的基础上,深入研究多尺度海-陆-气耦合过程影响极端天气气候事件的机理,挖掘极端天气气候事件次季节-季节预测的前兆信号;发展动力与物理统计相结合的极端事件预测新方法,研制针对中国极端事件的新一代高分辨率数值预报与检测归因系统。文章重点总结了自2022年12月项目立项至今取得的最新研究成果和进展。  相似文献

Scientists can now connect extreme weather events with climate change using a methodology known as “extreme event attribution”, or EEA. The idea of connecting climate change and extreme weather has long been heralded as a panacea for communications, connecting the dangers of climate change to real-world, on-the-ground events. However, event attribution remains a nascent science, and attribution studies of the same event can sometimes produce divergent answers due to precise methodology used, variables examined, and the timescale selected for the event. The 2011–2017 California drought was assessed by 11 EEA studies which came to varying conclusions on its connection to climate change. This article uses the case study of the drought and a multi-methods approach to examine perceptions of EEA among key stakeholders and citizens. Twenty-five key informant interviews were conducted with different stakeholders: scientists performing EEA research, journalists, local and state-level policymakers, and non-governmental organization representatives. In addition, two focus groups with 20 California citizens were convened: one with environmentalists and another with agriculturalists. While climate change was viewed by many as a mild contributing factor to the California drought, many stakeholders had not heard of EEA or doubted that scientists could conclusively link the drought to anthropogenic climate change; those that were familiar with EEA felt that the science was generally uncertain. In the focus groups, presentation of divergent EEA results led participants to revert to pre-existing ideas about the drought-climate connection, or to question whether science had sufficiently advanced to analyze the event properly. These results indicate that while EEA continues to provoke interest and research in the scientific community, it is not currently utilized by many stakeholders, and may entrench the public in pre-existing views.  相似文献

Recent destructive flood events and projected increases in flood risks as a result of climate change in many regions around the world demonstrate the importance of improving flood risk management. Flood-proofing of buildings is often advocated as an effective strategy for limiting damage caused by floods. However, few empirical studies have estimated the damage that can be avoided by implementing such flood damage mitigation measures. This study estimates potential damage savings and the cost-effectiveness of specific flood damage mitigation measures that were implemented by households during major flood events in France. For this purpose, data about flood damage experienced and household flood preparedness were collected using a survey of 885 French households in three flood-prone regions that face different flood hazards. Four main conclusions can be drawn from this study. First, using regression analysis results in improved estimates of the effectiveness of mitigation measures than methods used by earlier studies that compare mean damage suffered between households who have, and who have not, taken these measures. Second, this study has provided empirical insights showing that some mitigation measures can substantially reduce damage during floods. Third, the effectiveness of the mitigation measures is very regional dependent, which can be explained by the different characteristics of the flood hazard in our sample areas that experience either slow onset river flooding or more rapid flash and coastal flooding. Fourth, the cost-efficiency of the flood damage mitigation measures depends strongly on the flood probability faced by households.  相似文献

This paper examines whether experience of extreme weather events—such as excessive heat, droughts, flooding, and hurricanes—increases an individual’s level concern about climate change. We bring together micro-level geospatial data on extreme weather events from NOAA’s Storm Events Database with public opinion data from multiple years of the Cooperative Congressional Election Study to study this question. We find evidence of a modest, but discernible positive relationship between experiencing extreme weather activity and expressions of concern about climate change. However, the effect only materializes for recent extreme weather activity; activity that occurred over longer periods of time does not affect public opinion. These results are generally robust to various measurement strategies and model specifications. Our findings contribute to the public opinion literature on the importance of local environmental conditions on attitude formation.  相似文献

Learning about the causes and consequences of climate change can be an important avenue for supporting mitigation policy and efficient adaptation. This paper uses internet search activity data, a distinctly revealed preference approach, to examine if local weather fluctuations cause people to seek information about climate change. The results suggest that weather fluctuations do have an effect on climate change related search behavior, however not always in ways that are consistent with the projected impacts of climate change. While search activity increases with extreme heat in summer and extended periods of no rainfall and declines in extreme cold in winter, search activity also increases with colder winter and spring average temperatures. Some of the surprising results are magnified when heterogeneity by political ideology and educational attainment in responsiveness is modeled, which could suggest that different people have different perceptions about what types of weather define climate change or that climate science deniers seek information through Google. However, the results also indicate that for all groups in the political and educational spectrum, there exist weather events consistent with the predicted impacts of climate change that elicit increased information seeking.  相似文献
