Concern has existed for some time that the decline of the British shipping industry is resulting in the UK economy losing its maritime skills base. The effects of this loss could extend beyond the shipping industry because former seafarers are employed in other maritime related businesses besides shipping ashore. A study undertaken during 1995 and 1996 identified the economy’s requirement for people with seafaring experience in land based jobs and assessed the consequences of a shortfall in supply of seafarers to fill such jobs. In the past two decades, the seafarer workforce in China has been growing at a much faster pace than that of the Chinese merchant fleet, resulting in an oversupply of seafarers in the domestic market. As one of the major seafarer suppliers in the world, China still faces great challenges to assign Chinese seafarers to the international maritime labour market. Although literature claims that a lack of English communication ability of Chinese seafarers is one of the main barriers for them to compete with seafarers of other nationalities for job opportunities, there is little empirical research to substantiate such claim. To fill this gap, this paper aims to investigate: 1) employers’ views on the current level of Chinese seafarers’ communicative competence; and 2) to what extent their communicative competence correlates with their employability in the international maritime labour market. To achieve the research objectives, a questionnaire survey relating to factors affecting the employability of Chinese seafarers on foreign ships was conducted. Interviews were carried out with employers who had been recruiting seafarers in China. The findings show that English communicative competence is among the top determinants for seafarers to be employed on foreign ships. Most employers believe that there has been a declining trend in the communicative competence of Chinese seafarers over the last decade. Employers interviewed agree that a high priority should be placed on the improvement of quality of maritime English teachers.  相似文献

为有效保护近海海底观测网观测安全,免受渔船拖网和抛锚等损坏的问题,设计了一套多警戒浮标(直径2.4~3.0 m)的实时监控系统,该警戒浮标可获取浮标本身工作状态,并能实时、动态、连续的将警戒浮标的运行状态发送到陆基岸站,实现对保护目标海域的实时监控,同时该浮标系统可进行扩充实现对海洋环境要素的观测。警戒浮标布设采用正多边形(三角形、正方形和正五边形等)预警保护方式,浮标以保护节点为中心等距布放,组网形成有效的海上保护围栏,保障海底观测系统的安全运行;供电系统采用太阳能电池和蓄电池组合供能方式,可保证在连续阴天的情况下警戒浮标系统运行100天。该警戒浮标技术已在东海海底观测网保护中成功示范运行6个月,该技术可为近海海底观测保护提供有效技术保障。  相似文献

The starting point is an analysis of the evolution of recruitment of crews in the maritime traffic on the global and local scale; a case study in a medium-size port of the European Union, the Port of the Bay of Cadiz, is presented. The evolution of the Open Registries and the phenomenon of the globalization of crewing have been studied from the information provided in the databases of consultants and international bodies. For the case study an analysis has been made of 507 vessels that docked in the port of Cadiz between the years 2002 and 2008. From this analysis, it is concluded both globally and locally that market is evolving rapidly. The question of finding suitable crews is not only economic: sometimes the reasons for these “substitutions” are directly related to the demands in terms of working hours or civilized conditions of accommodation and food. Multiculturality is therefore a general feature of crews today; language is a key determinant of this phenomenon. The implication behind this trend is that the profession of ‘seaman’ in the OECD countries is becoming less attractive from the point of view of personal and even professional life. The human decapitalization of maritime personnel is also a strategic problem in the provision of specialized seamen for tasks of the Maritime Administration and PSC Inspection, together with the progressive aging of the existing crews.  相似文献

Successive marine policies set by the European Union identify the maritime sectors as crucial drivers for growth and jobs in the EU economy. The design of marine policies and the assessment of the importance of the maritime economy need empirical support that provides the basic data to help the decision-making process. This paper proposes a metric, in the form of a synthetic index, to measure and compare the importance of the maritime sectors in the European Atlantic area. The index scores can be used to assess the position of each Atlantic region so that it is possible to compare its performance to the rest of the area. The results show the relative weight of the maritime sectors in the European Atlantic regions and the high heterogeneity among them. Analyzing the maritime economy with this index can provide guidance for the design of economic policies to identify and revitalize the regions with greater potential for Blue Growth in the Atlantic area. This may help to put into perspective the importance of the maritime economy and can serve to improve the socio-economic dimension of the use of marine waters.  相似文献

Whaling as a commercial enterprise is now defunct, not least due to the moratorium placed on it by the International Whaling Commission (IWC) almost 20 years ago. However, two distinct groups, one in favor of ‘sustainable’ whaling and one completely opposed to any killing of whales, continue to argue at the IWC and other political arenas. Almost ignored in this debate is the current growth of the whale watching industry, a logical alternative use for whale populations. Based on ecological and socio-economic criteria, the potential for whale watching is estimated for maritime countries that do not currently engage in this industry. Results suggest that whale watching could generate an additional 413 million USD (2009) in yearly revenue, supporting 5,700 jobs. Together with current global estimates, this would bring the total potential for the whale watching industry to over 2.5 billion USD in yearly revenue and about 19,000 jobs around the world. These results are discussed from an economic and conservation policy perspective, with emphasis on potential benefits and limitations.  相似文献

This paper considers the evidence that exists on the global demand and supply of seafarers, and their age profiles. New information on the age profiles of deck and engine officers is presented, drawn from records held by the UK Maritime and Coastguard Agency. Detailed age profiles for certain countries are constructed and compared with that of the UK, as well as with estimates published elsewhere. Using the data derived from the MCA, it is shown that there is a significant positive correlation between the age profiles of seafarer supplying countries and their level of economic development, as measured by GDP per capita. This evidence is consistent with the view that the future supply of seafaring officers will increasingly be oriented towards countries at lower levels of development, as the existing pool of highly qualified officers from traditional maritime countries continues to diminish.  相似文献

The decline of the British shipping industry has had a significant impact on those sectors of the UK economy which have traditionally relied on ex-seafarers as a source of skilled labour. An in-depth study of the impacts of this problem was undertaken in 2003 to consider the implications of developments which have taken place in the industry since 1996. The UK economy's requirement for people with seafaring experience to fill land-based jobs was assessed, together with the implications of any shortfall. 生产要素在各产业间的自由流动和资源的优化配置是实现经济效率提升的关键,因此,科学合理地配置海洋要素资源,提高海洋经济效率,促进海洋经济高质量发展,是中国从海洋大国走向海洋强国的必经之路。本文运用C-D生产函数法和Super-SBM模型分别测度中国沿海11个省区市2006—2016年海洋要素市场扭曲程度及海洋经济效率,并构建计量模型来探究海洋要素市场扭曲与海洋经济效率之间的关系,同时考察不同海洋经济圈内,海洋要素市场扭曲对海洋经济效率的影响并分析其产生原因。最后,利用反事实检验进一步估算要素市场扭曲造成的海洋经济效率的缺口。得出以下结论:(1)研究期间,中国海洋资本、劳动及总体要素市场指数均大于1,呈现负向扭曲状态。从省际层面来看,沿海11个省区市的资本要素市场均为负向扭曲;劳动要素市场除浙江、福建、广东、广西、海南为正向扭曲外,其余为负向扭曲;总体要素市场扭曲省际差距并不明显,其中上海、广东海洋要素市场扭曲程度较轻。(2)从全国层面看,要素市场扭曲明显抑制了中国海洋经济效率的提升,产业结构、海洋区位优势对海洋经济效率的提升有显著推动作用。从三大海洋经济圈来看,要素市场扭曲对海洋经济效率的影响存在显著的地区差异。北部海洋经济圈要素市场扭曲对海洋经济效率有显著提升作用;东部海洋经济圈要素市场扭曲对该地区海洋经济效率呈负向作用,但在考察期间并不显著;南部海洋经济圈要素市场扭曲抑制其海洋经济效率的提升。(3)海洋要素市场扭曲造成的海洋经济效率损失缺口呈波动下降趋势,若消除海洋要素市场扭曲,海洋经济效率损失将平均减少66%。  相似文献

This paper uses an input–output model to quantify the socioeconomic impact of fishing and aquaculture on Galicia, one of Spain's most important maritime regions. Results indicate that the carryover effects of these production activities are important for Galicia's economy because they contribute not only to job creation but also to possibilities for obtaining income in other economic sectors. These sectors’ combined production in 2013 was almost a million euros, and that production was estimated to account for nearly 2% of the regional economy's value added and for more than 17,000 full-time jobs. Together these contributions amounted to some €1.7 billion in production and €975 million in value added to other Galician economic activities. At the same time, fishing and aquaculture were responsible for creating the equivalent of more than 14,000 full-time jobs in other economic activities.  相似文献

The publication of reports on geo-political risks in the world sponsored by intelligence agencies, university institutes and think tanks are valuable instruments in societies that are being increasingly exposed to the effects of globalisation. Although all express mention of geo-political risks of a maritime nature is absent from these documents, it is an interesting exercise to determine: i) Which geo-political risks or threats have a maritime dimension or imply derivations whose occurrence may be linked to maritime space? ii) Which processes or tendencies in the use, occupation and governance of maritime space can fall into the category of geo-political risk? The basic aim is to address the forms that instability and geo-political risks take in the ocean world. If the risks stated in the chosen literature are examined from the maritime perspective, it is possible to perceive ‘secondary’ risks whose size and reach can become major contingencies for international stability. They therefore should not be ignored in the prognosis and evaluation of geo-political risks. In as much as societies' political organisation continues to rest on the nation-State, the dominance of the maritime component in the territorial basis is a permanent source of tensions and conflicts. In parallel with this, the displacement of economic expectations and the supply of traditional and new resources to the marine environment broadens the spectrum of risks and threats.  相似文献

Although Britain may no longer “rule the waves” in terms of national fleet presence, London still maintains its supremacy as the world's leading maritime centre. However, with the decline of the fleet there has been an inevitable decline in the maritime skills-base and a loss of shipping expertise. The authors review half a century of government maritime policy measures and of recurrent challenges confronted with varying degrees of success, and identify the current period as critical for the future of London as a maritime centre and as a crossroads in British maritime policy.  相似文献

The relatively remote and geographically isolated lower southern Lau islands of Fiji rely on maritime transportation for their economic success and social wellbeing. This paper explores the feasibility of implementing a Material Flow Management (MFM) framework to sustainable shipping and the possibilities for addressing the socio-economic development needs of the relevant island communities. The research question is: how can a regional MFM framework for hybrid powered maritime vessels be implemented effectively to promote ecological quality improvements and local added value for Fiji's lower southern Lau islands? The mixed methods research uses a quasi-experimental design, with most data collected on site during a March 2015 field study of the lower southern Lau route. The findings are applied to a tailor-made MFM framework that demonstrate the viability and effectiveness in achieving seven key aims: (1) activate regional potential; (2) increase system efficiency; (3) decrease operating costs; (4) create stakeholder network; (5) create and maintain jobs; (6) support innovative small and medium enterprises (SMEs); and (7) create sustainable economy/society. The results validate the MFM framework as a potential model of sustainable sea transport for this particular route that can be expanded upon for other domestic and regional shipping routes. The author concludes that further research and the development of pertinent socio-economic indicators based on these findings will support a more robust MFM model as it applies to sustainable sea transport.  相似文献

This paper is a contribution to the strategic question: How can the continuity of the current education infrastructure for the maritime industry be secured? The analysis in the paper is based on concepts from institutional economics, in particular governance of institutional structures. The analysis is applied to the Netherlands. The Dutch maritime sector is described in terms of the institutions that are related to knowledge and education. This analysis shows that these institutions, most of which take the form of explicit organisations, are all very rigid and leave little room for change and renewal. Furthermore, the social and legal structure embedded in the institutional structure strengthens, rather than thwarts, the institutional inertia. The theory on governance and organising capacity offers some short-term solutions. Long-term solutions only emerge if changes are made in the institutional structure of the knowledge infrastructure. As policy priorities, one could select the development of a research agenda for the sector, with wider possibility to fund non-technical maritime research, improvements in information concerning supply and demand of maritime training courses, and maintaining and extending teaching activities as much as possible. The ultimate goal should be to create greater knowledge awareness in the whole maritime sector, where this currently exists only in parts of that sector.  相似文献

Standard toxicity screening tests are useful tools in the management of impacted coastal ecosystems. To our knowledge, this is the first time that the sea urchin embryo development test has been used to evaluate the potential impact of effluents from land-based aquaculture farms in coastal areas. The toxicity of effluents from 8 land-based turbot farms was determined by calculating the percentage of abnormal larvae, according to two criteria: (a) standard, considering as normal pyramid-shaped larvae with differentiated components, and (b) skeletal, a new criterion that considers detailed skeletal characteristics. The skeletal criterion appeared to be more sensitive and enabled calculation of effective concentrations EC5, EC10, EC20 and EC50, unlike the classical criterion. Inclusion of the skeleton criterion in the sea urchin embryo development test may be useful for categorizing the relatively low toxicity of discharges from land-based marine fish farms. Further studies are encouraged to establish any causative relationships between pollutants and specific larval deformities.  相似文献

The herring roe fishery in Canada's southern Gulf of St. Lawrence is a productive fishery that lies outside the confines of privatized arrangements. Yet, this fishery is compromised by its dependence on the Japanese seafood market. Consideration of the efficiency of this fishery needs to account for the role assumed by this market in setting fishing practices. A more ecologically and economically efficient use of the herring resource requires greater attention to supply chain integration by local harvesters, processors and buyers prior to engaging with distant markets. This is necessary regardless of the property rights regime that is in place.  相似文献

Within the field of resource and environmental management, the paramount value of a spatial analysis system is as a tool for regionalising a case-area in diverse directed ways, each being useful for (i) increasing scientific understanding of that area (intellectualisation) or (ii) for allocating operational categories (for example, funding categories, regulatory categories) differentially between parts of the case-area (called operations support or policy support). Success in serving these scientific and administrative values depends in turn upon two primary attributes of the spatial analysis system and a larger number of secondary attributes. These primary attributes are (i) the range and quality of geocoded data sets held in store or able to be accessed and (ii) the range of spatial analysis techniques which can be called upon for operating on stored data sets. Secondary attributes influencing a spatial analysis system's value include its accessibility to potential users, its ease of use, the judgment and experience of its users and the quality of its cartographic and other outputs. The present paper is a status report on the Australian Coastal And Marine Resources Information System, CAMRIS, a spatial analysis system developed as a demonstration for Australia. CAMRIS contains or can access raw and value-added data sets which comprehensively cover both terrestrial and marine components of the Australian maritime estate. Onshore, for the immediate coastal strip, data held or accessible include geocoded data on vegetation, geology, landform, wetland and coastline type, land use, climate and population. For coastal drainage basins, data sets include river networks, river flows, wetland attributes, soils, geology, elevation, vegetation, mineral deposits, beach attributes, population and bird distributions. Nearshore data include geocoded data on estuary attributes, island attributes, seagrass beds and marine protected areas. Offshore (oceanic) geocoded data held or accessible include bathymetry, sea surface temperature and salinity/dissolved oxygen profiles, together with a variety of geophysical records including gravity, magnetics, seismic track lines, substrates, waves, winds, storms, tides and cyclones. While raw data are stored as such whenever available, many of these data sets are in value-added form, held perhaps as a surface or choropleth or as a function of primary data items. A range of spatial analysis techniques is routinely available for application to CAMRIS data sets including those within the SPANS, Arc Info, and Idrisi geographic information systems, the S Plus exploratory data analysis package, and specialist in-house packages such as PATN for multivariate positive classification and LUPIS for resource allocation and normative classification. CAMRIS demonstration studies in various stages of completion address: (1) selection of coastal and marine protected areas; (2) identification of priority areas for the management of land-based marine pollution; (3) planning for coastal population growth; and (4) synoptic impacts of climatic change in the coastal zone. Further candidate studies being considered include mariculture prospects and proactive management of oil spills and leaks. An important indicator of success for the CAMRIS project would be for it to be seen as a prototype for a properly-funded multi-agency national maritime (coastal and marine) spatial analysis system. Australia, with one of the worlds largest and most diverse maritime estates and with a small population imposing increasing pressures on that estate, needs powerful policy and operations support tools.  相似文献

A new federal administration, alongside initiatives proposed by the President's US Commission on Ocean Policy, provides a timely and critical opportunity for maritime archaeologists and cultural resource managers to re-consider management frameworks for maritime cultural heritage in the USA. Policy is urgently needed that defines governments’ roles and responsibilities in protecting and managing maritime cultural heritage in federal waters. Implementation of a regional governance structure based on the tenets of ecosystem-based management is proposed in this paper to manage and develop these resources effectively. Through regional governance, the maritime heritage of the USA can be conserved for future generations, keeping its citizens connected to deep-rooted maritime traditions and contribute to the well-being, economic growth and development of coastal communities.  相似文献
