Non-indigenous species (NIS) can create significant risks when introduced to foreign ecosystems. One of the many vectors facilitating the global transport of NIS is ballast water, and as commercial shipping increases so does the threat of ballast water-mediated introductions. Despite Canadian regulations, consistent with international guidelines put forth by the International Maritime Organization in the early 1990s, ballast water remains a potential vector for the introduction of many NIS to Canadian marine ecosystems: there have been no new introductions in the Laurentian Great Lakes Region since 2006, yet marine ecosystems continue to see the introduction and establishment of NIS. This paper details and analyzes the development of Canadian ballast water management (BWM), in the context of marine ecosystems, and identifies issues therein. BWM in Canada has a number of management gaps that have persisted since large-scale BWM began in the late 1980s. These include BWM exemptions for vessels not exiting the North American continental shelf, and limitations of effectiveness of mid-ocean exchange as the predominant management method in marine ecosystems. In addition, ballast water regulations for the Canadian Arctic may require additional consideration as the Arctic will likely continue to see an increase in both warming and commercial shipping in the future, thereby increasing the potential risk of NIS. In order to adequately protect all Canadian marine ecosystems, it is recommended that the current BWM regime: fill gaps in management to help prevent further introduction and spread of NIS; focus equally on both marine and freshwater regions, and; look to other aggressive BWM strategies such as those being developed by the state of California.  相似文献

Human-mediated transfer and invasions of organisms have permanently altered distribution patterns on a global scale. In response to growing numbers and impacts of invasions, global-scale vector management is advancing to curtail unintentional and unwanted species re-distributions. In marine systems, ocean-going ships have been the major dispersal mechanism across biogeographic barriers, and maritime vector management has become a priority global initiative, including national regulations and recent ratification of an international convention to manage ballast water. This paper provides the first analysis of the pioneering patterns of ballast water treatment systems (BWTS) on board commercial ships, using vessel arrivals to the United States as a model system. Over an opening 28-month period, >200 unique vessels arriving to the U.S. reported BWTS operations, using 58 different systems to treat 4.42 million m3 of discharged ballast water. Although this volume represents <2% of all ballast water discharged in the U.S. per month during this period, there was substantial growth in treated ballast discharge throughout this time. Through 2015, ‘Filtration+UV’ systems were the most common BWTS type installed across all ship types. Currently, BWTSs occur on higher numbers of tankers and bulkers, but a higher proportion of passenger vessels, than other ship types. If BWTSs meet the required discharge standards as intended, this will cause a steep reduction in total discharge of organisms ≥50 µm compared to current practices. While several hurdles in fleet-wide BWTS adoption remain, including the timeline for BWTS installation across the global fleet, we are at a significant milestone in the history and evolution of global shipping, which is undergoing wholesale transition to a new and more effective global-scale ballast vector management strategy.  相似文献

船舶压舱水可引起外来生物入侵,国际海事组织(International Maritime Organization, IMO)因此制定了具有约束力的压舱水公约,已于2019年1月对我国正式生效。大量研究证明船舶压舱泥是有害藻华种类特别是有害甲藻孢囊的携带者。另一方面,有害藻华在我国近三十年频发,尤其是新的种类不断出现。因此,这种态势是否与压舱泥带来的外来种入侵有关是一个具有重要科学和现实意义的问题。我们最近的工作表明,此前国内外通过形态学方法对压舱泥的检测都大大地低估了甲藻孢囊的种类多样性和样品间种类组成的异质性。因此,必须通过更深入全面的实证研究对外源有害藻华甲藻通过压舱泥入侵我国海域进行风险评估。本文从如下几个方面进行了综述与讨论:(1) 船舶压舱水(泥)与有害藻华地理扩散;(2) 国内外有关压舱泥中甲藻孢囊多样性的检测与溯源研究;(3) 我们对美国港口船舶压舱泥的检测发现压舱泥中甲藻孢囊具有很高的种类多样性和样品间的异质性。最后从我们最近的工作及与文献报道的工作比较获得了几个重要的科学问题。在评述国内外研究成果和前期研究结果基础上,提出有必要通过更大量、广泛的国际船舶压舱泥和中国全海域沉积物取样、高通量测序的分子鉴定与形态观察、单孢囊分子-形态鉴定、孢囊萌发、全面生信分析相结合的技术路线,实证性地评估有害藻华种类通过压舱泥入侵中国的风险,并以此建立对新出现藻华种类溯源或判断是否外来种入侵的基本依据,同时为海关职能部门的检验执法提供依据。  相似文献

Phytoplankton diversity and abundance were determined in ballast water from 26 vessels in the Shanghai Yangshan Deep-Water Port from April 2015 to January 2016. In total, 84 species of phytoplankton were identified, belonging to 43 genera and 5 phyla. Bacillariophyta (75.0%, including 30 genera and 63 species) were the dominant algae in the ballast water. Their density ranged from (5.55±9.62) SD to (1.878±0.872)×10 3 cells/L, with a mean of 410.1 cells/L. Nine potentially harmful phytoplankton taxa were detected: Ceratium furca , Ce . marcroceros , Leptocylindrus danicus , Coscinodiscus radiatus , Co . granii , Prorocentrum micans , Melosira sulcata , Meuniera membranacea and Skeletonema costatum . Our survey and identification results showed that Microcystis aeruginosa , Ankistrodesmus falcatus and Scenedesmus survived in the high-salinity ballast water, even though they are freshwater species. We identified the common features of surviving phytoplankton and impacts on the phytoplankton assemblage of ballast water age and source. Our goal was to understand the adaptative mechanisms of phytoplankton in ballast water, providing statistical and theoretical support for future ballast water research and suggesting a scientific basis of ballast water management and inspection of vessels entering the port.  相似文献

根据2006~2007年间采自福建省4个主要港口12艘外轮(包括8条集装箱船和4条散货船)的压舱水样品,研究压舱水生物的分布特点,结果表明进入该水域的外来船舶压舱水生物物种丰富度和个体丰度高,共发现浮游植物7门86属240种(包括60种赤潮生物)和浮游动物5门30属52种;经3种网目(20,77,和160μm)筛网收集的不同粒径生物的平均丰度分别为:动物38858.3 ind./m~3(粒径77~160μm)和782.3 ind./m~3(粒径>160μm);植物3625.0 cells./ dm~3(粒径20~77μm)和134.1 cells./dm~3(粒径77~160μm).压舱水生物的分布及生存状态与水样的盐度及水龄相关.初步评估外来压舱水生物排放对福建沿海的潜在入侵风险.  相似文献

Since the 1960s Taiwan has been a significant player in the global distant water tuna fisheries (DWTF). However, Taiwan's lack of political recognition has led some fisheries businesses to employ less conventional methods including Flags of Convenience (FOCs) in harvesting tuna resources. Meanwhile, Taiwan has been experiencing the painful cost of readjusted DWTF policies. This paper compares the readjusted policies in accordance with international management instruments and tuna compliance requirements (Compliance Agreement and UNFSA) and domestic laws are already undergoing adjustments to take these into account. This again demonstrates Taiwan's unique position in the international community: despite it not being a member of the United Nations, Taiwan spares no effort to ensure the sustainability of marine resources, and does its utmost to fulfill the responsibilities and duties of a Flag State.  相似文献

船舶压载水的转运和排放是水生生物入侵的重要途径。为保障我国海洋生态和水产养殖安全,文章基于我国航运大国地位,介绍船舶压载水排放带来的生物入侵及其相关国际标准和法律规定,并对我国船舶压载水监管提出建议。研究结果表明:由船舶压载水引起的生物入侵主要包括浮游生物和微生物;目前国际对于船舶压载水排放主要执行D-2标准,很多国家均以法律手段对船舶压载水进行监管;我国在加快船舶压载水立法的同时,应加强基础数据研究、制定统一的规范标准和扩展关注领域。  相似文献

2006~2008年间对进入福建沿海4个主要港口的12艘国际航船所携带的压舱水进行浮游植物种类组成和丰度分布的调查.此调查共检测出浮游植物7个门86属239种(含变种和变型),77μm孔径网滤样和20μm孔径网滤样的平均藻类丰度分别为1.2×10^2cells/dm^3(变动在0~9.1×10^2cells/dm^3间)和3.4×10^3cells/dm^3(变动在0~3.0×10^4cells/dm^3间).同时对其中6艘船舶的压舱水样品用f/2培养基培养,共有13种硅藻和1种甲藻被成功培养.文中还分析了压舱水中浮游植物丰度与盐度、水龄的关系,并结合历史资料讨论了压舱水里各类浮游植物的分布.  相似文献

All transoceanic vessels entering the Great Lakes are required to manage ballast water and ballast tank residuals with ballast water exchange and tank flushing, respectively. While these management procedures effectively reduce the density and richness of biota in ballast waters and thereby reduce the risk of transferring non-indigenous species, some ships are unable to uniformly manage all tanks. Laboratory experiments were conducted to evaluate sodium chloride brine as an emergency treatment for ballast tanks with non-compliant residuals. Invertebrate communities collected from i) Detroit River, ii) exchanged ballast tanks arriving in the Great Lakes, and iii) North Sea ports, were exposed to a range of brine concentrations (15–115‰) until complete mortality was reached. Results indicate that a 1-h exposure to 115‰ brine is a broadly effective treatment (>99.9% mortality) regardless of treatment temperature, taxonomic group, or species’ source habitat salinity. A median of 0.00% (range 0.00–5.33) of individuals are expected to survive treatment and the expected number of viable individuals released after treatment is within Canadian and proposed international discharge standards. Before implementation, validation with ship-scale trials is recommended.  相似文献

采用羟基处理压载水技术,使用羟基处理设备和管道作为模拟船舶排放压载水的管道。研究了羟基对海产小球藻、游仆虫和异养细菌的杀灭效果,说明羟基能有效杀灭压载水中的微小生物;并模拟船舶排放压载水过程中排放地的海水对处理后压载水的稀释作用,稀释后的水样经过96h的培养,没有发现微小生物复活的情况,证明了羟基杀灭船舶压载水微小生物在长度为4m(接触时间为2s)的接触管道内已经完成。并研究了羟基处理压载水技术对水质情况的影响,结果表明羟基有效杀灭船舶压载水微小生物的同时能改善压载水水质。  相似文献

According to the United Nations (UN) Millennium Ecosystem Assessment, there has been a dramatic decline in global biodiversity. The UN has made a global appeal for all countries to mitigate their impact on the environment. Marine environmental protection is one of the most critical and urgent issues in the world and many countries have commenced establishing marine protected areas (MPAs) by implementing ecosystem-based management (EBM) concepts. MPA planning has been considered one of the simplest and most effective methods to protect marine environments. Taiwan has recently developed policies that have focused on its marine environment, and there are plans to increase the size of Taiwan׳s MPAs to 20% of its total ocean territory by 2020, thereby achieving a sustainable ocean. To achieve this goal, the government must address specific difficulties associated with the location of MPAs and relevant zoning strategies. This study establishes MPA protection principles and a zoning framework for MPAs in Taiwan by using Gueishan Island in Yilan County as a case study site to examine specific zoning strategies. The protection of 3 objectives (hydrothermal vents, cetacean, and fisheries resources) is discussed in this paper. Multi-criteria spatial analysis and a geographic information system are applied to identify the most crucial area to protect. To understand the stakeholders׳ opinions and concerns regarding the proposed zoning framework, this research conducted in-depth interviews with experts and stakeholders. MPAs zoning strategies are formulated at the conclusion of this study that could assist in protecting critical marine resources and avoiding conflicts among various usages of the marine area.  相似文献

It is widely recognized that fishing states are obliged to exercise flag state responsibility over their vessels. In an attempt to become a responsible fishing actor, Taiwan has endeavored to manage its distant water fishing fleet in accordance with international fisheries management. However, the long-standing problems of illegal, unreported and unregulated (IUU) fishing, fish laundering, and fishing overcapacity, which remained unsolved during the 1990s and early 2000s, brought its management capability into doubt. Failure to address these problems undermined the credibility of all management measures and ultimately resulted in a recommendation adopted by International Commission for the Conservation of the Atlantic Tunas (ICCAT) in 2005. This recommendation significantly affected Taiwan's distant water fishing policy. This paper examines how Taiwan assimilated this outside force into its fishing policy as a new response to international fisheries management and how fishers perceived this response. It shows that Taiwan's efforts in controlling distant water fisheries marked a big change, specifically manifest in three noticeable actions - reducing excessive bigeye-targeted efforts, deterring IUU fishing, and strengthening fisheries management. The study advises that management of small tuna vessels be effectively exercised and recommends future actions on providing subsidies for fishers to partially offset costs incurred by rule compliance, streamlining their administrative work, enhancing communication with them, putting more enforcement and meaningful penalties in place. Finally, the study indicates the existence of an interaction in the international fisheries management scheme, potentially favoring Taiwan to bargain for fishing rights and a favorable status in the participation of regional fisheries management organizations (RFMOs) in the future if it continues to exercise effective control of distant water fisheries.  相似文献

The time series of analyzed values indicated that concentration of butyltin (BT) compounds in ballast water varied widely depending on the tanks, depths, and dates of sampling, ranging 4–93 ng l−1 during 7-day voyage. Variations in concentrations of BT in the two ballast tanks corresponded well with the level of BT contamination in different pumping sites of ballast waters. Concentrations of BT species detected in ballast water were rather consistent with those found in port waters and sediment of Taiwan and Japan. This study suggested that the problems concerning BT contamination were neither static nor localized.  相似文献

Tuna has made a significant contribution to Indonesian and world fisheries. Indonesian tuna fisheries were introduced from Japan, Taiwan and Korea. Longline fishing was introduced in 1962, and purse seine gear was first used in 1974. Many foreign vessels have reflagged to the Indonesian flag. The Indonesian government developed its own tuna fisheries and closed the chartering program in 2006. Through these efforts, Indonesia became the number one tuna production country in 2004 and has further targeted an increase in marine capture fisheries catch of 0.5%/year from 2010 to 2014. Tuna resources remain under pressure globally. The tuna regional fisheries management organizations attempt to manage tuna fisheries by strengthening conservation of stocks. To enhance international cooperation, Indonesia ratified the 1982 Convention on the Law of the Sea in 1985 and the Agreement for the Implementation of the Provisions of the United Nations Convention on the Law of the Sea of 10 December 1982 relating to Conservation and Management of Straddling Fish Stocks and Highly Migratory Fish Stocks in 2005 and became a member of Indian Ocean Tuna Commission and Commission for the Conservation of Southern Bluefin Tuna and a cooperating non-member of Western and Central Pacific Fisheries Commission in the 2000s. Consequently, Indonesia adopted domestic regulations to comply with management measures. For future sustainable development, Indonesia needs to build its capacity, improve its compliance with the tuna RFMOs’ conservation and management measures, strengthen data collection, develop its products to increase their quality and diversification, and enhance its international cooperation.  相似文献

The marine ecological environment and fishery resources can be severely polluted or destroyed by waste oil from fishing vessels if they are emitted directly into the ocean without any proper pre-treatment process. International conventions such as MARPOL 73/78 regulate waste-oil emissions and require the installation of a waste oil–water separator only for ocean-going ships of over 400 gross tons. Hence, these international conventions are not applicable to most fishing ships due to their low gross tonnages. In addition, space on most fishing vessels is too limited to allow waste-oil storage tanks or a waste oil-water separator to comply with international maritime regulations. Because a significant amount of waste oil is produced by fishing vessels around the world every day, effective strategies or measures are needed to prevent this waste oil from polluting the marine environment. This study thus investigates strategies and measures for improving the effectiveness of waste-oil collection from fishing vessels. This study found that existing procedures for the collection and treatment of waste lubricating oil on land could be applied to the management of waste oil and bilge water from fishing vessels. Sufficient oil–water separators and storage facilities for the collection of waste oil should be placed at each fishing port and shipyard. Fishermen should then be required to deliver their waste oil to these storage facilities, from where it can be transported to legal recycling companies for further treatment. In addition, fishing harbor authorities should bear definitive responsibility for monitoring the illegal dumping of waste oil and for checking the waste-oil record books of fishing vessels. Each maritime country should enforce relevant laws and regulations to reduce the emission of waste oil from fishing vessels into the ocean.  相似文献

舟山港4艘商船压舱箱沉积物中甲藻孢囊种群结构的分析   总被引:1,自引:0,他引:1  
为了解商船压舱箱沉积物在海洋水生生物入侵过程中扮演的潜在媒介作用,本文利用光学显微镜观察法,研究了停泊于我国舟山港4艘商船压舱箱沉积物中甲藻孢囊的种类组成、孢囊密度、香农-威纳指数(H′)和PSP原因种,并对甲藻孢囊种群结构进行了相关性分析。结果表明,鉴定出的甲藻孢囊隶属于5大类,共24种,4份样品中甲藻孢囊的种群结构各有差异,但均检测出能产生麻痹性贝毒(Paralytic Shellfish Poisons,PSP)的甲藻孢囊,如亚历山大藻Alexandriumspp.和链状裸甲藻Gymnodium catenatum。在4艘商船的压舱箱沉积物中均检测出有硅藻分布,其中在富成轮压舱箱沉积物中还检测出3种未知种孢囊。通过相关性分析可知,甲藻孢囊H′值与PSP甲藻孢囊密度占总甲藻孢囊密度的比率呈负相关。甲藻可以通过商船压舱箱沉积物为传播媒介,以孢囊形式来扩大其生物地理分布,提高甲藻物种多样性可有助于降低PSP甲藻的破坏风险。因此,有效处理船只压舱箱沉积物、积极保护当地海洋生物物种多样性,对于降低外来甲藻物种(特别是一些有毒有害种)的赤潮风险和保持当地海洋生态系统的平衡,具有十分重要的意义。  相似文献

Shipping represents a threat as a vector for the transfer of non-indigenous marine species through the discharge of ballast water and biofouling of vessels’ external structures and internal piping. While considerable attention has been given to the management of ballast water, there currently exists no international legal instrument with which to control biofouling.A number of existing legal mechanisms may be applicable in the context of coastal States’ rights under international law. However, existing mechanisms are insufficient to regulate all aspects of the biofouling problem to ensure comprehensive management of the issue. There is, therefore, a need for the development of a comprehensive international agreement to address this gap. The issue of biofouling on international vessels has now been included on the work programme of the International Maritime Organisation (IMO). As a contribution to discussions on how to address this particular issue at an international level, this article provides an analysis of the options available through the IMO to address this issue.Having defined the specific “threat scenario” with regard to hull fouling, the article will consider: (i) the international legal framework that has been established to regulate the harmful impacts of international shipping; (ii) the range of practical measures that are available to manage biofouling on vessels; and (iii) international legal options available to States to address the threat of biofouling posed by international shipping.  相似文献

根据2003年10月到2004年3月间日照港和邻近锚地水域及其船舶压舱水中的浮游植物调查资料,对浮游植物的群集结构和压舱水对其影响进行了初步研究。结果表明,日照港的浮游植物群集主要由温带沿岸性物种组成,以硅藻为主,还有少量的甲藻。对比船舶压舱水中浮游植物群集发现:压舱水中浮游植物群集和本地群集结构有很大的差异,有害物种在压舱水中所占的比例较高。  相似文献

Southeast Asia, an economically ‘emerging’ region, contains the world's most outstanding and diverse tropical marine resources. The conservation of this biodiversity is essential both for global ecological health and the economic future of the members of the Association of Southeast Asian Nations. However, these resources are now severely threatened and will continue to be degraded from increasing and varied forms of destruction. Although Marine Protected Areas and other strategies have already been developed in the region, the effectiveness of marine resources management remains inconsistent. An analysis of economic, social, education and biological data suggests that this deficiency is linked to the level of economic development, as well as the level of scientific and resource management education and the total amount of marine resources in the country. These conclusions are used to suggest more appropriate strategies for better management of the marine resources in Southeast Asia.  相似文献
