Marine populations in Europe are in decline due to the unsuccessful results of the Common Fisheries Policy. By combining data of scientific recommendations from ICES, TACs approved and reported landings with an age-structured model, the objectives of this paper are to investigate the level of compliance of the TAC regulation, and the level of enforcement and its economic impact on fishery resources. The results presented here suggest that while there does not exist a regular pattern between TAC proposal and TAC approved, there is a clear pattern between TAC approved and reported landings. As a consequence, there is a regular lack of enforcement at national fisheries authority level. The paper also presents results of the recovery plans for the Southern hake and the Atlantic cod fisheries as case studies to illustrate the level of enforcement based on collusion between national fisheries advisers and industry. The results from both cases studies analyzed here indicate that drastic solutions could generate positive results for the recovery of the stocks, but perhaps they are not always the best measure in fisheries management due to the high economic losses for fishermen and social effects on coastal communities in the short and medium term. Finally, this work demonstrates that if the recovery plans had been implemented, the net present profits for both fisheries would have increased over time.  相似文献

The Dominican fishing community of Buen Hombre is struggling to reconcile its fishing activities with the state of the coral reef ecosystem on which it depends. The ecosystem is showing signs of deterioration, and this seems to be resulting in large part because of the fishing activities of the Buen Hombre fishermen. The institutional arrangements of the fishermen themselves, and of relevant external organizations, have not kept pace with important technological and demographic changes that have affected the community. This paper presents the results of an analysis that unpacks these processes via a statistical analysis of fishermen behavior and a social network analysis of the “cofishing” network that these fishermen constitute. The statistical analysis shows that gear choice is very important in explaining the amount of fish caught, both as a direct factor and as a mediator of other factors such as membership in the local fishermen's association. The social network analysis complements this result by demonstrating that gear choice also serves to segment the fishermen into separate groups, with few direct linkages between them. The resulting gear-based fragmentation of the community is seen to have negative implications for the ability of the fishermen to act collectively to conserve their fishery. The paper concludes with some thoughts and suggestions for how the community might move forward, including expanding the membership of the fishermen's association and strengthening ties between fishing groups as well as ties between the community and relevant governmental agencies.  相似文献

Iceland's nationwide privatized Individual Transferable Quota (ITQ) system is over thirty years old but remains a topic of public and political debate, particularly because of the continued effects on small-scale fisheries. A national survey of small-boat fishermen was distributed to: (1) identify major defining characteristics of participants in ITQ and non-ITQ fisheries, (2) document and examine differences in satisfaction with fisheries management, and (3) evaluate the existing options for newcomers to participate in small-boat fisheries. Survey results indicate that Icelandic small-boat fishermen are engaged in multiple management systems within a wide range of boat sizes. Those who held quota were more satisfied with the current ITQ system compared to those who did not hold quota; however, nearly all fishermen were still critical of fisheries management in Iceland and the two major non-ITQ options of lumpfish and coastal fishing were not perceived to offer significant opportunity for entry-level fishermen. Dissatisfaction stemmed from the lack of decision-making power, a distrust of scientific advice, and the perception that the ITQ system did not serve the purpose of protecting fisheries resources, but was rather oriented only toward economic goals. The dynamic nature of Icelandic small-boat fishing livelihoods and the pervasive negative attitudes thirty years after ITQ implementation demonstrate the need for culturally appropriate and equitable fisheries management schemes where success is measured in social as well as economic and biological terms.  相似文献

The focus of US fisheries regulations has changed from expanding fishing effort to protecting resources for current and future use. Regulations, enforcement, and compliance have changed and grown over the last forty years. Members of both the enforcement and commercial trawl fishing communities speculate and complain about regulatory compliance, often from opposite perspectives. A small research project in Oregon studied the relationship between these communities and regulation compliance. Although a difference was noted in the relationships between the varied levels of enforcement and trawl fishermen, this did not constitute a shift in compliance; compliance remained high with participants from both communities reporting that the fishermen have “little choice but to follow the rules.” What varied was communication within and between these communities, and the amount of control participants’ felt they had in regulation development. A small glimpse into the relationships within and between these communities offers insights into the factors that may impact fisheries, regulation development and enforcement, and communication within and between these interdependent, occupational communities.  相似文献

The paper reviews and summarises the literature on regulatory enforcement in fisheries. The focus is on the theoretical literature. First, some of the main contributions from the general economic literature of law enforcement are presented, along with extensions that are considered relevant to the study of fisheries law enforcement. Second, a review of the economic literature of law enforcement applied to the study of fisheries is provided. Finally, the paper presents gaps in the fisheries economics literature on regulatory enforcement and offers some possibilities for future work.  相似文献

After years of facing problems such as overfishing, illegal fisheries and the consequences of the Prestige oil spill, the fishermen's association (cofradia) of Lira, a small town in the coast of Galicia (NW Spain), has pioneered a co-management initiative in the region by proposing the creation of a marine reserve. The proposal was designed and developed by the fishers in partnership with biologists and social scientists, environmentalists and members of the autonomous government of Galicia in a highly participatory process. The views of different stakeholders on the implementation process for the marine reserve were assessed through a programme of semi-structured interviews. These findings were also used to analyse issues related to the implementation process employing a governance analysis framework. It was observed that the inclusion of fishers in the decision-making and the use of their traditional ecological knowledge in the design of the reserve promoted a better understanding of its benefits and an improved compliance with the fishing regulations. The effectiveness of the marine reserve was very high during the first years but it has been recently undermined due to the reduction of financial state support for enforcement in the light of the current economic recession. Whilst this marine reserve was driven by the stakeholders, the prospects depend on an adequate state enforcement capacity.  相似文献

As with the global scenario, a number of climate change ‘symptoms’ are being detected in Malaysia. Local scholars have looked into the problems of rising temperature, rising sea level, extreme rainfall and extreme winds, which are causing coastal and mangrove erosion and degradation of marine resources. In turn, these issues are affecting the small-scale fishermen who rely heavily on weather stability to conduct their social and economic routines. This paper analyses six adaptation strategies, namely, reducing the risks associated with fishing routines, strengthening social relationships, managing fishermen's climate change knowledge, facilitating the community's learning of alternative skills, involving fishermen in climate change adaptation planning, and enhancing fishermen's access to credit. These suggestions are hoped to provide basis for concerned parties to develop adaptation strategies that are in line with small-scale fishermen's needs, abilities and interests.  相似文献

In the different proposals about fishing resources management systems there is a trend to consider that some incompatibilities exist between forms of management (public intervention or co-management) and the use of instruments based in creating market of fishing rights. In this paper, we will try to leave behind this incompatibility by means of a new concept of management system, which distinguishes accurately the instrument from the institutional framework under which the former is applied. We can see the usefulness of our concept in the European Union fisheries management. Although there is a common policy for all Member States, the way some countries have implemented the Community Regulations has changed the institutional framework which determines the fishermen's activity. The results of our analysis become more outstanding since The Green Paper on the Future of the Common Fisheries Policy emphasises the need to share with the fishermen the drawing-up of the fisheries policy.  相似文献

One hundred and twenty-four fishing areas were identified and georeferenced according to fishermen's traditional ecological knowledge. Nearly 80% of the designations of the fishing areas were known by fishermen only and are registered for the first time. Fishermen identify fishing areas according to depth, wooden logs used to anchor fixed nets, gradation of water transparency, and traditional use of certain areas. This study reveals the richness of knowledge held by fishermen, it illustrates their solid straight relationship with the natural environment where they live, and shows the potential uses of TEK for fisheries management.  相似文献

We analyze the compliance behavior of artisanal fishermen in the Galápagos Marine Reserve. Our empirical analysis explores the role of the reserve's participatory management system as a determinant factor in decisions to violate regulations. The results indicate that, along with traditional enforcement tools (detection and penalties), the perception of legitimacy that regulations and local organizations have among the boat-owners, their individual sense of belonging, as well as their participation levels in their related organizations are also relevant to the compliance/violation behavior. Policy implications to improve compliance with fisheries regulations in the reserve are discussed.  相似文献

Management strategies are challenging to implement in Zanzibar's fisheries because the local people depend upon these resources for basic subsistence. This difficulty epitomizes the vital need for sustainable management: the more people need a fishery, the harder it is to limit fishing to allow regeneration. Comparing fisheries management strategies in two coastal villages in Unguja, the largest island of Zanzibar, Tanzania, this paper confirms the results of existing scholarship that communitybased strategies provide the most promising solutions to this challenge. Interviews with officials from the Department of Fisheries and Marine Resources, Village Fishermen Committees, and 51 fishermen in the villages of Kizimkazi Dimbani and Jambiani reveal the efficacy of strategies where local fishermen are centrally involved. The fishermen interviews reveal ignorance of existing fishing regulations and a lack of enforcement while fishermen at both sites noted that many illegal methods of fishing are still in use and expressed concern that such methods damage fish stocks. The Village Fishermen Committees, a recently implemented community-based initiative, are well attended by fishermen, and constitute a management strength that this paper concludes should be the foundation of future policy. This study analyzes how overall changes in political and economic life during the last decade have affected the Estonian coastal fishery of the Baltic Sea. At the beginning of the nineties, the opportunity to export fish to the European market emerged. Opening of this new market resulted in rapidly increasing pressure on fish stocks. Some of the most important coastal fishery resources were over-fished because of high export market demand coupled with insufficient resource management and ineffective control and enforcement mechanisms. The costs associated with fishery have grown much more than the first-buyer prices. Additionally, dynamic development of the Estonian economy has resulted in substantial increases in earnings in other economic sectors and therefore the relative wealth of fishermen has steadily declined. This has resulted in increasing social problems. In conclusion, countries in transition may encounter serious difficulties in the fisheries sector, arising from privatization and economic reforms, which may affect the fisheries even years after the establishment of new ruling principles.  相似文献

The failure of the command and control approach to fisheries management has encouraged governments to look for new ways of balancing the requirement to conserve fish stocks and yet maintain a flow of benefits that will meet economic and social targets. In the quest to establish a system for sustaining production in the Common Pond, the European Union (EU) has begun to investigate alternatives to the current management system. This research paper examines the problems associated with the current management regime operating in the EU in the light of alternatives for managing the fisheries. The research seeks to establish whether, given the serious problems confronting the EU's fishing industries, fishermen would be prepared to accept change and offer their ideas and support to develop an alternative management system. The research draws on the opinions of fishermen from Shetland and discusses the findings gained from interviewing key informants in conjunction with the results of an opinion survey of skippers and boat owners.  相似文献

The applicability of catch shares programs is evaluated for the various fisheries of the Western Pacific Fishery Management Council region in each of the archipelagoes. Implementation of Catch Shares programs in the region is problematic, but would require better data to be done fairly and equitably. Catch shares are currently under initial consideration for the Hawaii and American Samoa longline fisheries and the Hawaii Deep 7 bottomfish fishery. It is argued that current conditions in all the other small boat fisheries in the region make them inappropriate for catch shares management. Overfishing and the “race for fish” are not yet an issue for these fisheries and some are underdeveloped. Catch share programs can cause significant negative social consequences for Western Pacific communities because data on fishermen's participation, catch histories, and motivations to fish for cultural needs is not adequate for any initial allocation scheme to be developed equitably. The prevailing Western Pacific cultural value of sharing the fish by gifting portions, sharing the catch widely and sharing fishing opportunities widely is in clear conflict with the individualized commercial profit motive philosophy of fisheries that are appropriate for catch shares. The small boat fisheries lack adequate monitoring and enforcement, and do not have a total allowable catch or quota. Nor do they usually have a demonstrated need for one. Preliminary community outreach by Council staff and community discussion of catch shares shows a general lack of information yet a potential for strong resistance to the imposition of catch shares.  相似文献

In South Africa, fishery managers have struggled with a number of challenges in terms of compliance amidst a process of legal and policy reform since the democratic elections of 1994. The past 10 years, and more specifically the past five, have seen a significant change in compliance effort, with a particular focus on increasing law enforcement activities and capacity. This paper highlights two case studies that have been instrumental in restructuring fisheries compliance in South Africa. Although law enforcement has been significantly strengthened, greater political will and government commitment is required to implement alternative strategies that will have a long-term impact on levels of compliance.  相似文献

This paper analyses the perceptions of Spanish fishermen working in Atlantic fishing grounds on current fishery regulation measures and the possibility of introducing transferable rights as is established in the EC's latest proposal to reform the Common Fisheries Policy. A survey was conducted through face-to-face interviews and ordered logistic and multiple regression models to identify which characteristics influence fishermen's perceptions and attitudes. The results show that the fleet segments most in favour of implementing ITQs correspond to industrial fishing, while the smaller-scale fisheries (artisanal, gillnets, longline and coastal trawl) are more in favour of a system involving individual effort (fishing days or kW days), transferable or otherwise.  相似文献

In this synthesis article, we claim that institutional innovation is required for ecosystem-based approaches to fisheries management (EBAFM), and that such innovation can best be achieved by engaging in a delicate process of societal decision making. Current instances of participation in fisheries shed light on the societal processes required for such institutional innovation. We apply the IBEFish analytical frame to examine findings from recent European research on participation in fisheries management at different jurisdictional levels. We distil several issues of major concern for institutional innovation towards EBAFM. These concern information management, legitimacy, social dynamics and costs, as well as aspects of cross-scale and cross-sector integration of fisheries governance.  相似文献

A global recurring challenge for marine managers and policy makers is the effective management of fisheries conflicts. This study demonstrates the usefulness of a political ecology approach in understanding the complexity of conflict in increasingly internationalized national fisheries. By doing so it aims to provide an alternative approach to the environmental security perspectives, predicated on scarcity narratives, that often underpin policy on fishery conflicts. Using a localised example of industrial Chinese and local artisanal fishermen conflict in Ghana, this paper reveals a complex account of contesting ‘access’ to resources, in material and nonmaterial terms, that moves beyond an ‘absolute scarcity’ driven narrative. The conflict is shown to be one, in part, focussed around spatially fixed areas as well as moral claims of correct ways of fishing that reflect social tensions within the local fishing community. Both aspects show long term motivations to keep resource access, rather than being concerned with in the moment struggles over scarce resources. This work also highlights the existence of cooperation between groups of artisanal fishermen involved in transhipment with Chinese fishermen, revealing the complex nexus of winners and losers produced by environmental, social and political factors. In sum, policy must acknowledge that conflict is rarely produced purely by scarcity, and that broader social and political factors often combine in a variety of forms to produce localised conflict. If these complexities are ignored, fisheries policy runs the risk of unintentionally exacerbating conflicts and disadvantaging those who it aims to help.  相似文献

Information on the cost of fishing is integral in measuring fisheries performance and correctly evaluating the economic impacts of fisheries regulations and management rules. However, limited availability of cost data often renders such analyses either incomplete or implausible. This study discusses a survey effort that was undertaken in the Northeast US to collect fisheries annual fixed cost data directly from commercial fishermen. Stratified random samples of fishing vessel owners were surveyed in 2012 and 2013. An overview of the survey procedures, sample selection and administration is given here. The data cleaning process, non-response bias and data summaries are also presented. A modeling framework is discussed for estimating fisheries cost data. Robust cost models in combination with regular data collection efforts will allow for more complete economic and financial analyses relevant to fisheries management and conservation.  相似文献

This paper focuses on changing trust relationships among fishermen following new governance arrangements. The previous ‘thick’ trust relationships that characterized the Dutch fisheries industry under a neo-corporatist arrangement had resulted in an isolation of local fishermen groups vis-à-vis outsiders. However, under new governance arrangements, in particular the so-called Study Groups, these trust relationships are changing. The establishment of Study Groups, where fishermen from different localities have to cooperate on sustainability innovations in order to receive subsidies, lead to more diversity within the industry, more collaborations across localities and new forms of ‘thin’ trust. As such, these Study Groups can be understood as successful experiments in further opening up of the fisheries community.  相似文献
