Cities are characterized by sociospatial differentiation. Intra‐urban inequality is found in cities across the world. Cities in the ‘peripheral south’ have been neglected in spite of their significant role in theoretical formulations and generalizations. The present paper attempts to argue that sociospatial differentiation is an inherent characteristic of cities, although the spatial form of inequality may vary depending on the specific culture and physical geography of the area. In the remote city of Aizawl in the eastern Himalayan region of India, multi‐storey buildings are cohabitated by higher and lower income classes ‐ the former were found at the top floors and the latter at the bottom floors. The vertical arrangement of income classes within a single building is seen as an adjustment strategy of the increasingly urbanized ‘tribal’ society in the hilly terrain of the city.

Cities are not homogenous sociocultural entities. The city of Nairobi exhibits the phenomena of ‘cities within cities’ and ‘African city forms’. Social and economic forms of African, western and Asian cities compete for space within Nairobi. This paper refers to the African city form as the ‘African metropolis’, which exhibits the African logic, norms and values in its architecture and human social relations. The African metropolis is made up of slums, urbanized villages, self‐developed urban fringes and indigenous markets. In urban literature, these spaces are referred to as informal or unplanned settlements. As drivers of this African form of urbanism, traders and artisans use the African logic, norms and values in the construction of the African metropolis. The traders and artisans contribute to the African metropolis, by hiring labour and investing surplus earnings, and are bonded into Ubuntu communities of family, friendship and ethnicity. The paper is based on data gathered through a questionnaire survey of traders and artisans. It contributes to urban theory, by showing how less dominant and subtle forces contribute to city‐forming processes. I propose the concept of cultural villages as a strategy for blending African logic, norms and values with those of global urban planning.

The ‘global city’ concept has captured the attention of geographers and other social scientists. Research focuses predominantly on capital mobility and the important managerial role exerted by cities in the ‘developed’ realm (i.e., New York, London, Tokyo). The mobility of labor is also important and yet has been neither critically conceptualized nor sufficiently analyzed in existing studies of global cities. Using the Philippines as a case study, I examine 1) how global circuits of labor are socially organized, and 2) the extent to which this social organization is spatially concentrated in Manila. In so doing, I reaffirm the critical role played by Third World cities as global cities.

This paper unravels a variety of perspectives about the concept of social mix, drawing on a case study of the implementation of a redevelopment project in Melbourne. The first part provides a theoretical overview of two internationally predominant academic debates around policy interpretations of this concept, namely social mix as a means for promotion of social inclusion; and as a state-led form of gentrification. These two arguments are usually presented as one, with social inclusion and reductions of concentrations of disadvantage one side of the ‘social mix policy’ coin, and state-led gentrification the other. This paper contributes to the national and international literature on public housing estate regeneration and social mix policies through exploring the question of whether these two ideas about social mix were shared by different stakeholders as the ‘messy’ process of redevelopment unfurled. Interviews were conducted with public tenants, homeowners and homebuyers, private renters and local service providers at the Carlton Housing Estate to explore the diverse perspectives of various stakeholder groups as estate design and implementation shifted. The study identified that as a result of the global financial crisis and the developers exerting pressure on government there was a gradual move away from perceiving social mix as a policy tool for encouraging social inclusion at Carlton, between public housing tenants and private residents, towards a different form of social mix and inclusion. Contrary to intentions, the revised form of social mix at Carlton was perceived as a means to harness market capital and attract higher income residents to the inner city.

In August 2011, many Singaporean citizens grabbed their cooking pots and used the city‐state's national obsession with food to express growing dissatisfaction with immigration and integration trends. The ‘cook and share a pot of curry’ event—a local response to Chinese newcomers complaining about the smell of their Indian Singaporean neighbours’ food—is significant for its use of smell to catalyse a collective citizen reaction and for its reliance on contemporary social media. By analysing this event, we intend to (1) conceptualize the role of smell and viscera in framing citizenship; (2) understand how smells shed light on the city‐state's contemporary ethnic politics and sense of national identity; and (3) reframe the significance of curry day as an expression of visceral citizenship that complements how the state frames Singaporean citizenry. We maintain that curry day sheds light on a specific dimension of Singaporean citizenship, as it uses smell, viscera and embodied activism to mobilize against rationalistic state‐defined distinctions between local and international concerns, economic objectives and social cohesion, inter‐racial harmony and national identity.

Smart city initiatives have been adopted by cities worldwide, proposing forward-looking, technological solutions to urban problems big and small. These policies are indicative of a digitized urban condition, where social and economic exchange rely on globalized telecommunications networks, and governance strategies follow suit. Propelled through events such as IBM’s Smarter Cities Challenge, the smart city acts as a data-driven logic urban change where widespread benefit to a city and its residents is proposed, masking the utility of these policies to further entrepreneurial economic development strategies. In this article, I present a case study of the Digital On-Ramps initiative that emerged from IBM’s policy-consultation in Philadelphia. The initiative proposed a social media-style workforce education application (app) to train up to 500,000 low-literacy residents for jobs in the information and knowledge economy, but even as the city’s mayor declared the project a success, it did not meet expectations. This essay argues that the rhetoric of intelligent, transformative digital change works much more to “sell” a city in the global economy than to actually address urban inequalities.

The postwar urban renewal experience varied among US cities according to the result of local social contests pitting those imposing their power to transform urban space against those resisting it. In this paper, we examine the role of one such contest in shaping urban renewal outcomes in Denver, using the case of the late 1960s Auraria project. The project sought to remove a poor, Hispanic neighborhood in order to build a new downtown college campus, generating community opposition from the inner city neighborhood residents, leaders of the city’s Chicano Movement, and historic preservation activists. We demonstrate how resistance actively shaped the ultimate form and character of the project, and how the legacies of this urban renewal contest extended—in unforeseen ways—beyond the immediate struggles of the time. We argue that these legacies provide the essential context for understanding planning practice, redevelopment strategies, and gentrification dynamics in the city today.

Abstract

Existing research on urban Ghana mainly focuses on processes occurring within the country’s major cities, thereby reproducing a trend within the social sciences to overlook the role of intermediate and secondary cities. This paper aims to address this shortcoming by exploring spatial and social transformations in Sekondi–Takoradi, one of Ghana’s secondary cities and the metropolitan area serving the region’s emerging rubber industries as well as the country’s oil and gas economy. Using qualitative interviews conducted with residents in five of the city’s neighbourhoods, and a modified version of Kaufmann’s typology of mobility, we examine migration into Sekondi–Takoradi, residential mobility within the city and the daily mobility of the city’s residents. The paper highlights how these diverse forms of mobility interact with processes taking place both within and outside Sekondi–Takoradi, most notably influencing and being influenced by livelihood strategies. It is argued that the city and its hinterlands can best be envisaged as a mobile networked whole, rather than consisting of disconnected and compartmentalized locales. The paper thus contributes to broader debates on how mobility shapes urbanization by providing new empirical data on events unfolding in Africa’s secondary cities, and extends existing research by providing a counter-narrative to literature that examines the city and its surrounding rural areas separately.

We examine how normative constructions of ‘the creative city’ have entered into Australian planning discourses. Although welcoming a place-based approach, critical consideration is given to how the misappropriation of ‘place making’ in creative city revitalisation plans may enhance rather than address processes of social marginalisation. A Foucauldian framework is employed, exploring the notion of the social production of power through discourse. We draw on a case study of Wentworth Street, a key urban space in Port Kembla, the industrialised district of Wollongong, New South Wales. The study focuses on various ideas of a common place-making theme of the ‘urban village’ evoked by planners, the media and a targeted local resident group (here elderly Macedonians) for a street positioned in ‘crisis’ because of declining infrastructure, services and its association with crime, drugs and prostitution. The case study demonstrates that marginalisation and exclusions are products of creative city strategies and wider, more oppressive urban discourses. But we also demonstrate that despite becoming normative in the texts of planning policies, discourses of place and identity always remain multiple, negotiated, and contradictory.

Set in the broader context of increasing urban precarity and displacement of the urban poor and working classes, this paper examines the social and collective significance of housing precarity and eviction as it is experienced by Latin American, immigrant families living in informal hotels in Buenos Aires, Argentina. I analyze the internal dynamics, interactions and relationships between residents of informal hotels, the housing organization CIBA (Coordinadora de Inquilinos de Buenos Aires), which fights for housing rights for the poor in the city, and the city government sponsored housing subsidy. I argue that urban precarity severely limits opportunities for collective organization around better housing and political and social change. I show that despite CIBA’s objectives to transform social and political conditions for the poor in Buenos Aires, residents often operate under other assumptions and goals, in part because of the temporal and spatial restraints under which they live. Instead, residents of informal hotels work with CIBA in order to secure access to basic, urgent needs. These different expectations and understandings produce contentious relationships of dependence and subordination that are exacerbated by the eviction process and the city government housing subsidy.

Research on the history of suburbs tends to either disregard the fringe of urban development or locate it beyond the city limits. In this article I argue that compounding fringe and suburban development misrepresents the real differences between the two. I then examine the metropolitan regions of three major U.S. cities‐Baltimore, Buffalo, and Saint Louis in 1880 for evidence of how they differed. A consistent difference emerged between the residents of the suburban districts of a city and those of the presumed location of the fringe.

This paper explores the ad hoc networks that form to move policies to new sites by examining the process through which the city of Bandung, Indonesia adopted a creative city policy. As revealed through the Bandung case, attention to the formation of these networks highlights the way that power operates within them, privileging certain ideas and structuring the ways in which information flows through their channels. This insight suggests that the concept of policy mobilities would be enriched by a closer attention to the way power is used to construct networks that promote specific policies and places as sites of ‘best practice’. Furthermore, this paper extends the concept of policy mobilities to a city ‘off the map’. In contrast to most existing policy mobilities research that tends to focus on the stable, large‐scale networks through which policies travel and on the high‐profile cities constructed as policy models, the case of Bandung provides a study of how policy mobilities may occur differently outside of its well‐established locations.

Across Africa households are commissioning new domestic buildings for their own use or to rent out rather than waiting for governments to supply urban shelter. We conceptualize this as two interwoven processes: building houses for a new middle class and the building of a new middle class identity. We draw particular attention to the impact of international migration on these processes. The paper uses quantitative data from building permits and qualitative data from 29 interviews and walk-round tours with homeowners and government officials in Buea, Cameroon. Despite some significant caveats (related to housing the urban poor, regulating building standards, and lost local government revenue), we argue that these individually initiated building projects do a reasonable job of meeting local demand for shelter. However, from the perspective of identity-building these buildings are less successful. Whilst homeowners take considerable pride in their building projects, the statements that these structures make about their identities are not always “read” by their neighbours in the way owners hope. New housing is the lens through which Buea’s residents interpret growing levels of inequality and its associated social tensions.

This paper is a multi‐sited ethnography of cross‐border rubber cultivation between China and Laos. Smallholder minority rubber farmers from Xishuangbanna (China) have forged successful informal share‐cropping arrangements to grow rubber trees on the land of relatives and friends in neighbouring Laos. By becoming rich and entrepreneurial rural citizens, Akha and Tai farmers have also, in their own eyes, raised their own ‘quality’ (suzhi) and see themselves as ‘modern’. By examining various meanings of ‘modern’ in China, and contrasting the rubber farmers' experience with Jacob Eyferth's notion of rural ‘deskilling’, this paper shows how through learning to plant, cultivate and tap rubber, these farmers have taken on the discipline and technical knowledge of ‘modern’ workers and become ‘skilled’. By rising in ‘quality’, minority farmers on China's periphery challenge the entrenched binaries of urban/rural, modern/backward, prosperous/poor and Han/minority nationality. Xishuangbanna minority farmers acknowledge that they are also ‘backward’ in the Chinese social hierarchy, but their extension of rubber cultivation to kin and others in Laos has confirmed their modernity as dispensers of development, technical know‐how and ‘superior’ Chinese culture to Lao farmers who are ‘backward and poor’. In contrast to large state rubber farms that have failed to establish rubber plantations in northern Laos, minority farmers have created regionalization.

Urban appropriation is a key dimension of both Lefebvre's widely hailed ‘Right to the City’ and Bayat's concept of ‘quiet encroachment’. For Lefebvre, appropriation is a (generally unrealized) claim by those who do not ‘have’ the city of a right to ‘take’ it. Bayat, in contrast, characterizes actually existing appropriation as motivated by everyday needs, not aimed at wider social change. While both theorizations may be useful, we argue that a third mode of appropriation is apparent in South African urban contexts. Actors often act in ways that could be characterized as appropriative, yet do not work to consolidate an abrogated appropriative right or durable permission. Nor are they adequately explained as apolitical or individualistic; the logic used to justify them similarly is based neither on rights nor needs. We label such appropriation ‘agonistically transgressive’. We argue that agonistically transgressive appropriations are particularly evident in post‐apartheid South Africa, in part because of changing urban conditions and consequent renegotiations of spatial regulation. Using examples of urban land appropriation for housing in South Africa, we briefly illustrate how thinking pluralistically about urban appropriation might help better understand its actually existing forms in—and beyond—the global South.
