本文以兰州地震研究所试行目标管理责任制为实例,研究了地震系统内研究单位实行目标管理的必要性、内容及具体实施步骤。指出一个单位的管理目标体系应由总体战略目标、任期目标和考核指标三部分组成。 为落实管理目标,要建立相应的目标保证体系,即目标分别按管理系统和研究系统进行层次分解。 管理目标的实施是一个涉及各方面和多种因素的复杂问题,有必要进行深入研究。本文讨论了当前应注意解决的几个问题。  相似文献

科学、合理地制定水体主要污染物浓度控制目标,即水质目标是实施河、湖"水质目标管理"的基础和前提.本文基于环境条件决定生态系统结构以及自组织适应生态学原理,提出一种可促进水生态改善的太湖分区分时动态水质目标制定方法.该方法在出入湖河道流量情景及分区污染物浓度情景设计的基础上,进行不同情境下水生态系统要素时空演化的数值试验;然后以藻类生物量减小、沉水植物生物量增加为判据,构造水质目标优化模型;最后将湖泊水生态模型与水质目标优化模型耦合,判断各污染物浓度情景下水生态系统健康状况,进而确定不同时间尺度下太湖各分区总氮、总磷、氨氮、高锰酸盐指数等主要污染物指标的动态控制目标.结果表明:本方法制定的太湖各湖区分时水质目标相比传统的"静态"目标更能促进太湖水生态系统健康发展,并为太湖水环境的精细化管理提供了可能.  相似文献

近几十年来,为了更好地认识和管理不同时空尺度的水循环,许多水科学和管理项目相继问世,如生态水文学、全球水文学、社会水文学、供水管理、需水管理和水资源综合管理(Integrated Water Resources Management, IWRM)等.与此同时,示踪、制图、遥感、机器学习和模拟等先进技术也广泛应用于水文过程和水资源研究中.尽管如此,全球水危机仍日益加剧.究其原因在于水文水资源研究和管理之间未能在不同时空尺度建立有效的链接和交流来实现联合国可持续发展目标.流域是水资源管理的基本单元,流域科学有望搭建水文水资源研究与管理之间的桥梁.本文首先回顾水文研究和水资源管理的进展,进而讨论了全球水资源界面临的问题和挑战.在此基础上,提出了流域科学的四个核心组成部分:(1)水文分析;(2)水资源政策;(3)综合治理;(4)管理与反馈.该构架综合考虑水资源拥有量和用水量及水质,量化水循环的储存、通量和质量,基于地球环境边界条件理论确定当地水资源阈值;提出水资源管理的具体可行措施.流域科学为应对当前全球水危机和实现联合国可持续发展目标提供了互补性水资源管理途径.  相似文献

本文介绍了目标管理方法的基本概念及其在台站工作中的应用。通过对湖州地震台实施此法以来的情况与效果的分析,认为目标管理法在台站的实施对于提高台站的工作效率,对实现台站工作的规范化、科学化都起了促进作用,已取得初步效果。因此,认为目标管理法是一种值得进一步探索和在地震台站偿试推广应用的科学管理方法。但这不是台站管理工作的全部内容,更不能以此代替政治思想工作。  相似文献

A constrained total water-use policy has been implemented to maintain sustainable water supply in some water shortage areas. Managing a constrained water-use quota (T) in water allocation is a challenging goal. This paper proposes a new framework for water allocation under total water-use constraint by utilizing the concept of the Newsboy model, commonly used in operations management and applied economics, and applying it to the Dongjiang River Basin, South China. This framework considers T as a state variable of the objective function, rather than simply dealing with it as a constraint of multi-objective analysis. Using this framework, it is revealed how different schemes of T play out in water allocation, and water-use warning is provided for each sector and water governor in water resources management.  相似文献

A methodology has been designed to assess the performance of the environmental management in sea ports. The Self Diagnosis Method, developed by two research teams and about sixty sea ports, allows the comparison of the current environmental situation with that corresponding to previous years and the assessment of the opportunities for improvement. The main objective is to review the management activities and procedures that affect the environment and the way the port authority handles significant environmental aspects. It has been designed as a "first level" tool: it can be applied in approximately six hours by a non-expert user. It is based on the ISO 14001 vocabulary, requirements and structure, and it can be considered as a first step in the voluntary implementation of an environmental management system for port communities.  相似文献

Paleornagnetic data, during the Phanerozoic obtained in the last 20 years in the Yangtze Block (YZB), are critically reviewed. To study the impact of the uncertainties existed in nature and management on the ecological planning and the achievement of the planning objective under uncertainty, the General restoration planning of Shiyanghe river basin, which is for Shiyanghe river basin located in an arid inland area in China, is selected as the research object. The general thought of the essay is to get the probability of the objective achievement of ecological planning by analysing the floating region and possibility distribution of the uncertainties which is of the critical factors in achieving the planning objective. Firstly, the uncertainties of the critical factors are identified and analysed separately. Secondly, the two uncertainties are combined to study its impacts on the achievement of planning objective in each scenario. Lastly, the probability and the possible deviation of ecological objective achievement are analysed in each scenario. The methods used in the study include the scenario analysis, BPF based on BP neural network, PPCC analysis and interval analysis. The results show that the achievement of ecological objective is greatly influenced by the uncertainties, the objective achievement could be get only in the scenario of water resources utilization and management meet the planning requirement and high flow year in planning year, the results also show that the greater volume of local water resources and the higher level of local water resources utilization and management lead to the higher probability of achieving ecological objective and the lower possible deviation.  相似文献

Information technologies provide a significant support in the management of lakes and reservoirs. Existing information systems mostly did not comprise all the necessary data and enabled collecting only a limited set of reports. More complex data analyses such as statistical analyses and data research were conducted in separate environments and recquired additional preparation of the data. Information system of lakes and reservoirs in Serbia (SeLaR) was produced in order to provide all the neccessary information for lake and reservoir management. The information system integrates a large data set and provide users with necessary information in the form of reports and charts. The users of the system are scientists and experts who study these issues, as well as students with the objective of continuous education. Furthermore, an interface was produced to enable linking with data research software. In this way a unique working environment was created to provide users with an efficient model of acquiring all the information necessary for the management and to find out new facts in data interaction, and also to make a forecast. This study presents an overview of the information system, its production model, the information available and the possibilities of data research.  相似文献

Adaptive management is the pathway to effective conservation, use and management of Australia's coastal catchments and waterways. While the concepts of adaptive management are not new, applications involving both assessment and management responses are indeed limited at the national and regional scales. This paper outlines the components of a systematic framework for linking scientific knowledge, existing tools, planning approaches and participatory processes to achieve healthy regional partnerships between community, industry, government agencies and science providers to overcome institutional barriers and uncoordinated monitoring. The framework developed by the Coastal CRC (www.coastal.crc.org.au/amf/amf/_index.htm) is hierarchical in the way it displays information to allow associated frameworks to be integrated, and represents a construct in which processes, information, decision tools and outcomes are brought together in a structured and transparent way for adaptive catchment and coastal management. This paper proposes how an adaptive management approach could be used to benefit the implementation of the Reef Water Quality Protection Plan (RWQPP).  相似文献

The use of water resources of the Novosibirsk Reservoir by the existing water management complex is analyzed at different stages of reservoir operation. The natural and anthropogenic factors that determine the development of reservoir water resources for water supply, a priority objective now, are discussed. The problems of water quality formation in the reservoir are considered for different hydrological seasons and periods of water abundance in the major river. The major contradictions between the participants of water management system are specified. Perspective approaches for optimizing the use of water resources of the reservoir are proposed.  相似文献

基于定义的二类优化目标函数,评价双层多重调谐质量阻尼器(DMTMD)控制策略对漂移频率系数(DFR)摄动的鲁棒性。数值研究表明,使用第二类优化准则设计的DMTMD、双重调谐质量阻尼器(DTMD)和多重调谐质量阻尼器(MTMD)比使用第一类优化准则设计的DMTMD、DTMD和MTMD具有更高的对DFR摄动的鲁棒性。而且,使用第二类优化准则设计的总数为4的DMTMD、DTMD和总数为11的MTMD具有近似相同的对DFR摄动的鲁棒性。  相似文献
